Kickoff on America’s favorite past time is just about ready to start. For many football fans, when it’s time for Super Bowl LII, everyone’s a fan…and Fans Don’t Let Fans Drive Drunk. The California Office of Traffic Safety, Police, Sheriff and the CHP are huddling up for a special designated driver reminder to urge football fans across the nation not to drop the ball on this issue.
Pomona Police Department will deploy additional officers on special DUI Saturation Patrols specifically to stop and arrest drivers showing signs of alcohol or drug impairment during and following the game.
Impaired driving near or above the .08 BAC limit can be deadly, and even small amounts of alcohol can impair judgment to make driving unsafe. In 2016, the National Highway Traffic Safety Administration (NHTSA) reported there were 10,497 fatalities in motor vehicle traffic crashes involving drunk drivers nationwide. California recorded 1,059 DUI deaths at .08 BAC or above according to the NHTSA.
Pomona Police Department supports the new effort from the Office of Traffic Safety that aims to educate all drivers that “DUI Doesn’t Just Mean Booze.” Drug-impaired driving is a problem on California roadways. Like drunk driving, drugged driving is impaired driving, which means it is dangerous and illegal. Whether the drug is legally prescribed, an illicit drug or marijuana, driving while drug impaired poses a threat to the driver, vehicle passengers, and other motorists, and driving high can lead to a DUI.
“Be sure to have a game plan for the night so friends and family know who the designated driver is,” said Cpl. Scheppmann, Pomona Police Department. “We want to encourage folks to turn over their keys to a sober driver before the game begins. Impaired driving can result in serious crashes, injuries or death. If you don’t have an ‘MVP’ to make sure folks get home safely, consider other ride options.”
There are many other ways to ensure a safe ride home besides relying on a friend. The OTS DDVIP app is now available for free download on iOS and Android devices. The app offers enhanced features, allowing users to search all participating bars and restaurants throughout California. Additionally, the app users can easily order a sober ride from Uber, Lyft or Curb.
This Super Bowl weekend, be a team player and help keep impaired drivers from getting behind the wheel. Don’t fumble! Designate your sober driver before the big game begins. And remember: Fans Don’t Let Fans Drive Drunk.

Jamora Augustus of Chino Hills arrested for assault with a deadly weapon

Suspect: Jamora Augustus, 37-year-old resident of Chino Hills
SUMMARY:
On January 30, 2018 at approximately 8:00 p.m., Augustus Jamora assaulted the victim at her residence. Jamora held a hand gun to the victim’s head and threatened to kill her, then physically assaulted the victim’s relative, who attempted to intervene. Jamora fled the residence to an unknown location before Chino Hills officers arrived. Emergency Protective Orders were granted for the victims, and a warrant for Jamora’s arrest was authored.
The following day, Jamora returned to the victim’s residence, and was armed with a gun. Responding deputies surrounded the location and conducted evacuations of nearby homes and businesses. Deputies conducted public announcements, instructing Jamora to surrender, but he refused. Jamora barricaded himself inside the residence for approximately one hour, then attempted to escape from the rear of the residence. Jamora was quickly apprehended and taken into custody without incident.
Jamora was booked into the West Valley Detention Center for charges of Assault with a Deadly Weapon, Criminal Threats, and violation of an Emergency Retraining Order.

Residential Water Usage Up 10 Percent Within JCSD’s Service Area
In the winter of 2016-2017, California experienced record-setting rain and snow throughout the central and northern parts of the state. Consequently, Governor Brown declared an end to California’s emergency drought status in April of 2017.
Southern California is classified as a semi-arid climate and Jurupa Community Services District (JCSD) customers received average rainfall of about 12 inches last winter. JCSD relies on groundwater, which is stored underground in basins, for 100 percent of our water supply. Groundwater basins are slow to refill after a drought and average rain will not cause water levels to rise significantly. As a result, the JCSD Board of Directors resolved to remain at Level 2 of the Water Conservation Plan, which limits irrigation and other water-wasting practices. These measures will allow sufficient time for groundwater basins to recover from the drought.
There is no way to know if our area is in the beginning of a new drought cycle, however, JCSD’s service area is currently classified by the U.S. Drought Monitor as abnormally dry (see attached map). JSCD personnel monitor daily water consumption and local groundwater supply throughout the area. Residential water usage has gone up 10 percent in the last two months. This equates to 142,807,459 more gallons.
JCSD is urging all residents to check their irrigation systems and irrigate their landscapes no more than necessary. Generally, grass needs very little water in the winter due to colder temperatures and shorter days. The water we save today will recharge our groundwater basins and be available when we need it.

High Grove Child Death arrest of Susan Rank.

On Friday, January 26, 2018, at approximately 6:44 AM, deputies assigned to the Jurupa Valley Sheriff’s Station responded to a possible child death at a residence within the 3000 block of Cannes Avenue, in the unincorporated community of High Grove. Upon arrival, deputies located a child with obvious signs of trauma. The child was pronounced deceased at the scene.
Deputies detained several individuals at the home and summoned station investigators, as well as investigators from the Sheriff’s Central Homicide Unit to the scene. Investigators responded and assumed the investigation.
Their investigation revealed information linking the child’s mother, Susan Rank, to the child’s death. Rank is a 30-year-old resident of the home. Rank was immediately taken into custody and later transported to the Robert Presley Detention Center, where she was booked for murder. The victim’s identity is being withheld.

TWO STUDENTS ARRESTED FOR CRIMINAL THREATS
Last night, the Corona Police Department received information of a 15-year-old male Corona High School student who threatened violence towards the campus of Corona High School. Through the investigation, officers were able to view social media posts sent by the suspect. The suspect was identified and subsequently arrested at his residence. The suspect was later booked into Riverside Juvenile Hall. No weapons were located at the suspect’s residence.
Today, another Corona High School student posted on social media a picture of himself with a weapon, making threats toward Corona High School students. School administration brought this to the attention of the School Resource Officer assigned to Corona High School. An 18-year-old male student was identified, detained and it was determined the weapon shown in the photo had been rented at a shooting range for use at that range. No weapons were located at the suspect’s residence. This investigation is ongoing.

Background on the Consideration and Implementation of a District-Based Election System
The City of Norco was served with a demand letter from Shenkman Hughes on October 2, 2017, alleging a violation of the California Voting Rights Act and threatening litigation if district conversion is not implemented. Norco currently utilizes an at-large election system in which registered voters cast votes for every Council seat. Changing to district-based elections would result in the City being divided into five districts, each with one Council Member who resides in the district and is chosen solely by the voters in that district.

CORONA MAN ARRESTED FOR SEXUAL ASSAULT OF CHILDREN
Corona Police detectives arrested 22-year-old Corona resident, Benny Zavala, on Friday, Jan. 19, 2018, for mulitiple charges relating to child sex abuse.
Earlier that day, a Corona Police officer was visiting an elementary school campus in the City of Corona as part of the “Adopt-A-School” program, when a school counselor asked to meet with the officer. The counselor had just met with a student who reported a sexual assault by a relative that had occurred the night before.
The resulting joint investigation between the Corona Police Department and the Riverside County Department of Public Social Services revealed another child-victim of sexual abuse who is also related to Zavala. In addition to the incident that led to the disclosure to the school counselor, both victims reported how Zavala molested them on several occasions between two and three years ago when they were very young. All incidents reported occurred in the City of Corona.
Zavala was arrested on Friday, Jan. 19, 2018, at about 12:40 p.m., in the 2000 block of Lockwood Circle in the City of Corona. He was later booked into the Robert Presley Detention Center in downtown Riverside. The booking charges include Sexual Intercourse with a Minor under 10-years-old, Oral Copulation of a Minor under 10-years-old, Sexual Penetration of a Minor under 10-years-old, and Lewd Acts with a Minor. His bail was set at $9,375,000.
Due to the sensitivity of this case, state privacy laws, and the ongoing investigation, the Corona Police Department is unable to release any further details that could tend to identify the victims in this case.

SUSPECT: Talia Guadalupe Arias-Simental, 23-year-old, resident of Pomona
VICTIM: Female – Name withheld pending next of kin notification
SUMMARY:
On Saturday, January 20, 2018, at 7:18 p.m., Chino Hills Station deputies responded to the intersection of Chino Avenue and Peyton Drive, regarding a pedestrian who was hit by a vehicle. Upon deputies’ arrival, they found the victim, an unresponsive unidentified female lying in the street. After the vehicle struck the victim, the driver fled the collision scene without stopping, rendering medical aid, or checking on the injured victim. Paramedics transported the victim to a local hospital, where she later succumbed to her injuries and was pronounced deceased. The victim’s information is not being released at this time pending the notification of next of kin.
During their investigation, investigators identified the driver who fled the scene as Talia Guadalupe Arias-Guadalupe. Arias’ vehicle was identified as a 2002 White Pathfinder and sustained major front-end damage. Deputies arrested Arias for DUI with injuries, DUI with a Blood Alcohol over .08 and Hit and Run with injuries.
The investigation is ongoing; investigators are attempting to locate any witnesses to this collision. Chino Hills Police Alert – Monday, January 15th-Prison Escapee Apprehended
8:30 p.m. 1/15. Inmate Michael Garrett located in Encinitas and taken into custody after escaping Sunday night.
8:30 a.m.-The Chino and Chino Hills Police Departments have confirmed that suspect Michael Garrett, who escaped from the California Institution for Men (CIM prison) Sunday night, is no longer in the immediate vicinity. He has been captured in San Diego.

California Institute for Men (CIM) Prison Escape
According to CIM, there has been a confirmed escape from the Chino Men’s State Prison.
The escapee, Michael Garrett, is described as a, white male, 33 years of age, 5’10, and approximately, 197 lbs.

UPDATE: Michael was in custody for a stolen vehicle and felony evading.
Deputy Involved Shooting in Home Gardens
At approximately 1:09 AM, deputies from the Jurupa Valley Sheriff’s Station responded to a report of a stabbing within the 3900 block of Brotherton Street.
After their arrival, the deputies eventually contacted two Hispanic male adults, both of whom suffered from stab wounds. As the investigation unfolded, there was a deputy involved shooting with one of the two Hispanic male adults. A handgun was located at the scene of the shooting.
The Deputies and emergency medical personnel rendered medical aid to both men at the scene, and both men were transported to an area hospital for additional treatment. The circumstances surrounding the stabbing, as well as the subsequent deputy involved shooting remain under investigation. The names of the involved subjects will not be released at this time. The deputy involved has been placed on administrative leave per department policy. The involved deputy’s name will not be released at this time. No deputies or other citizens were injured during the incident.
Investigators from the Riverside County Sheriff Department’s Central Homicide Unit and Jurupa Valley Station responded and assumed the investigation. Concerned citizen reports 3 suspicious subjects in a neighborhood, deps later arrest them for residential burglary

SUMMARY:
On Sunday, January 14, 2018, at approximately 12:38 a.m., Chino Hills deputies were dispatched to a suspicious person call from a citizen in the 13000 block of Monteverde Drive. When deputies arrived, three male juveniles fled from them. Deputies immediately set up a perimeter and initiated a search of the surrounding residences. Additional deputies and an airship from the Sheriff’s Department Aviation Division conducted a complete search of the surrounding area. Two male juveniles were found hiding in the vegetation in-between houses and a third male juvenile was found hiding in an unreported stolen vehicle. All three juveniles were from Pasadena and taken into custody.
Further investigation and evidence located at the scene revealed the juveniles had committed an unreported residential burglary and vehicle theft in Pasadena and drove the stolen vehicle to Chino Hills to commit another residential burglary.

On Saturday, January 6, 2018, deputies from the Central Station conducted a warrant service at a Motel 6 in San Bernardino. As deputies approached the room a subject exited, leaving the door open and deputies located several subjects inside. During the investigation, Alex Luna was found to be in possession of methamphetamine, a large amount of cash, several Xanax bars and an electronic scale. Issac Munoz was found to be in possession of a loaded firearm and heroin.
Luna was arrested for Possession of a Controlled Substance for Sales. Munoz was arrested for Possession of a Controlled Substance and a Loaded Firearm. Both subjects were transported to Central Detention Center and booked into custody.

▪ On Friday, January 12th, 2018, around 8:30 PM, members of the Pomona Police Department’s Major Crimes Task Force (MCTF) and the Los Angeles County Probation department were partnered up, and working a gang suppression detail within the City of Pomona. The Major Crimes Task Force along with Probation Officers conducted a pedestrian stop in the 1000 block of Dorset Av., in the City of Pomona. Officers made contact with Suspect Hernandez who is a known and documented Pomona gang member with a severe criminal record. Officers located a large amount of suspected heroin, packaged for sales. During the course of the investigation it was learned Suspect Hernandez was on active AB109 probation. Officers conducted a probation compliance check of Suspect Hernandez’s residence and located a loaded stolen firearm, several live ammunition rounds, and packaging material consistent with packaging narcotics for sales.
As a result of the items recovered during the investigation and residence compliance check, Hernandez was placed under arrest on suspicion of;

▪ 29800 (a)(1) PC- Felon possession of a firearm
▪ 30305 (a) PC- Felon possession of ammunition

SUMMARY:
On January 11 2018, at 2:53 pm, deputies from the Chino Hills Police Station responded to the 15000 block of Avenida Del Monte for a burglary in progress. The reporting party saw six suspects enter their neighbor’s home and called 911. The suspects were all seen carrying property from the home and left in a white U-Haul van. Deputies conducted an area check and located the suspect’s vehicle. The deputy attempted a traffic stop and the vehicle failed to yield. Deputies and California Highway Patrol pursued the vehicle into La Mirada where the vehicle became disabled. During the vehicle pursuit the suspect’s vehicle caused several minor traffic collisions. There were no reported injuries. The six suspects ran from the vehicle and were apprehended with the assistance of Los Angeles County Sheriffs deputies.
