Fallen CHP Officer Honored With Highway Designation

Los Angeles County – On Mon., July 13, a resolution was passed designating the 1-10 and I-605 Interchange in Los Angeles County as the “CHP Officer William B. Wolff III Memorial Interchange.”  Assembly Concurrent Resolution (ACR) 86 recounts the lifetime accomplishments of Wolff, who was a father, husband, veteran, and a proud officer of the California Highway Patrol (CHP).

ACR 86, authored by Assembly member Roger Hernández (D-West Covina), passed the Assembly Committee on Transportation with bipartisan support. The resolution designates that, “Officer Wolff exemplified true selflessness and leadership as a member of our community,” said Hernández.  “It is a true honor to carry a resolution memorializing his valiant public service and the sacrifices he has made for the State of California and the San Gabriel Valley.”

Born on Jan. 22, 1946, Officer Wolff graduated high school in Philadelphia, Pennsylvania, and received his bachelor’s degree in kinesiology from Cal Poly Pomona.  Upon graduation, Wolff served in the United States Navy and later as a vocational nurse. His desire to continue serving on behalf of the public led him to pursue a career and life as an officer of the CHP.

Wolff was killed in the line of duty on Dec. 30, 1977, when he was struck by a drunk driver while making a traffic stop.  Officer Wolff is survived by his two children, Eric and Carrie Ann, and granddaughter, Kaylee Rose.

This resolution is sponsored by the California Association of Highway Patrolmen, the labor organization that represents California Highway Patrol Officers.

 

San Gabriel Valley: Church Burglar Arrested

SGV – Over the course of the year, a male Hispanic suspect burglarized several churches in the Industry and Walnut/Diamond Bar Sheriff’s Station’s areas.  The churches had fixed post surveillance cameras which recorded the suspect at the locations, and he was described as having “tribal band” tattoos on both legs and large tattoos on both arms.

According to the L.A. County Sheriff’s Department, the suspect entered churches, stealing large amounts of cash from locked donation boxes.  The burglaries occurred during the day when the churches were open to the public.

Detectives from two stations worked diligently to identify the suspect – who appeared responsible for all of the burglaries – but were unsuccessful. Special Bulletin flyers were distributed to local police agencies seeking additional information and assistance in identifying the suspect, but he remained unidentified.

Industry Station Detective, Charell Heard, who was the lead detective, created a Special Bulletin flyer with the suspect’s photograph from the surveillance videos. Industry Station personnel contacted Sheriff’s Information Bureau personnel seeking media coverage and the public’s assistance in identifying the suspect.

On July 2, Heard conducted an interview with television and radio media personnel at the Industry Station. Shortly after the interview, and after the suspect’s photograph was televised and posted on media websites, anonymous community members identified the suspect as Hacienda Heights resident, Carlos Montiel, 36.

Heard immediately queried Department resources and confirmed the suspect’s identity. Industry Deputies conducted surveillance on the suspect’s location, positively identified him, and arrested him without incident.

Detectives authored a search warrant for Montiel’s residence and his vehicle to recover evidence related to the crime.

The collaboration of the Detectives from Industry and Walnut/Diamond Bar Stations, Sheriff’s Information Bureau, media personnel and the community, led to the successful arrest of Montiel.

Deputies seize over $3 Million in Marijuana

Industry – On Wed., July 1, Special Assignment Team Deputies from the Industry Sheriff’s Station – in collaboration with Narcotics Bureau personnel – arrested two individuals for cultivation of marijuana for sales.  Deputies developed leads based on an anonymous tip, ultimately leading them to the service of a search warrant in the 1300 block of Darius Court in the City of Industry.

During the search warrant, hundreds of marijuana plants in various stages of growth, with an estimated street value worth over $3 million, as well as hydroponic equipment were recovered.  The equipment was used to cultivate the plants inside an otherwise nondescript local business/warehouse.

Deputies arrested David Nguyen, 32, and Phong Nguyen, 54, for cultivation and sales of marijuana.  The suspects are both of Vietnamese decent, and claimed to be from out of the state/country with no local residence.  Both are being held at the Industry Station jail with bail set at $50,000 each.

According to the L.A. County Sheriff’s Department, this is the second such incident of marijuana being grown indoors locally in as many months.  On June 6, the Special Assignment Team from the Industry Sheriff’s Station – accompanied by Detectives from the U.S. Marshals Fugitive Task Force – arrested three individuals for cultivation of marijuana for sales.  In that case, Deputies seized over $1.5 million in marijuana during a local search warrant operation.

OnStar Helps To Stop Carjacking

San Dimas – On Sun., June 28, Los Angeles County Sheriff’s Deputies responded to the 500 block of W. Arrow Highway regarding a carjacking call.

The victim, a 74-year old man, told Deputies that he was yanked out of his 2015 Chevy Silverado by a white male in his 20s, who struck him, knocked him to the ground, and stomped on his head.  The victim fought back, but the suspect was able to overcome him and drove off in his vehicle.

The vehicle had OnStar auto security and safety service, which was activated.  Walnut Station Sheriff’s Deputies were able to locate the vehicle in Diamond Bar, and followed it onto the southbound 57 Freeway where a brief pursuit ensued.

OnStar then remotely disabled the vehicle, causing it to slow down to 5 miles per hour.  The suspect – Joshua Frontino-Deaton – exited the vehicle on his own, complied with Deputy orders, and was taken into custody.  The pursuit did not result in any collisions or injuries.

The victim was treated at a local hospital for his injuries.

Frontino-Deaton was arrested for carjacking, and is currently being held in lieu of $100,000 bail.

Local Efforts in Inland Empire Part of Nationwide Goal to Provide 2 Million Meals To Feed Children Over Summer Month

Riverside– Knowing that kids can’t have summer fun on an empty stomach, Caliber Collision is launching its 4th annual Rhythm Restoration Food Drive from June 8th through June 26th to benefit the Second Harvest Food Bank of Riverside & San Bernardino.

Caliber Collision has set up food collection bins at each of its 17 centers in the Inland Empire and urges customers and the public to drop off food items or cash donations at local centers.

The local Caliber locations are part of a company-wide national food drive that last year provided more than one million meals for children in need of food.  The annual food drive is a grassroots, volunteer effort by Caliber teammates who have challenged each other to break 2014’s record and have set a nationwide goal of 2 million meals this year for at-risk children and families.

According to a recent report by Feeding America, despite the economic recovery, 1 in 5 children in the U.S. continue to struggle with hunger.  Chronic illness is reported to be higher among children living in food-insecure households and the lack of adequate nutrition can literally change the structure of a child’s brain and affect learning.

“For too many children, no school means no lunch,” said Steve Grimshaw, Caliber Collision’s Chief Executive Officer.  “Local food banks need extra help during the summer to ensure that those in need don’t go hungry. We are committed to doubling our efforts this year to restore the rhythm of regular meals to children in each of the communities that Caliber serves.”

In addition to the food items, Caliber Collision has also committed to a corporate matching contribution for local food banks based on the amount collected by Caliber teammates locally.

Non-perishable food items or cash donations can be dropped off at any of the Caliber Collision locations listed below. The food bank cannot accept glass or open containers, perishable or homemade items.

San Dimas Shooting Death

Quiznos’ store owner killed in robbery

San Dimas – On Tues., June 2, L.A. County Homicide Detectives responded to the 1000 block of W. Arrow Highway to investigate a shooting incident.

Deputies arrived at the Quiznos restaurant regarding an assault with a deadly weapon call, and found a male adult suffering from a single gunshot wound to the torso area.

According to the L.A. County Sheriff’s Department, an unknown male suspect entered the business about 3:20 p.m. He approached the cashier’s counter, brandished a semi-automatic handgun and demanded money from the Quiznos’ business owner. The owner – and victim – complied and give the suspect money from the cash register.

The victim followed and confronted the suspect outside of the business. The two were involved in a brief struggle, and the suspect shot the victim one time in the torso area and fled the scene on foot in a southwest direction.

The suspect was described as a male in his 20s, white or Hispanic, approximately six feet tall, 160 pounds, with brown hair. His clothing was described as a black cap, black shirt, and dark short pants with a plaid pattern.

The victim, Pravin Patel, 62, of San Dimas, was transported in critical condition to a hospital via helicopter – where he later succumbed to his injuries.

City of Industry – On Tues., May 12, Deputies and Narcotics Detectives assigned to Industry Sheriff’s Station conducted a search warrant in the City of Industry, discovering and seizing a large marijuana grow within a warehouse.

Deputies arrived at the location on the 18000 block of Railroad St., along with members from the Los Angeles County Fire Department in response to a fire alarm call for service.

According to the Industry Sheriff’s Station, Deputies smelled the overwhelming odor of fresh marijuana upon arrival, and saw various items used in cultivation, including lights, chemicals and more.  A search warrant was obtained and Deputies later discovered three separate rooms containing over 300 plants in various stages of maturity with an approximate street value of over $1.2 million.

Deputies have arrested an Asian male in his late 40s, associated with the indoor grow. His name is being withheld pending further investigation.

CVUSD Implements GPS For School Buses

West Covina – The Covina Valley Unified School District (CVUSD) has successfully completed the installation of the WaveControls GPS Tracking system on their entire fleet of school buses.

This new system allows CVUSD to track the location of their fleet on a minute-by-minute basis, increasing the safety and efficiency of the entire operation for the District.  Furthermore, this system provides the ability to know what time a school bus arrived at and departed each individual bus stop, as well as monitor bus speed and any dangerous conditions that might exist.

This system is part of CVUSD’s commitment to the safety of the children that are entrusted to them.  By implementing the WaveControls GPS Tracking System, the District is ensuring that the most cutting-edge technology is used to improve safety and increase operational effectiveness.

SGV – On Mar. 11, the Newcomers and Friends of San Gabriel Valley celebrated their 50th anniversary with a Champagne Brunch at Claim Jumper restaurant in Monrovia.

For 50 years, the club has been bringing together women from all over SGV for friendship, fun, and philanthropy.

More than 50 past and present members attended, including Lucy Freeman, who joined in 1977, and Sharon Townsend, who traveled the farthest from Danville, which is in the San Francisco area. Ten past presidents of the club attended and were honored by current President, Elena Paules.

The group was entertained by five members, who spoke on each of the club’s five decades – regaling with history of the club, top news stories, inventions, music, TV, and movies. Before email, the club kept their members in touch with events and activities via a phone tree. Past events brought back happy memories (and some laughter) for many club members.

Membership was mainly stay-at-home moms in the beginning, and membership dropped when they had to go to work during the recession.  In 1984, they started the year with 31 members, and ended it with 163.  Presently, there are over 130 members (mostly retired women, as most of the activities happen during the day).

Club activities have changed over the years. In 1975, some of the activities were bingo, bowling, tennis, crafts, exercise, card games, a mothers-of-young-children group, and golf (which is their longest running activity with members continuing to golf weekly).

Today, Newcomers has a monthly coffee meeting for all members. A monthly email newsletter is also sent out detailing club events and activities, including a book club, bridge, crafts, games, garden gals, golf, lunch bunch, Maj Jong, movie goers, Pinochle, Scrabble, a wine tasting club, tours, and travel. Most events take place monthly. A Ladies-on-the-Go group plans monthly outings chosen by members. There are five or six luncheons held by the club yearly, including programs with entertainment or enlightenment.  Six tours are scheduled yearly, and have previously included Mount Wilson Observatory, Graber Olive House in Ontario, San Antonio Winery, Porto’s Bakery in Glendale, and the Nixon Library; a tour of the Norton Simon Museum is coming this April 2015.

Members can attend as little or as much as they choose, and there is something for everyone! Membership dues are $25 yearly, and new members are always welcome!

SGV Toilet Arsonist Caught

SGV – Suspect, David Lin, 42, a local transient man (formerly of West Covina), was arrested on Tues., Feb. 3 for an unusual arson spree taking its toll on retail establishment restrooms in and around the City of Rowland Heights since December 2014.

Lin, in multiple acts of dangerous bravado, allegedly paid visits to local restaurants during business hours and set fires in toilets, using toilet paper, seat covers and other flammable materials as kindling.

In total, seven fires were set in local establishments within approximately two months (three within one day), including L&L Hawaiian Barbecue in Walnut; Rolling Wok, McDonald’s, Del Taco, Ten Ren’s Tea Time, and Office Depot in Rowland Heights; and Guppy House in Hacienda Heights

According to the L.A. County Sheriff’s Department, surveillance photos, witness accounts and other information led detectives to Lin, who was spotted by a patrol on the afternoon of Feb. 3.   Although no injuries were reported from the fires, thousands of dollars in property damage occurred from Lin’s alleged arson binge.

Lin was arrested on suspicion of arson, felony evading of police and drug possession.  Lin – who is reportedly living out of his car – was arraigned on Thurs., Feb 5, and is being held on $250,000 bail pending a Feb. 19 hearing.

Lakewood Woman Embezzles Thousands In Credit Union Scheme

Santa Ana – A Lakewood woman who pleaded guilty to a protracted embezzlement scheme, which resulted in the failure of a credit union, was sentenced today to 21 months in federal prison.

Wendy Wall, 50, was sentenced by United States District Judge James V. Selna, in Santa Ana, California. In addition to the prison term, Judge Selna ordered a four year term of supervised release, to include 12 months of home confinement, and ordered Wall to pay $480,273.77 in restitution.

Wall pleaded guilty to bank fraud on September 2, 2014, for engaging in the embezzlement scheme while employed at the Pepsi Cola Federal Credit Union.

Beginning in 1993 and continuing to February 2014, Wall was the manager and sole employee at the Pepsi Cola Federal Credit Union, a small financial institution in Orange County that served local Pepsi Bottling Company employees. While employed there, Wall operated an embezzlement scheme over a period of more than a decade by using her position to create fictitious bank accounts. Wall withdrew funds against those accounts by creating fictitious loans and by writing checks using the accounts. Wall then deposited the misappropriated funds into bank accounts belonging to Wall or her family members.

The scheme was discovered following an audit by the National Credit Union Association, whose personnel contacted the FBI to investigate further. Analysis indicates that the embezzlement scheme led to the eventual failure of the Pepsi Cola Federal Credit Union; however, members were indemnified against losses under an agreement with the National Credit Union Administration.

This investigation was conducted by the Federal Bureau of Investigation and prosecuted by the United States Attorney’s Office in Orange County.

Armed Robbery At Olive Garden

South San Gabriel – On Mon., Jan 12, at approximately 8:15 a.m., Deputies from the Los Angeles County Sheriff’s Department (LASD) Temple Station responded to an ‘armed robbery’ call at the Olive Garden Restaurant, located at The Shops at Montebello in unincorporated South San Gabriel.

Upon arrival, Deputies learned that the lone, male suspect entered the restaurant before it opened for business.  The suspect robbed the location, as well as the five employees who were inside.  Employees were held at gunpoint while an unknown amount of cash was taken from the restaurant.

A preliminary investigation revealed that several of the employees were accosted by the suspect, although no injuries were reported.

This Olive Garden location is in close proximity to the 60 freeway; however, it is unknown how the suspect escaped at this time.

Assistance from the LASD Major Crimes Bureau was requested, and they are leading this investigation in conjunction with Temple Station investigators.  Surveillance video from the restaurant and the surrounding mall is being reviewed for leads.

Suspect At Large In La Verne Murders

La Verne – On Fri., Dec. 26, at approximately 1:30 p.m., Los Angeles County Sheriff’s Department (LASD) Homicide Detectives responded to the 300 block of Roughrider Road in the city of La Verne to investigate a stabbing incident. At the scene, a female adult was pronounced dead, and a male adult was transported to a local hospital in critical condition; he succumbed to his injuries shortly thereafter.

Detectives learned that a Grounds Keeper found the married couple unresponsive inside the location and contacted the San Dimas Sheriff’s Station. Further investigation found the victims to be Shirley Isom, 74, and Armie “Troy” Isom, 89.

According to LASD, a multitude of detectives and forensic specialists have been involved in the investigation since the beginning. The expansive residence of the victims and its large-scale surrounding property led to a crime scene investigation that spanned several days. In addition, detectives have interviewed family members and many area residents in an effort to determine the identity of the suspect(s) and a possible motive.

At press time, no definitive conclusions have developed and diligent investigation will continue.
Detectives are working to identify and locate a Hispanic male who was seen walking on the roadways in the area around the time the crime was discovered. He was wearing a hooded jacket and was carrying a backpack on his back. It is unknown if this man is connected to the crime, but detectives are seeking to interview him.

LASD held a Press Conference on Jan. 7 to discuss the double-murder investigation thus far, and to seek the public’s assistance in identifying a suspect.
