Youth Emergency Preparedness Training Presented by the Norco Youth Advisory Council

Attention Norco Youth! Are you ready for the next big emergency? You can be! Join the Norco Youth Advisory Council at its upcoming Emergency Preparedness Training, hosted in partnership with CAL FIRE/Riverside County Fire Department, and learn First Response Training, as well as emergency management procedures. The Training will take place on Saturday, May 5, from 10 a.m. – 2 p.m. at the Norco Community Center, located at 3900 Acacia Avenue in Norco. The Training is only open to students ages 12-18, however students are not required to attend a Norco school. Join us at our Public Safety Commission Meeting TOMORROW, March 27, 2018 at 6:00 p.m. at Rosa Parks Elementary for a special presentation on Aggressive Panhandling.

There has noticeably been an increase in aggressive panhandling throughout the City of Eastvale which has started to become an area of concern to some residents and businesses. It can, if not attended to, contribute to the loss of enjoyment in public places, a heightened sense of fear, intimidation, and disorder for community members.

City Staff will be requesting that the Public Safety Commission discuss and provide a recommendations for this topic. These suggestions and recommendations will be used to draft an ordinance, which will be brought back to the Public Safety Commission for review, and ultimately to City Council for consideration.

SUMMARY

On July 17, 2017, the reporting party advised deputies at the Chino Hills Station of a 14-year-old female victim, who was exposed to sexually explicit material. During the investigation, Roger Hayes, 67-year-old resident of Chino Hills, was identified as the alleged perpetrator.

 

On July 27, 2017, Roger Hayes was contacted and interviewed. Hayes was arrested and charged with Annoying and Molesting a Child.

Investigators discovered Hayes was hired as a private manager/video producer for multiple children over the last 38 years. Roger Hayes photo is being released as recent developments led investigators to believe there may be additional victims.

Details:

On Wednesday, March 21, 2018, at approximately 7:10 a.m. officers assigned to the Eastvale Police Department responded to an assault that occurred on the Riverwalk Trail near Dearborn Street.

During the assault, the suspect knocked the victim to the ground, the victim kicked the suspect off and the suspect fled on foot. A person of interest was last seen wearing a red sweatshirt with white lettering on the back. The suspect was seen entering a white Chevy 2-door pick-up truck, equipped with white work racks, and an orange water cooler tied to the bed. The pick-up was towing a white, single axle trailer.

In anticipation of heavy rainfall Wednesday through Friday, and as a courtesy to Eastvale residents, a limited quantity of pre-filled sandbags are available free of charge at the following locations:

  • Fire Station #27 (7067 Hamner Ave., Eastvale, CA 92880)
  • Fire Station #31 (14491 Chandler Street Eastvale, CA 92880)

Sandbags will be distributed as follows:

  • Residents requesting sandbags must provide proof of Eastvale residency through a current utility bill and valid California’s Driver License/ Identification Card when picking up sandbags.
  • 10 bags per Eastvale household will be distributed.
  • Residents will be responsible for loading sandbags into their personal vehicle.
  • Available while supplies last.

The National Weather Service is currently tracking a flash flood watch that is anticipated to be in effect from March 21, 2018 at 11:00 p.m. – March 23, 2018 at 5:00 a.m. This storm will impact Southern California during this time frame. These storms will bring an estimated 2”-3” of rainfall to the area.

The City of Eastvale, in conjunction with partner agencies, have been proactive in preparing for heavy rainfall by inspecting catch basins and storm drain system to help prevent flooding within City limits.

A larger volume of water should be expected to flow in the roadway during a heavy downpour. This is normal, as roadways are designed to carry certain amounts of water runoff before being caught by catch basins and underground storm drain systems.

Residents are encouraged to plan and prepare for the expected storms by following these tips:

  • Clear debris from all roof drains, gutters, downspouts, yard drains, and private drainage channels.
  • Allow extra time in your commute to work and/or school.
  • Stay away from open storm drain channels and catch basins. James Huber Park and Harada Park serve as flood control detention basins and should not be accessed during heavy rainfall or while occupied with water.
  • Stay away from downed power lines and electrical wires. Report downed electrical lines to the Southern California Edison at 1-800-611-1911.
  • Do not attempt to cross a flowing stream of water. Even shallow water can sweep you off your feet.
  • Do not drive through flooded streets and avoid needless trips. “Turn Around Don’t Drown”.
  • Check your homeowner’s or renter’s insurance for flood insurance coverage. If none exists and your home is in a flood plain, contact your insurance agent to discuss coverage options.
  • Keep your car fueled and ready to go and know alternate routes to and from your home and workplace.

“EVERY FIFTEEN MINUTES” PROGRAM AT RUBEN S. AYALA HIGH SCHOOL ROAD CLOSURES – MARCH 22nd

Chino Hills, CA – Ruben S. Ayala High School students will experience an accident scene caused by a drunk driver as part of the “Every 15 Minutes” program on Thursday, March 22nd. Peyton Drive will be closed for part of the morning. The accident scene will be played out on Peyton Drive and features student crash victims whose vehicle was hit by a student drunk driver on Prom night. Emergency response will be conducted as if it were a real accident. From 8:00 – 9:00 a.m. two northbound lanes will be closed leaving just one northbound lane open in front of the school. From 9:30-10:30 a.m. Peyton Drive will be completely closed from Bulldog Way to Boys Republic Drive. At approximately 10:30 a.m. southbound lanes will open, and at 11:00 a.m. northbound lanes will open. Motorists may wish to avoid the area.
“Every 15 Minutes” is a two-day program focusing on high school juniors and seniors, which challenges them to think about drinking, driving, personal safety, the responsibility of making mature decisions and the impact their decisions have on family, friends, their community, and many others.

Former Ayala High School student is arrested for criminal threats after claiming he was going to shoot up the school

SUMMARY:

On Monday, February 26, 2018, at approximately 2:59 p.m., Chino Hills deputies were dispatched to Ruben S. Ayala High School regarding a former student who made threats to “shoot up the school.” Fortunately, Ayala High School was closed when authorities received notice of the alleged plot, affording investigators the opportunity to work swiftly to resolve the matter before it posed an active threat to students or staff. After further investigation, Nicholas Ceballos was identified as the former student who made the threats.

Chino Hills Detective Wendy Beaton and Deputy Eileen Smith, obtained a search and arrest warrant for Nicholas Ceballos and his residence. On Tuesday, February 27, 2018, at approximately 12:38 a.m., Nicholas Ceballos was located, taken into custody, and booked into the West Valley Detention Center for PC 422-Criminal Threats. Investigators have concluded that there are no additional threats related to this investigation.

SUMMARY

On February 22, 2018, a concerned citizen came to the Chino Hills Police station to report a threat to a school. The citizen, who wished to remain anonymous, had discovered a video made by a juvenile in which violent acts at a school were described. Deputies viewed the video in which the juvenile was reciting a rap song. The rap song included lyrics depicting fighting with other students, and concluded with lyrics about shooting a specific school staff member of the Chino Valley Unified School District. Deputies immediately initiated an investigation and identified the juvenile. School officials were made aware of the circumstances and deputies contacted the juvenile and his family at their home. There was a locked safe containing firearms at the location.

The juv enile was arrested and booked into Juvenile Hall. At this time, the Chino Hills Police Department has determined there are no additional threats.

Detectives recover over $200,000 in stolen property and arrest Mark Ellis

Suspect: Mark Ellis, 36-year-old resident of Chino

SUMMARY:
On Sunday, February 4, 2018, Chino Hills deputies conducted a traffic stop for Vehicle Code violations on a vehicle driven by 36-year-old Mark Ellis from Chino. Through investigation, deputies found stolen property inside the car. During a follow up investigation, Detectives executed a search warrant for six storage units in the city of Montclair. Over $200,000 worth of property was recovered from the storage facility.

As Detectives sorted through the recovered property, they determined Ellis had conducted vehicle, residential, and commercial burglaries since at least 2006 in Chino Hills, Chino, Anaheim, Newport Beach, Tracy, W alnut, Los Angeles, Fontana, Ontario, and Las Vegas, Nevada. Based on evidence and information developed, Detectives believe Ellis is a serial burglar who kept and stored the majority of the property he stole over the years.

Detectives have worked tirelessly on returning stolen property to the proper victims. To date, they have been able to return over $63,000 worth of property to the following victims: Millenia MMA, Next Level Gym, The Pilates Circle, Y.I.C. Tae Kwon Do School, Montessori School, Self-Made Gym, Don Lugo High School, City of Chino Hills, Chino High School, and Ayala High School. We have confirmed over 50 vehicle burglaries with 40 victims identified. Several firearms have been recovered as well as electronic devices, cellular phones, tablets, tools, gym equipment, etc.

Mark Ellis was arrested and booked at West Valley Detention Center and is currently being held without bail.

Local Freeway Closure

he Walnut / Diamond Bar Sheriff’s Station wants to advise it’s residents and businesses in the area, of a construction alert notice regarding the series of 55-hour weekend lane and ramp closures on the Pomona Freeway (SR-60) between Fairway Drive and Brea Canyon Road as part of the Lemon Avenue Interchange Project currently under construction by the Alameda Corridor-East Project (ACE).

To construct the merge areas for the new on- and off-ramps, two lanes will be closed on alternating sides of the freeway between Fairway Drive and Brea Canyon Road, with alternating closures of the on- and off-ramps at both exits. These remaining closures will also take place over the next three weekends to avoid inconveniencing weekday rush hour commuters. The second of four 55-hour weekend closures will take place this weekend, February 23rd through the 26th . Each closure period is expected to begin at 10 p.m. on Friday and last continuously until 5 a.m. on Monday, when all lanes will reopen for the morning commute.

CHPD Routine Stop Finds Stolen Property From Area- Chino Man Arrested

SUMMARY:

On Sunday, February 4, 2018, Chino Hills Deputies conducted a traffic stop on a vehicle for California Vehicle Code violations. During the traffic stop, deputies contacted the driver and sole occupant of the vehicle, Mark Ellis, 36-year-old resident of Chino. During contact with Ellis, deputies learned Ellis was on Felony Probation and discovered his vehicle contained stolen property from an unreported commercial burglary, along with additional stolen property belonging to various victims.

Detectives conducted follow-up investigation regarding the stolen property located in the vehicle. While inventorying items in the vehicle, detectives discovered Ellis rented several storage units in the city of Montclair. A search warrant was authored for the storage units, where multiple items of reported stolen property was recovered. Victims included: City of Chino Hills, City of Chino, Ayala High School, Pilates Circle, 9 Round, Self-Made Training Facility, Millennia MMA, Yic Tae Kwon Do, and private citizens of Chino Hills, Chino, Anaheim and Newport Beach. Additional follow-up is being conducted to identify additional victims.

“My house was definitely being scouted yesterday. While I was in the shower, 3 cars pulled up to my house. 1 light gold dodge caravan with paper “STG” plates. Very heavy set M/B driver. 1 white newer Hyundai with F/B driver. 1 older maroon Toyota corolla/scion M/B driver. The heavy set black male rang my bell and knocked on my door several times, then proceeded to stand in my lawn afterwards. I think he kept knocking because he heard my kids in the house and thought someone would answer. I don’t know any of the people who arrived at my house, nor do I know their cars.

This happened between 4:50-5:10PM yesterday. If any of my neighbors on Star Ruby Ave between Walnut Grove and Harrison have street facing cameras, plz message me.

One of my neighbors caught footage of the minivan using his driveway to make a u-turn and that’s how we saw the ‘STG” paper plates. The white Hyundai had no front plate. They seen leaving Star Ruby Ave towards Harrison.

My husband called the non emergency line to file a report but they said they couldn’t take one because we didn’t have the plate numbers. The video footage file from my neighbor is too large to post so I included screenshots of the cars. Cross streets Star Ruby/Corona Valley

SUMMARY:

 

On October 31, 2017, Chelsea Price took her 2-year-old daughter to the pediatrician for a medical appointment.  The victim was found to be emaciated and severely malnourished.  Subsequently, the victim was transported to Loma Linda University Medical Center (LLUMC) for extensive treatment and hospitalization. Forensic Pediatricians from Loma Linda University Medical Center examined the victim and concluded her medical condition is a result of severe neglect and malnourishment. 

 

Following an extensive investigation and collaboration with Forensic Pediatricians from LLUMC, Price was arrested on February 8, 2018. She was booked into the Adelanto Detention Center for PC 273a(a);  Willful Cruelty to a Child and bail was set for $100,000.

Residents help save a Disabled 10 Year Old Boy Running in the Street

On Sunday, January 21st, Walnut / Diamond Bar Station Deputies, Fabian and Skadsem, received a call for service of a “disabled 10yr old boy running in the street”. The informant, who is a Walnut resident, remained on the line with our 911 dispatcher while following the child in their vehicle. Prior to the deputies arriving, the child ran onto Amar Road, which is a highly traveled, four lane road with a 45 MPH speed limit. The informant positioned their vehicle behind the child in order to shield him from approaching vehicles. A second motorist, also a Walnut resident, saw what was occurring and also positioned their vehicle to protect the child. A short time later, the deputies arrived and were able to stop the child and get him out of the roadway. Additional deputy personnel canvassed the area and were able to locate the child’s residence. Shortly after, he was safely reunited with his mother.

Deputy Fabian, who is a 30yr veteran of the Sheriff’s Department, stated “he whole heartedly believes, if it weren’t for the actions of the two Walnut motorists, this incident would have resulted in a tragedy.”

The actions of two City of Walnut citizens, exemplify what it means to be a good citizen, looking out for others even at risk to themselves!
