A suspect is arrested for assault with a deadly weapon after striking a man with a skateboard several times

Date/Time: Thursday, October 12th, 2017 Incident: Assault With A Deadly Weapon 

Location: 13000 Block of Emerald Way, Chino Hills 

Suspect: Eric Frazin, 31 years old, Chino Hills 

SUMMARY: 

On Thursday, October 12, 2017 at approximately 11:21 a.m., Chino Hills Deputies responded to the 13000 block of Emerald Way reference an assault with a deadly weapon investigation. Deputies discovered the suspect struck the victim several times on the head, with a skateboard. Deputies responded to the same location earlier in the day when the same suspect, identified as Eric Frazin, vandalized his neighbor’s vehicle. 

Upon arrival, deputies located the victim who was suffering from facial lacerations and head trauma. Eric Frazin fled the scene in his vehicle and after an area check was conducted, deputies were unable to locate Frazin or his vehicle. The victim was transported to an area hospital to be treated for his injuries. 

At about 7:15 p.m., while conducting surveillance on Frazin’s residence, deputies received information he was in the city of Pomona. Frazin was located and arrested for assault with a deadly weapon and booked at the West Valley Detention Center in Rancho Cucamonga.

The San Bernardino County Sheriff’s Department has been awarded a $463,000.00 grant from the California Office of Traffic Safety (OTS) for a year-long program of special enforcements and public awareness efforts to prevent traffic related deaths and injuries. The San Bernardino County Sheriff’s Department will use the funding as part of the county’s ongoing commitment to keep our roadways safe and improve the quality of life through both enforcement and education.

After falling to a ten-year low in 2010, the number of persons killed on roadways has climbed nearly 17 percent across the state, with 3,429 fatalities in 2015. Particularly alarming is the rise in pedestrian and bicycle fatalities that now comprise nearly 25 percent of all traffic deaths, along with the growing dangers of distracting technologies and the emergence of drug-impaired driving. This grant funding will provide opportunities to combat these and other devastating problems such as speeding and crashes at intersections.

SUSPECT: Christopher Flora, 35 years old, San Bernardino 

VICTIM(S): Sheriff’s Flight Crew

SUMMARY: 

On Wednesday, October 11, 2017 at 1:10 a.m. Sheriff’s helicopter 40king8 was on patrol over the City of San Bernardino. While on patrol, the crew (a pilot and flight officer) was struck multiple times by a purple laser. Using the FLIR camera, the crew was able to locate the subject in a back yard of a residence and directed officers to that location.

San Bernardino Police Department responded to the residence and contacted a male and a female who were the only two subjects at the residence. The crew was able to rule out the female subject as a suspect. After an investigation, the male who was later identified as Christopher Flora, was arrested for a violation of Penal Code Section PC248, a felony.  

Flora was transported and booked at the West Valley Detention Center. He is being held on $25,000 bail.

My love, My hero

A hero to me is a someone who is endowed with great strength. Someone who is admired for their courage and their ability to act quickly. To me it is someone that gives a sense of security in a tragic situation.
Thank you to all my heroes.
To the heroic man (my guy) who bravely covered my body with his as the bullets hit all around us. Thank you. To the woman who assured me that we were going to make it out alive. Thank you. To the woman who held my hand (Kim) as I screamed for Jesus to hold us all in his arms. Thank you. To the men who surrounded all of the woman with their bodies, shielding us from bullet after bullet. Thank you. To the man (my guy) that spoke gently to me..assuring me that we needed to get behind the metal structure and to run as fast as I could when there was a break in the spraying of bullets. Thank you. To the man (my guy) who helped corral all of us girls behind the air conditioner. Thank you. To the woman who unbuttoned my shorts and let me cry like a baby for peeing my pants in fear. Thank you. To the woman who let me leave the stall open to the bathroom because I didn’t want to be in there alone. Thank you. To the men who let me come inside the men’s restroom to wait for my guy because I didn’t want to be left behind. Thank you. To the young girl who picked me up off the ground as I collapsed in total disbelief of what was truly happening. Thank you. To the man who gave me water. Thank you. To the man (my guy) who stopped and helped a bleeding man and assured me that he was going to be okay. Thank you. To the woman who prayed with me for Gods grace while we plugged our ears at the sound of the screaming and bullets. Thank you. To my sister who has not stopped comforting me. Thank you. And for the outpouring love and support through texts and calls to check on us and offer help in any way. Thank you. I wish I can say thank you to each one of you that held me that night.
I am able to say thank you and hug my family and friends today. I am deeply humbled. But my heart feels so much guilt. While I continue to find strength to get through each day, many can’t get through even a minute. Why did I survive over the several others that did not? How can I smile today and give glory to God that I am here when others aren’t? My heart is broken and I do not know if I will ever be the same. This has taken the very best of me and taken my security away. My heart aches for all those who have lost their loved ones. Your pain is indescribable and I am so very sorry that you are hurting. I will continue to pray for each of you to find peace. We may never know the answer why but one thing I do know is that LOVE conquers all.

Fire Closure Update: 241 Still Closed Severely Damaged

Until further notice, the 241 Toll Road will remain closed in both directions between the 91 Freeway and Santiago Canyon Road/Chapman Avenue.

As a result of the Canyon Fire 2, which broke out the morning of Monday, October 9, a section of the 241 Toll Road sustained electrical, signage, guardrail, traffic control device and fencing damage when flames got close to and crossed the roadway. The damage must be repaired and the roadway cleaned of fire retardant before it can be deemed safe to reopen to drivers.
AN EMERGENCY REPAIR CONTRACT has been awarded to assess the damage and make repairs. Work will begin immediately and continue around-the-clock to safely reopen the roadway as quickly as possible.

We appreciate your patience and understand that it is inconvenient to have even a portion of the 241 Toll Road closed for any amount of time.

Young Eaters in Costume Invited to Hunt for Spooky Foods in Grocery Store Maze

MURRIETA, October 11, 2017 – Trying new foods can be scary – especially at age six. Barons Market, Murrieta invites dozens of young, picky eaters to transform into adventurous foodies as they taste ten sample portions of unusual yet delicious foods throughout the store. On Wednesday, October 11, 2017 at about 09:07 AM, Pomona Police Officers responded to the area of Towne Avenue and the IS10 Freeway reference an incident involving a victim of a shooting. The victim was transported to a local hospital for medical treatment and subsequently succumbed to his injuries. The suspect fled the scene in a dark colored vehicle (No Further Description). The Pomona Police Department Homicide Major Crimes Unit (MCU) was notified and responded to the scene to handle the investigation. This investigation is ongoing and the Pomona Police Homicide Unit is pursuing all leads related to the case.

INCIDENT: Human Trafficking/ Sexual Exploitation of a Minor Arrest

LOCATION: Crescent & 6th Street, San Bernardino

SUSPECT(S): Adrien Michael Jamison, age 37 a resident of San Bernardino  

VICTIM(S): Confidential Victim, 15-year-old Juvenile

SUMMARY:

On October 10, 2017. investigators assigned to the San Bernardino County Human Trafficking Task Force assisted the San Bernardino Police Department (SBPD) with an investigation regarding the sexual exploitation of a minor. San Bernardino Officers received information from the victim’s mother stating that her daughter was in distress in San Bernardino. The victim was also a confirmed runaway from Kern County. SBPD Officers located the juvenile victim in the area of Crescent and 6th Street in San Bernardino. Human Trafficking Investigators assisting in the investigation determined minor was involved in commercialized prostitution and a victim of Human Trafficking . Investigators identified Adrien Michael Jamison of Riverside as the victim’s trafficker. Jamison was located and arrested in the area of Crescent and 6th Street in San Bernardino. The victim was rescued, taken to a safe location, and provided services before being reunited with her mother.  

Adrien Jamison was transported to the West Valley Detention Center and booked for multiple felonies related to pimping, pandering, sexual exploitation of a minor, and human trafficking. Bail is set in the amount of $150,000.

The mission of the San Bernardino County Human Trafficking Task Force is to further the identification, investigation, and prosecution of individuals or criminal enterprises who are committing crimes related to human trafficking and to facilitate the identification, rescue, and rehabilitation of victims associated with such activity.  

Investigators are asking for the public’s help in locating additional victims. The Pomona Police Department Traffic Services Bureau will be conducting a DUI/Drivers License Checkpoint on 10-12-17 at an undisclosed location within the city limits between the hours of 9 PM to 3 AM. We will also be deploying this weekend to stop and arrest alcohol and drug-impaired drivers in the Department’s ongoing traffic safety campaign. DUI Saturation Patrols will deploy on 10-12-17 between the hours of 7 PM and 3 AM in areas with high frequencies of DUI collisions and/or arrests.

High Visibility Enforcement using both DUI checkpoints and DUI Saturation Patrols has proven to lower the number of persons killed and injured in alcohol or drug impaired crashes. Research shows that crashes involving an impaired driver can be reduced by up to 20 percent when well-publicized proactive DUI operations are conducted routinely.  

In recent years, California has seen a disturbing increase in drug-impaired driving crashes. Pomona PD supports the new effort from the Office of Traffic Safety that aims to educate all drivers that “DUI Doesn’t Just Mean Booze.” If you take prescription drugs, particularly those with a driving or operating machinery warning on the label, you might be impaired enough to get a DUI. Marijuana can also be impairing, especially in combination with alcohol or other drugs, and can result in a DUI.

The deterrent effect of High Visibility Enforcement using both DUI checkpoints and DUI Saturation Patrols has proven to lower the number of persons killed and injured in alcohol or drug impaired crashes. Research shows that crashes involving an impaired driver can be reduced by up to 20 percent when well-publicized proactive DUI operations are conducted routinely. 

DUI Checkpoints like this one are placed in locations based on collision statistics and frequency of DUI arrests, affording the greatest opportunity for achieving drunk and drugged driving deterrence. Locations are chosen with safety considerations for the officers and the public.   

In California, alcohol involved collisions led to 1,155 deaths and nearly 24,000 serious injuries in 2014 because someone failed to designate a sober driver. Over the course of the past three years Pomona PD officers have investigated 115 DUI collisions which have claimed 10 lives and resulted in another 150 injuries.

Officers will be looking for signs of alcohol and/or drug impairment, with officers checking drivers for proper licensing, delaying motorists only momentarily. When possible, specially trained officers will be available to evaluate those suspected of drug-impaired driving, which now accounts for a growing number of impaired driving crashes.  

Studies of California drivers have shown that 30 percent of drivers in fatal crashes had one or more drugs in their systems. A study of active drivers showed more tested positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent). Of the drugs, marijuana was most prevalent, at 7.4 percent, slightly more than alcohol. Everyone should be mindful that if you’re taking medication – whether prescription or over-the-counter – drinking even small amounts of alcohol can greatly intensify the impairment affects.  

Drivers are encouraged to download the Designated Driver VIP, or “DDVIP,” free mobile app for Android or iPhone. The DDVIP app helps find nearby bars and restaurants that feature free incentives for the designated sober driver, from free non-alcoholic drinks to free appetizers and more. The feature-packed app even has social media tie-ins and even a tab for the non-DD to call Uber, Lyft or Curb.

Drivers caught driving impaired can expect the impact of a DUI arrest to include jail time, fines, fees, DUI classes, license suspensions and other expenses that can exceed $10,000 not to mention the embarrassment when friends and family find out.

Funding for this checkpoint is provided to Pomona Police Department by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration, reminding everyone to ‘Report Drunk Driver – Call 9-1-1’.

CHINO, Calif. – On Sunday, Oct. 8, 2017, at approximately 6:49 p.m. officers of the Chino Police Department responded to an injury traffic collision at the intersection of Central Avenue and Francis Avenue.

The collision involved a 1994 Green Honda Civic, driven by Darron Williams, age 51 of Ontario and a pedestrian, Misti Ann Lucas, age 44, of Ontario.

The preliminary investigation indicates, the 1994 Honda was traveling Southbound on Central Avenue when it collided with Lucas, as she entered the crosswalk. Responding medical personnel pronounced Lucas deceased upon arrival.

Williams remained at the scene of the collision and is cooperating with investigators.

During the investigation, the intersection of Central Avenue and Francis Avenue was closed for approximately three and a half hours, as members of the Chino Police Department Traffic Unit completed their investigation.

Investigators do not suspect alcohol or drugs are involved in this fatal traffic collision. The cause of the collision is still under investigation.

SUSPECT(S): Unknown         
UPDATE:

Homicide investigators have identified a possible suspect vehicle in this case. (Please see attached photo) Investigators are asking the public for information pertaining to the possible suspect vehicle, which was seen in the area of the homicide in Bloomington. 
SUMMARY: 

On Tuesday, May 23, 2017, at approximately 7:45 a.m., deputies from the Fontana Sheriff’s Station responded to the 10600 block of Dumond Avenue following the report of shots heard. Upon arrival, deputies located an adult male outside of the residence suffering from an apparent gunshot wound. Emergency fire personnel responded and the victim, later identified as Michael Garcia, was pronounced deceased at the scene.

Investigators from the Specialized Investigations Division, Homicide Detail, responded to the location and are currently conducting the investigation.

EASTVALE TO HOLD CANDLELIGHT VIGIL FOR LAS VEGAS VICTIMS

At approximately 10:08 p.m. on Sunday, October 1, 2017, a lone gunman opened fire on a crowd of more than 22,000 concert-goers from his hotel room on the 32nd floor of the Mandalay Bay Hotel. The victims were across the street attending the Route 91 Harvest Festival concert when bullets rang out. Authorities state that 59 people have lost their lives with over 500 injured in the senseless tragedy. Among the injured and deceased was Eastvale resident Rocio Guillen. “This is a tremendous loss for our community”, Mayor Joe Tessari stated. “I think all of us are aware of someone in the city who was either taken from us, injured or present when this horrific crime occurred. It’s time for us to, again, give our love and support to those who have been directly affected by this tragedy.” Tessari continued by saying “one of the characteristics I love most about Eastvale is how we come together to lift up members of our community in times of crisis.” Please join us for a candlelight vigil on Thursday, October 5, 2017 at 7:30 p.m. in the Eleanor Roosevelt High School front parking lot to honor those impacted by this tragic event.

 

Eastvale News Exclusive:Eastvale resident Brittany Calderon shares her horrifying experience with our community:

Brittany Calderon:  I was there listening to Jason Aldean. About 4 songs in, we heard noise that sounded like fireworks. We thought nothing of it, so the show went on and everyone stayed calm. A few seconds later, we heard the noise again and this time we knew they were gunshots. We ran as fast as we could to the nearest exit. There was a mob of hundreds of people running for their lives while the gunshots were going nonstop. My friend and I found a “safe spot” across the street behind a big rig and as we as well as maybe 15 others thought we were safe, we heard more gunshots and they sounded really close to us so we ran and ran and ran. I don’t recall everything, but I jumped a fence, hid in an apartment complex, in a construction that was pitch black, a mob of us broke through a glass door, then ran to the Hooters Hotel. We all hid in their restaurant where I came across a young woman who had been shot on her arm and leg. (She was literally right next to me.) During this whole incident I had been so calm, up until I got into Hooters. I absolutely lost it. That was when I decided to call my mom to tell her what was happening. Somehow, someway we got out of the hotel and had a random man give us and two others a ride away from the strip. Now here I am back in Eastvale. I just got home about 3 hours ago. No injuries at all, just very mentally traumatized at the moment. This event was absolutely devastating. I did not think I was going to make it home but here I am. 💪🏽

Rocio Guillen of Eastvale was killed during the Las Vegas shooting.

Eastvale, CA – Rocio Guillen, of Eastvale, was identified as one of the victims who were killed during the Route 91 Harvest Country Music Festival in Las Vegas on Sunday.

It has been reported that Guillen had 4 children and was engaged to Chris Jaksha.  Reports also state she recently had a baby.

According to NBC news, Jesse Guillen, Rocio’s ex-husband and father of her children wrote: “Words can not explain how much it hurts me to see the pain in my boys eyes when they found out that their mom was taken from them last night in Las Vegas by a senseless act of violence. Please hold your loved ones close. Life is too short and too precious. Please keep Marcus, Christopher and Rocios 2 small infant children in your prayers.”

Three GoFundMe accounts have been setup for Rocio’s families. The first account was setup Rocio’s oldest son, with the help of his aunt.  An updated description on the GoFundMe page stated that the funds will go towards Rocio’s funeral service and be given to all four of her children.  Here is the link to this account: https://www.gofundme.com/support-for-marcus-chris. A second GoFundMe account was created by longtime family friends of Rocio’s fiancé. The funds will be given to Rocio’s fiancé and all four children: https://www.gofundme.com/4irnbc8. The last GoFundMe account was setup by Rocio’s cousin, Valerie, to help pay for funeral costs: https://www.gofundme.com/rocio-guillen-rocha. All three GoFundMe accounts have been confirmed to be legitimate.

Family friend, Rebecca Prunk McNeal, has also been collecting donations for Rocio’s two infant children: an 18 month-old and a 2 month-old.  She requested community members drop off wipes, Enfamil Gentleease formula, applesauce or fruit type pouches, juice boxes, or toddler type bars and yogurt melts (non-perishable items) or Target, Walmart and grocery gift cards. A Facebook post stated they had quite a few diapers donated already.

It has been reported that 59 people were killed by the shooting and more than 500 have been injured.  Stephen Paddlock, 64 of Mesquite, Nevada, was identified as the shooter and he was pronounced dead at the scene.
