Fatal Traffic Collision at Lincoln Avenue Today 

Fatal Traffic Collision at Lincoln Avenue
On Thursday, Sept. 14, 2017 at 9:48 p.m., the Corona Police Department and the Corona Fire Department responded to a traffic collision involving a pedestrian in the 900 block of N. Lincoln Ave. 

Upon arrival, Corona Fire Paramedics pronounced the pedestrian deceased. Subsequently, Lincoln Avenue was closed to traffic in both directions between Harrington Avenue and River Road for the investigation. 

Based on witness statements, the male pedestrian was crossing Lincoln Avenue from the west curbline when a gray Nissan Altima traveling north on Lincoln Avenue struck the pedestrian. The driver of the vehicle was transported to a local hospital for non-life threatening injuries. 
The Riverside County Sheriff-Coroner’s Office has not identified the male adult. The Corona Police Department’s Collision Response Team is handling the investigation. At this time, it is unknown if drugs or alcohol were a factor in the collision. SUMMARY: On Wednesday, September 13, 2017, at approximately 11:58 am, deputies from the Central Station responded to the area of F. Street and 41st Street following the report of a carjacking. Upon arrival, the victim informed deputies that he had met with a female juvenile who he knew from Instagram. The female and the victim entered a local business to purchase a drink. The two exited the location and as they were approaching the victim’s vehicle, suspect Diamond Lucious and a male juvenile suspect approached the victim and began to punch him multiple times. The victim attempted to run away, but was chased by all three suspects and fell to the ground. The suspects punched and kicked the victim and took his car keys. The suspects stole the victim’s vehicle and his cell phone and fled the location. 

Later that the day, the victim’s vehicle was involved in a traffic collision in Rialto. All three suspects were taken into custody. Lucious was arrested and booked into the Central Detention Center. The two juveniles were arrested and booked into Juvenile Hall. All three suspects were charged with PC 215(a) Carjacking, PC 211 Robbery, and PC 245(a)(1) Assault with a Deadly Weapon. Diamond Lucious is currently being held on $100,000 bail, and the two juveniles are being held on no bail warrants.

SUMMARY:

On September 13, 2017, Investigators assigned to the San Bernardino County Human Trafficking Task Force, assisted the San Bernardino Police Department with an investigation regarding the sexual exploitation of a minor. San Bernardino Officers observed the victim loitering in the area of West 10 Street and North G Street. Officers detained the female for loitering with the intent to commit prostitution. During the contact, Officers determined the victim was in fact a minor and a reported runaway out of Riverside County. Human Trafficking Investigators assisting in the investigation determined the minor was involved in commercialized prostitution and a victim of Human Trafficking. Investigators identified Robert Westbrook, aka “Bones Da P” of San Bernardino as the victim’s trafficker. Westbrook was located and arrested at a motel located on the border of the cities of San Bernardino and Colton. During his arrest, a second victim was located and interviewed. As a result, Investigators determined she was also a victim of commercialized prostitution and Human Trafficking by Westbrook. Both victims were rescued, taken to a safe location, and provided services. The juvenile victim was released to the Los Angeles County Family and Child Services Investigators to be safely returned home. Westbrook was transported to the Central Detention Center and booked for multiple felonies related to pimping, pandering, sexual exploitation of a minor, and human trafficking. A bail increase in the amount of $1,000,000 was granted by a San Bernardino County Superior Court Judge.

The mission of the San Bernardino County Human Trafficking Task Force is to further the identification, investigation, and prosecution of individuals or criminal enterprises who are committing crimes related to human trafficking and to facilitate the identification, rescue, and rehabilitation of victims associated with such activity.

On Monday, July 31, 2017, at approximately 8:50 pm a burglary occurred on Spur Trail Avenue in Walnut. During the burglary, the above depicted suspects shattered an upstairs bedroom window to gain entry. As the suspects were entering the residence, the victim yelled out and startled the suspects. The video depicts the suspects jumping from the second story roof and fleeing from the location out of view. Details:

On September 6, 2017, at 3:00 PM, patrol deputies assigned to the city of Eastvale were dispatched to a residence in the 12000 block of Columbia, Eastvale, regarding a possible possession of stolen property investigation. While at the residence, they located evidence of an illegal, indoor marijuana grow. The Eastvale Special Enforcement Team was notified and a search warrant was granted for the location. Members of the Jurupa Valley Station’s Special Enforcement Team, served the search warrant around 7:20 PM. Evidence of illegal marijuana cultivation along with an electrical bypass to steal electricity were located inside of the residence. There were no persons at the location during the investigation. Over 1600 marijuana plants were located inside the residence. The investigation is on-going. Tips for Spotting a Marijuana Grow House
The Eastvale Police Department’s Special Enforcement Team has partnered with the City of Eastvale’s Code Enforcement to combat the recent trend of residential indoor marijuana grow operations. This type of operation usually starts when a rental home is converted in the interior area by covering most or all of the windows. The subjects then make room-by-room conversions throughout the house by bypassing the electrical meter, installing additional electrical wiring, outlets, circuit-breaker panels, commercial grade lighting and air conditioning units. These conversions are extremely hazardous and pose a serious fire risk, not only to the home, but the surrounding homes as well.
Some of the tell-tales signs of marijuana grow houses are:
All windows are covered from the interior by newspaper or other materials.

Lights and televisions on timers.

Subjects moving in commercial grade electrical equipment during the late night or early morning hours.

No signs of normal residential occupation.

The smell of marijuana emitting from the home.

Can you see wires leading up to the power line before the meter?

Do people come and go at odd hours or do they never seem to be there?

Are they accumulating the kind of trash a real resident would?

Do strange cars pull up outside at night?

Is anybody taking care of the landscaping?

The sound of the air conditioner running at all the times.

26 Year Old Substitute Teacher Arrested for Illegal Sexual Conduct with a Minor

SUMMARY: On Thursday, August 31, 2017, staff at the Yucaipa High School became aware of allegations regarding a student who had an inappropriate relationship with an employee of Yucaipa-Calimesa joint unified school district. The school immediately reported the allegations to the San Bernardino County Sheriff’s Yucaipa Station and to San Bernardino County Children and Family Services. Detectives at the Yucaipa Station contacted the Sheriff’s Specialized Investigations Division – Crimes Against Children Detail (CACD) for assistance. Detectives immediately launched an investigation, gathered evidence, and conducted numerous interviews. Detectives learned Trathen had participated in illegal sexual conduct with the victim in February and March of 2014. At the time, Trathen was a coach at the Yucaipa High School and met the victim while she was a student at the school. Trathen was a substitute teacher at the Yucaipa High School at the time of this investigation, however he has been removed from the Yucaipa/Calimesa School District Substitute System.  

Trathen was arrested on September 2, 2017, at about 12:02 a.m. and booked at the Sheriff’s Central Detention Center for oral copulation with a minor 14-years of age and penetration with a foreign object on a minor 14 years of age. He is being held in lieu of $200,000 bail. Detectives are releasing Trathen’s booking photo in the event there are additional victims or witnesses.

IUSD Announces Aid to Houston Students Affected by Harvey

(Inglewood, CA. . .). . . Inglewood Unified School District State Administrator Thelma Melendez de Santa Ana, Ph.D. and the Inglewood Unified School District Board of Education recently announced plans to assist the many students and families of the Huston Independent School District (HISD) who were overwhelmingly affected by Hurricane Harvey. IUSD along with school districts across the United States are joining other organizations in offering support to those in need.

To help students learn about the impact of natural disasters and how they can help mitigate the suffering of victims, IUSD Principals and Teachers have been encouraged to incorporate facts about Hurricane Harvey into their lesson plans and school activities. Many schools will actively assist by collecting donations and or fundraise during non-instructional time.  Additionally, Parents or PTA’s can support the effort by contacting their community schools to determine how best to assist.

According to a Huston Independent School District press release dated August 27th nearly 50 schools were flooded to some degree and are accepting donation of clothes, school supplies and money to help their students and families.

HISD’s immediate need is for children’s clothes of all sizes (new or gently used in clean, ready-to-wear condition), school uniforms and school supplies.

Possession of Falsified Driver’s License & Possession of Stolen Checks

On Wednesday afternoon, August 23, deputies patrolling in the area of Ridgeview Lane and Nogales Street saw a vehicle missing its front license plate and conducted a traffic stop. There were two occupants in the car, a male Hispanic driver and a female Hispanic passenger. When they asked the driver for his identification, he produced a fake driver’s license. After removing both occupants, the deputies conducted a vehicle search and found checks that had been “fished out” of a postal mailbox in Rancho Cucamonga, identity theft paperwork from two victims as well as methamphetamine and pipes used for smoking methamphetamine. It was later determined the male, Richard Quilliam, a resident of Fontana, was out on $100,000 bail for residential burglary in Orange County, and his passenger, Sylvia Delgadillo, a resident of San Bernardino also had a warrant for her arrest. 

Physical argument escalates into a stabbing in Chino Hills

Suspect: Robert Thomas Ramirez, age 49 a resident of Chino Hills 

SUMMARY 

On Tuesday, August 22, 2017 at approximately 4:12 pm, Robert Thomas Ramirez was involved in a verbal argument with the victim in the backyard of a residence on the 15000 block of Ethel Street (Lower Los Serranos) in the city of Chino Hills. The argument escalated and turned physical. While on the ground, Ramirez drew an unknown sharpened object and began stabbing the victim. The victim sustained a puncture wound to his left triceps, forearms and multiple lacerations to his face and back. According to the victim, Ramirez threatened to kill him and believed he would follow through with his threat. Ramirez left the location on a bicycle prior to the deputies arrival. 

Approximately one hour after the stabbing, the Chino Hills Police Multiple Enforcement Team (MET), located Ramirez in the parking lot of the Los Serrano’s Country Club and a foot pursuit ensued through the golf course. Ramirez was apprehended and taken into custody without further incident. Ramirez was booked at West Valley Detention Center for Attempted Murder and Criminal Threats with a bail set at $1,075,000.00.

Toddler Dies in Eastvale Aug 20

EASTVALE — A toddler suffered serious head trauma and died after being hit by a vehicle Sunday, Aug. 20.  in Eastvale. 

UPDATE: a hospital spokes person said the injured toddler was 2, a female, and the alleged driver was her 16 year old brother who reportedly didn’t see her as he backed down the driveway. 

The deadly accident happened at the Swan Lake mobile home park in the 5800 block of Hamner Avenue in Eastvale.Deputies assigned to the Eastvale Police Department and other emergency first responders rushed to the location about 2:30 p.m.,  After they were notified regarding a vehicle versus pedestrian traffic collision, Riverside Sheriff’s Sergeant Justin Rowan explained in a written press release what happened in the tragic accident.

When officials arrived at the location they found a 2-year-old had been struck by a vehicle. Paramedics quickly determined the child had sustained serious head injuries.

AMR medics transported the injured child by ambulance to a hospital, where “life saving measures were unsuccessful and the juvenile later died at the hospital,” said Rowan.

The Eastvale Police Department’s Traffic Collision Reconstruction Team responded to the scene and assumed the investigation into the fatal incident.

Neither alcohol nor drug impairment were believed to be factors in the collision and no criminal charges have been requested at this time, according to Rowan.

The investigation is active and ongoing.

Subject arrested for human trafficking out of a medical building in Chino

INCIDENT: Human Trafficking in Commercial Brothel

LOCATION: Chino, San Bernardino County

SUSPECT: Luis Flores Lopez, 39 years old, resident of Los Angeles

SUMMARY:

On August 16, 2017 members of the San Bernardino County Human Trafficking Task Force began surveillance of a commercial medical building in the 12500 block of 10th St in the City of Chino. Investigators discovered that there were multiple victims posted on “Backpage.com” advertising for prostitution at this location. 

Investigators observed a high volume of males going to and from the business. After further investigation, it was established that investigators believed victims were being trafficked for the purpose of sex inside the location. Investigators obtained a search warrant for the location, served the warrant and rescued two victims inside the location. Two suspects that were believed to be at the location to pay for sex were also detained, and later released pending further investigation. The suspect, Luis Lopez, was also located inside and was found to be acting as the pimp and was determined to be the primary suspect in trafficking the victims.  

Lopez was transported to West Valley Detention Center where he was booked in on charges of felony pimping and pandering. He is being held in lieu of $100,000 bail. 

The investigation is ongoing. Investigators believe there are other unidentified victims related to this investigation and urge anyone with information to contact the San Bernardino County Human Trafficking Task Force at (909)387-8400. Resident Searching For Info On DUI Driver

Two days ago, Friday August 11th, my 17 year old son was hit by a drunk driver (confirmed DUI) at 7:00 a.m at the intersection of Riverside and Grove in Ontario while on his way to football practice. The drunk driver ran a red light, hit my son first then hit 2 more cars. I’m reaching out to find out if anyone has any information on the other victims of this crash? I want to know how they are doing. I’m also trying to get the license plate information of the drunk driver. He was in grave condition at the scene and was obviously unable to give any insurance info. We want to get the ball rolling since my son’s car was totalled and would prefer to go through his insurance since my son had liability only (older car). Otherwise we need to wait a week for the police report to see if his information is in there. I’m not even sure if he has insurance. Just thought I would check here first to see if anyone was able to get the plate info on the crushed Honda civic or does anyone know the owner’s info. Also am worried about the other victims and want to know how they are doing? My son is ok, just a pretty bad concussion and very sore. Thanking God as it could have been so much worse. Corona Police Shoot, Kill Suspect Following Chase In Norco Today

NORCO (CBSLA.com) – A man was shot and killed by Corona police in the Norco area following a pursuit Saturday morning.
A second man was arrested and taken into custody.

The shooting occurred at 2:09 a.m. after officers responded to a 911 call regarding an assault with a deadly weapon at a strip club in the 1600 block of East 6th Street, according to the Riverside County Sheriff’s Department.

Authorities said the two men were considered suspects in the assault of a victim in the strip club’s parking lot.
Officers arrived to find a suspect vehicle with two men fleeing the scene. A chase ensued through the city of Corona.
As the car entered Norco, the driver lost control at West Parkridge Avenue and 1st Street and crashed, the sheriff’s department said. The two suspects then jumped out of the car. One ran, while the second produced a handgun.
The suspect that pulled out the gun was shot and killed by Corona police officers. The second suspect was caught and arrested nearby.
No officers were hurt in the incident. The names of the two suspects were not released.
The sheriff’s department is leading the investigation. The officers involved in the shooting were placed on paid administrative leave, per department policy.

Officials told CBS 2’s Jeff Nguyen a gun was recovered at the scene.

Nguyen also spoke to neighbors who heard the shooting.

Luis Cali and his family were in bed when their sleep was interrupted by a series of gunshots.
“This is kind of crazy,” said Cali, “you don’t expect this to happen.”
The car crashed directly across the street from Jonathan Hames’ home.

Man Convicted For Corona Murder

On July 20, 2017, Steven Loia was tried and convicted for the homicide of Lavern Davis.
On Sept. 22, 2016, Corona Police officers responded to the 700 block of S. Main Street in the City of Corona after multiple callers to 9-1-1 reported a male was attacking a female with a bat and a knife in the parking lot. Lavern Davis, a 60-year-old resident of Corona, suffered fatal injuries in the attack.

With the help of several citizens, officers located and arrested 54-year-old Steven Loia immediately following the attack. Loia had fled the scene but several of the witnesses kept him in sight and reported his location to the arriving officers.

Loia was charged with first degree murder as well as the alleged use of weapons during the crime with a prior serious felony conviction. The trial took place July 18-20, 2017 at the Riverside Hall of Justice, Department 65, presided by Judge Thomas Kelly. Riverside County Deputy District Attorney Edward Hong was the lead prosecutor in this case.

In the afternoon of July 20, 2017, the jury found Loia guilty of first degree murder, found true the allegation of the use of weapons during a crime (two counts) and found true the allegation of committing a new crime with a prior serious felony conviction. Having a prior “strike” offense doubles the sentence of Loia’s murder conviction.

Loia is scheduled to be sentenced in mid-August, 2017. He is facing a maximum of 57 years-to-life for the murder of Lavern Davis.
