Illegal Marijuana Grow Inside Vacant Home

A very strong and clear odor of marijuana was emitting from an open window of the house. As the Officers continued the safety check, they observed what they believed were very clear signs of marijuana growing at the location.

Pomona – On Tuesday, September 18th at 11:44am, the Pomona Police Department Patrol Division received a call about a possible fire in a residential area. Officers were dispatched to the scene and upon arrival they discovered a downed power line. The power line let to a residence at 1055 Groff St.

At that time the Officers began a search by conducting a routine safety check of the address. What they found was a house that appeared to be a vacant. A very strong and clear odor of marijuana was emitting from an open window of the house. As the Officers continued the safety check, they observed what they believed were very clear signs of marijuana growing at the location. They promptly contacted the Special Investigations Unit.

The Investigators responded and assessed the residence. A search warrant was requested, obtained and executed by the Special Investigations team. When inside the team discovered the house had been modified to accommodate a medium size indoor marijuana grow. The location was processed and more than 500 marijuana plants were recovered. The City of Pomona prohibits large commercial cannabis growing, which is defined as anything more than 6 plants at a residence.

The home was red-tagged as unsafe to occupy and the electricity was disconnected by Southern California Edison to prevent the possible fire.

One of Nine SpaceX Astronauts Hails from Pomona

Pomona — NASA on Friday assigned the astronauts who will ride the first commercial capsules into orbit next year and bring crew launches back to the U.S.

SpaceX and Boeing are shooting for a test flight of their capsules by the end of this year or early next, with the first crews flying from Cape Canaveral, Florida, by next spring or summer.

Nine astronauts were named to ride the SpaceX Dragon and Boeing Starliner capsules — five on the first crew flights and four on the second round of missions to the International Space Station.

One of those announced by NASA Administrator Jim Bridenstine is someone from right here in Southern California. Victor Glover is from Pomona, California

NASA has been paying billions of dollars to SpaceX and Boeing to develop the crew capsules to pick up where the shuttles left off, while also paying billions for cargo deliveries to the space station by SpaceX and Northrop Grumman. The cargo missions started in 2012. The crew missions have been delayed repeatedly because of the technical challenges and difficulties of making spacecraft safe for humans.

Boeing’s Starliners will soar on United Launch Alliance’s Atlas V rockets. Dragons, meanwhile, will fly on SpaceX’s own Falcon 9 rockets. The race to get astronauts to the space station first is real; a U.S. flag that flew on the first space shuttle flight in 1981 and the last shuttle flight in 2011, awaits the winner.

63 Arrested in 60 Day Prostitution Sting

Pomona – From May 21st- July 21st the Pomona Police Department’s Major Crimes Task Force (MCTF) worked alongside several work groups within the department that ran an intensely focused investigation on the east Holt Corridor.

The multi department operation targeted prostitution related activity and quality of life issues in the City of Pomona.

The well thought out 60 day operation consisted of high visibility patrols, undercover surveillance on high profile targets and hotels known to engage in human trafficking, VICE operations targeted pimps and prostitutes and were also there to oversee the enforcement of the Stay-Away Order.

At the conclusion of the month with a long intricate operation, 63 arrests were made and 118 citations were handed out. On a much more positive note, with the assistance of the Homeless Encampment Action Response Team (HEART), 40 homeless individuals were contacted and given information on how to contact some of the resources that are available to them at no cost.

The Pomona Police Department wants its citizen’s to know that they remain committed to offering support and services to all individuals in-need. The Department will continue to take a no nonsense, zero tolerance approach to human trafficking and sexual exploitation within their jurisdiction.  They vow that they will continue to conduct these types of proactive operations throughout the City of Pomona on a consistent basis.

 

Major Injury Traffic Collision

Pomona – On July 9th, 2018, at 2131 hours, Pomona Police dispatch received a call of a vehicle versus pedestrian traffic collision in the area of Holt Ave and Clark Ave.  When officers arrived on scene, they located a male lying in lanes of traffic; the victim was unresponsive, and appeared to be severely injured. Pomona Police Officers and LA County Fire Department gave the victim some medical aid, then had the pedestrian transported to a local hospital via ambulance, he is presently listed in critical condition. At this time the victim has not yet been identified; he is a male Hispanic and approximately 40 years old.

The driver of the vehicle that struck the victim has cooperated fully with investigating officers. It has been determined that the driver was not be under the influence of alcohol or drugs at the time of the collision.

5 Transient Women Sexually Assaulted: Suspect Arrested

Pomona – A man who is suspected of sexually assaulting and raping five transient women in the City of Pomona was arrested earlier this week by Pomona Police Detectives. David Tymel Cummings is the 39-year-old transient man who was  arrested for two counts of 261(a)(2) PC- Rape by Force or Fear and three counts of 243.4 PC- Sexual Assault and Battery.

The first of the five incidents showed up on the Police Departments radar in August of 2017. A woman filed a report with the Police Department in which she stated that she had been sexually assaulted. She gave the police a description of the suspect. The next few months four more women came forward with a very similar story and description of suspect. Police believe that all five women had been in or around the Pomona Armory or one of the nearby areas where the incidents had taken place.

A Crime Analyst was able to assist the Pomona Police Department in identifying the suspect when they noticed all five reports filed by the women had a similar suspect description. Upon further investigation Pomona Police Detectives and Officers were able to locate and arrest Cummings without incident. Cummings was booked into the Pomona City Jail.

Child Rescued from Human Trafficking

Pomona – On Wednesday June 13, the Pomona Police Department’s Major Crimes Task Force (MCTF) conducted a VICE operation focusing on the area known as the Holt Corridor. The operation used undercover plainclothes officers who conducted surveillance along the Holt Corridor. During the course of the operation, officers encountered and rescued a 15-year-old victim of human trafficking. The victim was interviewed and appropriate resources were activated to assist the victim.
This investigation is ongoing; the MCTF is attempting to identify the human trafficker (pimp).
The Pomona Police Department is taking a proactive approach to improving the quality of life by addressing and deterring human trafficking and prostitution activities along the Holt Ave corridor.

Special Task Force Targets Street Dealers

Pomona – The San Gabriel Valley has a special answer for drug dealers these days and they call it, Crime Impact Task Force (CITF). There was a joint force intense investigation operation targeting street level narcotics dealers conducted for several weeks. The CITF utilized specialized units from the Pomona Police Department, and also from the El Monte Police Department during the course of the entire operation. Narcotics dealers were specifically targeted due to the numerous reports of harassment by citizens and business owners along East Holt. The operation resulted in six cases being submitted to the DA’s office for prosecution. Arrest warrants were issued and those suspects were taken into custody.  One of the suspects recently took a plea deal for a six year prison sentence.

The Pomona Police Department has been making a concerted effort on the area known as the “Holt Corridor,” the mission is to address quality of life issues such as prostitution, human trafficking and narcotics that are prevalent in the area..

The CTIF (Formerly the SGV East AB 109 Task Force) is made up of some of the best and brightest investigators of the Pomona, El Monte, Claremont, San Gabriel, Cal State University (Pomona) Police and the Los Angeles County Probation Department. Pomona Police Investigate Fatal Traffic Collision

Pomona – On May 27th at about 9:07 AM, Pomona Police Dispatch received a call of an injury traffic collision in the area of Towne Ave and Kingsley St.  When Officers arrived on scene, they located a multi-vehicle collision with minor reported injuries.  Los Angeles County Fire Department personnel treated injured parties at the scene, and two injured parties were transported to the hospital for further assessment and treatment.  One of the transported injured parties eventually succumbed to their injuries and passed away at the hospital.

Pomona Police Arrest Armed Juvenile

Pomona – In response to several citizen requests to patrol high call volume locations, the Pomona Police Department fielded a two-man patrol car to conduct extra patrols. On May 23 at about 12:15 am, two officers spotted a group of suspicious looking juveniles in the 2000 block of Palmgrove Avenue. The officers noticed the teenagers huddled around an unoccupied vehicle. The officers believed they stumbled across a possible in-progress vehicle burglary. The group broke up and left after noticing the police approaching. The officers gave chase of one male juvenile who was intently grabbing at his pants pocket. The juvenile was seen removing a handgun from his pants and discarding it in the front yard of a random residence. The juvenile suspect was apprehended a short time after as a result of his failed attempt to flee from the police, and the loaded firearm was recovered safely.

The Pomona Police Department encourages members of the community to report areas within the city that could use extra patrol in order to deter criminal activity.

Motorcycle Awareness Month in May

Pomona – In order to reduce motorcycle crashes and save lives, Pomona Police Department and the California Office of Traffic Safety (OTS) are teaming up with the National Highway Traffic Safety Administration (NHTSA) this May for the annual Motorcycle Safety Awareness campaign to help save lives on our roadways. The awareness campaign aims to educate vehicle drivers and motorcyclists on how each motorist can be more aware of the other, creating safer roads and saving lives in the process.
Pomona Police Department will join law enforcement throughout the state to step up enforcement along with awareness efforts to lower motorcycle deaths and injuries during the May campaign.  Officers will have a special emphasis this month on enforcing all traffic violations by both drivers and motorcyclists, deploying Saturation Patrols throughout the month of May.
According to NHTSA, motorcyclists accounted for 14 percent of all traffic fatalities in 2015, while motorcycles make up just 3 percent of all registered vehicles in the United States. In 2016, 5,286 motorcyclists were killed in motor vehicle crashes – a 6 percent increase from the 4,976 killed in 2015. More than 88,000 motorcyclists were injured in motor vehicle crashes.
Recent data from the California Department of Motor Vehicles shows there are more than 900,000 registered motorcycles in the state and more than 1.4 million licensed riders.  In 2016, 560 motorcyclists were killed in motor vehicle crashes in California– an 11 percent increase from the 494 killed in 2015. More than 14,400 motorcyclists were injured in motor vehicle crashes.
Pomona Police Department has these general tips to drivers on how to prevent a fatal crash with a motorcycle:

Though a motorcycle is a small vehicle, motorist can do their part by sharing the road.

Always us a turn signal when changing lanes or merging with traffic.

If you see a motorcycle with a signal on, be careful: motorcycle signals are often non-canceling and could have been forgotten. Always ensure that the motorcycle is turning before proceeding.

Stay alert, check all mirrors and blind spots for motorcycles before changing lanes or merging with traffic.

Always allow more following distance, follow at a safe distance when behind a motorcycle. This gives them more time to maneuver or stop in an emergency.

Never drive distracted or impaired.

Motorcyclists can increase their safety by following these steps:

Wear a DOT-compliant helmet and other protective gear.

Ride safely when lane sharing and always proceed at safe speeds.

Obey all traffic laws and be properly licensed.

Use turn signals at every lane change or turn.

Wear brightly colored clothes and reflective tape to increase visibility.

Never ride distracted or impaired.

More Than 2,900 Marijuana Plants In Grow House

Pomona – On Monday, April 23rd at approximately 5:30pm, Pomona Police Department dispatched Patrol Officers to a report of trespassers in the 1400 block of N. Garey Ave.

Upon entering the supposed vacant building, Officers located and arrested the 4 trespassers, Quan Zeng Xue 61, Zhang, Wu, 51, Zhang, Chen, 44, and Zhang, Chen Qiang , 41. They were all booked into the Pomona City jail for a 11358 H/S Cultivation of Marijuana. Also discovered was a 23 room fully functional Marijuana grow operation containing more than 2,900 Marijuana plants in various stages of maturity. The grow operation used top of the line systems for lighting, air conditioning, fans, exhaust blowers and air-filtering systems that control the climate inside the buildings and the odor of Marijuana outside the buildings.

Homicide Detectives Are Investigating The Death Of An Elderly Man

Pomona – On April 17 at approximately 6:58 PM, the Pomona Police Department received a CPR call in the 1100 Block of S. Hamilton in the City of Pomona.  Officers arrived on scene and found a male victim unconscious.  LA County Fire Department arrived on scene and transported the victim to a local hospital in extremely critical condition.  The hospital medical staff was unable to save the victim from his injury at which time he was pronounced deceased.  The early investigation reveals that there was some kind of altercation between family members where the victim fell and hit his head.  Pomona Police Department Homicide team was called in to investigate.  Homicide Detectives are actively following –up on all leads at this time.

Purse Snatch Suspect Arrested

Pomona – On March 6, 2018, Suspect Joseph approached the female adult victim on Holt Bl at Eleanor St. and forcefully took a bag filled with personal items from her. The victim was able to flag down a passing neighborhood. The suspect was able to hide in a nearby backyard officer.
While making contact with the suspect, he fled on foot into a nearby under trees and a patio cover. While air support was available, we could not see his exact location.
An extensive search with additional officers and a canine team was made throughout the neighborhood. The suspect ignored the officers and the audio announcements. The suspect was eventually taken into custody by the canine unit in the 400 Blk of Center St. The stolen property was eventually recovered.

11 Cited for Furnishing Alcohol to Minors

Pomona – The Minor Decoy/Shoulder Tap Operation is a method that has been known to reduce the availability of alcohol to minors.

The Pomona Police Department is doing their part in making a concerted effort to reduce the amount of alcohol that is available to minors on the streets of Pomona. Officers participated in an operation on February 15 at various liquor/convenient store locations throughout the city of Pomona.

Here is how it works: Under the direct supervision of officers, one 19 year old minor and one 20 year old minor were sent to various liquor/convenient stores throughout the city of Pomona. They would wait outside the establishment for an adult patron to enter, inform them that they were less than 21 years of age, and then ask them if they would buy some alcohol for them.

Eleven adults were contacted and five of them offered to buy the alcohol for the minors working undercover. The adult suspects were immediately detained by the officers on the scene, after they supplied the minors with the alcohol. The officers then made sure that none of the suspects had any outstanding warrants. After it was determined that they didn’t have any warrants the officers issued each a citation to each suspect for penal code violation 25685(a)BP – Sell/furnish Alcohol to a Minor violation.

This project is part of the Department of Alcoholic Beverage Control’s Minor Decoy/ Shoulder Tap Grant Project, funded by the California Office of Traffic Safety through the National Highway Traffic Safety Administration. ■

 

Burglary, Vandalism at Pomona H.S,

Pomona – On Monday December 4 at approximately 9:30 p.m. the Pomona Unified School district security office were monitoring 3 young me via surveillance camera inside the main office at Pomona High School. They called the Pomona Police Department to advise them about the break in and the suspects were still on sight.

The suspects broke into the office and it appeared they were removing items as well as destroying school property. When the officers arrived the suspects were still on the scene when they noticed the officers took off running. The officers took off after them on foot, the pursuit didn’t last long and all 3 suspects were apprehended and taken into custody.

Isiah Gonzalez 18 years old and two male juveniles 16 and 17 years old were taken into custody after they had allegedly damaged several computers, desks and other fixtures The entire area had also been tagged. They were booked for burglary and felony vandalism at the Pomona Police Station.

None of the suspects were students at Pomona High School.

Lanterman Developmental Center Project Near Cal Poly Pomona Moves Forward

Pomona, CA – California Department of Finance has transferred the Lanterman Developmental Center property, an approximately 300 acre property near the Cal Poly Pomona campus, to California State University in an effort to benefit Cal Poly Pomona’s education mission as well as the surrounding communities. With a team of experts assembled by Cal Poly Pomona, and an external team of experts with a diverse set of skills and expertise including civil engineering, design, and land use planning, Cal Poly Pomona has conducted extensive feasibility studies and has concluded that the Lanterman Developmental Center property is suitable for development.

The Lanterman Developmental Center property is bordered by California State Route 57 in the east, Temple Ave. in the north and Valley Blvd. in the west. The property was declared a surplus real estate property by the State of California in 2013. Jurisdiction over the property was transferred to Cal Poly Pomona on July 1, 2015 through a Memorandum of Understanding agreement with the California Department of Finance. Since then, the team assembled by Cal Poly Pomona and an external team of experts have worked together to survey the area and conducted detailed site analysis, building condition assessments, transportation and circulation analysis, historic preservation analysis, and market demand analysis.

In a summary of their due-dilligence analysis, Braisford & Dunlavey, a real estate program management firm, states, “The Site’s natural features (topography, plant materials, microclimate) and built features (historic districts, historic buildings and landscapes, existing roads) all influence the design decisions that are intended to enhance human comfort and conserve energy and resources while providing mission supporting development opportunities for Cal Poly Pomona. “

Detailed analysis shows that the site contains 131 buildings with 93 buildings, built between 1927 to 1969, eligible to become the Pacific State Hospital District – a name derived from Pacific Colony Hospital, the original name of the building complex – as defined by standards set by the Department of Interior.

“Preserving the Site’s historic structures and using them as a foundation for a new community and to establish the appropriate scale of new development can enhance the sense of place at Cal Poly Pomona, anchor the Site in its prominent place in California history and bridge the needs of students and the community at large,” according to the due-diligence analysis.

Remembering Pomona Police Officer Daniel Fraembs

End of Watch: Saturday, May 11, 1996

Pomona Police Officer Daniel Fraembs was shot and killed while checking on three suspicious subjects, two male gang members and a female, in an industrial area of Pomona on May 11, 1996.

As Officer Fraembs patted down the first male suspect the second man was able to draw a .45 caliber handgun and fatally shot Officer Fraembs.  The gang member responsible was captured and sentenced to death in 1997.

 

Looking back at Officer Daniel Fraembs childhood, he was destined for a career in law enforcement.  Daniel was found orphaned on a beach in Hong Kong and taken into an orphanage by a local policeman. At nine months old, he was adopted by Donald and Dorothy Fraembs of Cincinnati, Ohio, and became a citizen of the United States in 1963. He rose to the rank of sergeant during four years in the U.S. Marine Corps until receiving an honorable discharge, and 3 years later, in 1988, started his appointment to the Orange County Sheriff’s Department.  He worked with the Sheriff’s Department for 5 years, before joining the Pomona Police Department.

We will never forget Officer Daniel Fraembs.

Gang Members Convicted of Murder; Sentenced To 80 Years

Pomona – On May 8, 2015, at approximately 10:30 a.m., Officers were dispatched to a victim of a shooting in the 200 block of Fanshaw Avenue.  The victim, 51 year old Pomona residence Gregory Montgomery was found in his front yard suffering from multiple gunshot wounds.  Victim Montgomery ultimately died from these wounds.  Officers and Detectives were immediately able to locate surveillance video of the homicide which showed 2 male black suspects running onto the victim’s property and then executing the victim.  Although identifications were almost impossible to make from the surveillance video the detectives were able to get a good description of the suspect’s vehicle.

Detectives were able to follow up on several leads involving the suspect vehicle and members of a rival Crip gang.  During the investigation, detectives were able to identify two rival gang members as the suspects.  Several surveillance’s and search warrants were conducted in cities of Pomona, Victorville, Chino and Colton where two suspects were identified as the shooters.  32-year-old Terry Smith and 24-year-old Donnell Parker were both arrested for the murder of Gregory Montgomery.

The case was brought to the Los Angeles County District Attorney’s office where they filed 187 PC- Murder charges on both suspects.  A jury trial was held over the past two weeks where both suspects were found guilty of 1st degree murder with all gang enhancements and were sentenced 80 years to life in prison.

On Tuesday, April 4, 2017 at approximately 10:18pm, Pomona Police Dispatch received calls regarding gunshots heard in the area and a possible victim of a shooting at the location. Officers responded and located a victim of a shooting. The victim was treated at the scene by LA County Fire personnel and then transported to an area hospital via ambulance. The victim’s condition was listed as critical as he was being taken into surgery.

The suspect(s) fled the location in the above described vehicle and officers did not locate the suspect(s) or suspect vehicle.

The investigation into this incident is on-going.

Man Arrested for Human Trafficking

San Bernardino – Investigators of the San Bernardino County Human Trafficking Task Force (SBCHTTF) recently closed an investigation regarding the sexual exploitation of a minor by arresting Marquell Deante Stewart, or better known by his street name, “Kell the King.”

Investigators concluded that multiple female victims, who are minors, were forced into work by Stewart. The victims were forced to work in the areas of San Bernardino and Pomona. Stewart is being charged with multiple counts of pimping, pandering, sexual exploitation of a minor and human trafficking.

The SBCHTTFs mission is to expedite those committing crimes in human trafficking and to bring them to justice. They also plan to advance their work in the search and rescue of victims involved in human trafficking. Investigators have recognized that many of the suspects linked to sex trafficking are actually victims forced into the lifestyle. In recent years, law enforcement has provided victims with, along with traditional measures, more information, direction and resources to free themselves from the physical and psychological abuse related to sexual trafficking.
