Eastvale Area Crime Recap Dec 2017

INCIDENT: HUMAN TRAFFICKING OF A MINOR- MULTIPLE SUSPECTS ARRESTED

WHEN: 12/5/2017

WHERE: 10700 block of Magnolia Ave., Riverside

On Tuesday, December 5, 2017, members of the Riverside County Anti-Human Trafficking Task Force (RCAHT), received information from the Orange County Human Trafficking Task Force as to the potential whereabouts of a missing female juvenile. The child was identified as a 15-year-old runaway from the Fresno area. The child, who had been missing for the past month, was later found to have been posted for prostitution in numerous online classified advertisements. Over a four-week timespan, as many as 22 separate advertisements depicting the child were located in the counties of Fresno, Los Angeles, Orange, San Diego, and Riverside.

RCAHT Task Force Officers, working cooperatively with the Riverside Police Department’s Vice Unit, located a recent prostitution posting that appeared to depict photos of the missing child. Officers, acting in an undercover capacity, replied to the advertisement posing as a prospective sex buyer and negotiated for an act of prostitution. This led officers to a motel in the 10700 block of Magnolia Avenue in the city of Riverside where the child victim was located and taken into protective custody. Also, present and detained at the location were three adults who were in the accompaniment of the minor.

As a result of the investigation, all three adults were ultimately arrested and booked into the Robert Presley Detention Center in the city of Riverside. The adults were identified and charged as follows:

  • Gabriella Ann Alvarado, 18, a resident of Fresno. Alvarado was booked on charges of human trafficking of a minor and pimping of a minor.
  • Ramon Avina Chavez, 20, a resident of Fresno. Chavez was booked on charges of human trafficking of a minor, pimping of a minor, and several charges related to his possession of a loaded, concealable firearm with obliterated serial numbers.
  • Alicia Monet Thao, 21, a resident of Viola. Thao was booked on charges of human trafficking of a minor and pandering.

All three suspects remain in-custody and bail for each has been set at $500,000.00. 

 

 

INCIDENT: ANNIVERSARY OF UNSOLVED, FATAL, HIT AND RUN TRAFFIC COLLISION

WHEN: 12/22/2016

WHERE: City of Norco

In the early morning hours of Thursday, December 22, 2016, Michael James Horton, a resident of Norco, was walking on Hamner Avenue, in the city of Norco, when he was fatally struck by a vehicle. The driver of the vehicle fled the scene without stopping to render aid to Mr. Horton and did not call 911. Unfortunately, Mr. Horton succumbed to his injuries. One year later, this fatal hit-and-run traffic collision remains unsolved.

The Jurupa Valley Station Traffic Team and the Norco Sheriff’ Office is hoping to solve this case and bring closure to the family of Mr. Horton. This can only be done if someone is willing to do the right thing and come forward with information that will solve this case. The Norco Sheriff’s Office is asking for someone to come forward with a credible tip, or to admit they were the driver of the vehicle that night.

INCIDENT: IN-PROGRESS RESIDENTIAL BURGLARY- SUSPECT HELD BY VICTIM

WHEN: 12/8/2017

WHERE: 5300 Block of Riverview Dr., Jurupa Valley

DETAILS: A 63-year-old victim called to report that her 70-year-old husband went outside to check on their residence after hearing what they believed to be someone breaking into their home in Jurupa Valley. The 70-year-old husband armed himself with his legally owned firearm and went outside to investigate. He found a suspect who was armed with a crowbar, trying to break inside their home. The 70-year-old victim held the burglar at gunpoint until deputies arrived. Deputies arrived within four minutes and arrested 34-year-old Jose Rodriguez of San Bernardino, for burglary, possession of burglary tools, and an outstanding arrest warrant. INCIDENT: ATTEMPTED MURDER

WHEN: 12/10/2017

WHERE: 9000 block of 54th Street Drive, Jurupa Valley

DETAILS: On Sunday, December 10, 2017, about 2:50 p.m., deputies from the Jurupa Valley Police Department were dispatched to a residence located in the 9000 block of 54th Street, in the city of Jurupa Valley, reference a report of gunshots being fired.

Upon arrival, deputies located a male victim who had sustained life threatening gunshot wounds. Deputies and CAL-Fire personnel rendered immediate medical aid and the victim was transported to a local hospital for treatment. The crime scene was secured and investigators from the Jurupa Valley Station responded.

A search warrant was served at the residence and additional investigation identified the suspect in the case. Jurupa Valley Station investigators worked with the San Bernardino County Sheriff’s Department to locate and arrest the suspect in the 2000 block of West Ogden Street, in Muscoy.

The suspect was identified as Roberto Cavarrubias, a 57-year old resident of Jurupa Valley. Robert Cavarrubias was booked into the Robert Presley Detention Center and charged with Attempted Murder (Penal Code 664/187). The investigation is continuing. INCIDENT: ROBBERY OF A UNITED STATES POSTAL CARRIER

WHEN: 12/9/2017

Update 12-12-2017:

The suspect vehicle in the robbery was seen on video surveillance, leaving the area.

Suspect Vehicle: Late 1990’s-Early 2000’s, Ford Expedition, white in color, tinted windows, black roof rack, and silver five star rims.

Details:

On Saturday, December 9, 2017, about 2:45 p.m., deputies from the Jurupa Valley Police Department were dispatched to the 6300 block of Williams Ave., in the city of Jurupa Valley, reference a robbery.

Upon arrival, deputies located a United States Postal Office employee, who had been robbed of several packages prior to delivering them. During the robbery, a female suspect approached the victim and handed a letter addressed to “Santa Clause North Pole.” While the victim looked at the letter, the suspect sprayed the victim with an unknown aerosol chemical irritant. A male suspect also approached and physically assaulted the victim, while the female suspect removed packages from the victim’s vehicle. The suspects were last seen fleeing the scene in an early 2000 model, white Ford Explorer. The victim was transported and treated at a nearby hospital.

The suspects were described as follows:

Suspect #1: WFA, about 30 years of age, 5’05” in height, thin build, dark colored hair to mid back, last seen wearing a black t-shirt and black spandex.

Suspect #2:   WMA or HMA, about 45 years of age, 5’08” in height, about 190 pounds, last
seen wearing a black baseball cap, black t-shirt and blue jeans.

Suspect Vehicle: Early 2000’s, white in color, Ford Expedition

INCIDENT: RESIDENTIAL “CAT” BURGLARY/ OFF-DUTY OFFICER INVOLVED SHOOTING

WHEN: 12/23/2017

WHERE: 6400 block of Caxton St., Eastvale

On December 23, 2017, around 1:37 p.m., deputies from the Jurupa Valley Station, assigned to the contract city of Eastvale, responded to a report of a burglary and shooting that just occurred in the 6400 block of Caxton Street, Eastvale. Deputies arrived on scene and met with the homeowner, an off-duty Pomona Police Officer. Two residents were inside the home, when they heard several subjects inside the residence. The off-duty officer armed himself and confronted two suspects in an upstairs room. After confronting the suspects at gunpoint, the victim fired several times at one suspect after the homeowner feared for his life. All of the suspects fled the residence and remain outstanding.

Deputies received information from the victims and neighbors who described the suspects as three Black male adults, 18-28 years, thin to medium build, who fled in a gray Hyundai. Additional deputies and investigators from the Jurupa Valley Station arrived to secure the scene and canvas the surrounding areas. Investigators from the Central Homicide Unit responded and assumed the investigation. During the investigation, investigators found signs of forced entry into the residence.

Attempted Robbery – Arrest in Eastvale

    Details:

On January 16, 2018, Eastvale deputies responded to a robbery call at a yogurt shop located at the 6900 block of Hamner Ave., Eastvale. An employee stated a suspect entered the rear of the shop and demanded yogurt and money. The suspect was unarmed. The employee ran out the entrance of the shop and a customer called 911 to report the incident. The suspect left the area on foot, without cash or yogurt. The suspect was not located by deputies at that time.

On January 17, 2018, Eastvale deputies responded to a suspicious person call at the 13000 block of Schleisman Road. A subject was detained by deputies that matched the description of the suspect of the attempt robbery. The subject, 26-year-old Eastvale resident, Chibuikem Ibekwe, was later identified as the suspect of the attempt robbery. Ibekwe was arrested and booked at the Robert Presley Detention Center for attempt robbery.

INCIDENT: Deputy Involved Shooting

Incident Date: December 4, 2017

Incident Location: Bellegrave Avenue and Van Buren, Jurupa Valley

On Monday, December 4, 2017, at approximately 12:00 PM, a deputy from the Jurupa Valley Sheriff’s Station responded to the area of Bellegrave Avenue and Van Buren, in the city of Jurupa Valley, reference a previously reported stolen vehicle.  The deputy responded to the area, located the occupied stolen vehicle, and attempted to conduct a traffic enforcement stop.Details:

During the traffic stop, the suspect reversed the stolen vehicle into the patrol unit several times and a deputy involved shooting occurred.  A vehicle pursuit ensued, and a short distance later, the suspect exited the vehicle and fled into the river bottom area near Riverdale Place.  During that time, the suspect ignited the stolen vehicle as well as vegetation in the river bottom.  Cal-Fire/Riverside County Fire responded and assisted Riverside City Fire with the vegetation fire.  Fire personnel continue to work on extinguishing the fire.

With the assistance of the Riverside Police Department, the suspect was located, a brief struggle ensued, and the suspect was arrested.  Two officers with the Riverside Police Department sustained minor injuries as a result of this arrest.  The suspect was transported to a local area hospital for a medical evaluation.  No citizens were injured during the incident.  The deputy involved in the incident was taken to a local area hospital as a medical precaution.  Investigators from the Riverside County Sheriff’s Departments Central Homicide Unit responded and assumed the investigation.

The suspect was identified as Clinton Althizer, 40 of Jurupa Valley.  After receiving a medical evaluation he was booked into the Robert Presley Detention Center, in the city of Riverside, for assault with a deadly weapon on a peace officer, vehicle theft, possession of stolen property, attempted assault on a peace officer, evading, and arson.

The deputy involved in the shooting has been placed on administrative leave per Department policy.  INCIDENT: VEHICLE THEFT ARREST OF WANTED GANG MEMBER

WHEN: 11/28/2017

WHERE: 5000 Block of Poinsettia Place, Jurupa Valley

On Tuesday, November 28, 2017, about 4:06 p.m., officers from the Region 7, Riverside County Regional Gang Task Force conducted a traffic enforcement stop on a reported stolen vehicle in the 5000 Block of Poinsettia Place, in the City of Jurupa Valley. During the subsequent theft investigation, officers learned a wanted criminal street gang member was in possession of additional stolen vehicles in the Jurupa Valley area. Regional Gang Task Force officers located and contacted Levi Aguirre, a 22-year-old resident of Jurupa Valley, in the 5000 block of Collins Avenue. Aguirre was being sought for two active felony vehicle theft warrants in San Bernardino County.  The on-going vehicle theft investigation linked Levi Aguirre to two additional stolen vehicles.  Aguirre was arrested and booked into the Robert Presley Detention Center for the following charges: Two outstanding felony vehicle theft warrants out of San Bernardino County, Three Vehicle Thefts in Riverside County, Vehicle theft with several prior convictions, Felony probation violation.

 

INCIDENT: FATAL TRAFFIC COLLISION INVESTIGATION

WHEN: 11/17/2017

WHERE: Galena Ave. & Avon St., Jurupa Valley

On Friday, November 17, 2017 at 5:23 p.m., officers assigned to the Jurupa Valley Police Department responded to the area of Galena Avenue and Avon Street, regarding a major-injury traffic collision.  The preliminary investigation revealed a vehicle traveling westbound on Galena Avenue stuck a pedestrian who was crossing Galena Avenue, just west of Avon Street. The pedestrian was pronounced deceased on scene by paramedics.  This investigation is ongoing, but alcohol and/or drug impairment does not appear to be a factor in this collision.The Jurupa Valley Police Department’s Traffic Collision Reconstruction Team responded to the scene to conduct this investigation.  This investigation is ongoing and we are asking anyone with additional information to contact Deputy Adam Ditfurth at the Jurupa Valley Station at 951-955-2600

 

INCIDENT: GRAND THEFT

WHEN: 11/2/2017

WHERE: 4200 Block of Opal St., Jurupa Valley

DETAILS: On November 2, 2017, several cameras were stolen from the audio/video department of Rubidoux High School. The theft was reported by school staff to the School Resource Officer. On November 10, 2017, a member of the school’s staff contacted Sheriff’s Dispatch reporting they located one of the cameras for sale on the internet. The Jurupa Valley Station’s Special Enforcement Team assumed the investigation and recovered one of the reported stolen cameras. The camera was returned to the school. On November 17, 2017, between 10:00 AM and 1:00 PM, search warrants were served in the 6200 block of Jared Circle and 3900 block of Driving Range Road, in the city of Jurupa Valley. Evidence associated with the theft and sale of the stolen cameras were recovered during the service of the search warrants. The cameras were sold utilizing cellular phones applications that advertise goods for sale. The cameras were described as Canon EOS Rebel T5i, DSLR with lenses and battery chargers. We are asking the public for assistance in recovering the remaining stolen cameras. If you purchased a Canon EOS Rebel T5i DSLR camera using a web based application, between November 2, 2017 and November 17, 2017, please contact Deputy Gilbert at the Jurupa Valley Sheriff’s Station at 951-955-2600. INCIDENT: FATAL TRAFFIC COLLISION INVESTIGATION

WHEN: 11/14/2017

WHERE: Rubidoux Blvd & Market St., Jurupa Valley

DETAILS: On Tuesday, November 14, 2017, at 9:17 p.m., officers assigned to the Jurupa Valley Police Department responded to the area of Rubidoux Blvd. and Market St., Jurupa Valley, regarding a major-injury traffic collision. The preliminary investigation revealed a vehicle traveling southbound on Rubidoux Blvd., drifted into oncoming traffic, colliding with vehicles traveling northbound on Rubidoux Blvd.  The single occupant of the vehicle that drifted into oncoming traffic was pronounced deceased on scene by paramedics. One of the occupants from another involved vehicle was transported to a local area hospital for medical evaluation and treatment.  This investigation is ongoing, but alcohol and/or drug impairment does not appear to be a factor in this collision. INCIDENT: MAIL THEFT/IDENTITY THEFT/ CONSPIRACY

WHEN: 11/9/2017

WHERE: 6300 Block of Valley Way, Jurupa Valley

DETAILS: On November 9, 2017, around 6:30 PM, deputies assigned to the Jurupa Valley Special Enforcement Team were on patrol in the 6300 block of Valley Way in the city of Jurupa Valley. They contacted several subjects loitering in the parking lot of a business. During this encounter, stolen mail and evidence related to identity theft was located. The subjects were all detained for further investigation and later booked into the Robert Presley detention Center for the following charges:

  • Danny Curtis Bennett, 33-year-old resident of Jurupa Valley, Under the Influence
  • Lisa Ann Haring, 26-year-old resident of Jurupa Valley, Parole Violation, Conspiracy and Identity Theft
  • John Anthony Morgan, 56-year-old resident of Upland, Probation Violation, Conspiracy and Identity Theft

INCIDENT: INDOOR MARIJUANA CULTIVATION/ THEFT OF UTILITIES

WHEN: 11/8/2017

WHERE: 7800 Block of Shoreham St., Eastvale

DETAILS: On November 8, 2017, at 4:00 PM, members of the Jurupa Valley Station’s Special Enforcement Team, served a search warrant in the 7800 block of Shoreham Street in the city of Eastvale.  Evidence of illegal marijuana cultivation along with an electrical bypass to steal electricity were located inside of the residence.  Xian Long Zhang, a 77-year-old resident of New York, was arrested and booked into the Robert Presley Detention Center for cultivation of marijuana and theft of utilities.  Anyone with information regarding this case is urged to contact Deputy James Herington at the Jurupa Valley Sheriff’s Station, (951) 955-2600.

INCIDENT: HOIST RESCUE

WHEN: 11/5/2017

WHERE: Tin Mine Canyon, Corona

DETAILS: On Sunday, November 5, 2017, at 12:02 PM, deputies from the Riverside County Sheriff’s Department Jurupa Valley Station responded to the Tin Mine Canyon in Corona reference a family which had become stranded in steep terrain in the area.  Due to the location and terrain, it was determined a hoist rescue would be the most appropriate rescue method. Personnel from the Riverside County Sheriff’s Department Jurupa Valley Station, Riverside County Sheriff’s Department Aviation Unit, and the Riverside Mountain Rescue Unit responded to assist.  A hoist rescue was initiated, and the family was safely escorted to the Skyline Drive Trailhead.  No injuries were sustained as a result of this incident. INCIDENT: COMMERCIAL BURGLARY

WHEN: 11/2/2017

WHERE: 100 Block of Hidden Valley, Norco

DETAILS: On Thursday, November 2, 2017, about 3:56 a.m., deputies from the Norco Sheriff’s Office were dispatched to a business located in the 100 block of Hidden Valley, Norco, reference a reported burglary. Upon arrival, deputies determined three suspects had forced entry into the business, removed property, and fled the location. Deputies searched the surrounding area and located the suspects nearby with the stolen property. The suspects fled from the deputies and were able to evade immediate capture. The investigation continued throughout the morning. At 7:47 a.m., investigating deputies located the suspects in the 2000 block of Temescal. The suspects fled from the deputies a second time. Two suspects were located and taken into custody in a nearby neighborhood with the assistance of the Aviation Unit and K-9 deputies. The third suspect was located in the immediate area a short time later and arrested without incident following a brief foot pursuit.

The suspects were identified as Fredrick James Reed, age 20, Jamal Javen Pugh, age 20, and a 17-year old Black male juvenile, all from the Compton area. Reed and Pugh were arrested for burglary and booked into the county jail in Riverside. The 17-year old juvenile was arrested for burglary and booked into the Juvenile Hall in the city of Riverside. During the investigation, the Norco High School campus was temporarily locked down as a precautionary measure while deputies searched for the suspects. The suspects were not armed, and no injuries were sustained as a result of this incident. The investigation is continuing. Illegal Drug Lab Discovered In Eastvale After Burlgary

On Tuesday, December 5, 2017, about 10:50 a.m., deputies from the Eastvale Police Department were dispatched to a residence located in the 13000 block of Dellbrook Street, in the city of Eastvale, reference a reported burglary.

Upon arrival, deputies determined three suspects had burglarized the residence and fled the location in a black Mercedes. A broadcast of the suspect information and vehicle description was made. Deputies from the Norco Sheriff’s Office, located the black Mercedes around Hamner Avenue and 4th Street, in the city of Norco. The three suspects abandoned their vehicle and fled from the deputies to evade immediate capture.

Deputies located one of the suspects, who was hiding in the thick brush on the I-15 embankment, by utilizing a K-9. The suspect was apprehended by the K-9 and was bitten. The suspect was transported to the hospital and treated for his injuries. A Norco resident reported seeing a suspicious person around the 2700 block of Hamner Avenue in the city of Norco. Norco and Eastvale deputies responded to the area. The suspect fled from the deputies a second time. The suspect was located and taken into custody in a nearby business complex with the assistance of the Aviation Unit and K-9 deputies. The third suspect was not able to be located.

The two suspects who were arrested were identified as Terrion Arnold, age 18, and DeAnthony Harris, age 18, both from the city of Eastvale. Arnold and Harris were arrested for 459 PC (Burglary) and booked into the Robert Presley Detention Center.

On Wednesday, December 6, 2017, about 12:30 p.m., Investigators from the Eastvale Police Department conducted further investigation, which led to a search warrant being served in the 12000 block of Kern River Drive, in the city of Eastvale. During the search warrant, additional stolen property, and an illegal butane marijuana honey oil lab operation was discovered. The Riverside Sheriff’s Department’s Special Investigations Bureau, responded and processed the honey oil lab operation. The suspects arrested during the search warrant and were booked into the Robert Presley Detention Center were identified as follows:

Todd Adamson, age 41, of Eastvale. Charged with 11379.6 HS (Manufacturing of controlled substance), 29800 PC (Felon in possession of a firearm), 1203.2 PC (Violation of probation) and 273A PC (Child Endangerment)
Jacki Mosley, age 49, of Eastvale. Charged with 11379.6 HS (Manufacturing of controlled substance), 273A PC (Child Endangerment).

Corona – On Thanksgiving Day Corona Police Officers responded to a family disturbance call that involved an assault with a deadly weapon in the 1700 block of Rainbow Ridge on the west side of the City of Corona.

The Corona Fire Department paramedics were dispatched to the scene and found 64 year old Corona resident Lidia Urrutia unconscious with life threatening injuries. The victim was transported to a local trauma center via ambulance. The result of the injuries left Lidia with no brain function and she was pronounced dead on Sunday, November 26.

Gilberto Urrutia Perez a 45 year old male was visiting his mother from San Bernardino for the Thanksgiving Holiday. Following up on some information, officers from Corona Police arrested Perez at Brentwood Park in the City of Corona in connection with the crime without incident. “On Tuesday November 28 Perez has been charged with 1 count of homicide and 1 count of cruelty to an elder or dependant adult”, said Detective Andy Bryant of the Corona Police Department. Court records show his bail has been set at $1 million and his arraignment is scheduled for November 29. Detective Bryant said, “t the investigation is still ongoing and there aren’t any outstanding suspects at this time”. Corona Pd Receives $75,000 Grant

Corona, CA – Corona Police Department recently received $75,000 in grant money for traffic enforcement and crash prevention, resulting in some crackdown on impaired drivers.

The Corona Department has been given the money from the California Office of Traffic Safety (OTS) for a year-long programs. This program will consist of special enforcements, particularly in the case of impaired drivers, and public awareness efforts to prevent traffic-related deaths and injuries.

The $75,000 will be used to keep roadways safe. OTS Director Rhonda Craft states, “Unsafe behaviors account for 94 percent of traffic crashes. This grant emphasizes the two most effective ways to change behaviors – education and enforcement. The Corona Police Department, with assistance from the Office of Traffic Safety, will use these tools to help keep the City of Corona streets safe.”

The number of persons killed on roadways fell a record decade low in 2010, but since then it has risen almost 17 percent across the state, with 3,429 fatalities in the year 2015. Most notable is the climb of pedestrian and bicycle fatalities, now comprising nearly 25 percent of all traffic deaths. This has raised concerns of distracted driving and drug-impaired driving.

The grant funding will provide an avenue to combat distracted and impaired driving, as well as the problem of speeding and crashes at intersections.

“The rise in impaired drivers is very concerning,” declared Chief of Police Michael Abel. “The Corona Police Department is dedicated to reducing the amount of impaired drivers by education through our Drive 4 Life program, proactive enforcement operations, and our community outreach,” he continued.

The grant money presented will fund educational programs, DUI/DWI checkpoints, DUI saturation patrols, bicycle/pedestrian safety enforcement, motorcycle safety enforcement, distracted driving enforcement, Seat belt and child safety seat enforcement, and speeding/red light/stop sign enforcement.

Although alcohol remains the worst offender of DUI cases and crashes, the Corona PD will be supporting the effort of the OTS to increase awareness that “DUI Doesn’t Just Mean Booze.”

Prescription medications and marijuana can impair the driver alone as a substance, or in combination with alcohol, resulting in a DUI or DWI arrest.

 

 

Eastvale Crime Recap: October 2017

INCIDENT: GRAND THEFT AND CONSPIRACY

WHEN: 10/16/2017

WHERE: 1200 block of Hamner Ave., City of Norco

On October 16, 2017, at approximately 2:00 p.m., deputies from the Norco Sheriff’s Office responded to a theft at a business, located in the 1200 block of Hamner Avenue, in the city of Norco.

Three suspects entered the business, took merchandise, and exited without paying. Officers arrived at the location and contacted a suspect (later identified as Melargo Bobo, age 20 of Lancaster).  Two other suspects (later identified as Oshaunice Holderness, age 25 of Lancaster, and Angelica Bobo, age 25 of Lancaster) were also located after they attempted to drive away from the location. Deputies located additional evidence inside of the vehicle linking them to an additional theft that occurred at a retail business located in the 12400 block of Limonite, in the city of Eastvale.

INCIDENT: POSSESSION OF STOLEN PROPERTY

WHEN: 10/18/2017

WHERE: 13000 block of Running Deer Circle, Eastvale

DETAILS: On Wednesday, October 18, 2017, about 9:06 AM, a resident called to report a vehicle theft of his dirt bike motorcycle. The victim informed officers that his dirt bike motorcycle was stolen from the inside of his garage.  The victim posted a picture of the stolen dirt bike, via social media. Numerous residents of Eastvale reported both on social media and through calls for service with dispatch as to seeing two individuals riding on the reported stolen dirt bike.

About 7:00 PM, the victim was notified, via social media, that his stolen dirt bike was placed at a corner near his residence. Deputies assigned to the city of Eastvale conducted further investigation regarding the pictures that were posted on social media. The suspects were identified as eighteen-year oldDestin J-Brent and a fifteen-year old juvenile both of Eastvale.

On Thursday, October 19, 2017, Destin J-Brent was booked into Robert Presley Detention Center for possession of stolen property and the juvenile was booked into Juvenile Hall for possession of stolen property.

INCIDENT: MAJOR INCIDENT- TRAFFIC COLLISION INVESTIGATION

WHEN: 10/21/2017

WHERE: Country Village Rd and Oak Leaf Way, Jurupa Valley

DETAILS: On Saturday, October 21, 2017, at 2:25 a.m., officers assigned to the Jurupa Valley Police Department responded to the area of Country Village Rd. and Oak Leaf Way, Jurupa Valley, regarding a major-injury traffic collision.  The preliminary investigation revealed a vehicle traveling northbound on Country Village Rd., drifted into oncoming traffic, colliding head-on with a vehicle traveling southbound on Country Village Rd.  The occupants of both vehicles were transported to local area hospitals for serious injuries sustained during the collision. This investigation is ongoing, but alcohol and/or drug impairment appears to be a factor in this collision.

PUBLIC ANNOUNCEMENT: ILLEGAL MARIJUANA DISPENSARY

WHEN: 10/25/2017

WHERE: Riverside County

DETAILS: The Riverside County Sheriff’s Department has experienced an increase in the number of criminal investigations involving the illegal sales of marijuana at storefront locations known as dispensaries. The Sheriff’s Department began identifying an increase in the number of non-medical marijuana dispensaries following the passage of Prop 64, in November 2016.

In the State of California, sales of non-medical marijuana are illegal and all sales of marijuana for profit is prohibited under Prop 215. California law has only DECRIMININALIZED (Not Legalized) the sales of marijuana to seriously ill individuals who have a physician’s recommendation. This means that person(s) who sale, cultivate and/or possesses marijuana for their personal medical needs or the medical needs of a person they are a caregiver for will have a legal defense for selling, cultivating or possessing marijuana, as long as they do not exceed the amount of marijuana reasonably necessary for their medical condition. Under Prop 215, a medical marijuana recommendation from a doctor does not exempt a person from an investigation or prosecution.

On October 25, 2017, the Riverside County Sheriff’s Department’s Marijuana Enforcement Team served a search warrant for illegal sales of marijuana at a local dispensary in the City of Jurupa Valley. Following a criminal investigation, and pursuant to the search warrant, several items of marijuana product were seized as evidence. Once the investigation is completed, the case will be referred to the District Attorney’s Office for criminal prosecution.

The Riverside Sheriff’s Department would like to remind the public that sales of non-medical marijuana is in violation of State and Federal law. Those found in violation of illegal sales of marijuana are subject to arrest and prosecution. The City of Jurupa Valley would also like to remind residents that all sales of marijuana are strictly prohibited in the city.

 

INCIDENT: HOMICIDE- PUBLIC ASSISTANCE REQUESTED

DETAILS: UPDATE: 10/27/2017: Central Homicide Unit is asking for the public’s assistance with this homicide investigation and encourage anyone with any information regarding this vehicle of interest to call.

ORIGINAL INCIDENT: On Friday, August 25, 2017, at about 9:48 PM, deputies from the Jurupa Valley Station responded to a call of an assault with a deadly weapon occurring in the 6900 block of Adele Lane, Jurupa Valley. Upon arrival deputies located a Hispanic male suffering from gunshot injuries. The male was transported to a local hospital where he was pronounced deceased.

Investigators from the Jurupa Valley Station and Central Homicide Unit responded and assumed the investigation. The investigation is ongoing. No suspects have been arrested.

INCIDENT: ARSON

WHEN: 8/28/2017

WHERE: Wash near Chandler St. & Hall Ave., Eastvale

DETAILS: On Monday, August 28, 2017, CAL FIRE Law Enforcement Officers arrested Emanuel Alves of Eastvale for allegedly starting a debris fire in a wash near Chandler Street and Hall Avenue the same day.  Alves, 31 was arrested at his home in Eastvale and was transported to the Robert Presley Detention Center in Riverside where he was booked on multiple charges, including: PC 451(d) – 1 Count of Arson to Property, PC 451.1(a)(1) – 1 Count of Previous Conviction of a Felony of Section 451, PC 12022.1(a)(2) – Committing a felony while on parole. Alves is a known arson registrant with a prior arson conviction in Riverside County. INCIDENT: QUALITY OF LIFE ENFORCEMENT OPERATION

WHEN: 8/24-25/17

WHERE: Various shopping centers and roadways in Jurupa Valley

DETAILS: The Jurupa Valley Station’s Special Enforcement Team is in place to combat current crime trends, suppress gang activity and investigate quality of life complaints from the citizens of the cities of Jurupa Valley and Eastvale. Recently, we received multiple complaints from citizens, shopping center management and city officials regarding aggressive panhandling practices at several shopping centers within the city of Jurupa Valley. We have also received numerous complaints regarding panhandlers who loiter in the center medians of roadways, entrance and exits points of shopping centers and freeway off-ramps. On August 24 and 25, 2017, deputies assigned to the Jurupa Valley Special Enforcement Team conducted directed enforcement and undercover operations in various shopping centers and intersections in order to identify and curtail illegal, aggressive panhandling of shopping center patrons and motorists.  These types of operations will continue within the city of Jurupa Valley over the next few weeks in an effort to stop this activity. The Jurupa Valley Special Enforcement Team issued 17 citations for Jurupa Valley City Ordinance violations, arrested eight subjects for misdemeanor warrants, two subjects for Business and Professions Code violations, one subject for a felony warrant and issued one citation for solicitation near a freeway off-ramp.  All of the subjects contacted, cited and arrested were part of the homeless population within Jurupa Valley. The Jurupa Valley Station also hosts the Homeless Outreach Team for the Riverside County Sheriff’s Department, which concentrates on providing assistance and resources to those in need.  There are representatives for the city of Jurupa Valley within the Special Enforcement Team.  Anyone with concerns related to suspicious or criminal activity is encouraged to contact the Jurupa Valley Special Enforcement Team at 951-955-2600.

 

INCIDENT: INDOOR MARIJUANA CULTIVATION/ THEFT OF UTILITIES

WHERE: 14000 block of Silver Stream, Eastvale

DETAILS: On August 23, 2017, at 12:15 PM, members of the Jurupa Valley Station’s Special Enforcement Team, along with the Riverside County Sheriff’s Department Marijuana Eradication Team, served a search warrant in the 14000 block of Silver Stream in the city of Eastvale.  Evidence of illegal marijuana cultivation along with an electrical bypass to steal electricity were located inside of the residence.  This investigation is ongoing and anyone with information regarding this case is urged to contact Deputy James Herington at the Jurupa Valley Sheriff’s Station, (951) 955-2600.

 

INCIDENT: FATAL TRAFFIC COLLISION

WHEN: 8/20/17

WHERE: 5800 block of Hamner Ave., Eastvale

DETAILS: On Sunday, August 20, 2017, at 2:30 p.m., officers assigned to the Eastvale Police Department responded to the 5800 block of Hamner Ave., Eastvale, regarding a traffic collision.  The preliminary investigation revealed a 2-year-old juvenile pedestrian sustained serious head injuries after being struck by a vehicle. The juvenile was transported to a local hospital by ambulance.  Life saving measures were unsuccessful and the juvenile later died at the hospital. Impairment does not appear to be a factor in this traffic collision and no criminal charges have been requested at this time. INCIDENT: INDOOR MARIJUANA CULTIVATION, POSSESSION OF MARIJUANA FOR SALE, THEFT OF UTILITIES

WHEN: 8/18/17

WHERE: 14000 block of Henry St., Eastvale

DETAILS: On August 18, 2017, at 10:30 AM, members of the Jurupa Valley Station’s Special Enforcement Team, along with the Riverside County Sheriff’s Department Marijuana Eradication Team, served a search warrant in the 14000 block of Henry Street in the city of Eastvale.  Evidence of illegal marijuana cultivation along with an electrical bypass to steal electricity were located inside of the residence.  Chris Voong, Guo Yong Xu, and Shu Qiang Chen were arrested and booked into the Robert Presley Detention Center for cultivation of marijuana, possession of marijuana with the intent to sell and theft of utilities.  Anyone with further information regarding this case is urged to contact Deputy James Herington at the Jurupa Valley Sheriff’s Station, (951) 955-2600. Tips for Spotting a Marijuana Grow House: The Eastvale Police Department’s Special Enforcement Team is partnering with the City of Eastvale’s Code Enforcement to combat the recent trend of residential indoor marijuana grow operations. This type of operation usually starts when a rental home is converted in the interior area by covering most or all of the windows. The subjects then make room-by-room conversions throughout the house by bypassing the electrical meter, installing additional electrical wiring, outlets, circuit-breaker panels, commercial grade lighting and air conditioning units. These conversions are extremely hazardous and pose a serious fire risk, not only to the home, but the surrounding homes as well. Some of the tell-tales signs of marijuana grow houses are: All windows are covered from the interior by newspaper or other materials,  Lights and televisions on timers,  Subjects moving in commercial grade electrical equipment during the late night or early morning hours,  No signs of normal residential occupation,  The smell of marijuana emitting from the home,  Can you see wires leading up to the power line before the meter? , Do people come and go at odd hours or do they never seem to be there?,  Are they accumulating the kind of trash a real resident would?,  Do strange cars pull up outside at night? ,  Is anybody taking care of the landscaping? , The sound of the air conditioner running at all the times.  The Eastvale Police Department is seeking information regarding these types of operations. INCIDENT: DUI/DRIVER’S LICENSE CHECKPOINT

WHERE: Eastvale

DETAILS: The Eastvale Police Department’s Traffic Bureau conducted a DUI/Drivers License checkpoint on August 19, 2017, at Hamner Ave. x Schleisman Rd., between the hours of 7:00 p.m. and 3:00 a.m. Checkpoints are placed in locations that have the greatest opportunity for achieving drunk and drugged driving deterrence and provide the greatest safety for officers and the public.  In recent years, California has seen a disturbing increase in drug-impaired driving crashes.  The Eastvale Police Department supports the new effort from the Office of Traffic Safety that aims to educate all drivers that “DUI Doesn’t Just Mean Booze.”  If you take prescription drugs, particularly those with a driving or operating machinery warning on the label, you might be impaired enough to get a DUI.  Marijuana can also be impairing, especially in combination with alcohol or other drugs, and can result in a DUI. Studies of California drivers have shown that 30 percent of drivers in fatal crashes had one or more drugs in their systems. A study of active drivers showed more tested positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent).  Of the drugs, marijuana was most prevalent, at 7.4 percent, slightly more than alcohol. Results: 621 Vehicles Screened,  1 DUI-Alcohol arrest,  10 Drivers cited/arrested for operating a vehicle unlicensed or while suspended/revoked,  10 citations issued,  3 vehicles were towed. Drivers are encouraged to download the California Office of Traffic Safety DDVIP (Designated Driver VIP) free mobile app for Android or iPhone.  The DDVIP app helps find nearby bars and restaurants that feature free incentives for the designated sober driver, from free non-alcoholic drinks to free appetizers and more.  The feature-packed app even has social media tie-ins and even a tab for the non-DD to call Uber, Lyft or Curb. Drivers caught driving impaired can expect the impact of a DUI arrest to include jail time, fines, fees, DUI classes, license suspension and other expenses that can exceed $10,000 not to mention the embarrassment when friends and family find out. The Eastvale Police Department will be conducting another DUI/Drivers License Checkpoint and DUI Saturation Patrol in the future in our ongoing commitment to lowering deaths and injuries upon our streets and highways.

 

 

INCIDENT: ARMED AND DANGEROUS GANG MEMBER WITH A GUN

WHEN: 8/17/17

WHERE: 9000 block of Mission Blvd., Jurupa Valley

DETAILS: On July 11, 2017, members of the Riverside County Sheriff Department’s Region 7 Gang Task Force began investigating a series of gang vandalism’s throughout the Jurupa Valley area. Task Force officers identified 28 year-old Jurupa Valley resident Anthony Abraham Martinez as the suspect. Martinez is an active participant of a criminal street gang and on parole for assault with a firearm. On July 20, 2017, Task Force officers attempted to apprehend Martinez near a shopping center at the intersection of Mission Boulevard and Glen Street. A foot pursuit ensued and Martinez discarded a loaded handgun. Martinez was able to elude capture. However, the loaded firearm was recovered at scene by Task Force officers. On August 17, 2017, about 4:00 PM, Task Force officers with the assistance of Jurupa Valley Station patrol deputies, K-9 and Sheriff’s Aviation ultimately located and arrested Martinez at a residence in the 9000 block of Mission Boulevard. Martinez was booked into custody at the Robert Presley Detention Center for the following charges: Felon in possession of a firearm,  Felon in possession of ammunition,  Gang member in possession of a firearm,  Possession of an unregistered firearm,  Felony Gang Enhancement,  Felony Vandalism, Felony Parole violation.  Anyone with additional information is encouraged to contact Sergeant Frank Lodes from the Riverside County Sheriff Department’s Region 7 Gang Task Force at (951) 955-2734.

 

INCIDENT: DRUG INVESTIGATION AND ARREST

WHEN: 8/6/17

WHERE: Hamner Ave. near Sixth St., Norco

DETAILS: On Sunday, August 6, 2017, at 3:30 p.m., a deputy assigned to the Norco Sheriff’s Office conducted a vehicle enforcement stop, on Hamner Avenue near Sixth Street, in the city of Norco. The vehicle driver, later identified as Scott Warren, age 35, a resident of San Bernardino, was determined to be driving while under the influence of drugs and detained for further investigation. The vehicle passengers were identified as Felicia Aguilar, age 27, a resident of San Bernardino, and Richard Prater, age 29, a resident of San Bernardino, and were also determined to be under the influence of drugs. During the subsequent investigation, deputies located evidence related to the sales of narcotics. Warren was arrested for possession of drugs for sales and driving while under the influence of drugs. Aguilar was arrested for being under the influence of drugs and possession of drug paraphernalia. Prater was arrested for drug possession, being under the influence of drugs, and two misdemeanor warrants. All three suspects were booked into the Robert Presley Detention Center for the listed charges.  The Riverside County Sheriff’s Department will be vigilant in investigating all crimes of this nature. INCIDENT: NEGLIGENT DISCHARGE

WHEN: 8/4/17

WHERE: 12500 block of Limonite Ave., Eastvale

DETAILS: On Friday, August 4, 2017, at 11:02 PM, dispatch started receiving numerous calls reference a shooting near Limonite Avenue / Hamner Avenue, in the city of Eastvale. Several patrol units responded to the area, but no victims or suspects were located. Initial investigation revealed there was a physical altercation involving 20 or more subjects, and at one point, someone started shooting. All subjects involved in the altercation either fled on foot or in vehicles before the police arrived. This is an on-going investigation. DETAILS: On August 3, 2017, at 2:30 PM, members of the Jurupa Valley Station’s Special Enforcement Team, along with the Riverside County Sheriff’s Department Marijuana Eradication Team, served a search warrant in the 14000 block of Wolfhound Street in the city of Eastvale.  Evidence of illegal marijuana cultivation along with an electrical bypass to steal electricity were located inside of the residence.  Jianguo Li, at 40-year-old resident of New York, was arrested and booked into the Robert Presley Detention Center for cultivation of marijuana, possession of marijuana with the intent to sell and theft of utilities.  Anyone with further information regarding this case is urged to contact Deputy James Herington at the Jurupa Valley Sheriff’s Station, (951) 955-2600.

 

INCIDENT: STOLEN VEHICLE ARREST

WHEN: 8/1/17

WHERE: 1600 block of Hamner Ave., Norco

DETAILS: On August 1, at 11:34 a.m., deputies from the Norco Sheriff’s Office located a stolen vehicle at a business, in the 1600 block of Hamner Avenue, in the city of Norco. The subsequent investigation revealed the vehicle had been stolen from the city of Corona on July 12, 2017. Deputies were able to locate and detain the suspect, identified as Mario Nunez, a 21-year-old resident of El Cerrito. Nunez was arrested for possession of a stolen vehicle and a dirk/dagger. He was subsequently booked into the Robert Presley Detention Center for the listed charges. WHERE: Pacific Avanue and Canal St., Jurupa Valley

DETAILS: On Saturday, July 29, 2017, at about 4:05 PM, deputies from the Jurupa Valley Station responded to a man down in the area of Pacific Avenue and Canal Street, Jurupa Valley. Upon arrival deputies located a deceased Hispanic male adult. The male sustained traumatic injuries that caused his death. The victim was identified as Benny Carrasco, age 52, of La Puente. Investigators from the Jurupa Valley Station and Central Homicide Unit responded and assumed the investigation. The investigation is ongoing. No suspects have been arrested. WHERE: Orchard Park, 5900 Block of Festival Way, Eastvale

DETAILS: On Sunday, July 23, about 9:00 a.m., deputies assigned to the Eastvale Police Department responded to a suicide at Orchard Park, located in the 5900 block of Festival Way, city of Eastvale. Upon arrival, deputies located a deceased male adult in the restroom area of the park. The investigation revealed the victim’s death appears to be a result of suicide. The Riverside County Sheriff’s Coroner’s Bureau responded to the scene. This incident is still under investigation and the victim’s identity is being withheld until family is notified. INCIDENT: FATAL TRAFFIC COLLISION

WHEN: 7/20/2017 @ 10:30 pm

WHERE: Live Oak Dr. & Lakeside Dr., Jurupa Valley

DETAILS: On Thursday, July 20, 2017, at about 10:30 PM, deputies from the Jurupa Valley Police Department responded to Live Oak Drive and Lakeside Drive, regarding a possible hit and run traffic collision. Deputies arrived on scene within minutes and found a male laying in the road way.  The male was identified as a 14-year-old resident of Jurupa Valley. The male’s identity will be withheld due to him being a juvenile. American Medical Response and California Fire Department personnel responded to the scene. The male was transported to a local hospital where he succumbed to his injuries and was pronounced deceased.  Jurupa Valley Traffic Investigators responded to the scene and assumed control of the investigation. The preliminary investigation revealed the male had been thrown from the back of a moving pick- up truck, due to reckless driving. The investigation lead deputies to the suspect’s address in the 4000 block of Scholes Avenue, Jurupa Valley.  Deputies arrested the suspect, Layn Meyer (age 22 of Jurupa Valley) for homicide. INCIDENT: WEAPON AND DRUG SALES ARREST

WHEN: 7/14/2017 @ 4:40 pm

WHERE: 4000 Block of Mennes Ave., Jurupa Valley

DETAILS: On Friday, 07/14/17, about 4:40 PM, members of the Region 7 Riverside County Sheriff Department’s Regional Gang Task Force attempted to serve an arrest warrant at a residence in the 4000 Block of Mennes Avenue in Jurupa Valley.  Task Force officers contacted 40 year-old Jurupa Valley resident Kasey Holt near the residence. Holt was found to be in possession of a loaded firearm and methamphetamine. Additional items were located indicative of drug sales. Holt was later booked into custody at the Robert Presley Detention Center for the following charges: Felon in possession of a loaded firearm with methamphetamine, Felon in possession of ammunition, Possession of methamphetamine for sales, Possession of an unregistered firearm.  Anyone with additional information is encouraged to contact Sergeant Frank Lodes from the Region 7 Regional Gang Task Force at (951) 955-2734.

INCIDENT: IN CUSTODY DEATH

WHERE: Robert Presley Detention Center

DETAILS: On Saturday, July 8, 2017, a 47-year-old male inmate at the Robert Presley Detention Center suffered a life-threatening medical emergency.  Facility medical personnel responded and immediately began life saving efforts.  The male was transported to a local hospital by ambulance, where he succumbed to his condition and was pronounced deceased. At this time, no foul play is suspected.  Investigators from the Jurupa Valley Station Investigations Bureau are investigating the inmate’s death.  The inmate’s identity is being withheld pending notification of next of kin. INCIDENT: BURGLARY

WHEN: 7/7/2017 @ 12:00 am

WHERE: 2700 Block of Hamner Ave., Norco

DETAILS: On Friday, July 7, about 12:00 a.m., Norco Sheriff’s deputies responded to a burglary alarm at a business, located in the 2700 block of Hamner Avenue, in the city of Norco. Upon arriving, deputies determined the business had been burglarized and began an immediate search for the suspect. While searching the interior of the business, deputies located the suspect who fled. The fleeing suspect was located a short time later and taken into custody. The suspect was identified as Glenn David Volpei, age 50, a Burbank resident. The suspect was arrested for burglary and booked at the Robert Presley Detention Center. INCIDENT:           HOMICIDE

WHEN:                 6/4/17 @ 7:56 pm

WHERE:                1400 Block of Pacific Ave., Norco

DETAILS:              Officers from the Norco Police Department responded to a physical altercation between two adult males outside a residence in Norco. Officers arrived within minutes and located a male laying on a driveway and not breathing. Officers began emergency lifesaving procedures for the male until paramedics arrived. The victim, later identified as 57-year-old, Gerald Lee, was transported to Corona Regional Medical Center where he was pronounced deceased. Based on the circumstances, the Sheriff’s Central Homicide Unit responded to the scene and assumed the investigation. Investigators are currently searching for 55-year-old, Klaus Peter Foster of Norco. Klaus Foster is a white male adult 5’8”/ 200 lbs. with red hair, a beard, and brown eyes.  He was last seen driving a green 2005 GMC Sierra pickup truck, California license plate number 74953F2. Klaus Foster is wanted only for questioning regarding the incident. Anyone with information regarding his whereabouts or this incident can call Investigator Mullins as 951-955-2777.

UPDATE:              Based on information gathered during the ongoing investigation, an arrest warrant was obtained for suspect, Klaus Foster. Additional leads directed investigators to a residence in Big River California near the Colorado river. At the request of the Sheriff’s Central Homicide Unit, San Bernardino Sheriff’s deputies located and arrested Foster in Big River. He was later transferred to the custody of deputies from Riverside Sheriff’s Colorado River Station and booked into the Blythe Jail. Foster’s bail is set at $1,000,000.

DETAILS:              Deputies assigned to the Norco Sheriff’s Special Enforcement Team conducted a narcotics investigation at a Norco residence. During a probation sweep of the residence, deputies located a small amount of heroin & associated paraphernalia. Patrick Page, a 36-year old Norco resident, was arrested at the scene without incident. He was later booked into the Robert Presley Detention Center for felony violation of probation and other associated charges.

DETAILS:              Jurupa Valley Police officers received information a pickup truck with a utility trailer was stolen that morning in San Diego.  The owner located the vehicle and followed it through the city of Jurupa Valley.  Officers located the vehicle at 54th Street and Steve Avenue, in the city of Jurupa Valley.  The driver and sole occupant, Juan Villarreal (age 25 of Jurupa Valley), was arrested and booked for vehicle theft, possession of stolen property, possession of burglary tools, and a violation of probation for auto theft.

 

INCIDENT:           VEHICLE THEFT INVESTIGATION & ARREST

WHEN:                 6/14/2017 @ 10:50 am

WHERE:                1700 block of Western Ave., Norco

DETAILS:              Deputies assigned to the Norco Sheriff’s Office contacted the occupant of a suspicious vehicle parked on Western Ave. in Norco. After running the license plate, deputies discovered the vehicle had been reported stolen from a residence in LA County on June 12th. The occupant of the vehicle, George Alberto Anzaldo, a 40- year old Pico Rivera resident, was arrested without incident at the scene. During a search of his person, deputies discovered a burglary tool commonly used in vehicle thefts. He was later booked into the R. Presley Detention Center for possession of a stolen vehicle, possession of burglary tools & committing a felony while on bail.

 

INCIDENT:           COURT STING OPERATION

WHEN:                 6/15/2017 from 7:00 am until 12:00 pm

WHERE:                Jurupa Valley

DETAILS:           On June 15, 2017, between the hours of 7:00 a.m. and 12:00 p.m.,  officers from Jurupa Valley Traffic Division conducted an undercover “Court Sting” operation at the Riverside Superior Court targeting suspected DUI drivers whose  licenses where suspended/revoked or who were unlicensed drivers and reside in the city of Jurupa Valley.  Deputies staked out offenders who had been told by a judge not to drive and/or who had been told of their license suspension.  While some offenders complied with the law and had alternate means of transportation, four individuals in court for DUI/suspended licenses proceeded to get behind the wheel and drove away from the court house.  Those who chose to drive were stopped by waiting deputies and cited back into court and their vehicles were impounded: RESULTS- 4 Suspended/Revoked, 4 Vehicles Impounded  Those arrested today could face additional jail time, long driver license suspensions, along with other financial hits including attorney fees, court costs, lost time at work, and the potential loss of job or job prospects. When family, friends and co-workers find out, violators can also face tremendous personal embarrassment and humiliation. DUI Court Sting stakeout operations, along with regularly scheduled high visibility DUI enforcement, serve as a proven deterrent with the goal of keeping impaired drivers from the road and heightening awareness among the public of the dangers of driving under the influence of drugs and alcohol. This special DUI operation was funded by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.  Please help the Jurupa Valley Police Department every day of the week:  Report Drunk Drivers – Call 9-1-1!  The operation was funded by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

WHERE:                4000 Block of Lindsay Street, Jurupa Valley

DETAILS:         On Thursday, 06/22/17, about 2:48 PM, members of the Riverside County Sheriff Department’s Region 7 Gang Task Force conducted a probation compliance check at a residence in the 4000 Block of Lindsay Street in Jurupa Valley. Task Force officers contacted 37-year old Jurupa Valley resident, David Perez at the residence. Perez was determined to be on supervised probation for weapons violations. Perez was found to be in possession of a loaded handgun and approximately one ounce of methamphetamine along with heroin. Additional items were also located indicative of drug sales. Perez was also identified as being an active participant of a criminal street gang. Perez was arrested and booked into custody at the Robert Presley Detention Center for the following charges: Ex-Felon in possession of a loaded firearm, Ex-Felon in possession of ammunition, Methamphetamine and heroin sales,  Possession of methamphetamine and heroin while armed , Prior drug sale enhancements,  Criminal street gang member in possession of a loaded firearm,  Felony probation violation. Deputy Arrests Mira Loma Women for Identity Theft and Possession of a Controlled Substance

SUSPECT(S): Shawna Hernandez, 27-year-old resident of Mira Loma

SUMMARY: Deputy Joshua Gile was patrolling in the contract city of Grand Terrace. He conducted a vehicle check in the parking lot of the CVS Pharmacy. The vehicle’s tag was expired for over four years. The driver was contacted and identified as Shawna Hernandez. Hernandez had an outstanding warrant for her arrest and the vehicel was inventoried so it could be towed. Evidence of identity theft was discovered, such as other people’s mail, identifying information and access cards. Hernandez had burglary tools including pry bars, bolt cutters and other cutting tools used to facilitate the mail theft. Over an ounce of suspected methamphetamine and other drug paraphernalia was also found in the vehicle.

Hernandez was transported to Central Detention Center and booked for Identity Theft and sales of methamphetamine.

Iowa Fugitive, Frank French, Arrested in Fontana

SUSPECT: Frank French, Caucasian male, 72 years old, of Council Bluffs Iowa
VICTIM: Confidential

SUMMARY:

On May 19, 2017, Specialized Enforcement Division personnel assigned to the United States Marshals Pacific Southwest Regional Fugitive Task Force, located and arrested Frank French near Sierra Way and Baseline Road in Fontana. French is a fugitive wanted out of Council Bluffs, Iowa for false imprisonment, four counts of child endangerment with bodily injury, and two counts of child endangerment.
The preliminary information released regarding the victim’s duration of false imprisonment was factually inaccurate. While French is facing several charges related to child abuse, the victim was locked in her room for a period of four days, not several years. The warrant for French’s arrest was issued in late January.
Upon learning o f the warrants for his arrest, French fled the Council Bluffs area and evaded authorities for several months. After an extensive investigation by the US Marshal’s Southern District of Iowa Office and the Fugitive Task Force, French was located and arrested without incident.

Lewd Acts w/Minor Under 10, Production of Child Pornography

LOCATION: Residence in Adelanto
SUSPECT: Jonathan Robert Jones, 30 years old, resident of Adelanto
VICTIM: Confidential – 5 year old male
SUMMARY:
On April 28, 2017, Deputy Wendy Perea from the Victor Valley Sheriff’s station was assigned to investigate a Cybertip that was sent to the National Center for Missing and Exploided Children (NCMEC) by an online digital file storage company. The Cybertip contained images and videos of confirmed child pornography. Perea authored a search warrant to obtain the subscriber information for the Internet Service Provider (ISP.)
On May 18, 2017, Deputy Perea received the results from the ISP and identified the account holder. She used various law enforcement databases and search techniques to positively identify the suspect, whose image was captured in the vide os. Through the investigation, Deputy Perea identified the suspect as Jonathan Robert Jones, and determined the 5 year old victim was related to the suspect.
Detectives from Specialized Investigations Divisiton – Crimes Against Children Detail responded to the Victor Valley station to assist. Perea authored a search warrant for the suspect’s residence and seized evidence to help corroborate the various crimes Jones committed.
Jonathan Jones was arrested on May 18, 2017 and is being held at High Desert Detention Center with bail set at $300,000.
Through this investigation, Perea learned that Jones used to live with his family in the Colton area. There is evidence that indicates there may be additional victims in the Colton and/or Victor Valley area. Residential Burglary Arrest

Incident Date: May 19, 2017 Time: 2 p.m.

Incident Location: 14000 block of Saline Drive, Eastvale

SUMMARY:

On My 19, 2017, Officers from the Eastvale Police Department responded to the 14000 block of Saline Drive, Eastvale, reference a residential burglary that just occurred. Officers arrived within minutes and obtained information that a Hispanic male adult had just broken into the residence and stole several items including a firearm. The suspect fled the area in a dark colored BMW. Investigators with the Jurupa Valley Station assumed the investigation.

After a extensive investigation, the suspect was identified as Richard Quilliam a 33 year-old resident of the city of Fontana. On May 21, 2017, Quilliam was arrested by the San Bernardino Sheriff’s Department for unrelated charges. On May 22, 2017, Jurupa Valley Investigators took custody of Mr. Quilliam upon his release from the West Valley Detention Center, in Rancho Cucamonga. Mr. Quilliam was subsequently arrested for the burglary and booked into the Robert Presley Detention Center, in Riverside.

On Tuesday, May 23, 2017, at approximately 7:45 a.m., deputies from the Fontana Sheriff’s Station responded to the 10600 block of Dumond Avenue following the report of shots heard. Upon arrival, deputies located an adult male outside of the residence suffering from an apparent gunshot wound. Emergency fire personnel responded and the victim, later identified as Michael Garcia, was pronounced deceased at the scene.

Dear Deputy Myers:

How can I become more involved with my community and the Sheriff’s Department?

Did you know the Riverside County Sheriff’s Department has numerous volunteers that assist the department with many different aspects of their day to day operations?  It’s true, and there are hundreds of volunteers department wide that are vital to assisting the department in various ways. Being the volunteer coordinator, as well as many other things, I get to see just how valuable the volunteers are to us every day! I directly supervise the Explorers, Mounted Posse, and Citizen Volunteer Patrol.

Not everyone can be an Explorer (due to age restrictions), and not everyone can be a member of the volunteer Mounted Posse (due to not having interest in horses), but nearly anyone over the age of 18 can be a Citizen Volunteer. The Citizen Volunteer Patrol meets once a month (the fourth Wednesday of every month) at 700pm at the Jurupa Valley Station. They have the opportunity to work hand in hand with deputies on patrol, assist with major incidents, DUI checkpoints, provide an added level of eyes and ears on the streets, logistics, and assist with community events (just to name a few). The station Volunteer Citizen Patrol helps in the contract cities of Eastvale, Jurupa Valley, and the outer lying unincorporated county areas. The Volunteers are a vital part of operations throughout the department.

If being a volunteer sounds like something that may interest you and you have the extra time, please come out to one of our meetings, learn about our program, meet some of our current volunteers, and possibly pick up a background packet to get started in something that can provide you with free training and a sense of community.

Deanna Myers is the Volunteer and Programs Coordinator for the Jurupa Valley Station of the Riverside County Sheriff’s Department that services the Eastvale Police Department.  She has been with the Riverside County Sheriff’s Department for about nine years, and most recently was assigned to patrol within the City of Eastvale before moving into her current position where she is in charge of the Neighborhood Watch program for the City of Eastvale.

Bicycle/Skateboard Helmet requirements…what is the law?

The California Vehicle Code  Section 21212, which pertains to helmet laws, is as follows: (a) A person under 18 years of age shall not operate a bicycle, a nonmotorized scooter, or a skateboard, nor shall they wear in-line or roller skates, nor ride upon a bicycle, a nonmotorized scooter, or a skateboard as a passenger, upon a street, bikeway, as defined in Section 890.4 of the Streets and Highways Code, or any other public bicycle path or trail unless that person is wearing a properly fitted and fastened bicycle helmet that meets the standards of either the American Society for Testing and Materials (ASTM) or the United States Consumer Product Safety Commission (CPSC), or standards subsequently established by those entities. This requirement also applies to a person who rides upon a bicycle while in a restraining seat that is attached to the bicycle or in a trailer towed by the bicycle.

Did you know every year in California alone, over 100 people are killed and thousands are injured in bicycle collisions? All too often these injuries are head related and could have been prevented. Where there is a responsibility on both the bicyclist and the motorist to maintain control and stay alert, the devastating injuries could be prevented by just wearing a helmet.

As the operator of the bicycle/skateboard and being under the age of 18, it is your responsibility to not only wear your helmet, but to also wear it properly. Consult the packaging of the helmet or your local first responder for assistance if you are unsure. Also consider taking a bicycle safety course to learn the proper hand signals to effectively communicate your intentions to other drivers on the road. Know that wearing a properly fitting helmet is the law and you could be cited for not wearing one. Don’t get caught without it!

There are four basic safety tips to follow when operating a bicycle or skateboard while on the street or in an enclosed skate park. 1) Maintain control of your bicycle/skateboard; 2) Protect yourself – Always wear your helmet; 3) Be visible, alert, and communicate your intentions clearly; and lastly 4) Ride with traffic. What is Jaywalking exactly?

California Vehicle Code defines “Jaywalking” as travel between intersections controlled by traffic signal devices or by police officers, pedestrians shall not cross the roadway at any place except in a crosswalk. Ok, so what does that really mean? Basically, if you are crossing an intersection outside of a crosswalk or controlled intersection then you would be considered “Jaywalking” and could subject yourself to receiving a ticket from a law enforcement officer.

Now, as a pedestrian you also have a responsibility to yourself and the drivers on the road. You must show due diligence for your safety and the safety of the drivers on the road and check the intersection before stepping off the curb into the crosswalk. If you step off the curb directly in front of a vehicle, it is not then the drivers fault for hitting you. You have a responsibility to look before you step. All too often individuals believe the pedestrian always has the right-of-way no matter what and that is just not the case.

Drivers have a responsibility too when it comes to pedestrians in a crosswalk. California Vehicle Code states; “The driver of a vehicle shall yield the right-of-way to a pedestrian crossing the roadway within any marked crosswalk or within any unmarked crosswalk at an intersection.” So, if you are in a vehicle approaching a crosswalk, slow down to look for pedestrians before you drive through it. You could save someone’s life and/or prevent yourself from getting a ticket.

Ultimately, it is the responsibility of everyone on the road, whether inside of a vehicle, riding a bicycle, operating a scooter, or simply walking to watch out for one another and stay safe.

An oldie, but a goodie…

All too often I hear people that are victims of crimes, such as vehicle burglaries or package delivery theft, post the incidents on social media but do not report the crimes to local law enforcement. I cannot begin to tell you how important it is to REPORT REPORT REPORT!!! If local law enforcement in your area does not know the crime occurred, they cannot be a part of the solution to preventing it from happening again.

Neighborhood watch meetings and social media are great ways to advise your neighbors of what is happening to keep them informed so it doesn’t happen to them; but reporting to law enforcement, will assist in making the crimes stop altogether. This is especially important if you have video surveillance of the possible suspect.

The following is a list of what to do if you fall victim to a property crime (i.e. burglary, theft, vandalism, etc.). 1) Try to avoid touching the vehicle, door, or area around where the item(s) were taken from. This will assist the officer when they arrive to possibly obtain prints. 2) Develop a timeline as to when the last time you saw the item, when you last used it, how/when you secured it, and when you noticed it missing. 3) Contact your local law enforcement!! The non-emergency number to report past crimes is (951)776-1099. Even if you are in a hurry to get to work or have to pick up/drop off a child at school, many reports can be taken over the phone. 4) After you have reported the crime and given necessary details, feel free to reach out to social media, neighbors, etc. to assist with catching those who may have committed the crime. Please note: posting to Facebook forums DOES NOT automatically inform your local law enforcement with what is going on in your neighborhood, you still need to call and report the crimes and suspicious activities as they occur to help prevent them from happening in the future.

It is incredibly important to report crimes, no matter how insignificant, as they affect the statistics regarding current crime trends in the area. The statistics also provide much needed information to law enforcement in crime prevention for the future.

Battery Charging Safety Tips

Don’t leave batteries on a charger for long periods of time as it can cause the charger to overheat and catch fire.

The City of Eastvale and CAL Fire Riverside want to advise residents that leaving batteries on a charger for long periods of time can cause the charger to overheat and catch fire.

Please review these important safety tips before charging a battery:

  • Keep sparks, flames, burning cigarettes and other ignition sources away at all times.
  • Be sure the room is properly ventilated.
  • Always wear protective safety goggles, gloves and an apron.
  • If acid splashes into eyes, flush immediately with cold water.
  • In case of acid spill, neutralize with baking soda.
  • Do NOT attempt to charge batteries unless you are properly trained.
  • NEVER leave charging batteries unattended.
  • If you smell or see smoke or a fire immediately dial 9-1-1.

The Riverside County Sheriff’s Department, including Eastvale Police and Corona Police, has done a great job combating crime in the area. Read a recap below to see what happened in the month of December.

Norco- On Thursday, December 22, 2016, at 5:45 A.M., deputies from the Norco Sheriff’s Office responded to the 3300 Block of Hamner Avenue in the city of Norco reference an unconscious male lying in a parking lot. Deputies arrived within minutes and located an adult male, deceased at the scene. Preliminary investigation indicates the deceased male may have been struck by a vehicle and the incident is being investigated as a fatal hit and run traffic collision. Traffic Investigators responded to the scene and have assumed the investigation. The name of the decedent is being withheld pending notification to next of kin. Preliminary investigation revealed the pedestrian was initially struck by an unknown vehicle and the driver fled the scene without stopping and providing aid.

Eastvale, CA – The Eastvale Police Department’s Traffic Unit conducted a DUI/Drivers License checkpoint on December 16, 2016, at Hamner Ave. cross of Limonite Ave. between the hours of 8:00 p.m. and 3:00 a.m. Checkpoints are placed in locations that have the greatest opportunity for achieving drunk and drugged driving deterrence and provide the greatest safety for officers and the public.

Results: 513 Vehicles Screened; 3 DUI-Alcohol suspects arrested, 5 Arrested for warrants, 20 Drivers cited/arrested for operating a vehicle unlicensed or while suspended/revoked, and 43 Citations issued.

Eastvale- On Friday, December 9, 2016, the Eastvale Police Department’s Traffic Division conducted a grant-funded traffic enforcement operation as part of its commitment to public safety. This operation is one of many that will be conducted throughout the year. This operation was conducted at numerous locations in the city of Eastvale where major injury and fatal collisions have occurred. The purpose of this operation was to educate motorists about dangerous driving such as exceeding the posted speed limit, failing to stop at stop signs, and using cellular devices while driving to name a few. The operation was conducted from 12:00 pm to 6:00 pm. The results ended in 35 citations being issued.

Jurupa Valley- On December 7, 2016, Jurupa Valley police officers received information the residents from an address in the 4000 block of Bain Street were involved in multiple vehicle thefts and vehicle burglaries. While surveilling the residence, deputies saw a silver Chevrolet Colorado pickup truck parked in the back of the property. A records check revealed the truck was stolen from a residence in Eastvale on December 2, 2016.

Deputies contacted the occupant of the stolen truck, Steven McCary (age 31 of Jurupa Valley) and detained him for possession of a stolen vehicle. With the assistance of the Jurupa Valley Police and Eastvale Police Special Enforcement Teams (SET), a wallet that had been stolen from an unlocked car in Eastvale on December 6, 2016, was also recovered. McCary was booked in jail for possession of a stolen vehicle, possession of a controlled substance, possession of stolen property, and committing a crime while on bail.

Corona- On Dec. 28, the Corona Police Department received a call regarding an in-progress commercial burglary at Graziano’s Pizza, 333 Magnolia Avenue, in Corona. Officers responded to the area while CPD dispatch relayed information from the reporting party. The suspect vehicle, a white Dodge Intrepid, was located in the area and a traffic stop was attempted, but the vehicle failed to yield, which initiated a vehicle pursuit. The suspect vehicle was pursued to the 1600 block of Leeson Lane, Corona where the suspect vehicle drove over a curb flattening its tires. The officers located and detained two of the three male suspects, who were later identified as brothers Rodney Shorter II, 21-year-old, and Rodney Shorter III, 19-year-old, of Long Beach. The third suspect was not located.

The investigation revealed that the suspects burglarized Graziano’s Pizza, removing a safe and cash register drawers, and minutes prior they had committed another commercial burglary at Chronic Taco, 160 E. Ontario Avenue, in Corona. The safe taken from Graziano’s Pizza was recovered from the suspect vehicle. In addition, burglary tools, two cloth masks, and a stolen firearm which had been reported stolen out of Los Angeles County were recovered. Both suspects were booked for Commercial Burglary, Possession of Stolen Property, Felon in Possession of a Firearm, and Evading a Police Officer.

How can I start or join a Neighborhood Watch near my home?

With all the exceptional growth in population to Eastvale lately, I thought it would be a great time to re-visit neighborhood watch. Law Enforcement is not the ONLY form of protection for your homes and neighbors. YOU are the first defense when it comes to protecting where you live. There are six basic steps to getting a neighborhood watch program started within your community. Step 1– Create Awareness, start a buzz in the neighborhood about keeping it safe. Many neighbors nowadays, with all the modern technology, have started to disconnect from their neighbors. Communication starts with a wave and a smile, followed by starting to talk about your concern for continued safety within your community. Step 2– Organize Volunteers, once you have started a buzz neighbors often begin sharing their personal information to become more involved. Gather their information and set up a neighborhood meeting with them. Step 3– Coordinate with Law Enforcement, this is where I come in. I will provide a short power point presentation and activity for your neighbors. I will give them the tools they need to combat current issues in the neighborhood and keep those issues from returning. Step 4– Identify Concerns, Issues and Problems. Once the group has been formed and they have had time to think about the new tools they have been given, it’s time to discuss where the problems are in your neighborhood. It is best to prioritize the concerns of the volunteers so they can all get addressed in a timely manner. Step 5– Develop Strategies, six heads are better than one. As your group comes together, you can start to come up with ways in which to deal with issues. Having additional people from different backgrounds that come with different resources can be invaluable in eradicating problems in your neighborhood. Step 6-Action Steps, depending on the severity of the problems that arise in your neighborhood, there are several different ways to attack the issues. Planning activities such as clean-up days, neighborhood patrols, and joining social groups such as www.nextdoor.com are just a few of the ways to bring your neighborhoods closer and keep people involved.
