Incident: Suspects involved in multiple Catalytic Converter Thefts Arrested

Location: Eastvale

Details courtesy of the Riverside Sheriff’s Department: During the last few months of the year 2022, multiple Riverside County residents were victims of catalytic converter thefts where the suspects brandished a firearm at victims to discourage them from interrupting their criminal activity. Deputies assigned to the city of Eastvale Special Enforcement Team worked tirelessly and cooperatively with several neighboring law enforcement agencies to include San Bernardino County agencies in attempts to locate and arrest the suspects.

The partnership with all agencies proved to be successful on January 17, 2023.  During the early morning hours, a black Dodge Challenger became involved in a high-speed vehicle pursuit through several counties. The vehicle ultimately crashed, and two juvenile suspects were arrested. Deputies searched the vehicle and located an AR-15 rifle BB gun, floor jack, reciprocating saw and saw blades.

The Riverside County Sheriff’s Department would like to thank all the cooperating agencies who assisted in the investigation and apprehension of these suspects. It is without doubt the partnership and communication between agencies played a key role in this investigation.

The City of Eastvale’s Special Enforcement Team (SET) has also been extremely busy this year handling all types of criminal activity including illegal residential indoor marijuana cultivation. The process of converting a residence into an indoor marijuana nursery in the City of Eastvale is not only illegal under California law but it also brings hefty fines from city Code Enforcement. Additionally, the amount of electricity used to operate an indoor marijuana nursery not only poses a fire danger to the home, but places neighboring homes in danger who share the same power box. Residential power lines were not designed to draw 15 times the amount of power compared to the consumption of a normal family household.

To put all this into perspective, the Eastvale SET team recently served a search warrant at [an Eastvale] residence and located an indoor marijuana nursery. The occupants of the home were arrested for felony charges and the home owners were provided with a hefty $250,000 fine from Code Enforcement. As far as the amount of power draw from this home, the electricity bills ranged between $5,000 and $6,000 per month. That’s a lot of power!

The Eastvale SET team highly discourages anyone from operating and indoor marijuana nursery in the City of Eastvale. If you know anyone in the City of Eastvale or believe your neighbors are operating a residential indoor marijuana nursery, please contact the Eastvale Special Enforcement Team by calling the Jurupa Valley Station at 951-955-2600. You can remain anonymous.

The Riverside County Sheriff’s Department also issued the follow news release:

October is National Pedestrian Safety Month and the Riverside County Sheriff’s Department—Jurupa Valley Station, will raise awareness about the safety of people walking throughout the month, emphasizing that “safe drivers, safe speeds and safe vehicles save lives.”

“Whether in a parking lot, crosswalk, or sidewalk, we are all pedestrians at one point,” Riverside County Sheriff’s Department’s Deputy Richard Comstock said. “Drivers, please slow down and be extra careful around people walking. Put yourself in their shoes and drive how you would want someone to drive when you are walking.”

The safety of people outside of vehicles is a significant traffic safety concern, with at least two pedestrians or bicyclists killed on California roads every day. Between 2010 and 2019 in California, pedestrian deaths increased more than 40 percent and bicyclist deaths went up more than 60 percent. In 2020, 6,516 pedestrians were killed in the United States an average of 18 pedestrians a day and one pedestrian killed every 81 minutes.

Speeding, poor lighting, mid-block crossing and impairment are the main factors in pedestrians being struck by vehicles.

The Riverside County Sheriff’s Department—Jurupa Valley Station, offers the following safe driving and walking tips:

Drivers

  • Do not speed and slow down at intersections. Be prepared to stop for pedestrians at marked and unmarked crosswalks.
  • Avoid blocking crosswalks while waiting to make a right-hand turn.
  • Never drive under the influence of alcohol and/or drugs.

Pedestrians

  • Use signalized crosswalks where drivers expect foot traffic.
  • Watch for approaching vehicles and be careful crossing the street, especially busier streets with higher speed limits. At 30 mph, a driver needs at least 90 feet to come to a stop.
  • Get in the habit of wearing light colors, reflective material, and walking with a flashlight at night so it is easier for drivers to see you.

Funding for this program is provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

INCIDENT: DRIVER LICENSE/ DUI CHECKPOINT

WHEN: 8/25/18

WHERE: City of Norco

DETAILS: On August 25, 2018, the Norco Sheriff’s Office conducted a Driver License/DUI Checkpoint on Hamner Avenue near Commerce Street between the hours of 8:00 pm and 3:00 am resulting in the following:

615 Vehicles Screened

  • 3 DUI-Alcohol suspects arrested
  • 2 Arrested on other Criminal Charges
  • 14 Drivers cited/arrested for operating a vehicle unlicensed or while suspended/revoked
  • 16 Citations issued

Checkpoints are placed at locations that have the greatest opportunity for achieving drunk and drugged driving deterrence and provide the greatest safety for officers and the public.

In recent years, California has seen a disturbing increase in drug-impaired driving crashes. The Norco Sheriff’s Office supports the new effort from the Office of Traffic Safety that aims to educate all drivers that “DUI Doesn’t Just Mean Booze.”  If you take prescription drugs, particularly those with a driving or operating machinery warning on the label, you might be impaired enough to get a DUI.  Marijuana can also be impairing, especially in combination with alcohol or other drugs, and can result in a DUI. Studies of California drivers have shown that 30 percent of drivers in fatal crashes had one or more drugs in their systems. A study of active drivers showed more tested positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent).  Of the drugs, marijuana was most prevalent, at 7.4 percent, slightly more than alcohol. The Norco Sheriff’s Office offers these reminders to ensure a fun night doesn’t get spoiled with a DUI:

  • Decide before you go out whether you plan to drink or drive. You can’t do both.
  • If you plan to drink, designate a sober driver before going out, or map out another way to get home safely by taking a cab, ride-share service like Uber or Lyft, or using public transportation. You can also look up designated driver services in your area using the National Directory of Designated Driver Services (NDDDS).
  • If you are DD, bars and restaurants statewide have created non-alcoholic specialty drinks (“DDrinks”) for sober drivers: http://bit.ly/OTSDDrinks
  • If you happen to see a drunk driver on the road, call 911. Offer a description of the vehicle, location and direction of travel
  • See your friend or other patron impaired trying to get behind the wheel? Take the keys or help them make other arrangements to get where they are going safely.

Drivers caught driving impaired and charged with DUI can expect the impact of a DUI arrest to be approximately $13,500. This includes fines, fees, DUI classes, license suspension and other expenses not to mention possible jail time. The Norco Sheriff’s Office will be conducting another DUI/Driver License Checkpoint or DUI Saturation Patrol in the near future in our ongoing commitment to take suspected impaired drivers off our streets and highways, ultimately lowering the risk for deaths and injuries. The checkpoint was funded by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration. Whether by bike, car, motorcycle or walking, the Norco Sheriff’s Office encourages everyone to be a part of the solution and “Go Safely California.”The Riverside County Sheriff’s Department is seeking applicants for Deputy Sheriff, Deputy Sheriff Trainee, Correctional Deputy, Sheriff’s 911 Communications Officer, and other employment opportunities such as clerical and support positions.  If you are interested in a career with us, please apply at www.joinrsd.orgor call 1-888-Join-RSD.

Eastvale Area Crime Recap: January 2018

INCIDENT: TORTURE/ CHILD ENDANGERMENT

WHEN: 1/14/2018

WHERE: 100 Block of Muir Woods Road, Perris, CA

Early Sunday morning on January 14, 2018, a 17-year old juvenile escaped from her residence situated in the 100 Block of Muir Woods Road, Perris and managed to call 911 from a cellular device she found inside the house.  The teenager claimed her 12 brothers and sisters were being held captive inside the residence by her parents and further claimed some of her siblings were bound with chains and padlocks.

When Police Officers from the Perris Police Department and Deputies from the Riverside County Sheriff’s Department met with the juvenile, she appeared to be only 10 years old and slightly emaciated.  After a brief interview with the female, they contacted 57-year old David Allen Turpin and 49-year old Louise Anna Turpin at the residence where the teenager escaped.

Further investigation revealed several children shackled to their beds with chains and padlocks in dark and foul-smelling surroundings, but the parents were unable to immediately provide a logical reason why their children were restrained in that manner.  Deputies located what they believed to be 12 children inside the house, but were shocked to discover that 7 of them were actually adults, ranging in age from 18 to 29.  The victims appeared to be malnourished and very dirty.  Perris Station Detectives were dispatched to the residence for further investigation.

All 13 victims, ranging from the age of 2 to 29, were transported to the Perris Station and interviewed.  Both parents were detained and transported to the station for further investigation.  Child Protective Services (CPS) and Adult Protective Services (APS) arrived to assist in the investigation.  The victims were provided with food and beverages after they claimed to be starving.

The six children were eventually transported to the Riverside University Hospital System (RUHS) for medical examinations and admitted for treatment.  The seven adult children were transported to Corona Regional Medical Center for an examination and admitted for medical treatment.

Both parents were interviewed in this matter and subsequently transported to the Robert Presley Detention Center (RPDC).  They were booked for violations of California Penal Code Section 206–Tortureand Section 273a(A)–Child Endangerment.  Bail was set at $9,000,000.00 each.

Anyone with additional information regarding this investigation is encouraged to contact Master Investigator Tom Salisbury at the Perris Station by calling (951) 210-1000, or by email at PerrisStation@RiversideSheriff.org

INCIDENT: ATTEMPTED MURDER & ARSON

WHEN: 1/3/18

WHERE: 28000 block of Yosemite Place, Canyon Lake, CA

DETAILS: On January 3, 2018, a female resident of Canyon Lake was inside her house when she was startled by a loud thud, similar to an earthquake.  Seconds later, a wooden stake crashed through her living room window, followed by a burning road flare.  The flare ignited the interior of her house, burning the window blinds and carpet.  However, she quickly retrieved the device and threw it onto her driveway before any further damage occurred.

As the victim exited her house, she was confronted by her next-door neighbor; 45-year old David Brian Harry.  When the victim screamed at Harry to stop, he yelled several expletives and made vulgar comments about her.  At the same time, he ignited another road flare and set the victim’s wooden fence ablaze.  The victim was able to douse the flames with her garden hose before the house caught fire, but not before a portion of the fence was permanently damaged.

The victim called 911, so Harry fled in his pick-up truck, which appeared to have been lodged against the victim’s house.  Within minutes of the emergency call, police officers from the Canyon Lake Police Department engaged Harry, but he fled in his truck.  Officers and Riverside County Sheriff’s Deputies pursued Harry from Canyon Lake to Lake Elsinore, and then into the city of Corona, but he refused to yield to the emergency vehicles.

California Highway Patrol Officers assumed control of the pursuit and successfully disabled Harry’s truck tires on the 15-Freeway.  However, Harry continued to evade officers and led them on a slow speed pursuit on the 91-Freeway towards Orange County.

Harry’s vehicle eventually left the freeway near Featherly Park in Yorba Linda and came to rest near the intercounty bike trail.  Harry refused officers commands to surrender, but he was eventually placed under arrest after a brief struggle from resisting their attempts to detain him.

Canyon Lake PD Officers took custody of Harry and transported him to the Sheriff Department’s Perris Station for further investigation while CHP impounded his vehicle.  After Harry was interviewed, he was booked at the Cois Byrd Detention Center for Attempted Murder, Arson and Committing a Felony while out on Bail.  Bail for Harry was denied since he had committed virtually the same criminal act in April 2017, and had attempted to burn down the same residence at that time.

Anyone with additional information regarding this investigation or information about similar incidents involving Harry is encouraged to contact Investigator Flores at the Perris Sheriff’s Station by calling (951) 210-1000, or by email at PerrisStation@RiversideSheriff.org

This means that person(s) who sale, cultivate and/or possesses marijuana for their personal medical needs or the medical needs of a person they are a caregiver for will have a legal defense for selling, cultivating or possessing marijuana, as long as they do not exceed the amount of marijuana reasonably necessary for their medical condition. Under Prop 215, a medical marijuana recommendation from a doctor does not exempt a person from an investigation or prosecution.

On October 25, 2017, the Riverside County Sheriff’s Department’s Marijuana Enforcement Team served a search warrant for illegal sales of marijuana at a local dispensary in the City of Jurupa Valley. Following a criminal investigation, and pursuant to the search warrant, several items of marijuana product were seized as evidence. Once the investigation is completed, the case will be referred to the District Attorney’s Office for criminal prosecution.

The Riverside Sheriff’s Department would like to remind the public that sales of non-medical marijuana is in violation of State and Federal law. Those found in violation of illegal sales of marijuana are subject to arrest and prosecution. The City of Jurupa Valley would also like to remind residents that all sales of marijuana are strictly prohibited in the city.
