The Riverside County Sheriff’s Department wants to remind the public about the importance of being safe and sober when you are driving. They provided the below statement:
The Riverside County Sheriff’s Department is dedicated to keeping the public safe and urges people to stay at home or use a designated sober driver if you plan to drink.
The Riverside County Sheriff’s Department reminds the public that impaired driving is not just from alcohol. Prescription medications, over-the-counter drugs and marijuana can also impair, especially in combination with alcohol and other drugs. Do your research and understand how certain drugs you are taking may affect your driving ability.
Always follow directions for use and read warning labels about “driving” or “operating heavy machinery,” which includes driving a vehicle. While medicinal and recreational marijuana are legal, driving under the influence is not.
If you plan on drinking or taking medications that may impact your ability to drive safely, plan on staying at home.
Drivers caught driving impaired and charged with DUI can face an average of $13,500 in fines and penalties, and a suspended license.

Eastvale – In the last month, a crime was committed in neighboring city of Norco. The information listed below is courtesy of the Riverside County Sheriff’s Department.
INCIDENT: $6,500.00 Worth of Stolen Property Recovered During Theft Investigation
INCIDENT DATE: April 18, 2022
WHERE: Norco
DETAILS: On April 18, 2022, deputies responded to a business located in the 1100 Block of 6 Street, Norco, regarding a grand theft investigation. During the investigation, it was determined the suspect entered the property of the closed business, and stole numerous items used in agricultural and animal husbandry. Since the initial theft investigation, additional grand thefts were reported from the additional business in the 1200 Block of 6th Street, Norco.
The Norco Special Enforcement Team (SET) assumed the investigation and identified the suspect as Juan Ayala Flores, a 36-year-old resident of Anaheim. On May 10, 2022, Norco SET deputies located and detained Flores in the city of Norco. A search warrant was served at a residence in the 4100 block of Hillside Avenue, Norco. During the service of the search warrant, over $6,500.00 worth of stolen property related to the thefts was located. Deputies also recovered numerous tools and construction items that are believed to be stolen. Flores was arrested and booked into the Robert Presley Detention Center for grand theft and possession of stolen property.

Staff Reports Eastvale – In the last month, there were several incidents that took place in the City of Eastvale and City of Norco. The incidents are listed below, courtesy of the Riverside County Sheriff ’s Department. INCIDENT: Fatal Traffic Collision INCIDENT DATE: November 23, 2021 WHERE: Bellegrave Ave. and Jamestown Ave., Eastvale DETAILS: On Tuesday, November 23, 2021, about 3:03 P.M., deputies from the Riverside County Sheriff’s Department, Jurupa Valley Station, responded to the report of a major injury traffic collision located at Bellegrave Avenue and Jamestown Avenue, in the city of Eastvale. Upon arrival they located an unknown adult male with obvious signs of death. The Jurupa Valley Sheriff’s Station Traffic Collision Reconstruction Team responded to the location and assumed the investigation. Preliminary investigation indicated the driver of a silver, 2006 Toyota Avalon was traveling eastbound on Bellegrave Avenue and veered onto oncoming traffic and collided with a white, 2009 Freightliner Cascadia which was traveling westbound on Bellegrave Avenue. The driver of the Freightliner suffered no injury and cooperated with the investigation. At this time, it remains unknown if alcohol and/or drugs were a factor in the collision. Bellegrave Avenue between Scholar Way and Hamner Avenue were closed for the duration of the investigation. The identities of the involved parties will not be released pending further investigation and the notification to next of kin. INCIDENT: Fatal Traffic Collision INCIDENT DATE: November 17, 2021 WHERE: Norco Hills Rd. and Valley Dr., Norco DETAILS: On Wednesday, November 17, 2021, about 2:11 A.M., deputies from the Riverside County Sheriff’s Department, Jurupa Valley Station, responded to a single-vehicle traffic collision near the intersection of Norco Hills Road and Valley Drive, in the city of Norco. Upon arrival, deputies located a male adult, who had been ejected from the vehicle. The driver had suffered life-threatening injuries and was declared deceased at the scene by paramedics and Cal Fire personnel. He was determined to be the sole occupant. The Jurupa Valley Sheriff’s Station Traffic Collision Reconstruction Team responded to the location and assumed the investigation. Preliminary investigation indicated the driver was traveling eastbound on Norco Hills Road and collided into a brick column. Norco Hills Road and Valley Drive were closed for the duration of the investigation. The identities of the involved party will not be released pending further investigation and the notification to the next of kin. At this time, it remains unknown if alcohol and/or drugs were a factor in the collision. INCIDENT: Homicide INCIDENT DATE: November 9, 2021 WHERE: 6400 Block of Wells Springs Street city of Eastvale DETAILS: On November 9, 2020, about 2:46 PM, Jurupa Valley Station Deputies were dispatched to a call of an unresponsive male adult in the 6400 block of Wells Springs Street, city of Eastvale. Upon deputies arrival, it was determined a 19 year old male adult was deceased. Through extensive investigation by investigators from the Riverside County Sheriff’s Department Overdose Death Investigations and Narcotics Unit, it was determined the decedent, Javon Richard, was a victim of homicide due to a Fentanyl overdose. The investigation was worked tirelessly over the next several months and a suspect, Alvin Linton (36) from the city of Ontario, was responsible for selling the Fentanyl that killed Richard. On November 17, 2021, Linton was located and taken into custody without incident and booked for Murder. This investigation is ongoing and anyone with information is encouraged to contact Investigator Hollingsworth at 951-955-1700. As a reminder, the Riverside County Sheriff’s Department wants to remind citizens of the dangers of illicit narcotics many which may contain Fentanyl. Fentanyl is a synthetic opioid that is 100 times stronger than morphine and can cause death or serious bodily harm. INCIDENT: Attempted Murder INCIDENT DATE: October 30, 2021 WHERE: 1600 Block of Valley View, Norco DETAILS: On October 30, 2021, at 3:04 AM, deputies assigned to the Norco Station were dispatched to a residence in the 1600 Block of Valley View Avenue reference an assault with a deadly weapon. When deputies arrived, they located an adult male victim with numerous stab wounds. Deputies rendered medical aid to the victim until medical personnel arrived. The victim was transported by ambulance to a local area hospital for emergency medical treatment. The Norco Special Enforcement Team assumed the investigation. Deputies identified the suspect as Ethan Melnikoff, a 19-year-old resident from Riverside. On November 3, 2021, with the assistance of the Sheriff’s Department Special Investigations Bureau, a search warrant was served at the suspect’s residence where additional evidence was located. Melnikoff was arrested without incident and booked into the Robert Presley Detention Center for attempted murder. Staff Reports Eastvale/Norco – The Jurupa Valley Station was recently awarded a grant totaling $102,546 to use in the cities of Eastvale and Norco. Specifically, Eastvale was awarded $53,110 and Norco was awarded $49,436. Using these grants, the Jurupa Valley Station will roll out a police traffic services program to deter dangerous and illegal driving behaviors that increase the risk of crashes in the community. This program will run through September 2022. “Impairment, speeding and other dangerous driving behaviors jeopardize the safety of other people on the road,” according to the Riverside County Sheriff Department. “This funding allows the Riverside County Sheriff’s Department to provide necessary traffic enforcement measures with the goal of reducing serious injury and fatal crashes on our roads.” The Sheriff’s Department stated that the grant will pay for additional enforcement measures, including: DUI checkpoints and patrols specifically focused on suspected impaired drivers Enforcement operations focused on suspected distracted drivers in violation of California’s hands-free cell phone law Bicycle and pedestrian safety enforcement operations focused on driver behaviors that put vulnerable road users at risk Officer training and/or recertification: Standard Field Sobriety Test (SFST), Advanced Roadside Impaired Driving Enforcement (ARIDE) and Drug Recognition Expert (DRE). Funding for this program was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.
Norco – Apprenticeship is an Earn & Learn model of training where employers structure a career pathway by combining an educational track alongside paid on-the-job training. Apprentices agree to a duration of apprenticeship and a skills development path. In return, apprentices are awarded with regular salary increases throughout their program and an industry recognized certification upon completion. INCIDENT: Fatal Traffic Collision
INCIDENT DATE: September 20, 2021
WHERE: Goodman Way and Cantu-Galleano Ranch Road, Eastvale
DETAILS: On Monday, September 20, 2021, about 6:31 P.M., deputies responded to the report of a major injury traffic collision near the intersection of Goodman Way and Cantu-Galleano Ranch Road. When Cal Fire personnel arrived on scene, they located a Hispanic male adult who had been struck by a vehicle. The subject was pronounced deceased at the scene. The driver and passenger were transported to a local hospital and treated for their injuries. The Jurupa Valley Sheriff’s Station Traffic Collision Reconstruction Team responded to the location and assumed the investigation.
Preliminary investigation indicated the driver was traveling through the parking lot and suffered a medical emergency. The driver lost control of the vehicle, collided with a metal gate and struck the decedent who was walking through the parking lot. At this time, it remains unknown if alcohol and/or drugs were a factor in the collision. The identity of the decedent is pending identification from the Coroner’s Bureau. Amazon parking lot was closed for the duration of the investigation.

INCIDENT: Shooting
INCIDENT DATE: September 10, 2021
WHERE: 5400 block of W. Homecoming Cir., Eastvale
DETAILS: On September 10, 2021, at 10:05 pm, Eastvale deputies were conducting a battery investigation near the 5400 block of W. Homecoming Cir., in the city of Eastvale, when an adult male contacted the deputy and advised he had been shot. The deputy requested assistance and rendered medical aid to the victim until relieved by Cal Fire personnel. The victim was transported to a nearby hospital to be treated for a non-life-threatening gunshot wound. Jurupa Valley station detectives responded to the location and assumed the investigation.

INCIDENT: Hit and Run Collision
INCIDENT DATE: September 3, 2021
WHERE: Schleisman Rd and Sumner Ave, City of Eastvale
DETAILS: On September 3, 2021, around 3:38 PM, deputies assigned to the Riverside County Sheriff’s Department, Jurupa Valley Station, responded to a Hit and Run collision at Schleisman Road and Sumner Avenue, in the City of Eastvale. Deputies arrived within minutes and located a 16-year-old victim who had been hit by a vehicle. Preliminary investigation indicates as the victim entered the crosswalk the suspect vehicle began to make a right turn, resulting in the vehicle colliding with the victim.
The Riverside County Sheriff’s Department is asking for the public’s assistance in locating the suspect responsible for the hit-and-run that left the juvenile with minor injuries. The vehicle was described as a light colored 4-door sports utility vehicle, driven by a white adult male, with gray hair. The vehicle fled the area traveling southbound on Sumner from Schleisman.

INCIDENT: Negligent Discharge of a Firearm
INCIDENT DATE: September 2, 2021
WHERE: 14000 Block of Fabiola Lane, Eastvale
DETAILS: On September 2, 2021, at 3:15 am, Jurupa Valley Sheriff station Deputies responded to a reported family disturbance near the 14000 block of Fabiola Lane, in the city of Eastvale. While en route to the residence, deputies learned that the suspect fired a firearm within an occupied dwelling. Upon the deputies arrival, the shooting suspect remained inside the residence and refused to exit.
Jurupa Valley station investigators and members of the Special Enforcement Bureau (SEB) responded to the location and were able to take suspect Jessica Palma into custody without incident. Suspect Jessica Palma will be booked at the Robert Presley Detention Center for negligent discharge of a firearm. No one was injured during this incident. The checkpoint was in the 1700 block of Hamner Avenue between the hours of 8:00 P.M. and 2:00 A.M. The checkpoint yielded the following:

INCIDENT: Attempted Murder with a Firearm
INCIDENT DATE: June 7, 2020
WHERE: Intersection of Limonite Avenue and Scholar Way
On Sunday, June 7, 2020, about 8:23 AM, deputies responded to the intersection of Limonite Avenue and Scholar Way in the City of Eastvale, regarding a shooting. Deputies arrived and learned an altercation took place between a motorist and bicyclist. During the altercation, the bicyclist reached into a handbag and the motorist believed the bicyclist was reaching for a weapon. The motorist, along with three passengers feared for their safety and fled. The bicyclist fired a single gunshot at the motorist as the motorist fled the scene. Two of the four passengers were identified as juveniles.
Deputies searched the area and located the suspect, who was in possession of a loaded firearm. The suspect was identified as 23-year-old Eastvale resident, Donovan Moore. He was later booked into the Robert Presley Detention Center on four counts of attempted murder.

INCIDENT: Assault with a Deadly Weapon / Felon in Possession of a Firearm
INCIDENT DATE: June 6, 2020
WHERE: 3900 Block of Mount Shasta Place, Norco

On Saturday, June 6, 2020, around 1:07am, deputies responded to the 3900 block of Mount Shasta Pl., Norco, in reference to an assault with a deadly weapon. Upon arrival it was learned that a subject, later identified as Dakota Halverson, a 26-year-old male resident of Riverside, had arrived at the location and was in a verbal argument. During the altercation, Halverson fired a handgun into the air and fled behind the residence into the hills.
With the assistance of the Riverside County Sheriff’s Department SWAT and SWAT K9 teams, deputies unsuccessfully canvassed the hillside and neighborhood for several hours.
Later that day, around 3:30pm, deputies received an additional call for service at the same residence advising that Halverson had returned. Deputies, the SWAT K9 team, and the Riverside County Sheriff’s Department Aviation Unit responded. Halverson was located at the residence and taken into custody.
Deputies recovered a firearm at the location. Halverson was booked at the Robert Presley Detention Center for Negligent Discharge of a Firearm, Felon in Possession of a Firearm, Obstruct, Resist, Delay a Peace Officer, and Violation of Parole. He is currently be held on a No Bail hold.

INCIDENT: Burglary – Resist Public Officer
INCIDENT DATE: June 1, 2020
WHERE: 1200 Block of Hamner Avenue, Norco
On Monday, June 1, 2020, about 10:00 PM, deputies from the Norco Sheriff’s Station responded to a burglary in progress at the Target retail store located in the 1200 block of Hamner Avenue., Norco.

Upon arrival, deputies saw one of the suspects fleeing through a rear emergency door. After a brief struggle, he was taken into custody without further incident and with no injuries to the suspect or deputies. The suspect was identified as Van Bigman Lindsay, a 24-year-old resident of Apple Valley. Live surveillance inside Target showed there were three other suspects inside the store; however, they fled the scene in a white GMC Suburban before deputies arrived. The suspects gained entry by smashing glass doors at the front entrance. Information was received that the same suspects burglarized a pharmacy in a neighboring city earlier in the evening and evidence was collected at the scene.

INCIDENT: Marijuana Indoor Cultivation Warrants

Members of the Jurupa Valley Station’s Special Enforcement Teams (SET), representing the cities of Jurupa Valley and Eastvale, have been aggressively targeting illegal indoor marijuana grows throughout the cities of Eastvale and Jurupa Valley.
Deputies assigned to SET received complaints from residents of the city of Eastvale regarding possible illegal indoor marijuana cultivations. SET Deputies investigated and determined that properties located on the 6200 block of Arcadia St., 12200 block of Meadowvale St., and 7700 block of Stonegate Dr. in the city of Eastvale, had been converted to support illegal indoor marijuana cultivation and there was evidence that marijuana plants were harvested on the properties.
On May 18, 2020, members from the Jurupa Valley station’s SET, at the direction of Sheriff Chad Bianco, served three residential search warrants within the city of Eastvale. They recovered a total of 4,256 marijuana plants. Its estimated that $58,000 worth of combined electrical theft occurred.
Eastvale Code Enforcement and Southern California Edison, were summoned to conduct their own separate investigation into various building and electrical code violations.

INCIDENT: Marijuana Indoor Cultivation Warrant
INCIDENT DATE: May 5, 2020
WHERE: 7400 block of Wild Rose Dr. City of Eastvale
Members of the Jurupa Valley Station’s Special Enforcement Teams (SET) representing the cities of Eastvale and Jurupa Valley have been aggressively targeting illegal indoor marijuana grows throughout the cities of Eastvale and Jurupa Valley in 2020.
SET Deputies investigated and determined that a property located on the 7400 block of Wild Rose Dr. city of Eastvale, had been converted to support illegal indoor marijuana cultivation and there was evidence that marijuana plants were harvested inside the property.
On May 5, 2020, at 6pm, members from the Jurupa Valley station’s SET conducted a marijuana eradication search warrant at the direction of Sheriff Chad Bianco. Deputies served the search warrant and recovered a total amount of 786 marijuana plants. Also, a combined theft of electrical utilities from the residence worth $30,000. Eastvale City Code Enforcement and Southern California Edison representatives were summoned to the location and they conducted their own separate investigations into various building code violations and utilities violations.

Norco – The CarMax auto dealership, approved in January 2019 for the southeast corner of Second Street and the I-15 Freeway, began construction in the fall of 2019. Like many development projects and economic activities, it was placed on hold in March 2020 due to the impact of the COVID-19 Pandemic, a decision made by the Virginia-based Fortune 500 Company.
As you drive by the site, you may notice chain link fences and unfinished concrete block walls. The chain link fencing is a temporary measure to secure the site while construction is temporarily suspended and is in no way representative of the final landscaping design, which will be strictly conditioned by the City. Although CarMax has not yet notified the City of the date when construction will resume, hopefully building crews will soon be back on site and the project will fully take shape. When finished, the dealership is expected to be one of Norco’s largest sales tax generators, and the walls that buffer the automotive facility from the surrounding residential neighborhood will be attractively landscaped, with sloping berms mitigating the impact of the commercial use.

INCIDENT: Burglary
WHEN: February 29, 2020
WHERE: 5700 block of Daybreak Dr., Eastvale
On February 25, a deputy from the Jurupa Valley Station, assigned to the city of Eastvale, responded to the 5600 block of Serenity St, in the City of Eastvale regarding multiple burglaries. The suspect(s) involved in the burglaries entered apartment garages and removed several property items from the garages and fled the location.
Deputies from the Jurupa Valley Sheriff’s Station Special Enforcement Team (SET) assigned to the city of Eastvale assumed the investigation. During their investigation, they were able to determine a series of garage and vehicle burglaries were occurring in the Homecoming community in the city of Eastvale.
On Saturday, February 29, the SET conducted an undercover operation within the Homecoming community. During the operation, they witnessed a burglary in progress. The suspect fled the scene on foot toward an unknown location. The SET established a perimeter around the area, located the suspect, and a short foot pursuit ensued. Subsequently, the suspect was taken into custody.

Garrett Thomas Bliven, 20-year-old resident of Eastvale, was ultimately arrested for burglary, possession of methamphetamine, drug paraphernalia and resisting/delaying a peace officer. Bliven was booked into the Robert Presley Detention Center for the above listed charges.

INCIDENT: Residential Burglary Arrest
WHEN: February 23, 2020
WHERE: 5500 Block of Cambria Ave., Eastvale
On Monday, February 24, at 9:02 A.M., deputies from the Riverside County Sheriff’s Department, responded to an in-progress residential burglary in the 5500 block of Cambria Avenue, located in the city of Eastvale. Deputies arrived and saw a backyard window smashed and other evidence of a burglary. Deputies conducted a protective sweep, but the suspect fled the residence, prior to their arrival.

Video surveillance from a Ring doorbell camera at the residence helped identify Victor Manuel Lopez, a 27-year-old male resident of Chino Hills, as the suspect. Joint investigation with the Ontario Police Department revealed Lopez was staying at a motel room, located in the 2300 block of South Grove Avenue, located in the city of Ontario. Deputies from the Riverside County Sheriff’s Department and the Ontario Police Department located Lopez at the motel and he was taken into custody. Lopez was booked into the Robert Presley Detention Center.

INCIDENT: Assault with a Deadly Weapon
WHEN: February 21, 2020
WHERE: Maggie Lane cross of Mayfield Street, Eastvale
On Friday, February 21, at about 3:25 PM, deputies from the Jurupa Valley Sheriff’s Station responded to a report of an Assault with a Deadly Weapon in the area of Maggie Lane and Mayfield Street, located in the city of Eastvale. Upon arrival, deputies located two female juveniles who sustained minor and non-life-threatening injuries. The preliminary investigation revealed the victims were walking home from school when a white, 4-door sedan with front end collision damage drove past them. The vehicle was occupied by four black male adults, who pointed a realistic looking pistol, then fired shots at them from the vehicle. The weapon used was not a firearm but possibly an airsoft or pellet pistol. The projectile that struck both victims left superficial marks on their body. The vehicle and suspects fled the area prior to deputies arrival.
On Sunday, February 23, 2020, deputies from the Jurupa Valley Sheriff’s station conducted a follow-up investigation and located and arrested 18-year-old Eastvale resident, Markus Robert Zurawski. He was booked into the Robert Presley Detention Center.

INCIDENT: Narcotics for Sale Search Warrant
WHEN: February 11, 2020
WHERE: 5800 Block of Hamner Avenue, Eastvale
On February 11, at 7:30 PM, members of the Jurupa Valley’s Special Enforcement Team (SET) representing the cities of Jurupa Valley and Eastvale served a narcotic’s for sale search warrant in the 5800 block of Hamner Ave, in the city of Eastvale. During the service of the search warrant, deputies located approximately 1oz of methamphetamine, 49 rounds of live 223 Cal. ammunition, 23 rounds of live 20 gage shotgun ammunition, miscellaneous ammunition, three high capacity AR-15 magazines, fictitious U.S. currency and additional items indicative with possession for sales. Also, located were two suspected stolen Los Angeles County Sheriff uniform shirts.

Michael De La Madrid, a 35-year-old resident of Eastvale, was arrested for possession of narcotics for sales, Forgery, Felon in possession of ammunition and high capacity magazines. De La Madrid was booked into the Robert Presley Detention Center for the above listed charges.

INCIDENT: Marijuana Indoor Cultivation Warrants
WHEN: February 6, 2020
WHERE: Multiple locations throughout the City of Eastvale
Members of the Jurupa Valley Station’s Special Enforcement Teams (SET) representing the cities of Jurupa Valley and Eastvale have been aggressively targeting illegal indoor marijuana grows throughout the cities of Eastvale and Jurupa Valley in 2020.
On February 4 and 6, at 11:00 AM, members from the Jurupa Valley station’s SET conducted marijuana eradication search warrants at the direction of Sheriff Chad Bianco. They served two residential search warrants within the city of Eastvale.
INCIDENT: Major Injury – Hit and Run Traffic Collision
WHEN: February 3, 2020
WHERE: Hamner Avenue cross of Third Street, Norco
On Monday, February 3, about 10:36 PM, deputies from the Jurupa Valley Station – Traffic Reconstruction Team responded to a report of a major injury traffic collision involving a vehicle versus a pedestrian on Hamner Avenue, cross of Third Street in Norco.
Upon arrival, deputies located a male adult with major injuries. The male victim was transported to a local hospital, where he is listed in critical condition. The driver of the vehicle fled the scene northbound Hamner and subsequently eastbound on Third. The vehicle is described as a 2013-2017 dark color Jeep Patriot. The Jurupa Valley Station’s Traffic Reconstruction Team is conducting a full investigation to determine the cause of the collision and if alcohol/drugs were a factor during this major injury traffic collision.

INCIDENT: Major Injury Traffic Collision
WHEN: January 26, 2020
WHERE: River Road cross of Baron Road, Eastvale
On Sunday, January 26, 2020, about 7:34 AM, deputies from the Jurupa Valley Station responded to a report of a single vehicle traffic collision at River Road cross of Baron Road, in the city of Eastvale.
Upon arrival, a small compact vehicle was located in the embankment area of the Santa Ana River. The vehicle was occupied by a single male adult. The male occupant sustained major injury and was transported to a local hospital. Preliminary investigation revealed that the vehicle was traveling southbound on River Road when the vehicle struck a curb and launched into the embankment at Baron Road. The Jurupa Valley Station’s Traffic Reconstruction Team is conducting a full investigation to determine the cause of the collision.

INCIDENT: Robbery
WHEN: January 23, 2020
WHERE: 13000 block of Limonite Ave, Eastvale
On Thursday, January 23, 2020, at 11:15 AM, deputies assigned to the city of Eastvale responded to a strong-arm robbery at the CareMore Pharmacy, located in the 13000 block of Limonite Ave in the city of Eastvale. Initial reports indicated an unknown white male adult entered the business and walked toward the cashier counter demanding money from the register, while holding one hand behind his back. The suspect fled with money taken form the cash register concealing it in a black bag.
Deputies arrived and established a perimeter around the area and searched for the suspect, but they did not locate him. During the ongoing investigation, in collaboration with the Riverside Police Department, information was obtained that identified the suspect as 40-year old Haissam Massalkhy from Pomona who is currently on Parole.
On Thursday, January 30, 2020, Deputies from the Eastvale Special Enforcement Team conducted a follow up investigation. They arrested Massalkhy, retrieved items of clothing that were worn during the incident, and charged him with robbery.

INCIDENT: Residential Burglary Arrest
WHEN: January 15, 2020
WHERE: 4900 Block of Viceroy Avenue, Norco
On January 15, 2029 at 5:15 P.M., Deputies from the Riverside County Sheriff’s Department-Norco Station, responded to the location for an unknown subject inside of the victim’s garage. The subject fled the residence on foot, prior to deputy arrival. The family at the location provided vital identifying information and location of the suspect. Deputies contacted the subject near the Nature Center. He was reluctant to provide his name to the arresting deputies. Evidence of a burglary was located on the subject and he was consequently arrested. He was booked at the Robert Presley Detention Center for Burglary and Impeding an Investigation.
The subject was initially booked as a John Doe, but through the booking process was identified as Nathan Ahern, 40 years-old WMA and transient from the City of Riverside. Ahern was also wanted for two Felony Warrants out of Los Angeles County for Arson. He is being held without Bail.

INCIDENT: Robbery Arrest
WHEN: January 11, 2020
WHERE: 3000 Block of Shadow Canyon Circle, Norco
On January 11, 2020, at 11:15 P.M., Deputies from the Riverside County Sheriff’s Department-Norco Station, responded to the 3000 block of Shadow Canyon Circle, Norco, in reference to a burglary in progress. The victim awoke to noises inside his residence and located two unknown Hispanic Male Adults inside his spare bedroom attempting to take property. The victim confronted the suspects and an altercation occurred causing the victim to sustain minor injuries.
The suspects managed to get away from the victim and escape through a bedroom window, leaving behind several items. Th Riverside County Sheriff’s Forensics Team responded to process the scene that evening.
The Riverside County Sheriff’s Department-Norco Station’s Special Enforcement Team continued with the investigation. On Tuesday, February 4, 2020, crucial identifying information was obtained from Forensics which identified, Alberto Jose Cruz Perez, a 19-year-old male, resident of Inglewood, as one of the suspects. After an extensive search for Cruz, he was located and detained in the City of Riverside on February 5, 2020.
Alberto Jose Cruz was consequently placed under arrest for Robbery and booked into the Robert Presely Detention Center where he is being held on $35,000 bail.

INCIDENT: Discharging a Firearm in a Grossly Negligent Manner
WHEN: January 11, 2020
WHERE: 6200 Block of Bay Street, Eastvale
On January 11, 2020, at 11:32 pm, deputies assigned to the city of Eastvale responded to the 6200 block of Bay Street regarding a man firing a gun outside. Deputies located the male suspect, identified as 31-year-old Eastvale resident, Jorge M. Lopez, on the street and arrested him. No injuries were reported by residents in the area. Deputies served a search warrant at Lopez’s residence and located four firearms. Lopez was booked into Robert Presley Detention Center for discharging a firearm in a grossly negligent manner.

INCIDENT: Sexual Assault of a Minor
WHEN: September 18, 2019
WHERE: 13000 block of Coldwater Court, Eastvale
On September 18, a School Resource Officer and Administrators
at Centennial High School located in the City of Corona were notified of a
sexual assault involving a 16-year-old female student. Based on preliminary
information, the assault appeared to have occurred within the city limits of
Eastvale. Deputies assigned to the Riverside County Sheriff’s Department
responded to the high school and contacted the victim. Due to the nature of
this incident, investigators from the Jurupa Valley Sheriff’s Station assumed
the investigation.

The investigation revealed on September 18, Jay
Myungbae Kim, 23-year-old resident of Eastvale, communicated with the victim
using a social media application. Kim drove a white 2017 Honda Accord,
license plate #7UZV740, to the area of Rimpau Avenue and Olympic Drive, located
in the City of Corona and picked up the victim after school. Kim drove to his
residence, located in the 13000 block of Coldwater Court, Eastvale. While at
his residence, Kim sexually assaulted the victim. After the assault, Kim drove
the victim back to Centennial High School and dropped her off.
On September 25, investigators conducted an undercover
operation and located Kim near Centennial High School. A search warrant was
served at Kim’s residence and he was ultimately booked into the Riverside
County Jail for sexual assault related charges and his bail was set at
$500,000.00.
Based on this investigation, it is believed Kim might have
communicated with other underage females via social media applications. This
investigation is still active and the Riverside County Sheriff’s Department
asks anyone with information pertaining to this investigation to contact

INCIDENT: Residential Burglary,
Possession of Stolen Property, Identity Theft, Felon in Possession of a Firearm
WHEN: September 16, 2019
WHERE: 1900 block of Norco Dr., Norco
On Monday, September 16, around 3:08 pm, deputies responded
to the 1900 block of Norco Dr., Norco, in reference to a residential burglary
investigation. The residents arrived home and reported that the residence had
been forced into and several items were taken. Surveillance video was captured
of the suspects as they left the residence. The Norco Special Enforcement Team
took over the investigation.
Deputies
learned that the suspects had utilized several credit cards belonging to the
victim in the city of Fontana. After reviewing surveillance video, deputies
followed up with suspect leads that led them to a residence located in the 2300
block of Orange St., Riverside.
A
search warrant was obtained for the residence and on Thursday, September 19,
2019, deputies served the search warrant. Three suspects were arrested and
during a search, deputies located the victims’ stolen property from the
burglary and an altered sawed off shotgun.
The
following suspects were arrested and booked into the Robert Presley Detention
Center:
Justin
Sorg, a 35-year-old male resident of Riverside, Leopoldo Lopez, a 30-year-old
male resident of Riverside, and Raelynn Kruse, a 40-year-old female resident of
Riverside.

On Thursday, September 12, about 7 AM, members of the
Riverside County SAFE/ICAC Task Force (Sexual Assault Felony
Enforcement/Internet Crimes Against Children) and members of the Region-7 Gang
Task Force conducted a joint operation regarding the service of a search
warrant at a residence in the 7000 Block of Canterwood Court in the City of
Eastvale. The search warrant stemmed from a lengthy investigation regarding the
on-line sexual exploitation of children. Task force officers contacted the
single occupant and renter inside the residence. He was identified as 45-year-old
Eastvale resident, Bryan James Green. Task force officers determined Green
was in possession of child sexual abuse images. Task force officers also
discovered an indoor illegal marijuana grow operation with approximately 400
plants in various stages of growth. The plants have an estimated street value
of $80,000. Task force officers also discovered electricity was being illegally
bypassed with an estimated utility theft of $ 120,000. Members of the Eastvale
Community Enhancement Safety Team (CEST) were also summoned to assist in the
investigation.
Green
was later booked in custody at the Robert Presley Detention Center and booked
into custody for the following charges:

INCIDENT: Theft of a Community Mailbox
WHEN: September 5, 2019
WHERE: Emmerdale Street and Kensington Court, Eastvale

On Thursday, September 5, a deputy assigned to the Eastvale
Police Department responded to Emmerdale Street and Kensington Court, in the
City of Eastvale regarding a theft of a community mailbox. The suspects
involved in this theft removed the entire community mailbox from the ground and
fled the location. A citizen within the Eastvale community provided video
surveillance, which captured images of the suspects and the vehicle used during
the commission of this crime.
Investigators assigned to the Jurupa Valley Sheriff’s
Station and deputies assigned to the Eastvale Police Department’s Special
Enforcement Team assumed the investigation. On Tuesday, September 10, 2019, a
search warrant was written for a residence and a vehicle located in the 5800
block of Hamner Avenue, Eastvale, also known as Swan Lake. Several pieces of
stolen mail and other items linking the suspects to the theft were located
during the service of this search warrant.

Nadia Gomez-Nunez, 41-years-old, and David Avila,
31-years-old, both residents of Eastvale, were ultimately arrested for grand
theft, conspiracy, mail theft and other applicable charges.

mail.

INCIDENT: Shooting Investigation
WHEN: August 27, 2019
WHERE: 6500 block of Gladiola Street, Eastvale
On August 27, at 11:25 a.m. Riverside County Sheriff’s
Deputies assigned to the city of Eastvale responded to a report of a shooting
near the 6500 block of Gladiola Street in the city Eastvale. Several reporting
parties called to report the shooting and that two males were hiding in a front
yard. Deputies responded and the suspects fled on foot into several backyards.
A Riverside County Sheriff’s police service dog was utilized to find the
suspects who were taken into custody. Numerous items of stolen property were
recovered in area of the suspects to include a handgun. Deputies investigating
the scene located several vehicles that were struck by gunfire and numerous
spent shell casings were recovered in the street, sidewalks and yards.
At this point in the investigation, there are no outstanding
victims or suspects and there is no threat to the public.

Inland Empire – Last month, crime was limited in Eastvale and Corona, but there were a few cases in Norco. Below is a list of the crime that took place in Norco during the month of June.
INCIDENT: Grand Theft / Residential Burglary
WHEN: June 3, 2019
WHERE: 2000 Block Mountain Avenue Norco
On June 3, Riverside County Sheriff’s Department Deputies responded
to a call of grand theft at the 2100 block of Hamner Ave in Norco. The suspect fled the scene to a residence in
the 2000 block of Mountain Ave., in Norco.
“Entry was made to the residence and the subject was apprehended
inside the residence,” according to the Riverside County Sheriff Coroner’s
office. The suspect was later identified
as Rafael Murrillo Quezada, 21 of San Bernardino. Quezada was arrested and booked at the Robert
Presley Detention Center. The property
and currency that was stolen from the residence was recovered.

INCIDENT: Sexual Assault Investigation
WHEN: June 20, 2019
WHERE: John F. Kennedy Middle College High School, Norco
A May 2019 investigation led to the recent arrest of Kyle
Kammers, 33 of Riverside, who was a school employee at John F. Kennedy High
School. The investigation began in May
2019 when school administrators from the Corona-Norco Unified School District
informed law enforcement of a possible inappropriate relationship between
Kammers and a seventeen-year-old female student.
Jurupa Valley Sheriff’s Station Investigators determined
that Kammers and the student first interacted with each other at the school and
communicated through text messaging, along with other social media platforms. “During
some of their interactions, it was alleged Kammers started a sexual
relationship with the student and received multiple inappropriate photographs
of the minor,” according to the Riverside County Sheriff’s Coroner’s office.
On June 20, a search warrant was served at Kammers residence,
located in the 3300 block of July Drive, and Kammers was taken into
custody. Kammers was booked and
transported into the Riverside County Jail for sexual assault against a minor,
in addition to various crimes.
However, this is still an active investigation. Anyone with

Norco –The City of Norco encourages all residents to go out and vote, as two seats are up on the City Council this year.
The City of Norco utilizes an at-large election system in which registered voters from the entire City choose each of the five City Council Members. On November 6, two City Council seats currently held by Kevin Bash and Greg Newton and are up for election. Five residents are vying for those seats, included with Bash and Newton the other candidates are Rob Koziel, Rod Taylor and Travis Walsh. The City Clerk is the local elections administrator and coordinates with the County of Riverside in the conduct of Municipal elections. This includes, but is not limited to, the preparation of necessary resolutions calling for General and Special Municipal Elections and declaring the result of the election, the coordination of the candidate nomination process and the receipt and processing of initiative, referendum and recall petitions. Regular elections are consolidated with statewide elections, scheduled on the first Tuesday of November of even numbered years to fill expired City Council terms. All election services are provided according the California Elections Code, according to the city of Norco’s website.
City Council members are elected at-large for a four year term. Council Members serve “staggered” terms, meaning that either 2 or 3 seats are open for election every two years. Council Members receive $550 per month stipend as compensation for their service.
Any member of the public who meets the following requirements may run for public office in the City of Norco. Candidates must be at least 18 years of age, a citizen of the United States, and be a registered voter in the City of Norco at the time the nomination papers are issued. In order to become a candidate, the first step in the process is to file a Fair Political Practices Commission (FPPC) Form 501: Candidate Intention Statement. File Form 501 with the City Clerk before receiving or spending funds. Form 501 can be filed with the City Clerk prior to the official Nomination Period. Each candidate must file an original Form 501 with the City Clerk. The only exception is if no funds are raised and the only expenditure made is from personal funds for a candidate’s statement. Candidates must file the Form 501 before receiving or spending monies or opening a bank account. Candidates who receive any monetary contributions from others, or contribute $2,000 or more in personal funds to their campaigns, must still open a campaign bank account. The form may be obtained from the City Clerk or from FPPC’s website at www.fppc.ca.gov. The City Clerk will issue your Nomination Paper and Candidate Packet during the Nomination Period. The process to issue nomination papers takes approximately 30 minutes. Please note, you must be a registered voter in the City of Norco at the time the nomination papers are issued. A filing fee of $25 is paid to the City of Norco when nomination papers are pulled.
Pursuant to California Elections Code Section 10220, qualified candidates may be issued and file nomination papers during the nomination period. Candidates are nominated by no less than 20 registered voters of the City of Norco.

Norco – There was a fatal accident in Norco on Sunday morning, one person died in the single-pickup truck crash that occurred on the southbound side of the 15 Freeway in Norco, authorities reported.
According to CHP logs and Cal Fire/Riverside County reports the accident took place at approximately 7:09 a.m. on an otherwise quiet morning.
The victim who at the time of the report who was still unidentified at the time this was released, was ejected from a white Toyota pickup truck. The pickup truck landed on its side in the area of the Second Street off ramp of the freeway,
The person was pronounced deceased at the scene. The witness who reported the incident said the pickup truck nearly hit their vehicle before the accident occurred, according to CHP logs.
There was no indication that there was a passenger with the driver in the pickup when the accident took place. If anybody else was a witness to the accident it is encouraged you contact the CHP and give them a statement.

NORCO – On behalf of the City of Norco and the families of Norco Vietnam veterans, the George A. Ingalls Veterans Memorial Executive Committee has successfully requested Certificates of Honor from the United States of America Vietnam War Commemoration. This honor is part of the Commemoration’s Commemorative Partner Program and recognizes immediate family members of the veterans who are listed on the Vietnam Veterans Memorial in Washington, D.C. These veterans are also honored on the “Lest We Forget” Wall at the George A. Ingalls Veterans Memorial Plaza.
The Certificates of Honor and accompanying lapel pins will be presented to the immediate surviving family members of the following Norco Vietnam veterans: George A. Ingalls, Emmitt James Wilkey, Jr., Herold Troy Deardorff, Timothy J. McKiernan, and Clyde Douglas McDonald. The presentation will take place at the City of Norco’s Memorial Day Ceremony, Continuous Salute and Monument Unveiling on Monday, May 28, at the George A. Ingalls Veterans Memorial Plaza. The ceremony will begin at 10 a.m. and the Continuous Salute will take place from 9 a.m. – 11 a.m. The community is invited to celebrate the unveiling of the new POW/MIA Monument, honor two veterans who were recently inscribed on the “Lest We Forget” Wall, and recognize the recipients of the Certificates of Honor.

It is the primary vehicle by which the nation thanks and honors Vietnam veterans and their families.
The City of Norco participates in the Commemorative Partner Program by planning and conducting events and activities that recognize Vietnam veterans and their families’ service and sacrifice. The City continues to host commemorative events and activities that are dignified, memorable occasions that show a sensitivity and appreciation for the solemnity of war, the losses suffered by many, and the sacrifices of all who served. The City’s events and activities meet the Congressionally-mandated objectives of the program, specifically by thanking and honoring veterans of the Vietnam War, including personnel who were held as prisoners of war or listed as missing in action, for their service and sacrifice on behalf of the United States, thanking and honoring the families of these veterans, and highlighting the service of the Armed Forces during the Vietnam War.

Norco – The Riverside County Grand Jury is allegedly indicating Norco turned the 122-acre SilverLakes property that was intended for “public park, recreational and open space purposes” into a money-making venture that charges admission and features a full-service restaurant and bar.
The grand jury is calling on the district attorney to probe Norco officials’ handling of the project, the panel stated in a report issued last week.
“The SilverLakes Equestrian and Sports Complex is not a public park” as envisioned in a 2002 federal court order restricting use of the land north of the Santa Ana River along Hamner Avenue, the report states.
Norco officials dispute the grand jury’s contention and say the development is in compliance with the court-ordered restriction.
“They are interpreting it wrong,” City Manager Andy Okoro said by phone Tuesday, May 22.
The city intends to issue a detailed written response in a few weeks.
The park opened in September 2015. It hosts concerts, equestrian competitions, soccer tournaments and regional cross-country meets, among other events. The complex boasts 24 soccer fields, five equestrian arenas, a 12,000-square-foot outdoor cafe, a 10,000-person capacity concert venue called The BackYard and a 150-seat restaurant called The FieldHouse.
It drew 1.4 million visitors in 2017, said Cheryl Link, Norco’s city clerk.
However, SilverLakes has had a long and often troubled history.
The U.S. Securities and Exchange Commission sued an investment company that owned the property until the late 1990s, alleging unethical practices, the report said. A judgment concluded that some Norco residents who invested in a Ponzi scheme associated with the property had been defrauded of their money. That led to the 2002 U.S. District Court order restricting the property’s use, once it was sold. The city acquired it.
Development was delayed for years, though, and it didn’t help that a 2010 flood along the Santa Ana River caused major damage. After site repairs, construction was finally underway in 2013, before wrapping up in late 2015. The developer is the Balboa Management Group.
While investigating Silverlakes, the grand jury took testimony from the city manager, former Norco elected officials and “concerned” Norco residents. Sara Lipchak, who headed the grand jury, said she could not elaborate.
The grand jury determined that the 2002 development restriction remains in place and the city unsuccessfully sought to alter it in 2004. The panel suggested that the city in 2012 misled the Riverside County Superior Court, which validated the city’s development strategy based on a submitted plan that was “substantially different from what was actually constructed.”
The grand jury report said that the “plans had no reference to constructing a full-service commercial restaurant and bar.”

The district attorney to investigate why Norco officials accepted the developer’s bid to build a park with a major commercial component and provided “misleading documents” to the Riverside County court to obtain approval for “a commercial sports park rather than a genuine public park.”
Norco to stop charging admission to the park — $8 per walk-in visitor and $10 per carload.
Norco to add “actual recreational assets and amenities” such as shade trees, picnic tables, playgrounds, barbecue grills, tennis courts and bike trails.
Brian Petree, deputy city manager, acknowledged the admission charges, but said those are reserved for large weekend events and payments generally are not required from people who visit the park at other times.
As for the restaurant, Petree said it is an appropriate component because it has a concession operation that provides food and drinks for park visitors and is not unusual for a park of SilverLakes’ size.
“We’re not talking about a neighborhood park here. We’re talking about a regional facility,” he said. “And so, you have to look at it in that aspect.”

Norco – The Riverside County Sheriff’s Department team, who were responsible for thwarting an attack on Norco College, were honored by the Norco City Council. The forward thinking team used creative methods to stop the attack before the suspect could even start it.
All together there were about 20-30 people who worked for 18 hours straight on February 19 to identify and locate the suspect before his planned plot was able to be carried out. Deputies assigned to the Norco and Jurupa Valley stations, as well as Assistant Sheriff Joseph Cleary, Capt. Daniel Hedge, Norco station Lt. Eric Briddick and dispatcher Jennifer Hall along with other deputies assigned to the Norco and Jurupa Valley stations were all part of the team.
The team was praised for some serious out-of-the-box thinking by members of the department that helped identify the people that were going to cause harm. The City Council members presented the sheriff’s employee’s with certificates of appreciation.
It was reported that Mayor Ted Hoffman said, “This is the least we do for the fine job you guys did on this matter. “We appreciate what you guys have done here.”
Riverside County Sheriff’s Department adamantly declined to describe the methods used by this team to thwart the attack. They also declined to allow Hall to be interviewed because the investigation is still ongoing.
On February 19, investigators tracked threats made on the Facebook page of Jacob Ryan McBain, 27, of Norco. He was arrested two days later at his Trail Street Home. Reports show that handguns and an assault rifle were seized from the residence.
McBain has been charged with conspiracy to commit murder, two counts of making criminal threats, possession of an assault weapon, two counts of being a felon in possession of a firearm and three counts of illegally possessing ammunition. McBain plead not guilty to all charges and is due back in court this month.
McBain’s social media accounts were then used to identify an alleged co-conspirator, Tarence Michael Thomas, 25, of Milwaukie, Oregon. Thomas was arrested on February 28; he faces one count of conspiracy to commit murder. He is currently awaiting extradition from Oregon.

Inland Empire – On Monday, February 19, about 9:39 a.m., the Riverside County Sheriff’s Department, Norco Office, received information about a series of threats made on social media. An investigation was immediately initiated regarding a suspect posting comments on his Facebook page he intended on shooting people at a local college campus. The threats were deemed credible and the Norco Special Enforcement Team deputies along with detectives assigned to the Jurupa Valley Station Investigations Bureau initiated a detailed and expansive investigation.
The investigation revealed the suspect was making the threats from a residence located in the City of Norco. Deputies continued with their investigation and solicited the assistance of the Riverside County Sheriff’s Department’s Special Investigation Bureau, the Joint Terrorism Task Force, which consist of the Federal Bureau of Investigation (FBI), San Bernardino Police Department, Naval Criminal Investigative Services (NCIS), and Riverside College District Police.
Based on information collected during the investigation, a search warrant was served at a residence located in the 5000 block of Trail Street in the City of Norco. During the service of the search warrant, the suspect, identified as Jacob Ryan McBain, age 27, a Norco resident, was taken into custody without incident. Deputies recovered a loaded AR-15, two loaded handguns, and a large amount of ammunition from McBain’s bedroom.
McBain was arrested for the charges of making terrorist threats and a felon in possession of a firearm. He was transported to the Robert Presley Detention Center in the City of Riverside where he was booked on the listed charges.
Local school district and college officials were notified of the investigation, even though there was no school in session during the national holiday.
