Police Need Your Help With Fatal Accident

Eastvale – Crime never goes away, and the Eastvale Police Department’s Traffic Division is asking for the public’s help with an investigation that occurred four years ago.

On Friday, April 25, 2014, just after midnight, Eastvale officers began a Hit-And-Run investigation at the intersection of Limonite Avenue and Hamner Avenue. The collision turned fatal. Officers learned a black, unknown make sedan, struck a bicyclist after failing to stop for a red light. The sedan fled the scene on Limonite Avenue and was never located. Witnesses attempted to provide information that day, but at this moment, no one is in custody. The day’s tragic events took the life of a young man, Troy Davids, and left his family mourning his loss.

The commitment to the investigation has never diminished for the Eastvale Police Department. They are now asking for residents in the community for your help. All information and the previous leads the public provided have been exhausted. The traffic division for the police department is encouraging anyone with information to come forward and contact them at 951-955-2600.

Details:

On Friday, April 25, 2014 at 12:12 a.m., Eastvale Police Officers responded to a reported injury traffic collision at the intersection of Limonite Ave. and Hamner Ave., in the City of Eastvale.  During the preliminary investigation it was revealed that an unknown make or model black sedan, traveling westbound in the eastbound lanes of Limonite Ave., failed to stop for a red traffic signal light.  As a result, the black sedan collided into a bicyclist, who was traveling southbound on Hamner Ave.

After the collision, the black sedan continued westbound on Limonite Avenue in the eastbound lanes of traffic. The sedan was last seen turning south on Scholar Way. Officers arrived within minutes of receiving being dispatched to the scene. When they arrived at the scene neither the black sedan, nor the driver of the sedan were in the area any longer. They were never located.

Witnesses on scene described the suspect vehicle as a black, four door sedan. The suspect vehicle fled the scene of the traffic collision westbound on Limonite Avenue and made a left turn onto Scholar Way.

As a result of the collision, the bicyclist ultimately succumbed to his injuries and was pronounced deceased at a regional hospital.

The Eastvale Police Department is seeking help from the public in identifying the suspect and suspect vehicle of this traffic collision.   Specifically, the Eastvale Police Department is seeking the help of a good Samaritan, who was driving a tan Chevrolet Suburban. The police believe  that they may have seen the suspect vehicle and driver as is it fled the scene of the collision.

City of Eastvale Appoints New Assistant City Manager

Eastvale – Bryan Jones’s appointment as Eastvale’s new Assistant City Manager became official on Monday, April 16. Bryan and his wife, Shari, have been married for ten years. They have two children and three black Labradors.

The appointment concluded a six-month nationwide recruitment process. Jones was selected from ninety qualified applicants. “We are thrilled to have Bryan serve as the Assistant City Manager for the City of Eastvale,” City Manager Michele Nissen said. “He is passionate about helping the City move in the direction of our full potential that will ultimately help us serve the community in the best way. I am confident that he will do a great job in this position.” Bryan draws his knowledge from his nearly 20 years of experience in both the public and private sectors. He has led cutting-edge land use and transportation infrastructure projects throughout California and North America as a results-oriented certified planner and professional engineer. He has more than a decade of experience serving in local agency public sector leadership positions, leading large scale land use projects such as residential developments, office campuses, industrial parks, transit oriented development, downtown revitalization, and mixed use projects. Bryan has a Masters Degree in Public Administration from Norwich University with focus on Leadership and Sustainable Financial Strategies, as well as a Bachelors of Science in Civil Engineering from University of California Davis with a minor in communications. Bryan is a certified National Complete Streets Instructor and for the past six years, he has served at Caltrans as a voting member of the California Traffic Control Devices Committee for the California Manual on Uniform Traffic Control Devices. Bryan is passionate about identifying ways to help move and connect people, businesses, and communities so that they can all thrive. “I am honored and humbled to be joining such an amazing team,” said Assistant City Manager Bryan Jones. “The culture of an organization is very important to me, and you can feel the Eastvale Way the moment you walk into City Hall. Draft Environmental Impact Report

This notice is to advise the City of Eastvale has prepared a Draft Environmental Impact Report (EIR), which is being distributed for public review pursuant to the California Public Resources Code and the California Environmental Quality Act Guidelines (CEQA Guidelines). The City is the Lead Agency for the proposed project.
Project Title: Lewis Retail Project [State Clearinghouse No. 2017101024]

Project Location: The project sites are located in the City of Eastvale, and within Riverside County, California. Site 1 is located east of Hamner Avenue at the terminus of Schleisman Road, approximately 3 miles west of Interstate 15 (I-15) in the southeastern portion of Eastvale on two parcels identified as Assessor’s Parcel Numbers (APN) 152-060-002, -003. Site 2 is an approximately 1.38-acre City-owned parcel consisting of vacant land located at the southwest corner of Hamner Avenue and Riverboat Drive, identified as APNs 152-350-010, -011.

Project Description: The Draft EIR addresses entitlements related to two different sites, that may be considered together, or separately, by the City.

  • General Plan Amendments on Sites 1 and 2 to change the land use designation to Commercial Retail.
  • Change of Zone on Site 1 to change the zoning to General Commercial (C-1/C-P).
  • Tentative Parcel Map to subdivide Site 1 into eight commercial parcels and one right-of-way parcel.
  • Major Development Plan Reviews for Site 2 and a portion of Site 1.  Detailed applications for these buildings have not yet been submitted.

Government Code Section 65962.5: The project site is not located on a site which is included in a list of hazardous materials sites compiled pursuant to Government Code Section 65962.5. As part of the Phase I ESA prepared for the Sites, a search of selected government databases was conducted using the EDR Radius Report environmental database report system. Neither Site is located on a list of hazardous materials sites compiled by the California Department of Toxic Substances Control (DTSC) or the State Water Resources Control Board (SWRCB) pursuant to Government Code Section 65962.5.

Environmental Topics Evaluated: The Draft EIR examines the potential impacts generated by the proposed project in relation to the following environmental topics: Land Use and Planning; Transportation/Traffic; Air Quality; Global Climate Change and Greenhouse Gas Emissions; Noise; Geology and Soils; Hazards and Hazardous Materials; Hydrology and Water Quality; and Cultural Resources/Tribal Resources. Significant Environmental Impacts: Based on the analysis in the Draft EIR, the project would have significant and unavoidable impacts to air quality, GHG emissions, noise, and traffic and circulation, as identified below and described in detail in DEIR Sections 4.3, 4.4, 4.5, and 4.2 respectively. Air Quality: NOx Regional Threshold Exceedance (Operational-Source), Contributions to Non-Attainment Conditions, AQMP Inconsistency GHG Emissions: SCAQMD MTCO2e Threshold Exceedance  Noise: Construction-Source Noise, Operational-Source Noise Traffic: Existing and Opening Year Intersection and Roadway Segment Level of Service (LOS) Impacts

Eastvale – We Americans love to boast about our diversity and California can be heard above all other claiming the title of most diverse. It is a very prestigious title indeed when you really look into what diversity can mean to a community. Different cultures, languages, ideas and experiences naturally will produce more new innovative information than homogeneous.

The City of Eastvale, a young community nestled in the Inland Empire, looks like it is growing up in the right environment to be a successful community for decades to come. Eastvale is among one of the most diverse cities in America, according to an analysis by NerdWallet.com of the distribution of residents across ethnic groups.

Eastvale was ranked as the #1 most diverse city in all of Southern California and the 13th most diverse city in America. The diversity of the Eastvale community breaks down as follows: 38.6% Hispanic or Latino, 25.30% Asian or Pacific Islander, 24.20% are white (non-Hispanic) and 9.70% are Black (non-Hispanic).

This is great news for the Eastvale.  According to studies and research, diversity breeds a more robust and resilient economy. There’re a lot of different groups of people with vastly different experiences, talents and ideas available to contribute to the advancement of the community. Living in a multicultural society forces you to get out of your comfort zone and learn things about other people you would otherwise have to travel out of country to learn.

One thing Californian’s learned a long time ago is that there are many intellectual and personal benefits that come from learning another language. When you live in a multilingual society you will be encouraged to take on this challenge.

When you couple this information with the fact that Eastvale has the highest median household income in the Inland Empire and one of the highest in the state, you have a recipe for success. Eastvale was also just recently voted as one of the top 100 safest cities in America.

It seems like Eastvale is growing faster than ever but it looks like that growth has been well thought out and is progressing in the right direction. With everything going on  in our country, Eastvale just keeps hitting positives goals and making  positive lists. When We Are Drowning In Our Blessings

Last month, California’s prayers were answered.  After years of water shortages and dry weather, the sky opened up and rain began to fall.  And fall.  Within weeks, approximately 80% of the state’s historic drought had ended.  Californians, however, soon found themselves drowning in their blessings.  As the soil became saturated and the streets flooded, many people grew frustrated with the very thing they had asked God to send.

 

Being unappreciative of God’s gifts is not unusual.  Just take a look at our daily lives.  We yearn for children, but lament the active toddler or trying teenager.  We ask God for shelter, but despise the never-ending housework. We pray for a steady paycheck, but can’t stand our co-workers.  From the beloved spouse we argue with to the dinner we don’t want to cook, we often have a tendency to take life’s blessings for granted.

 

Much has been said about the need to have an “attitude of gratitude.”  And honestly, who doesn’t want to be grateful for everything they have?  Unfortunately, it is easy to lose sight of the positive when faced with the negative.  No matter how hard we try to fight them off, bad thoughts can creep in.  Because of this, we need to intentionally find something to be thankful for in each situation we face – no matter how bad it is.

 

Colossians 3:17 says, “And whatever you do, whether in word or deed, do it all in the name of the Lord Jesus, giving thanks to God the Father through him.”  The next time you are frustrated while cleaning the toilet or sitting in traffic, remember that many of these circumstances are the result of your answered prayers.

Eastvale Area Crime Recap: March 2018

INCIDENT: OFFICER INVOLVED SHOOTING

WHEN: 3/8/18

WHERE: 9900 Block of Willowbrook Rd., Jurupa Valley

 

On March 8, 2018, at about 5:35 PM, officers from the Riverside Police Department were conducting an investigation for a wanted suspect within the 9900 block of Willowbrook Road, Jurupa Valley.  As the officers encountered the suspect an officer involved shooting occurred.  Life-saving measures were performed, but the suspect succumbed to his injuries.  No citizens or officers were injured as a result of this incident.  Deputies from the Jurupa Valley Station responded and assisted Riverside Police Department personnel.  Based on this being an ongoing investigation, the identity of the suspect is being withheld at this time.  Riverside County Sheriff Department’s Central Homicide Unit investigators responded and assumed the investigation.  The Riverside Police Department also sent out an investigative team to investigate the incident.  Per the Riverside Police Department’s policy, the involved officers were placed on administrative leave.  This is an ongoing investigation and the Riverside County Sheriff Department’s Central Homicide Unit encourages anyone with information regarding this incident to contact Investigator Johnson at 760-393-3502, or Investigator Liu of the Jurupa Valley Station at 951-955-2600.

 

INCIDENT: POSSESSION OF STOLEN VEHICLE, INVESTIGATION AND ARREST

WHEN: 3/9/18

WHERE: 1200 Block of Hamner Ave., Norco

 

On Friday, March 9, 2018, about 7:27 p.m., a deputy assigned to the Norco Sheriff’s Office conducted an enforcement stop on a vehicle, in the 1200 block of Hamner Avenue, in the City of Norco. A records check of the vehicle revealed it had been reported stolen. The vehicle driver and passenger were subsequently detained, pending the investigation. The driver of the stolen vehicle was identified as Amanda Cortez, age 28, a Jurupa Valley resident, and the vehicle passenger was identified Marco Raul Arevalo, age 28, a Montclair resident. Cortez and Arevalo were arrested for possession of stolen property in addition to several outstanding felony warrants. Both suspects were booked into the Robert Presley Detention Center, in the City of Riverside for the listed charges and warrants.

INCIDENT: PACKAGE THEFT- SEEKING PUBLIC ASSISTANCE

WHEN: 3/9/18

WHERE: 400 Block of Branding Iron Ln., Norco

The Norco Sheriff’s Office is seeking the public’s assistance with identifying a package theft suspect.

On Saturday, March 10, 2018, about 3:00 p.m., a deputy from the Norco Sheriff’s Office was dispatched to a residence, located in the 400 block of Branding Iron Lane, in the City of Norco. This was in reference to a reported package theft.

The subsequent investigation revealed that on Friday, March 9, about 6:30 p.m., a female suspect had walked up to the front of the residence, stole several delivered packages, and fled the location. The theft was recorded on a home camera surveillance system. The female suspect was described as being white, approximately 30 years of age, with light brown or red hair. She was last seen wearing a blue floral blouse, blue jeans, and red tennis shoes. INCIDENT: ASSAULT

WHEN: 3/21/18 (UPDATED: 3/22/18)

WHERE: 13000 Block of Dearborn St., Eastvale

UPDATE: On Wednesday, March 21, 2018, around 3:00 p.m., the suspect vehicle and suspect were identified and located. The suspect, Juan Francisco Romero Coto, was booked in at the Robert Presley Detention Center for an unrelated warrant. The case will be submitted to the Riverside County District Attorney’s Office for review. ORIGINAL INCIDENT: On Wednesday, March 21, 2018, around 7:10 a.m. officers assigned to the Eastvale Police Department responded to an assault that occurred on the Riverwalk Trail near Dearborn Street. During the assault, the suspect knocked the victim to the ground, the victim kicked the suspect off and the suspect fled on foot. A person of interest was last seen wearing a red sweatshirt with white lettering on the back. The person of interest was seen entering a white Chevy 2-door pick-up truck equipped with white work racks and an orange water cooler tied to the bed. The pick-up was towing a white, single axle trailer. Anyone with information about this incident is urged to contact Investigator Contreras of the Eastvale Police Department at (951) 955-2600.

INCIDENT: QUALITY OF LIFE ENFORCEMENT OPERATION

WHEN: 3/22/18

WHERE: Mission Blvd. Business District, Jurupa Valley

DETAILS: On March 22, 2018, deputies assigned to the Jurupa Valley Special Enforcement Team conducted a directed enforcement and undercover operation in the Mission Boulevard Business District of Jurupa Valley after receiving numerous complaints from business owners and citizens regarding suspicious activity in the area. During this operation, Hakeen Joadikay Richardson, a 27-year-old resident of Perris, was observed loitering for the purpose of prostitution and subsequently arrested on scene. The Jurupa Valley Special Enforcement Team will continue to monitor and deter criminal activity in the Mission Boulevard Business District and is asking anyone with concerns related to suspicious or criminal activity in the area to contact the Jurupa Valley Special Enforcement Team at 951-955-2600.

INCIDENT: VEHICLE THEFT INVESTIGATION AND ARREST

WHEN: 3/29/18

WHERE: 1300 Block of Sixth St., Norco

DETAILS: On Wednesday, March 28, 2018, about 9:44 a.m., a deputy assigned to the Norco Sheriff’s Office, was patrolling near a business, located in the 1300 block of Sixth Street, in the city of Norco.  While at this location, a citizen advised the deputy their vehicle had just been stolen from the business parking lot. Deputies obtained the victim’s vehicle description and the last known direction of travel. Within minutes, responding deputies located the suspect driving the stolen vehicle on a nearby street. Deputies attempted to conduct an enforcement stop on the stolen vehicle; however, the suspect drove away, and a pursuit ensued. The suspect attempted to evade pursuing deputies by driving onto the northbound I-15 Freeway from Sixth Street. As the suspect drove on the freeway, he collided into a ravine near the right shoulder. The suspect exited the vehicle and attempted to flee from deputies on foot but was quickly apprehended without incident. The driver was identified as Menny Gaytan, age 28, a resident of Pomona. Gaytan was arrested for vehicle theft and evading a peace officer. Following the arrest, Gaytan was transported to a nearby hospital for a precautionary medical evaluation as a result of the vehicle collision. Gaytan was released from the hospital and later booked into the Robert Presley Detention Center in the City of Riverside for the listed charges. The Norco Sheriff’s Office is committed to the safety of the citizens of Norco and will be vigilant in investigation all crimes of this nature. Fatal Accident Victim Identified From Eastvale

Eastvale – On March 14, 2018, authorities identified a 24 year old male from the City of Eastvale who was a victim of a freak fatal accident that Wednesday afternoon. The deadly incident occurred on the westbound interstate 210 freeway near the Buena Vista Street off- ramp at approximately 12:42 p.m. The accident was a result of heavy metal debris that allegedly flew through the vehicleowner’s windshield; which immediately affected the security of the vehicle, safety of the driver, and induced the passenger to attempt to maintain control of the vehicle, a Volkswagen Jetta. Disclosed by authorities and present witnesses, this incident was the resultof a heavy unidentified vehicle (possibly an SUV or pickup truck)that seemingly drove over metal debris which instantly ascended into open air, and unintentionally plowed directly through the window of the Jetta. Although the passenger of the vehicle showed no signs of injury, the driver of the vehicle, later identified as Stace Woodward, suffered a fatal injury to the head as a result to the impact of the metal debris. Woodward was pronounced deceased shortly after the arrival of the fire department and paramedics, despite the passenger’s attempts to revive him with first aid. “Upon our arrival, we noticed that the debris had seemingly entered the Volkswagen through the windshield, and undoubtedly struck Woodward. Afterwards, the No. 1 lane of the Buena Vista Street off ramp was blocked for about three hours while the fatal crash was investigated and the scene was cleaned up.” CHP Officer Rodrigo Jimenez stated. This occurrence is not only tragic and unfortunate, but has been presumably difficult to process for Woodward’s family  Parents Andrew and Tiffany Woodward  who referred to Stace as “A joy to our lives and beloved member of our family who brought life and love wherever he went” in the obituary to their son. The surviving family of Stace Woodward however, will be entitled to a wrongful death lawsuit, in which they will be granted the opportunity to seek compensation for damages including expenses, funeral costs, etc. While condolences are directed towards the Woodward family, if your loved one has been the victim of a wrongful death, contact the Los Angeles and Riverside Wrongful Death Attorney’s at 800-235-6801.

Stay Connected With The City Of Eastvale

Eastvale – The representatives of City of Eastvale are going the extra mile for the community once again. It is evident that keeping the community informed and improving is a top priority for the powers that be at City Hall. The love they show for the community is on display again. This time they are offering the residents with some free information to benefit them as well as the community.

The month of April isn’t any different and the City proudly brings the residents a couple of workshops to help benefit the future of its residents and their families.

On Wednesday April 11, at 5:30 p.m. there will be a Financial goal setting workshop held at City Hall followed by a City Council Meeting at 6:30 p.m.

On Wednesday April 25, at 5:30 p.m. there will be a Public Safety Goal Setting Workshop at City Hall followed by a City Council Meeting at 6:30 p.m.

There will be a couple of public meetings in May and we encourage the residents to show up and stay connected.

On May 23 at 5:30 p.m. there will be a Draft Budget first hearing meeting at Rosa Parks Elementary on Whispering Hills Drive in Eastvale.

On June 27 at 5:30 p.m. there will be a Draft Budget second hearing & adoption meeting at Rosa Parks Elementary on Whispering Hills Drive in Eastvale.

These workshops and public meeting are just Eastvale’s way of staying connected to the community. We encourage all residents to attend these special events so that the community can stay connected to the city.

INCIDENT: RESIDENTIAL BURGLARY/PAROLE VIOLATION

WHEN: 2/8/18

WHERE: 6800 block of Lindsay St., Eastvale

 

On February 08, 2018, Eastvale Deputies responded to a suspicious person call on the 6800 block of Lindsay Street, in the City of Eastvale. When deputies arrived, they discovered that a family on Lindsay Street fled their home in fear when an unknown male entered their home without their consent. The male was apprehended hiding inside the family’s home with the help from a Sheriff’s K-9. 20-year-old Eastvale resident, Alfredo Hernandez, was arrested and booked at Robert Presley Detention Center for burglary and for a parole violation. INCIDENT: STREET RACING DRIVER ARRESTED

WHEN: 2/12/18

WHERE: Wineville Ave. & Bellegrave Ave., Jurupa Valley

 

On Sunday, February 12, 2018, the deputies from the Jurupa Valley Police Department responded to the area of Wineville Avenue and Bellegrave Avenue regarding twenty plus vehicles street racing and driving recklessly. When deputies arrived, the vehicles fled the area in multiple directions. Deputies were able to conduct enforcement stops on four of the fleeing vehicles, to include a vehicle which was recklessly spinning its tires in a circular pattern within the intersection. To combat illegal street racing, reckless driving and other related traffic offenses, the Jurupa Valley Station has adopted a zero-tolerance stance of street racing and suspects who jeopardize the safety of the public, the spectators and participants themselves. One misdemeanor arrest was made for reckless driving, three traffic citations were issued for equipment related violations and other vehicle code violations, and the vehicle of the reckless driver was impounded. Bryan Anthony Perez, 21 years old and a resident of the city of Bloomington, was arrested for reckless driving and later released with a citation. Mr. Perez’ vehicle was impounded for 30 days per vehicle code section 23109.2(a)(1) CVC.

 

INCIDENT: VEHICLE THEFT INVESTIGATION AND ARREST

WHEN: 2/10/18

WHERE: 1000 block of 6th St., Norco

On Saturday, February 10, 2018, about 12:50 a.m., deputies from the Norco Sheriff’s Office were dispatched to a business, located in the 1000 block of Sixth Street, in the City of Norco, in reference to a report of a stolen vehicle. The investigation revealed an unknown suspect had stolen a vehicle while the vehicle owner was inside of the business. The incident was recorded via store surveillance cameras. About 8:12 a.m., deputies located the unoccupied stolen vehicle, in the area of Eighth Street and California Avenue, in the City of Norco. Deputies continued to investigate and search for the suspect. At 1:00 p.m., deputies located a male subject matching the description of the suspect, in the area of Crestview Drive and Eighth Street, in the City of Norco. Deputies contacted the male and detained him for the investigation. Based upon their investigative findings, deputies were able to positively identify the male as the vehicle theft suspect. The suspect was identified as Christian Jesus Alarcon Rodriguez, age 25, a Riverside resident. During the investigation, deputies also located evidence in Rodriguez’ possession related to check fraud. Rodriguez was arrested for the charges of vehicle theft, possession of a stolen vehicle, possession of stolen property, and check forgery. The investigation is continuing and additional charges are pending. Rodriguez was booked for the listed charges into the Robert Presley Detention Center, in the City of Riverside. INCIDENT UPDATE: RESIDENTIAL “CAT” BURGLARY/ OFF-DUTY OFFICER INVOLVED SHOOTING

WHEN: 12/24/17 (Original Incident), 2/13/18: Incident Update

WHERE: 6400 block of Caxton St., Eastvale

UPDATE: On February 7, 2018, Investigators from the Central Homicide Unit, Special Investigations Bureau – Intelligence Unit, and Jurupa Valley Special Teams served two search warrants in the cities of Eastvale and Perris. The three male suspects involved in the residential burglary on December 23, 2017, were identified. One adult suspect, Destin J-Brent 18 years of Eastvale, and one 15 year old juvenile were arrested and booked for residential burglary and conspiracy.

ORIGINAL INCIDENT: On December 23, 2017, around 1:37 p.m., deputies from the Jurupa Valley Station, assigned to the contract city of Eastvale, responded to a report of a burglary and shooting that just occurred in the 6400 block of Caxton Street, Eastvale. Deputies arrived on scene and met with the homeowner, an off-duty Pomona Police Officer. Two residents were inside the home, when they heard several subjects inside the home. The off-duty officer armed himself and confronted two suspects in an upstairs room, and an Officer Involved Shooting occurred. Deputies received information from the victims and neighbors who described the suspects as three black males, thin to medium build, who fled in a gray Hyundai. Additional deputies and investigators from Jurupa Valley Station responded to contain the scene and canvas the neighborhood. Investigators from the Central Homicide Unit responded and assumed the investigation. During the investigation, investigators found signs of forced entry into the residence.

INCIDENT: STOLEN VEHICLE/ VEHICLE PURSUIT/ STOLEN PROPERTY

WHEN: 2/17/18

WHERE: Limonite Ave. & Pacific Ave., Jurupa Valley

On February 17, 2018, about 9:00 am, a Riverside County Sheriff’s Department helicopter received a LoJack notification of a stolen vehicle in the area of Limonite Avenue and Pacific Avenue, in the City of Jurupa Valley. The helicopter directed Jurupa Valley station sheriff’s deputies to the area and the vehicle was located.  Deputies attempted to stop the vehicle but it fled, leading deputies on a short vehicle pursuit.  Both the driver and passenger subsequently fled on foot into the Santa Ana riverbed near the City of Riverside.  Several Riverside Police Department officers, to include their K-9 and helicopter, helped search the riverbed for the suspects. Jesus Rodriguez, a 20-year-old Jurupa Valley resident, and Juan Ortiz, a 29-year-old Jurupa Valley resident, were located and arrested in the riverbed with the combined assistance from both the Riverside County Sheriff’s Department and Riverside Police Department Aviation Unit and K/9 officers from both the Riverside County Sheriff’s Department and Riverside Police Department. Deputies located several additional household items in the vehicle that appear to be stolen as well.  Further investigation is being conducted to identify the victims of the additional stolen property. Both suspects were booked into the Robert Presley Detention Center in the City of Riverside for vehicle theft, possession of stolen property and evading arrest. INCIDENT: GANG TASK FORCE WEAPON AND DRUG ARREST

WHEN: 2/16/18

WHERE: Fort Dr. & Mission Blvd., Jurupa Valley

On February 16, 2018, about 8:00 PM, members of the Region 7 Riverside County Regional Gang Task Force conducted a vehicle check in an alley way near Fort Drive and Mission Boulevard in Jurupa Valley. Task force officers contacted the occupants, identified as 37-year-old Jurupa Valley resident,Mario Urena and 24-year-old Perris resident, Felipe Montiel Vasquez. Task force officers also recognized Urena as being an active participant of a criminal street gang. Task force officers located a loaded handgun concealed in the vehicle along with methamphetamine and several rounds of live ammunition. Urena was arrested for being a felon in possession of ammunition. Vasquez was arrested for being in possession of methamphetamine while armed with a loaded firearm. Both were later booked at the Robert Presley Detention Center. The Region 7 Gang Task Force is one of eight teams composing the Riverside County Regional Gang Task Force, which is a collaborative effort of 25 law enforcement agencies with the goal of combating criminal street gangs. The Region 7 team is staffed with members of the Riverside County Sheriff’s Department, California Highway Patrol, Riverside County Probation and California Department of Corrections and Rehabilitation.

INCIDENT: DEATH INVESTIGATION

WHEN: 2/28/18

WHERE: Harada Heritage Park, Eastvale

On February 28, 2018, Eastvale deputies responded to Harada Heritage Park, located at 13099 65th Street, for a medical aid call.  Cal-Fire personnel arrived prior to deputies and found a 74-year-old Eastvale resident deceased in his vehicle, which was parked in the parking lot.

INCIDENT: WARRANT SWEEP

WHEN: 2/24/18

WHERE: Eastvale

Eastvale, CA – Some think if they just don’t show up for a court hearing, the police won’t have the manpower to come find them.  If your violation is a DUI or traffic related, don’t count on it.   On February 24, 2018, The Eastvale Traffic Team with dozens of outstanding arrest warrants fanned out into neighborhoods in search of high risk DUI offenders and others with traffic related warrants. Officers served warrants and arrested offenders who either failed to show up for a court date or violated terms of their probation in an outstanding traffic-related case. Those caught often face additional jail time for failing to appear in court or for violating probation. When family, friends, and co-workers find out, violators can also face personal embarrassment as they are led away in handcuffs, as well as missing work while sitting in jail. Special Warrant Service Operations along with regularly scheduled ‘High Visibility’ DUI enforcement has a deterrent effect on those who disregard driving safety and abuse alcohol and drugs.  The Eastvale Police Department places a high priority on lowering deaths and injuries with the goal of removing impaired drivers and heightening awareness of the dangers of driving under the influence of drugs and alcohol.  Funding for the operation is provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration. INCIDENT: TERRORIST THREATS INVESTIGATION AND ARREST

WHEN: 2/19/18

WHERE: 5000 block of Trail St., Norco

On Monday, February 19, about 9:39 a.m., the Riverside County Sheriff’s Department, Norco Office, received information about a series of threats made on social media. An investigation was immediately initiated regarding a suspect posting comments on his Facebook page he intended on shooting people at a local college campus. The threats were deemed credible and the Norco Special Enforcement Team deputies along with detectives assigned to the Jurupa Valley Station Investigations Bureau, initiated a detailed and expansive investigation. The investigation revealed the suspect was making the threats from a residence located in the City of Norco. Deputies continued with their investigation and solicited the assistance of the Riverside County Sheriff’s Department’s Special Investigation Bureau, the Joint Terrorism Task Force, which consist of the Federal Bureau of Investigation (FBI), San Bernardino Police Department, Naval Criminal Investigative Services (NCIS), and Riverside College District Police. Based on information collected during the investigation, a search warrant was served at a residence located in the 5000 block of Trail Street in the City of Norco. During the service of the search warrant, the suspect, identified as Jacob Ryan McBain, age 27, a Norco resident, was taken into custody without incident. Deputies recovered a loaded AR-15, two loaded handguns, and a large amount of ammunition from McBain’s bedroom. McBain was arrested for the charges of making terrorist threats and a felon in possession of a firearm. He was transported to the Robert Presley Detention Center in the City of Riverside where he was booked on the listed charges. Local school district and college officials were notified of the investigation, even though there was no school in session during the national holiday. UPDATE, 2/26/18: After the arrest of Jacob McBain, information was developed pointing to an additional suspect and co-conspirator. Following up on the investigative leads, investigators identified the second suspect as Tarence Michael Thomas, age 25, a resident of Milwaukie, Oregon. On Monday, February 26, Riverside County Sheriff’s Department investigators travelled to Portland, Oregon, to conduct follow-up investigation. Based on their subsequent findings, investigators obtained an arrest warrant for Thomas, regarding the charge of conspiracy to commit murder, from the Riverside County Superior Court. On Wednesday, February 28, with the assistance of local authorities, consisting of the Clackamas County Sheriff’s Office, Clackamas County Inter-Agency Task Force (CCITF), FBI-Portland Office, FBI Joint Terrorism Task Force, and Oregon City Police Department, investigators located Thomas in the area of a known associates residence in Oregon City. Thomas was arrested without incident and booked into the Clackamas County Jail, in Oregon City, Oregon, where he awaits extradition to Riverside County. The Riverside County Sheriff’s Department would like to thank the Riverside County District Attorney’s Office, Clackamas County Sheriff’s Office, Clackamas County Inter-Agency Task Force (CCITF), FBI-Portland Office, FBI Joint Terrorism Task Force, Oregon City Police Department, Clackamas County District Attorney’s Office, and the Clackamas County Circuit Court, for assistance provided during this investigation.

In regards to where the In-N-Out is going to be located she commented, “I feel like there’s going to be a lot of traffic in that area.”  Even if there may be a little extra traffic, many Eastvale residents are still very excited to have some variety in their dining choices and are glad to see Eastvale blossoming!

VantagePoint Church to Host Annual Easter Egg Hunt

Eastvale – For the tenth consecutive year, a popular springtime event will be returning to Eastvale.

On Saturday, March 24, 2018, VantagePoint Church will host its annual Easter Egg Hunt at the Roosevelt High School Football Stadium.  The celebration will take place between 9 a.m. and noon.

Easter egg hunts for children of all ages will be held throughout the day, including special sensory hunts for children with special needs.  Children with special needs will also be given front of the line wristbands and will have a special designated event entrance.

“This fun-filled event has always drawn a large crowd and every year the attendance increases,” said Monique Whritenour, Director of Operations for VantagePoint Church.  “In an effort to build upon our success and better serve our community, we added a few new features that would enable children of all ages and backgrounds to have access to the many fun activities.”

In addition to the Easter egg hunts, the event will also include games with prizes, giant inflatable obstacle courses, raffles, and pictures with the Easter Bunny, Belle, Spider Man and Captain America.  Admission to the event and all of its activities is free.  Food will be available for purchase.

While the entire community is invited to attend, Whritenour believes that families with children ages 12 and under will find it especially enjoyable.

“The 10th Annual VantagePoint Church Easter Egg Hunt will provide a wonderful opportunity for Eastvale families to get to know their neighbors, while providing their children with a positive and fun experience,” she said.  “Of course, our goal is always to show the community Christ’s love.  We ask for nothing in return.”

Debris Flies Through Windshield, Kills Eastvale Man

Eastvale – A 24-year-old man from Eastvale was killed Wednesday afternoon when metal debris was launched in the air by a vehicle and crashed through the windshield of the vehicle the victim was driving on the westbound Foothill (210) Freeway in Duarte.

The man died at the scene about 12:45 p.m. at Buena Vista Street, the California Highway Patrol reported. His name is being withheld until relatives can be properly notified.

The young man was driving a 2014 Volkswagen in the number four lane when a tan pickup truck or SUV ahead of him in the number three lane ran over metal debris that got launched into the air.

The metal debris entered the crashed through the Volkswagen windshield, striking (the victim) according to reports. A 25-year-old Upland man traveling in the vehicle as a passenger miraculously was not injured.

The passenger was able to gain control of the moving vehicle, possibly preventing serious injury to himself or others. He was able to safely bring the Volkswagen to a stop near the Buena Vista Street off-ramp.

The passenger performed first aid until the Los Angeles County Fire Department arrived.

The number one lane of the Buena Vista Street off-ramp was blocked until about 3:45 p.m. while the fatal crash was investigated and cleanup crews worked.

Eastvale Still One of Safest Cities

Eastvale – Eastvale is proud to announce that we’ve currently been ranked in the top 25th percentile as one of the safest cities in the U.S! This report was taken from a recent study conducted by the Safe Homes organization, entitled the 101 Safest Cities in America.

“We are proud that the City of Eastvale is ranked as one of the safest places to live, work, and play. Safety remains a top priority for the City Council. We will continue to prioritize public safety in order to maintain a high quality of life in our community,” Mayor Clint Lorimore comments. Local citizens have also commented, and are equally impressed with this news as well. “This is a real accolade for our city, and I’m happy to say that I’m not surprised Eastvale was awarded this ranking, as it’s an extremely safe community,” local resident Jessica Alvarez states.

Among Eastvale’s various milestones, this one is particularly significant as the Safe Homes organization considers multiple factors before assigning a safety score for a city. Safe Homes is an organization dedicated to making communities safer. Crime reports, population density, unemployment rate, income, and education levels, are only a few of the many factors Safe Homes takes into consideration before publishing their results. Jurupa Valley Sheriff Conducts Death Investigation

Eastvale – On February 28, 2018 at approximately 11:54 am, Eastvale deputies responded to Harada Heritage Park, located at 13099 65th Street, for a medical aid call. The first responders, Cal-Fire personnel arrived on the scene and reported that they found a 74-year-old Eastvale resident deceased in his vehicle. The vehicle was parked in the parking lot when they arrived.

Eastvale detectives responded to the scene and based on their preliminary findings a death investigation was promptly initiated. Eastvale Area Crime Recap: January 2018

 

INCIDENT: TORTURE/ CHILD ENDANGERMENT

WHEN: 1/14/2018

WHERE: 100 Block of Muir Woods Road, Perris, CA

 

Early Sunday morning on January 14, 2018, a 17-year old juvenile escaped from her residence situated in the 100 Block of Muir Woods Road, Perris and managed to call 911 from a cellular device she found inside the house.  The teenager claimed her 12 brothers and sisters were being held captive inside the residence by her parents and further claimed some of her siblings were bound with chains and padlocks.

When Police Officers from the Perris Police Department and Deputies from the Riverside County Sheriff’s Department met with the juvenile, she appeared to be only 10 years old and slightly emaciated.  After a brief interview with the female, they contacted 57-year old David Allen Turpin and 49-year old Louise Anna Turpin at the residence where the teenager escaped.

Further investigation revealed several children shackled to their beds with chains and padlocks in dark and foul-smelling surroundings, but the parents were unable to immediately provide a logical reason why their children were restrained in that manner.  Deputies located what they believed to be 12 children inside the house, but were shocked to discover that 7 of them were actually adults, ranging in age from 18 to 29.  The victims appeared to be malnourished and very dirty.  Perris Station Detectives were dispatched to the residence for further investigation.

All 13 victims, ranging from the age of 2 to 29, were transported to the Perris Station and interviewed.  Both parents were detained and transported to the station for further investigation.  Child Protective Services (CPS) and Adult Protective Services (APS) arrived to assist in the investigation.  The victims were provided with food and beverages after they claimed to be starving.

The six children were eventually transported to the Riverside University Hospital System (RUHS) for medical examinations and admitted for treatment.  The seven adult children were transported to Corona Regional Medical Center for an examination and admitted for medical treatment.

Both parents were interviewed in this matter and subsequently transported to the Robert Presley Detention Center (RPDC).  They were booked for violations of California Penal Code Section 206–Tortureand Section 273a(A)–Child Endangerment.  Bail was set at $9,000,000.00 each.

INCIDENT: DEPUTY INVOLVED SHOOTING

WHEN: 1/14/18

WHERE: 3900 block of Brotherton Street, Unincorporated Community of Home Gardens

 

At approximately 1:09 AM, deputies from the Jurupa Valley Sheriff’s Station responded to a report of a stabbing within the 3900 block of Brotherton Street.

After their arrival, the deputies eventually contacted two Hispanic male adults, both of whom suffered from stab wounds.  As the investigation unfolded, there was a deputy involved shooting with one of the two Hispanic male adults.  A handgun was located at the scene of the shooting.

The Deputies and emergency medical personnel rendered medical aid to both men at the scene, and both men were transported to an area hospital for additional treatment. The circumstances surrounding the stabbing, as well as the subsequent deputy involved shooting remain under investigation.  The names of the involved subjects will not be released at this time. The deputy involved has been placed on administrative leave per department policy. The involved deputy’s name will not be released at this time. No deputies or other citizens were injured during the incident.

INCIDENT: COMMERCIAL ROBBERY- ARREST

WHEN: 1/12/18

WHERE: 8000 block of Limonite Avenue, Jurupa Valley

DETAILS: On January 12, 2018, Jurupa Valley deputies responded to a robbery in progress call at a drugstore located at  the 8000 block of Limonite Avenue, Jurupa Valley.  Employees said the suspect stole cash and was armed with a crowbar.

Deputies saw a male matching the description of the suspect exiting the store. They pursued the suspect on foot to a nearby neighborhood, where he was apprehended with help from the Jurupa Valley K-9.

21-year-old Jurupa Valle resident, Jose Romero, was arrested and booked at Robert Presley Detention Center for robbery.

DETAILS: An 81-year-old female victim was robbed of her purse containing a large sum of money.  The incident occurred in her garage after the victim exited her car to walk inside the house.  As a result of the robbery, the victim received a non-life-threatening injury in which she was treated at a local area hospital.

INCIDENT: GRAND THEFT

WHEN: 1/9/18

WHERE: Eastvale

DETAILS: On January 9, 2018, at 1:04 p.m., a grand theft occurred at a business in the 12000 block of Limonite Avenue in the City of Eastvale. The suspect, who was identified as a 16-year old juvenile from the city of Rowland Heights, entered the business and stole a cellular phone valued at one thousand dollars. The juvenile fled the location in a white van south on the I15 freeway. A Deputy from the Riverside County Sheriff’s Department located the van traveling southbound on the I15 freeway and initiated a vehicle stop. The front passenger was identified as the juvenile that stole the cellular phone and was arrested. The stolen cellular phone was recovered and returned to the business. The juvenile was charged with grand theft and released to his parents.

INCIDENT: ATTEMPTED MURDER & ARSON

WHEN: 1/3/18

WHERE: 28000 block of Yosemite Place, Canyon Lake, CA

DETAILS: On January 3, 2018, a female resident of Canyon Lake was inside her house when she was startled by a loud thud, similar to an earthquake.  Seconds later, a wooden stake crashed through her living room window, followed by a burning road flare.  The flare ignited the interior of her house, burning the window blinds and carpet.  However, she quickly retrieved the device and threw it onto her driveway before any further damage occurred.

As the victim exited her house, she was confronted by her next-door neighbor; 45-year old David Brian Harry.  When the victim screamed at Harry to stop, he yelled several expletives and made vulgar comments about her.  At the same time, he ignited another road flare and set the victim’s wooden fence ablaze.  The victim was able to douse the flames with her garden hose before the house caught fire, but not before a portion of the fence was permanently damaged.

The victim called 911, so Harry fled in his pick-up truck, which appeared to have been lodged against the victim’s house.  Within minutes of the emergency call, police officers from the Canyon Lake Police Department engaged Harry, but he fled in his truck.  Officers and Riverside County Sheriff’s Deputies pursued Harry from Canyon Lake to Lake Elsinore, and then into the city of Corona, but he refused to yield to the emergency vehicles.

California Highway Patrol Officers assumed control of the pursuit and successfully disabled Harry’s truck tires on the 15-Freeway.  However, Harry continued to evade officers and led them on a slow speed pursuit on the 91-Freeway towards Orange County.

Harry’s vehicle eventually left the freeway near Featherly Park in Yorba Linda and came to rest near the intercounty bike trail.  Harry refused officers commands to surrender, but he was eventually placed under arrest after a brief struggle from resisting their attempts to detain him.

Canyon Lake PD Officers took custody of Harry and transported him to the Sheriff Department’s Perris Station for further investigation while CHP impounded his vehicle.  After Harry was interviewed, he was booked at the Cois Byrd Detention Center for Attempted Murder, Arson and Committing a Felony while out on Bail.  Bail for Harry was denied since he had committed virtually the same criminal act in April 2017, and had attempted to burn down the same residence at that time.

Notice of Intent To Adopt A Mitigated Negative Declaration For South Milliken Distribution Center Project

The City of Eastvale intends to adopt a Mitigated Negative Declaration (MND) for the “South Milliken Distribution Center” project (Planning Project No. PLN17-20013).  The proposed project site involves two parcels located on the northeast corner of South Milliken and State Route 60 off-ramp, in Eastvale, Riverside County, California (Assessor’s Parcel Numbers 156-030-001 and -002). Total area of the project site is approximately 15.8 acres.

The proposed project includes the following:

A General Plan Amendment from General Commercial Retail (CR) to Light Industrial (LI) for the entire project site consisting of two parcels totaling 15.8 acres; and

A Change of Zone from Scenic Highway Commercial (C-P-S) to Manufacturing Medium (M-M) for the northern parcel of approximately 12.5 acres; and

A Major Development Review for the development of an approximately 273,636-square foot warehouse building and associated site improvements.

An Initial Study (IS) was completed in accordance with the California Environmental Quality Act (CEQA). Based upon the information contained in the IS and pursuant to the requirements of CEQA, it has been determined that this project as proposed, revised, or mitigated will not have a significant impact on the environment. The approval of the project would incorporate a combination of project design features, standard conditions and requirements, and specific mitigation measures that will reduce any potential impacts to the environment to a less than significant level.

The project site is not on a list compiled pursuant to Government Code section 65962.5.

In accordance with CEQA Guidelines Sections 15702 and 15073, this public notice is posted to officially notify the public, public agencies, and responsible and trustee agencies that the required 30-day public review period is from Friday, January 19, 2018 to Tuesday, February 20, 2018.  Any written comments (via e‑mail or letter) on the IS/MND must be submitted to Kanika Kith, Project Planner, Eastvale Planning Department no later than 5:00 p.m. on February 20, 2018. Roosevelt vs. Centennial

Eastvale – A year removed from a five-game sweep over Centennial High School, Roosevelt High’s Varsity Basketball team finds themselves on the opposite end of the broom after falling to the Centennial Huskies, for a second time this season, with a 63-59 loss. With the win, Centennial all but ensured yet another Big VIII Boys’ Basketball League Title.

Neither team got off to a hot start, but Centennial emerged from the first quarter with a 4-point lead. Despite the score, it seemed as though Roosevelt was significantly outplayed in the first eight minutes of the game.

What was the key for Centennial? It was pressure and a lot of it. A full-court press forced Roosevelt into a number of predicaments and reckless plays ensued. The Mustangs tried their luck on passes across the width of the court, and sure enough, Centennial intercepted a number of the attempts. A key difference that separated the two teams was the Huskies’ ability to capitalize on turnovers whereas Roosevelt frequently came up empty-handed.

Roosevelt’s two biggest threats, David Agba and Jared Williams, fought a physical battle in the paint. Given the lack of opportunities on the perimeter, both players were force-fed the ball. Despite the attention they received from Centennial’s defense, Agba and Williams had productive days with 16 and 20 points respectively.

Guard DJ Davis proved to be the x-factor for Centennial; he was the player that separated the two teams. Arguably the best shooter on the floor, he stretched Roosevelt’s defense as they were forced to give him extra attention. He finished the night with three three-pointers and 24 points total.

While still competitive, the difference between this year’s Roosevelt team and last year’s couldn’t have been more evident. The departed duo of Matt Mitchell (San Diego State) and Jemarl Baker (Kentucky) haven’t been replaced. Jared Williams did his best Mitchell impression by doing damage from the paint and nailing a deep shot in the fourth quarter to give Roosevelt a temporary lead. However, the Mustangs don’t have a shooter who is a threat to score every time they touch the ball to replace Baker.

Fouls were an issue for both teams, but in the end, they hurt Roosevelt more. Two starters, Jared Williams and Brennon Wade, reached the five-foul limit in the fourth quarter and were forced to come out of the game. It was the ejection of Williams that was costliest. After his departure, Centennial went on a five-point run that gave them a 55-50 lead.

Four points was the difference between Roosevelt and Centennial on Friday night. The Mustangs made 14 of 19 free throws on the night for free throw percentage of 73.6%; Centennial made 19 of 25 free throws (76%). Fouls and missed opportunities was the story of the night for Roosevelt.

One can only hope the two teams will get a shot to play each other in the playoffs. Redemption is on Roosevelt’s mind, and there’s little doubt that if the inland powerhouses get one more chance to compete against each other, we’ll get to witness yet another instant classic.
