City Seeks Funding for Future Civic Center

Eastvale– The City of Eastvale recently submitted six FY 2024-2025 Congressional Directed Spending and Community Project Funding applications in hopes to fund the future Civic Center and other Eastvale projects. 

“If approved by Congress, the City of Eastvale will receive federal funds to support projects that enhance the quality of life of Eastvale residents,” stated a City news release.  

The news release also stated: “Through the annual federal government funding process, Members of Congress can request that spending be directed to specific projects within the districts in which they represent. This process is known as the Congressional Directed Spending (CDS) procedure in the Senate and the Community Project Funding (CPF) request in the House of Representatives. Each year, Senators and Congressmembers encourage state and local government agencies, tribal governments, and nonprofits to submit eligible funding requests for projects that benefit communities. Examples of eligible projects include, but are not limited to, construction of a new health clinic, planning for a flood protection project, renovation of a community center, or purchase of educational supplies.”

City staff submitted the following congressional funding requests for FY 2024-2025: 

  • Citrus Reimagined Project submitted to Congressman Calvert for $750,000
  • Eastvale City Hall submitted to Senator Butler for $8,000,000
  • Eastvale City Hall submitted to Senator Padilla for $8,000,000
  • Eastvale Library submitted to Congresswoman Torres for $6,000,000
  • Eastvale Police Station submitted to Congresswoman Torres for $6,000,000
  • Eastvale Public Safety Enhancement Program submitted to Congressman Calvert for $550,000

If these projects are approved for funding, they will have less of an impact on the city’s general fund. But if the requests are not approved, it will not prevent these projects from moving forward, according to the City.

“The City of Eastvale expresses its utmost gratitude to Senator Alex Padilla, Senator Laphonza Butler, Congressman Ken Calvert, and Congresswoman Norma Torres for the opportunity to submit funding requests,” stated the news release.

The City also thanked them for their “invaluable assistance and advocacy in support of these funding requests,” and ended with “Their commitment to our community is truly commendable.”

Family Fun At The Renaissance Festival

Eastvale– If you’re looking for a family fun day, you do not want to miss the Koroneburg Renaissance Festival in Eastvale. This annual festival will take place for four more weekends.

The Koroneburg Renaissance Festival is one of the only permanently built Renaissance Festivals in Southern California, and is the most interactive Renaissance experience around! They offer tremendous audience-participation content, giving you plenty to do and opportunities to learn about 1450-1600 A.D. history. The festival will have live performers, interactive demonstrations and games, music, German-inspired food, shopping of unique handmade items, and much more!

This festival has been around for 20 years, with the first festival taking place in 1998. “Entertaining families and friends for such a long time is a true privilege and a testament of our fantastic vendors, entertainers, and staff,” according to their website.

The Koroneburg Festival is a themed event that traditionally celebrates the artistic and cultural advancements made in Renaissance Europe. “Most festivals focus on England and Queen Elizabeth, but we do things a little differently at Koroneburg,” stated their website. “In honor of Johannesburg Gutenberg who made literacy and education accessible to all people with the movable type printing press, our event is set on the Rhine river on the border of France and Germany between 1450-1600.”

At this festival, you and your family will be welcomed by a community of people who are “passionate about entertaining, educating and creating amazing experiences that you can’t get anywhere else.” It is also not a requirement to dress in a costume, but some will dress up to join in on the fun!

The Koroneburg Renaissance Festival will be held at 14600 Baron Drive in Eastvale. They will be open on the following dates:

6 Arrested At Eastvale Checkpoint

Eastvale – On Friday. May 10, at the start of Mother’s Day weekend, the Riverside County Sheriff’s Department, Jurupa Valley Station, conducted a Driving Under the Influence (DUI) and Driver’s License checkpoint. Six people were arrested and 15 Field Sobriety Tests (FSTs) were conducted.

The checkpoint took place between 7 PM and 3 AM on Schleisman Road and Archibald Avenue. After 1,313 vehicles were screened, four people were arrested for driving under the influence of alcohol and two were arrested for driving with a suspended driver’s license. A total of 14 citations were issued for driving without a driver’s license and six vehicles were stored or impounded.

“DUI checkpoint locations are determined based on reported incidents of impaired driving-related crashes,” stated a Riverside County Sheriff’s news release. “The primary purpose of DUI checkpoints is to promote public safety by taking suspected impaired drivers off roads.”

“Impaired drivers put others on the road at significant risk,” Sergeant Ignacio Robles said. “Any prevention measures that reduce the number of impaired drivers on our roads significantly improves traffic safety.”

The Riverside County Sheriff’s Department reminds the public that impaired driving is not just from alcohol. “Some prescription medications and over-the-counter drugs may interfere with driving,” stated the release. “While medicinal and recreational marijuana are legal, driving under the influence of marijuana is illegal.”

First-time DUI drivers face an average of $13,500 in fines and penalties, as well as a suspended license.

Funding for this program was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

Eastvale – April is Distracted Driving Awareness Month and the Riverside County Sheriff’s Department (RCSD) wants to remind you to put safety in the driver’s seat. The RCSD Jurupa Valley Station stated they will be actively looking for drivers throughout the month who are in violation of the state’s hands-free cell phone law.

“In today’s fast-paced life, it is common to lose focus while driving,” Deputy Brian Parham said. “Distracted Driving Awareness Month is a crucial reminder that even a moment of inattention or a quick glance at the phone can lead to serious consequences. Let’s get off our apps and keep our eyes on the road. Before starting the car, silence your phone or put it in the glove box, trunk or back seat. Anywhere you can’t reach.”

A department news release stated that a 2023 California Statewide Public Opinion Survey determined that 74% of drivers’ biggest concern was distracted driving due to texting. “In 2021, there were at least 140 people killed in distracted driving traffic crashes in California. The numbers are also likely underreported because law enforcement officers may not always be able to tell that distraction was a factor in a crash.”

Residents should keep in mind that the current law states “drivers are not allowed to hold a phone or electronic communications device while operating a vehicle, even when stopped at a red light. This includes talking, texting or using an app. Using a handheld cell phone while driving is punishable by a fine and violating the hands-free law for a second time within 36 months of a prior conviction for the same offense will result in a point being added to a driver’s record.”

The news release stated that “if you have an important phone call, text or email, or are in a situation with other distractions, such as looking up directions, pull over to a safe parking spot to complete the task without putting yourself and others at risk. Other distractions can be eating, grooming, reaching for something that fell on the floor, putting on or taking off clothing, talking with passengers, or children in the back seat.”

“A driver’s focus should be on the road, not their phone,” Sergeant Rafael Lopez said. “That text, phone call, email or social media post is not worth the risk to yourself and other people on the road.”

Funding for distracted driving enforcement is provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

Marijuana Grow Found At Local Business

Eastvale – A Norco business was recently discovered to be housing the growth of illegal marijuana. 

On February 22, 2024, deputies assigned to the Norco Sheriff’s Station Special Enforcement Team served a search warrant at a business in the 600 block of Parkridge Avenue in the city of Norco. The search warrant was regarding a narcotics investigation, according to the Riverside County Sheriff’s Department. However, during the service of the search warrant, a large-scale illegal indoor marijuana grow was located.

“Approximately 1373 marijuana plants, thirty pounds of processed marijuana, and indicia of the sales of marijuana were located,” stated a Riverside County Sheriff’s Department news release.

“Duong Nguyen, 40 years old, Coung Nguyen, 38 years old, both residents of Santa Ana, and Khang Do, 41 years old, from the city of Fountain Valley, were arrested. Duong, Coung, and Khang were transported to Robert Presley Detention Center and booked on the charges of marijuana cultivation and marijuana sales.”

Eastvale – The city is always growing and that includes job opportunities too!

The City of Eastvale is looking for a Senior Engineer. “Our Senior Engineer will serve as a key member of the City’s Engineering Division and will contribute to the maintenance and operation of the City’s infrastructure by ensuring the safety and quality of streets, sidewalks, traffic signals, street lights, traffic signs and storm drain outlets,” stated the City. This position includes a 4-day work week, management leave, education reimbursements, and a salary of $103,463.52 – $146,191.32.

The city is also looking for an Administrative Specialist. “Our Administrative Specialist will serve as a key member of the City’s Building & Safety Division and will ensure that the permitting process for all of Eastvale’s residential, commercial and industrial properties are completed accurately and efficiently while providing excellent customer service,” stated the City. This position includes a 4-day work week, education reimbursements, and a salary of $38,532 – $54,446. If interested in either position, apply at www.eastvaleca.gov.

You can also apply to the Military Banner Program. The City of Eastvale is currently accepting applications until March 28, 2024. “The program was created to recognize and celebrate Eastvale residents or their immediate family members (spouse, parent, grandparent, legal guardian, child, or sibling) who are currently serving on active duty in the United States Armed Forces,” according to the city. 34 Citations Issued For Cell Phone Violations

Eastvale – The Riverside County Sheriff’s Department, Jurupa Valley station conducted a driving enforcement operation on January 24, 2024 and cited 34 drivers for hands-free cell phone violations.

“Despite repeated efforts to warn drivers about the hands-free cell phone law, some drivers continue to use their phones while operating a vehicle,” Riverside Sheriff’s Office Deputy Comstock said in a news release. “Our ultimate goal is to change behaviors that help make our roads safer.”

There has been distracted driving laws in California since 2008. “Under current law, drivers are not allowed to hold their phone or other electronic device while driving,” stated the Riverside County Sheriff’s Department (RCSD) news release. “This includes talking, texting, or using an app.”

If you use a handheld cell phone, you will be fined. However, if you violate the law a second time within 36 months of the first conviction, a point will be added to your record.

“If you have an important phone call or need to program directions, pull over to a safe parking spot,” stated RCSD. “Before driving, either silence your phone or put it somewhere you can’t reach.”

ERHS Principal Arrested

Eastvale – After an Eleanor Roosevelt High School (ERHS) teacher was arrested in 2023, an investigation determined the ERHS Principal allegedly didn’t follow mandated reporting laws and he was arrested in February 2024.

In April 2023, investigators with the Riverside County Sheriff’s Office, Special Victims Unit, received a report that a teacher was allegedly having inappropriate contact with students. The teacher was identified as Chad Costello, 44-year-old resident of Anaheim. Costello was hired in August 2021 as the ERHS Theater teacher but was placed on administrative leave in April 2023 when the allegations came to light. He was arrested on November 16 in the city of Anaheim and was booked into the Robert Presley Detention Center. According to Riverside County jail records, he is being charged with two felony counts of sexual battery, four misdemeanor counts of sexual battery for purposes of arousal, and four counts of misdemeanor annoying or molesting a child.

“An additional investigation was launched to determine if mandated reporting laws were followed correctly,” according to a Riverside County Sheriff’s Department (RCSD) news release. During the investigation, evidence was obtained that determined laws were not properly followed. “The investigation revealed that a school administrator, Greg Anderson, a 44-year-old resident of Eastvale, failed to report incidents to law enforcement,” according to the news release. Anderson was arrested on February 9 in the city of Eastvale, and he was booked into the Robert Presley Detention Center. Anderson was placed on administrative leave, according to a Corona-Norco Unified School District statement.

Road Project Nears Completion

Eastvale – The 2023/2024 Slurry Seal Project started in November and is now near completion. American Asphalt South performed pavement resurfacing on various residential streets throughout the city. Lane closures were implemented but one lane remained open at all times and traffic control signals were placed accordingly.

“We would like to extend our heartfelt thanks to our residents and visitors for their patience and understanding as All American South, Inc. has worked to finish this project,” stated the City in a news release. “As of now, the slurry application for the cape seal is complete and All American South, Inc. will return when the weather is warmer to finish slurry-seal-only areas and to repair defective areas.”

The City stated that they worked alongside a utility service provider to tackle repairs before the project was completed. “Our intention was to avoid cutting open freshly repaired streets for utility purposes, and this, paired with weather challenges, unfortunately delayed the project more than normal,” stated the City.

When this information was released, the Eastvale residents expressed their opinions about the project on the City’s Facebook page. Several said their street looked beautiful, while others said their street did not look complete at all, pointing out gravel and bumpy roads.

However, the City stated in their news release that the contractors are currently adjusting utility access covers, manhole covers, and giving the streets an additional sweep.  “If areas have been missed, rest assured our inspectors will be monitoring the streets in the coming weeks to see if any additional work needs to be done,” stated the City. “Once again, we appreciate your patience and will continue to monitor the project progress until our roadways are back in order,” they added.

Armed Robbery In Eastvale

Eastvale – Last month, an armed robbery occurred at a bank located in the 14000 block of Schleisman Road in Eastvale. Riverside Sheriff’s Jurupa Valley Station investigators responded to the scene.

During the investigation, they discovered that a similar robbery occurred on January 4 in the City of Chino Hills. Jurupa Valley investigators contacted investigators from the San Bernardino County Sheriff’s Department (SBCSD) Chino Hills Station regarding the similar incidents, according to a Riverside County Sheriff’s new release. “Based on the two investigations, SBCSD investigators identified the suspect as Aresh Narmaki, a 52-year-old resident of Chino Hills.”

SBCSD investigators served a search warrant at Narmaki’s home in the 6300 block of Blossom Lane of Chino Hills and Jurupa Valley investigators joined them. SBCSD Specialized Enforcement Division personnel arrested Narmaki at his home. “As a result of the search warrant, evidence related to both robberies was recovered,” according to the Riverside County Sheriff’s Department.

“Narmaki was subsequently booked into the West Valley Detention Center for armed robbery and has an additional charge of armed robbery being filed with the Riverside County District Attorney’s Office,” stated the Sheriff’s news release. “The joint investigation between RSD and SBCSD yielded a positive result and prevented Narmaki from continuing his robbery spree.”

City Council members shared in the celebration of Drybar’s grand opening ceremony.

On Dec. 14th, the City Council, City staff, and the Eastvale Chamber of Commerce all joined together to welcome Drybar to the Eastvale Gateway. “Drybar specializes in blowouts, hair styling, and hair care products,” stated the City. “Their growing product line is sold in stores like Sephora, Nordstrom, Ulta, and more. Olive Garden celebrated their grand opening with City Council and Chamber members.

Another exciting addition is Olive Garden, which is officially open in Eastvale. This month, the Eastvale City Council, City Manager, and staff attended the Chamber’s ribbon cutting ceremony alongside many residents and visitors. “The City is so excited to welcome such a beautiful establishment to Eastvale,” stated the City. “Thank you to all that attended and thank you to SD Images for the photos.” Stop by Olive Garden at 12555 Cantu-Galleano Rach Road from 11:00 a.m. to 10:00 p.m. today.

There is also construction all throughout the city. American Asphalt South is performing pavement resurfacing on various residential streets throughout the city from November 8, 2023 to January 31, 2024 from 8 am to 5 pm. The City advises that residents please stay off of road areas that are coned off as driving on incomplete roads will ruin the resurfacing. The Limonite Gap Closure Project is also well underway and making incredible progress. The project completion date is the end of next year, according to the City.

In addition, the Hamner Avenue Project is still underway. Crews continue construction on the southbound eastern bridge span. New Mayor and Mayor Pro Tem

Christian Dinco was chosen as the new Mayor of Eastvale and Mike McMinn was appointed as the new Mayor Pro Tem.

Eastvale – A new Mayor and Mayor Pro Tem was selected at the last City Council meeting. Christian Dinco was chosen as the new Mayor of Eastvale and Mike McMinn was appointed as the Mayor Pro Tem.

They will replace previous Mayor Todd Rigby and Christian Dinco as Mayor Pro Tem, who both served one year.

“The City’s five Councilmembers are elected by district and serve four-year staggered terms,” stated the City. “The Mayor is selected by the Council to serve a one-year term.”

“Congratulations to both on this significant achievement and thank you Todd Rigby for your dedicated service to our community!” added the City.

Eastvale Gets Its Own ZIP Code

Eastvale – After months of advocacy, the City of Eastvale will now have its own ZIP code! The “United State Postal Service has revised the 92880 ZIP code to accurately register as Eastvale, California starting January 1, 2024,” according to a City news release.

“This change not only reflects the growth and vibrancy of our community but also ensures that our residents receive the attention and service they deserve,” stated Councilman Todd Rigby when he was Mayor of Eastvale.  “This redesignation is a testament to the collaborative efforts of our residents, businesses, and local, state, and federal government. As a city, we are proud of this significant milestone and appreciate everyone that made this possible,” said Rigby.

Congresswoman Norma Torres shared her excitement in a news release, “When we work together on behalf of Inland Empire families, we can get great things done. When I first began representing Eastvale in Congress earlier this year, I constantly heard from my new constituents about the numerous problems posed by the lack of an accurate zip code for the city. With proper recognition under the 92880 zip code, confusion will be reduced for families, seniors and small businesses. I thank Congressman Calvert and Senator Padilla for partnering with me to secure this change and deliver results for our constituents,” said Congresswoman Torres. 

“I have been working jointly with the city of Eastvale and my colleagues in Congress to advocate for overdue changes in the way the US Postal Service identifies Eastvale and its Zip Codes,” stated Congressman Ken Calvert. “The approval of the last line change in addresses, which will now identify Eastvale as the preferred last line city for the 92880 Zip Code, is a positive step forward for city residents and businesses. I will continue to work with the city and my colleagues to address outstanding Zip Code issues impacting the city,” said Congressman Calvert. 

A City news release stated: “The city will remain home to ZIP codes 92880 and 91752, but legislation H.R. 696 and H.R. 860 were introduced in Congress earlier this year and hope to mitigate the issue. In the meantime, our legislators and the City will celebrate this step in the right direction.”

Eastvale—In the last month, there were several crime incidents in the surrounding areas of Eastvale.

On September 23, Eastvale SET deputies located a fugitive wanted for human trafficking and a multitude of other violations related to human trafficking. “A search of his car revealed blank federal checks, fraudulent credit cards, personal checks and equipment used to print fraudulent checks,” stated the Jurupa Valley Sheriff’s Department. He was sent to jail and the Federal Government was notified.

Incident: Fatal Traffic Collision

Date: September 24, 2023

Location: Jurupa Valley

Details: On September 24, 2023, at 8:46 pm, deputies from the Jurupa Valley Station received a call of a major injury traffic collision on Van Buren Boulevard, north of 56th Street. Deputies, along with paramedics from Cal Fire, responded and located a single-vehicle traffic collision with a horse. The driver was pronounced deceased at the scene by Cal Fire personnel. The horse was also located deceased. The Jurupa Valley Traffic Investigation Team responded and assumed the investigation, which is ongoing. The driver’s name is being withheld pending next of kin notification. Incident: Fatal Traffic Collision

Date: September 23, 2023

Location: Jurupa Valley

Details: On September 23, 2023, at 3:03 a.m., deputies from the Jurupa Valley Sheriff’s Station received a call of a major injury traffic collision on Mission Boulevard just east of Wineville Road. Deputies and paramedics from Cal Fire responded and located a severely injured pedestrian in the roadway who had been struck by a vehicle. The pedestrian was pronounced deceased at the scene. Jurupa Valley Traffic Investigation Team responded and assumed the investigation.

A preliminary investigation revealed the vehicle was traveling eastbound on Mission Boulevard when the pedestrian stepped out into the roadway, crossing into eastbound lanes of traffic, and was struck by the vehicle. It is unknown at this time if drugs or alcohol were a factor in the collision. The driver and sole occupant of the vehicle was uninjured. The driver remained at the scene of the collision and was cooperative with the investigation.

The decedent’s identity will be released by the Riverside Sheriff’s Coroner Bureau upon next of kin notification. This is an ongoing investigation; no further details are available at this time.

Incident: Fatal Traffic Collision

Date: September 22, 2023

Location: Jurupa Valley

Original Report Details: On September 20, 2023, at 3:28 p.m., deputies from the Jurupa Valley Sheriff’s Station responded to the 5000 block of Mission Boulevard in the city of Jurupa Valley regarding a major traffic collision involving a vehicle versus a pedestrian. Deputies arrived and located the victim in the roadway. The victim was pronounced deceased at the scene. Deputies learned the suspect fled the area in a white 2012 Toyota Corolla, which sustained significant damage to the front passenger side hood, the fender, and the windshield. Deputies conducted an extensive search for the suspect and the vehicle but could not locate it.

The Jurupa Valley Sheriff’s Station Traffic Collision Reconstruction Team responded to the location and assumed the investigation. There is no suspect in custody, and it is unknown if alcohol and/or drugs were a factor in the collision. The victim has been identified as 42-year-old Jamie Pruitt of Jurupa Valley.

This is an ongoing investigation, and Jurupa Valley Sheriff’s Station is seeking the public’s assistance in locating the white 2012 Toyota and identifying the suspect driver. Anyone with information on this case is encouraged to contact Deputy Robert Packer at the Jurupa Valley Sheriff’s Station by calling (951) 776-1099. 

Updated Details: On September 22, 2023, deputies assigned to the Jurupa Valley Station served a search warrant in the 2800 block of Armstrong Road, Jurupa Valley. During the service of the search warrant, the vehicle was located and impounded. The search warrant also lead to information regarding the identity driver of the vehicle at the time of the collision.

On September 23, 2023, the suspect, Jose Manuel Aguilar-Acosta, a 23-year-old resident of Jurupa Valley turned himself into deputies at the Jurupa Valley Station and was arrested. Aguilar-Acosta was accompanied by Erika Guevara, a 24-year-old resident of Jurupa Valley who was also arrested. Aguilar-Acosta was booked into the Robert Presley Detention Center on one count of gross vehicular manslaughter and one count of fleeing the scene of a traffic collision involving death. Guevara was also booked into the Robert Presley Detention Center on one count of being an accessory after the fact.

West Nile Virus in Eastvale

Eastvale – West Nile virus was recently detected in the City of Eastvale. Northwest Mosquito and Vector Control District (NWMVCD) recently reported detections of West Nile virus in 17 dead birds and 8 mosquito samples throughout Eastvale, according to a City news release.

An infected mosquito can transmit West Nile virus to humans and animals with a mosquito bite. Approximately 20% of humans will be infected with “mild symptoms such as fever, headache, and body aches,” stated the City news release. “Less than 1% of individuals develop serious neurological illness.” Anyone with symptoms is advised to contact their healthcare provider.

The City of Eastvale and Jurupa Community Services District (JCSD) are working together with NWMVCD to “educate residents on virus symptoms, transmission, source reduction, and prevention,” stated the City. The information below was provided in the City news release.

NWMVCD recently performed a wide area adult mosquito treatment between the areas of Scholar Way, the 15 freeway, Riverboat Drive, and Limonite Avenue to lower the mosquito population affecting residential areas.

The district treated these areas with Aqua-Reslin (EPA Reg.# 432-796) due to the increased West Nile virus activity. NWMVCD’s primary focus is the treatment of immature mosquito larvae which happens in stagnant water. Residents are advised to dump any standing water on their property to limit mosquito breeding.

In the meantime, the City of Eastvale, the Jurupa Community Services District, and the Northwest Mosquito and Vector Control District urge you to protect yourself from mosquito bites using the following methods:

  1. Use insect repellent: Use a Centers for Disease Control approved insect repellents such as DEET, picaridin, IR3535, and oil of lemon eucalyptus. Make sure to use insect repellents according to the product label.
  2. Dawn and dusk: Dawn and dusk are peak mosquito-biting times for many mosquitos. Consider rescheduling outdoor activities to avoid those times.
  3. Clothing: Wearing long sleeves, long pants, and socks when outdoors can reduce exposure to mosquito bites.
