Marijuana Legal, DUI NOT

On January 1, 2018 Marijuana became legal in the state of California. Driving under the influence will be revamped and revised for years to come. If you just think back about how many times it was revised and revamped for alcohol over the years you can imagine how many times the DUI laws will be revisited and revised for Marijuana. Up until now you didn’t get a DUI or even a ticket unless you physically had some in your possession. Marijuana can stay in your system for up to 30 days so they didn’t really have a reliable test to determine if you were high at the time. Well as they say, “be careful what you wish for” because you can bet your last dollar they will be figuring that out now, and again later, and again, and again and so on.  Below is some information provided by the Los Angeles County Sheriff’s Office that is the beginning of the saga that is coming to a vehicle near you.

In recent years, California has seen a disturbing increase in drug-impaired driving crashes.  Los Angeles County Sheriff’s Department supports the new effort from the Office of Traffic Safety that aims to educate all drivers that “DUI Doesn’t Just Mean Booze.”  If you take prescription drugs, particularly those with a driving or operating machinery warning on the label, you might be impaired enough to get a DUI.  Marijuana can also be impairing, especially in combination with alcohol or other drugs, and can result in a DUI.

Studies of California drivers have shown that 30 percent of drivers in fatal crashes had one or more drugs in their systems. A study of active drivers showed more tested positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent). Of the drugs, marijuana was most prevalent, at 7.4 percent, slightly more than alcohol.

Drivers are encouraged to download the Designated Driver VIP, or “DDVIP,” free mobile app for Android or iPhone.  The DDVIP app helps find nearby bars and restaurants that feature free incentives for the designated sober driver, from free non-alcoholic drinks to free appetizers and more.  The feature-packed app even has social media tie-ins and even a tab for the non-DD to call Uber, Lyft or Curb.

Drivers caught driving impaired can expect the impact of a DUI arrest to include jail time, fines, fees, DUI classes, license suspension and other expenses that can exceed $10,000 not to mention the embarrassment when friends and family find out.

The Los Angeles County Sheriff’s Department will be conducting other DUI/Drivers License Checkpoint and DUI Saturation Patrol in the future in our ongoing commitment to lowering deaths and injuries upon our streets and highways.

The checkpoint was funded by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration, reminding everyone to ‘Report Drunk Driver – Call 9-1-1’.

AS A DRIVER, PLAN AHEAD WITH THESE TIPS:

Arrange rides home for your friends, family, co-workers and yourself before the drinking begins

Identify and provide free non-alcoholic drinks or other promotional items to the Designated Driver

Party hosts and servers must limit drinks to your guests or patrons. Don’t serve more than one or two over several hours.

Cut back on the amount of drinks you plan to bring to the party – and provide plenty of food.

 

Eastvale Area Crime Recap Dec 2017

INCIDENT: HUMAN TRAFFICKING OF A MINOR- MULTIPLE SUSPECTS ARRESTED

WHEN: 12/5/2017

WHERE: 10700 block of Magnolia Ave., Riverside

On Tuesday, December 5, 2017, members of the Riverside County Anti-Human Trafficking Task Force (RCAHT), received information from the Orange County Human Trafficking Task Force as to the potential whereabouts of a missing female juvenile. The child was identified as a 15-year-old runaway from the Fresno area. The child, who had been missing for the past month, was later found to have been posted for prostitution in numerous online classified advertisements. Over a four-week timespan, as many as 22 separate advertisements depicting the child were located in the counties of Fresno, Los Angeles, Orange, San Diego, and Riverside.

RCAHT Task Force Officers, working cooperatively with the Riverside Police Department’s Vice Unit, located a recent prostitution posting that appeared to depict photos of the missing child. Officers, acting in an undercover capacity, replied to the advertisement posing as a prospective sex buyer and negotiated for an act of prostitution. This led officers to a motel in the 10700 block of Magnolia Avenue in the city of Riverside where the child victim was located and taken into protective custody. Also, present and detained at the location were three adults who were in the accompaniment of the minor.

As a result of the investigation, all three adults were ultimately arrested and booked into the Robert Presley Detention Center in the city of Riverside. The adults were identified and charged as follows:

  • Gabriella Ann Alvarado, 18, a resident of Fresno. Alvarado was booked on charges of human trafficking of a minor and pimping of a minor.
  • Ramon Avina Chavez, 20, a resident of Fresno. Chavez was booked on charges of human trafficking of a minor, pimping of a minor, and several charges related to his possession of a loaded, concealable firearm with obliterated serial numbers.
  • Alicia Monet Thao, 21, a resident of Viola. Thao was booked on charges of human trafficking of a minor and pandering.

All three suspects remain in-custody and bail for each has been set at $500,000.00. 

 

 

INCIDENT: ANNIVERSARY OF UNSOLVED, FATAL, HIT AND RUN TRAFFIC COLLISION

WHEN: 12/22/2016

WHERE: City of Norco

In the early morning hours of Thursday, December 22, 2016, Michael James Horton, a resident of Norco, was walking on Hamner Avenue, in the city of Norco, when he was fatally struck by a vehicle. The driver of the vehicle fled the scene without stopping to render aid to Mr. Horton and did not call 911. Unfortunately, Mr. Horton succumbed to his injuries. One year later, this fatal hit-and-run traffic collision remains unsolved.

The Jurupa Valley Station Traffic Team and the Norco Sheriff’ Office is hoping to solve this case and bring closure to the family of Mr. Horton. This can only be done if someone is willing to do the right thing and come forward with information that will solve this case. The Norco Sheriff’s Office is asking for someone to come forward with a credible tip, or to admit they were the driver of the vehicle that night.

INCIDENT: IN-PROGRESS RESIDENTIAL BURGLARY- SUSPECT HELD BY VICTIM

WHEN: 12/8/2017

WHERE: 5300 Block of Riverview Dr., Jurupa Valley

DETAILS: A 63-year-old victim called to report that her 70-year-old husband went outside to check on their residence after hearing what they believed to be someone breaking into their home in Jurupa Valley. The 70-year-old husband armed himself with his legally owned firearm and went outside to investigate. He found a suspect who was armed with a crowbar, trying to break inside their home. The 70-year-old victim held the burglar at gunpoint until deputies arrived. Deputies arrived within four minutes and arrested 34-year-old Jose Rodriguez of San Bernardino, for burglary, possession of burglary tools, and an outstanding arrest warrant. Rodriguez was booked at the Robert Presley Detention Center. We’re asking anyone with information about this incident to contact Deputy Hughes or Deputy Angeles at (951) 955-2600.

 

INCIDENT: ATTEMPTED MURDER

WHEN: 12/10/2017

WHERE: 9000 block of 54th Street Drive, Jurupa Valley

DETAILS: On Sunday, December 10, 2017, about 2:50 p.m., deputies from the Jurupa Valley Police Department were dispatched to a residence located in the 9000 block of 54th Street, in the city of Jurupa Valley, reference a report of gunshots being fired.

Upon arrival, deputies located a male victim who had sustained life threatening gunshot wounds. Deputies and CAL-Fire personnel rendered immediate medical aid and the victim was transported to a local hospital for treatment. The crime scene was secured and investigators from the Jurupa Valley Station responded.

A search warrant was served at the residence and additional investigation identified the suspect in the case. Jurupa Valley Station investigators worked with the San Bernardino County Sheriff’s Department to locate and arrest the suspect in the 2000 block of West Ogden Street, in Muscoy.

The suspect was identified as Roberto Cavarrubias, a 57-year old resident of Jurupa Valley. Robert Cavarrubias was booked into the Robert Presley Detention Center and charged with Attempted Murder (Penal Code 664/187). The investigation is continuing. INCIDENT: ROBBERY OF A UNITED STATES POSTAL CARRIER

WHEN: 12/9/2017

Update 12-12-2017:

The suspect vehicle in the robbery was seen on video surveillance, leaving the area.

Suspect Vehicle: Late 1990’s-Early 2000’s, Ford Expedition, white in color, tinted windows, black roof rack, and silver five star rims.

Details:

On Saturday, December 9, 2017, about 2:45 p.m., deputies from the Jurupa Valley Police Department were dispatched to the 6300 block of Williams Ave., in the city of Jurupa Valley, reference a robbery.

Upon arrival, deputies located a United States Postal Office employee, who had been robbed of several packages prior to delivering them. During the robbery, a female suspect approached the victim and handed a letter addressed to “Santa Clause North Pole.” While the victim looked at the letter, the suspect sprayed the victim with an unknown aerosol chemical irritant. A male suspect also approached and physically assaulted the victim, while the female suspect removed packages from the victim’s vehicle. The suspects were last seen fleeing the scene in an early 2000 model, white Ford Explorer. The victim was transported and treated at a nearby hospital.

The suspects were described as follows:

Suspect #1: WFA, about 30 years of age, 5’05” in height, thin build, dark colored hair to mid back, last seen wearing a black t-shirt and black spandex.

Suspect #2:   WMA or HMA, about 45 years of age, 5’08” in height, about 190 pounds, last
seen wearing a black baseball cap, black t-shirt and blue jeans.

Suspect Vehicle: Early 2000’s, white in color, Ford Expedition

INCIDENT: RESIDENTIAL “CAT” BURGLARY/ OFF-DUTY OFFICER INVOLVED SHOOTING

WHEN: 12/23/2017

WHERE: 6400 block of Caxton St., Eastvale

On December 23, 2017, around 1:37 p.m., deputies from the Jurupa Valley Station, assigned to the contract city of Eastvale, responded to a report of a burglary and shooting that just occurred in the 6400 block of Caxton Street, Eastvale. Deputies arrived on scene and met with the homeowner, an off-duty Pomona Police Officer. Two residents were inside the home, when they heard several subjects inside the residence. The off-duty officer armed himself and confronted two suspects in an upstairs room. After confronting the suspects at gunpoint, the victim fired several times at one suspect after the homeowner feared for his life. All of the suspects fled the residence and remain outstanding.

Deputies received information from the victims and neighbors who described the suspects as three Black male adults, 18-28 years, thin to medium build, who fled in a gray Hyundai. Additional deputies and investigators from the Jurupa Valley Station arrived to secure the scene and canvas the surrounding areas. Investigators from the Central Homicide Unit responded and assumed the investigation. During the investigation, investigators found signs of forced entry into the residence.

Three Roosevelt Athletes Sign Early With D1 Schools

Eastvale – Roosevelt high school, in Eastvale, had 3 students from their varsity football team sign early letters of intent on December 21 the theater on campus. There were between 700-1000 people in attendance and Coach Tommy Leech was the master of ceremonies for the day. Jeremy Moussa, played quarterback for the Mustangs and signed with Hawaii. Head coach Tommy Leach said, “Jeremy had multiple offers, but ever since Hawaii came to see him I kept hoping for him to go there”. Leach said that when they first saw him throw the football ball they loved him. Hawaii told me “he can really sling the ball” Leach said. Chase Williams played both ways for Mustangs; he played both wide receiver and defensive back. Leach said, “When I arrived at the school to coach two years ago I asked Chase if he wanted to play defensive back or wide receiver”. Chase said “I am a wide receiver coach”. Leach asked him while he was on the stage, “What position do you play now”, “defensive back coach”, answered Williams. Chase had committed to Nebraska earlier in the year but when their coach, Mike Riley, was terminated Chase terminated his commitment to them in the face of uncertainty. Chase didn’t tell anybody what his choice would be until signing day. He presented everybody in attendance with his decision by revealing a USC shirt after a 10 second countdown.  Andrew Koch played defensive end in high school but signed with Utah State to play offensive line. Leach said that Koch “loves to grind and told his college coach that he wouldn’t wait until the fall to go to school because he wanted to start the grind as soon as possible”. Leach praised each of them, Chase and Andrew, for “keeping an open mind about positions to give each of them the best opportunity possible to play at a great school. Leach gave high praises to all three young men for their commitment to the team, the school and their future. Leach said, “each one of these young men showed exceptional leadership abilities and desire to be the best example they could be to all the other players on the team. Fox news was in attendance along with the press enterprise and other publications. The Mustangs had a winning season this year and these three guys were a huge part.

I want you to know that every NEW year is a NEW beginning. NEW means not existing before, made, introduced, discovered recently or for the first time.”  What is it in your life that will be discovered for the first time?  A new attitude, outlook a job, career or potential you never saw before.

It is interesting that in Corinthians Paul says if you are in Christ you are a NEW creation. That is saying, if you truly want to keep the NEW, we need to keep Jesus in our life.  If you keep failing at your resolutions or they never come to pass it might be because Christ is not in them. When we put Christ first, our plans change to HIS plans. That is where true NEW comes from. If you want the NEW it is time to ask the question. Am I IN CHRIST? Which means, do I believe or will I BE LIVING for Christ? Jesus promises, as Paul states that the OLD is GONE. This means we can change. We can have a NEW perspective, outlook and future only found in CHRIST. It is time to let Jesus in your life and do what I always encourage everyone to do.  LET GO and LET GOD>>>>> in every area of your life. Then you will see the NEW.  HAPPY NEW YEAR and may it be a truly lifechanging one for you and your loved ones.

Attempted Robbery – Arrest in Eastvale

On January 16, 2018, Eastvale deputies responded to a robbery call at a yogurt shop located at the 6900 block of Hamner Ave., Eastvale. An employee stated a suspect entered the rear of the shop and demanded yogurt and money. The suspect was unarmed. The employee ran out the entrance of the shop and a customer called 911 to report the incident. The suspect left the area on foot, without cash or yogurt. The suspect was not located by deputies at that time.

On January 17, 2018, Eastvale deputies responded to a suspicious person call at the 13000 block of Schleisman Road. A subject was detained by deputies that matched the description of the suspect of the attempt robbery. The subject, 26-year-old Eastvale resident, Chibuikem Ibekwe, was later identified as the suspect of the attempt robbery. Ibekwe was arrested and booked at the Robert Presley Detention Center for attempt robbery.

Eastvale To Boost Police Patrols

Eastvale – The Eastvale City Council voted to amend it’s contract with the Riverside Sheriff’s Department (RSO), which will increase police presence to 10 deputies a day. The city council voted last month to also add an additional motorcycle officer which will increase traffic enforcement.

“Amendments to the Riverside County Sheriff’s Department contract to increase staffing have been something that the city has done in a very incremental and conservative manner due to the negative impacts of the loss of our vehicle license fee revenue,” said Michele Nissen, City Manager for Eastvale.

Unfortunately, there is a waiting period for this to take effect due to the county-wide staffing shortage at RSO. City Manager Michele Nissen told the council at last month’s meeting it could take up to a year before the deputies are available. They have to recruit, hire, train, and deploy more officers, she said. But city officials are working on speeding up the process somehow.

The new cost could take about another $1 million dollars a year, but final costs are still being calculated. With the retail growth since the city’s incorporation in 2010, the city the sales tax revenue would contribute to these expenses. The city gets 1% of all sales tax generated from businesses within the city. This goes to the general fund. This is why it’s important to shop within city limits.

“Due to the passage of SB130 and the return of VLF revenue, we will now be able to revisit our law enforcement contract as was discussed during the fiscal year 17/18 budget workshops,” added Nissen. That source of revenue is the $4.3 million boost the city will receive from the vehicle license fee (VLF). The VLF funds were taken away by a last minute legislative bill from the governor a few years ago. The bill took away VLF funds from Eastvale and three other new cities. The city rallied and successfully reversed that bill and the state agreed to return the funds. VLF funds are paid in 2 bi-annual installments and it trails property tax so it’s paid in late January and late May (50% payment and then another 50%, totaling the $4.3M listed in the staff report). Sacramento isn’t returning any funds they already took ($19.3M from Eastvale) but they are going to start paying us our “fair share” of VLF revenue like all the other cities in CA. We will be treated equitably now, Nissen said.

“The City still lost approximately $19.3M which will not be returned but at least we will have VLF revenue moving forward which will allow us to better address the needs of our growing city,” added Nissen. The city now contracts for 90 patrol hours per day. The new agreement will be from 90 hours to 100 hours per day. PLUS a motorcycle officer, which is a dedicated position, and will be an addition to the 10 hours added.

To increase traffic officers and increase patrols has been a huge concern for the city and residents. Now that the city has been successful with so many retail developments (see “here we grow again” story on www.anapr.com) city services will be able to increase.

The city of Eastvale has contracted with RSO for police services since their incorporation. Without contracting with RSO to provide police services, the city would have to create their own police department. Cities like Corona, Chino, West Covina, Baldwin Park, and Los Angeles have their own police departments. Eastvale, like Jurupa Valley, Chino Hills, Diamond Bar, and Walnut all are considered “contract cities” and subcontract with county Sheriff departments. At this point, creating a city police department would not be a viable option for Eastvale.

Off-Duty Officer Shoots At Burglary Suspects

Eastvale – An off-duty city of Pomona police officer, an Eastvale resident, opened fire at one of three men who broke into his home Saturday afternoon, Dec. 23. All three alleged suspects managed to escape unharmed after the shooting. The incident happened on the 6400 block of Caxton Street, south of Limonite Avenue and east of Hamner Avenue, in Eastvale.

The Riverside County Sheriff’s deputies from the Eastvale Police Station responded to the home invasion at about 1:37 p.m. The deputies responded to a 911 call reporting a burglary and a shooting that had taken place at the off-duty officer’s home, Riverside Sheriff’s Sergeant Ben Ramirez explained after the incident.

When deputies arrived at the location, they spoke with the off-duty officer and he advised them that he and another person were inside the home when they heard several subjects moving around inside the house.

It was reported that Ramirez said, “The off-duty officer armed himself and confronted two suspects in an upstairs room.” Reports show that the officer confronted the suspects at gunpoint, and fired several times at one of the suspects.  It is believed that all 3 of the suspects were able to flee the home unharmed.

Additional deputies and investigators were brought in from the Jurupa Valley Station and secured the scene and canvassed the surrounding neighborhoods in search of the three alleged burglars.

The three suspects were described to investigating deputies by other residents as three black men between the ages of 18-28 years, with thin to medium build. The three men reportedly were seen driving away from the area in a gray Hyundai.

Due to the extenuating circumstances, investigators from the Sheriff’s Central Homicide Unit responded to the scene and assumed the investigation. Investigators found signs of forced entry into the residence during their investigation. The shooting investigation is still an active and ongoing investigation.

Joy vs Happiness

Joy isn’t like happiness which is based upon happenings or whether things are going well or not. No, joy remains even amidst the suffering. Joy is not happiness. Joy is an emotion that’s acquired by the anticipation, acquisition or even the expectations of something great or wonderful. It could be described as exhilaration, delight, sheer gladness, and can result from a remarkable success. You can even find joy in a unmet expectation, or a letdown, if you determine in your heart to not let situations get the best of you and keep your positive outlook and continence, graduation but the definition of joy that the world holds is not nearly as amazing as biblical joy, but joy is also a gift.

During my time in ministry, which coincidentally also holds some of the most devastating moments of my life I found that the only way God can get the best out of me is when I receive his joy for me and stay in that vein. I am quickly reminded through the times when God showed how real he is and how he carried me out of tough times and even had has hand on me during the incredible times. When I think of those times, and the beauty that only God can make from this life that I clearly messed up more than anyone can I feel this overwhelming peace that passes all understanding and this strong confidence that God is in total control and excitement about possibilities and unknown futures…that’s Joy. It’s contagious and it brings the scripture “the joy of the lord is my strength” to life. (Nehemiah 8:10)

So instead of looking for happiness this year I will live in the joy. Letting it grow in and through me and who knows? Let’s see what happens what God can do with someone with everlasting joy in their heart, or compromising happiness that is fleeting.

INCIDENT: Deputy Involved Shooting

Incident Date: December 4, 2017

Incident Location: Bellegrave Avenue and Van Buren, Jurupa Valley

On Monday, December 4, 2017, at approximately 12:00 PM, a deputy from the Jurupa Valley Sheriff’s Station responded to the area of Bellegrave Avenue and Van Buren, in the city of Jurupa Valley, reference a previously reported stolen vehicle.  The deputy responded to the area, located the occupied stolen vehicle, and attempted to conduct a traffic enforcement stop.Details:

During the traffic stop, the suspect reversed the stolen vehicle into the patrol unit several times and a deputy involved shooting occurred.  A vehicle pursuit ensued, and a short distance later, the suspect exited the vehicle and fled into the river bottom area near Riverdale Place.  During that time, the suspect ignited the stolen vehicle as well as vegetation in the river bottom.  Cal-Fire/Riverside County Fire responded and assisted Riverside City Fire with the vegetation fire.  Fire personnel continue to work on extinguishing the fire.

With the assistance of the Riverside Police Department, the suspect was located, a brief struggle ensued, and the suspect was arrested.  Two officers with the Riverside Police Department sustained minor injuries as a result of this arrest.  The suspect was transported to a local area hospital for a medical evaluation.  No citizens were injured during the incident.  The deputy involved in the incident was taken to a local area hospital as a medical precaution.  Investigators from the Riverside County Sheriff’s Departments Central Homicide Unit responded and assumed the investigation.

The suspect was identified as Clinton Althizer, 40 of Jurupa Valley.  After receiving a medical evaluation he was booked into the Robert Presley Detention Center, in the city of Riverside, for assault with a deadly weapon on a peace officer, vehicle theft, possession of stolen property, attempted assault on a peace officer, evading, and arson.

The deputy involved in the shooting has been placed on administrative leave per Department policy. The involved deputy’s names will not be released at this time.  The Riverside County Sheriff’s Department encourages anyone with information regarding the incident to contact Central Homicide Unit Investigator Stoyer at (951) 955-2777.

 

 INCIDENT: VEHICLE THEFT ARREST OF WANTED GANG MEMBER

WHEN: 11/28/2017

WHERE: 5000 Block of Poinsettia Place, Jurupa Valley

On Tuesday, November 28, 2017, about 4:06 p.m., officers from the Region 7, Riverside County Regional Gang Task Force conducted a traffic enforcement stop on a reported stolen vehicle in the 5000 Block of Poinsettia Place, in the City of Jurupa Valley. During the subsequent theft investigation, officers learned a wanted criminal street gang member was in possession of additional stolen vehicles in the Jurupa Valley area. Regional Gang Task Force officers located and contacted Levi Aguirre, a 22-year-old resident of Jurupa Valley, in the 5000 block of Collins Avenue. Aguirre was being sought for two active felony vehicle theft warrants in San Bernardino County.  The on-going vehicle theft investigation linked Levi Aguirre to two additional stolen vehicles.  Aguirre was arrested and booked into the Robert Presley Detention Center for the following charges: Two outstanding felony vehicle theft warrants out of San Bernardino County, Three Vehicle Thefts in Riverside County, Vehicle theft with several prior convictions, Felony probation violation.

 

INCIDENT: FATAL TRAFFIC COLLISION INVESTIGATION

WHEN: 11/17/2017

WHERE: Galena Ave. & Avon St., Jurupa Valley

On Friday, November 17, 2017 at 5:23 p.m., officers assigned to the Jurupa Valley Police Department responded to the area of Galena Avenue and Avon Street, regarding a major-injury traffic collision.  The preliminary investigation revealed a vehicle traveling westbound on Galena Avenue stuck a pedestrian who was crossing Galena Avenue, just west of Avon Street. The pedestrian was pronounced deceased on scene by paramedics.  This investigation is ongoing, but alcohol and/or drug impairment does not appear to be a factor in this collision.The Jurupa Valley Police Department’s Traffic Collision Reconstruction Team responded to the scene to conduct this investigation.  This investigation is ongoing and we are asking anyone with additional information to contact Deputy Adam Ditfurth at the Jurupa Valley Station at 951-955-2600

 

INCIDENT: GRAND THEFT

WHEN: 11/2/2017

WHERE: 4200 Block of Opal St., Jurupa Valley

DETAILS: On November 2, 2017, several cameras were stolen from the audio/video department of Rubidoux High School. The theft was reported by school staff to the School Resource Officer. On November 10, 2017, a member of the school’s staff contacted Sheriff’s Dispatch reporting they located one of the cameras for sale on the internet. The Jurupa Valley Station’s Special Enforcement Team assumed the investigation and recovered one of the reported stolen cameras. The camera was returned to the school. On November 17, 2017, between 10:00 AM and 1:00 PM, search warrants were served in the 6200 block of Jared Circle and 3900 block of Driving Range Road, in the city of Jurupa Valley. Evidence associated with the theft and sale of the stolen cameras were recovered during the service of the search warrants. The cameras were sold utilizing cellular phones applications that advertise goods for sale. The cameras were described as Canon EOS Rebel T5i, DSLR with lenses and battery chargers. We are asking the public for assistance in recovering the remaining stolen cameras. If you purchased a Canon EOS Rebel T5i DSLR camera using a web based application, between November 2, 2017 and November 17, 2017, please contact Deputy Gilbert at the Jurupa Valley Sheriff’s Station at 951-955-2600. The investigation will be forwarded to the District Attorney’s Office recommending the two fifteen-year-old juveniles be prosecuted for the thefts of the stolen cameras.  Anyone with information regarding this investigation is encouraged to contact Deputy Gilbert of the Jurupa Valley Special Enforcement Team at 951-955-2600, or by submitting a tip using the Sheriff’s CrimeTips online form.

WHERE: Rubidoux Blvd & Market St., Jurupa Valley

DETAILS: On Tuesday, November 14, 2017, at 9:17 p.m., officers assigned to the Jurupa Valley Police Department responded to the area of Rubidoux Blvd. and Market St., Jurupa Valley, regarding a major-injury traffic collision. The preliminary investigation revealed a vehicle traveling southbound on Rubidoux Blvd., drifted into oncoming traffic, colliding with vehicles traveling northbound on Rubidoux Blvd.  The single occupant of the vehicle that drifted into oncoming traffic was pronounced deceased on scene by paramedics. One of the occupants from another involved vehicle was transported to a local area hospital for medical evaluation and treatment.  This investigation is ongoing, but alcohol and/or drug impairment does not appear to be a factor in this collision. INCIDENT: MAIL THEFT/IDENTITY THEFT/ CONSPIRACY

WHEN: 11/9/2017

WHERE: 6300 Block of Valley Way, Jurupa Valley

DETAILS: On November 9, 2017, around 6:30 PM, deputies assigned to the Jurupa Valley Special Enforcement Team were on patrol in the 6300 block of Valley Way in the city of Jurupa Valley. They contacted several subjects loitering in the parking lot of a business. During this encounter, stolen mail and evidence related to identity theft was located. The subjects were all detained for further investigation and later booked into the Robert Presley detention Center for the following charges:

  • Danny Curtis Bennett, 33-year-old resident of Jurupa Valley, Under the Influence
  • Lisa Ann Haring, 26-year-old resident of Jurupa Valley, Parole Violation, Conspiracy and Identity Theft
  • John Anthony Morgan, 56-year-old resident of Upland, Probation Violation, Conspiracy and Identity Theft

INCIDENT: INDOOR MARIJUANA CULTIVATION/ THEFT OF UTILITIES

WHEN: 11/8/2017

WHERE: 7800 Block of Shoreham St., Eastvale

DETAILS: On November 8, 2017, at 4:00 PM, members of the Jurupa Valley Station’s Special Enforcement Team, served a search warrant in the 7800 block of Shoreham Street in the city of Eastvale.  Evidence of illegal marijuana cultivation along with an electrical bypass to steal electricity were located inside of the residence.  Xian Long Zhang, a 77-year-old resident of New York, was arrested and booked into the Robert Presley Detention Center for cultivation of marijuana and theft of utilities.  Anyone with information regarding this case is urged to contact Deputy James Herington at the Jurupa Valley Sheriff’s Station, (951) 955-2600.

INCIDENT: HOIST RESCUE

WHEN: 11/5/2017

WHERE: Tin Mine Canyon, Corona

DETAILS: On Sunday, November 5, 2017, at 12:02 PM, deputies from the Riverside County Sheriff’s Department Jurupa Valley Station responded to the Tin Mine Canyon in Corona reference a family which had become stranded in steep terrain in the area.  Due to the location and terrain, it was determined a hoist rescue would be the most appropriate rescue method. Personnel from the Riverside County Sheriff’s Department Jurupa Valley Station, Riverside County Sheriff’s Department Aviation Unit, and the Riverside Mountain Rescue Unit responded to assist.  A hoist rescue was initiated, and the family was safely escorted to the Skyline Drive Trailhead.  No injuries were sustained as a result of this incident. INCIDENT: COMMERCIAL BURGLARY

WHEN: 11/2/2017

WHERE: 100 Block of Hidden Valley, Norco

DETAILS: On Thursday, November 2, 2017, about 3:56 a.m., deputies from the Norco Sheriff’s Office were dispatched to a business located in the 100 block of Hidden Valley, Norco, reference a reported burglary. Upon arrival, deputies determined three suspects had forced entry into the business, removed property, and fled the location. Deputies searched the surrounding area and located the suspects nearby with the stolen property. The suspects fled from the deputies and were able to evade immediate capture. The investigation continued throughout the morning. At 7:47 a.m., investigating deputies located the suspects in the 2000 block of Temescal. The suspects fled from the deputies a second time. Two suspects were located and taken into custody in a nearby neighborhood with the assistance of the Aviation Unit and K-9 deputies. The third suspect was located in the immediate area a short time later and arrested without incident following a brief foot pursuit.

The suspects were identified as Fredrick James Reed, age 20, Jamal Javen Pugh, age 20, and a 17-year old Black male juvenile, all from the Compton area. Reed and Pugh were arrested for burglary and booked into the county jail in Riverside. The 17-year old juvenile was arrested for burglary and booked into the Juvenile Hall in the city of Riverside. During the investigation, the Norco High School campus was temporarily locked down as a precautionary measure while deputies searched for the suspects. The suspects were not armed, and no injuries were sustained as a result of this incident. The investigation is continuing. Roosevelt H.S. Boys Cross Country 15th In The Country

Eastvale – The Roosevelt High boys cross country team qualified to be a part of one of the most prestigious post season events in all of high school sports. Only the top 22 seven man teams and 45 additional individuals from 9 regions in the country qualify to travel to Oregon and compete in the Nike Cross Nationals (NXN). “It is an honor just to qualify for a competition of this magnitude” said Joe Robles, head coach of the boys cross country team at Roosevelt High School.

The team finished 2nd to Great Oaks in CIF Southern section and then had to finish in the top 2 in the state of California to qualify for the NXN meet. There are 9 different regions in the country and only the top 2 teams in each region qualify to go Oregon to compete for the NXN title and the coveted Winged Goddess of Victory Statue. Even though it wasn’t raining at race time it did start up again midway through the race to intensify an already intense race. The 40 degree temperatures and the premium, championship quality course at Glendoveer Golf Course challenged each competitor to give it all they had.

“The teams all have to compete as a club because Nike outfits each boy with a NXN custom uniform for the event as well as spikes, socks, warm ups, socks, backpacks and more. Our uniforms had our hometown, Eastvale written across the front of the, said Robles. “The boys just had a great time and because we were required to compete as a club they got to take it all home, they loved it” added Robles

The team finished 15th in the competition, that is 15th in the COUNTRY.

An incredible finish for the team on a day that saw their top CIF finisher Tyler Spencer run through severe back pain due to a 24 hour flu bug. Michael Fagan was battling the flu and had a 102 degree temperature and had been in urgent care the Wednesday before the trip, they finished 4th and 5th on the team respectively. Senior Raymon Ornelas finished 1st on the team followed by Sophomore Raul Chaves and Senior Moises Rendon finished 3rd for the team with one of his best efforts of the season. Matthew and Aaron Liberman finished 6th and 7th for the team beating out the Great Oaks 6th and 7th place finishers.

“Even though it was an overall off day for our team we are all incredibly proud of our team just for being there, much less finishing number 15 in the entire country. We feel like we are a top 10 team on our best day” said Robles. Robles also wanted to recognize his Assistant coach, David Cummings, for all of his hard work all season long. “Eastvale gets very hot in the summer months and David looks out for the boy’s safety by getting them up getting out with them for a good run at 5:30 in the morning all summer long”.

The Riverside County Sheriff’s Department would like to remind the public about safety tips for this holiday season. With all the entertainment and activities associated with the holiday season it’s easy to overlook some personal safety practices.  Below are some helpful tips to keep in mind:

CAR SAFETY
Do not leave packages or valuables visible within your car.  Always lock your doors and windows and don’t forget to set your alarm or use an anti-theft device.

SHOPPING TRIPS
Always be aware of your surroundings. If shopping at night, go with a friend or family member.

SHOPPING WITH LITTLE ONES
Teach children to stay close to you at all times while shopping and never allow children to make unaccompanied trips to the restroom.

PACKAGE DELIVERY
With the online shopping trend, more people are having packages stolen right off their front porch. If you are expecting a package, request signature confirmation or have a trusted neighbor hold the package for you.

GIFT PACKAGE DISPOSAL
Dispose of big gift boxes discreetly. Packaging for items such as TV’s, computers etc., should be broken down before disposing. Do not let everyone see the wonderful gifts your family received during the holidays.

ANSWERING THE DOOR
Criminals will often scope out your home posing as a sales person or someone looking for charitable donations. Be cautious when talking to people whom you are unfamiliar with and do not let them in your home.

LEAVE THE LIGHTS ON
Leave outside lights on at night or set them on a timer. During the day, leave the radio or television on so the house looks and sounds occupied.

TRAVELING
If you are going away for the holidays, have a neighbor or family member watch your house and pick up your newspapers and mail.

Illegal Drug Lab Discovered In Eastvale After Burlgary

On Tuesday, December 5, 2017, about 10:50 a.m., deputies from the Eastvale Police Department were dispatched to a residence located in the 13000 block of Dellbrook Street, in the city of Eastvale, reference a reported burglary.

Upon arrival, deputies determined three suspects had burglarized the residence and fled the location in a black Mercedes. A broadcast of the suspect information and vehicle description was made. Deputies from the Norco Sheriff’s Office, located the black Mercedes around Hamner Avenue and 4th Street, in the city of Norco. The three suspects abandoned their vehicle and fled from the deputies to evade immediate capture.

Deputies located one of the suspects, who was hiding in the thick brush on the I-15 embankment, by utilizing a K-9. The suspect was apprehended by the K-9 and was bitten. The suspect was transported to the hospital and treated for his injuries. A Norco resident reported seeing a suspicious person around the 2700 block of Hamner Avenue in the city of Norco. Norco and Eastvale deputies responded to the area. The suspect fled from the deputies a second time. The suspect was located and taken into custody in a nearby business complex with the assistance of the Aviation Unit and K-9 deputies. The third suspect was not able to be located.

The two suspects who were arrested were identified as Terrion Arnold, age 18, and DeAnthony Harris, age 18, both from the city of Eastvale. Arnold and Harris were arrested for 459 PC (Burglary) and booked into the Robert Presley Detention Center.

On Wednesday, December 6, 2017, about 12:30 p.m., Investigators from the Eastvale Police Department conducted further investigation, which led to a search warrant being served in the 12000 block of Kern River Drive, in the city of Eastvale. During the search warrant, additional stolen property, and an illegal butane marijuana honey oil lab operation was discovered. The Riverside Sheriff’s Department’s Special Investigations Bureau, responded and processed the honey oil lab operation. The suspects arrested during the search warrant and were booked into the Robert Presley Detention Center were identified as follows:

Todd Adamson, age 41, of Eastvale. Charged with 11379.6 HS (Manufacturing of controlled substance), 29800 PC (Felon in possession of a firearm), 1203.2 PC (Violation of probation) and 273A PC (Child Endangerment)
Jacki Mosley, age 49, of Eastvale. Charged with 11379.6 HS (Manufacturing of controlled substance), 273A PC (Child Endangerment).

Eastvale Fire Station 31 Recognized in Firehouse Magazine

Eastvale – In the November 2017 edition of Firehouse Magazine, Eastvale Fire Station No. 31 received a notable recognition in the Career Category 2 Fire Design section designated for stations built less than 15,000 square feet in size.

The 4th annual 2017 Station Design Awards showcased 43 fire and emergency services facilities in North America designed and constructed to meet the needs and responsibilities of its personnel and the community that it serves.

Fire Station No. 31 is a 6,004-sq.-ft. facility built by the City of Eastvale for the Riverside County Fire Department (RCFD). The corner site in the southern part of the city was built in a predominantly residential area. The station is designed to accommodate five firefighters in an individual dormitory setting. The station a two-bay and single-deep apparatus bay, administrative offices, a kitchen with a dining area, an onsite gym as well as a plethora of support spaces required for a facility of this type. Some of the other state of the art features include visitor parking covered firefighter parking, a separate storage building as well as an above-ground fuel station. The design of the station was heavily influenced by the how narrow the available space of the construction site. The apparatus bays are located as far from the corner as possible. The balance of the station follows the side street frontage, allowing for the drive-through requirements of the RCFD. The station was design was well thought out with the sole intention of the architectural style of the area. Sloped roof forms are used in conjunction with parapet areas designed to screen mechanical equipment. The station is scheduled to receive a LEED Silver rating based on the sustainable goals of the City of Eastvale.

Snow Is Coming To Eastvale Sat. Dec 2

Eastvale – The Holiday season is here and that means Christmas is right around the corner, complete with snow in Eastvale! Jurupa Community Services District (JCSD) hasn’t forgotten local residents and presents their annual Winter Wonderland extravaganza complete with a Tree Lighting Ceremony on Sat., Dec. 2nd at the Eastvale Community Center. So pack the kids into the family sleigh, pick up grandma on the way and come out and enjoy this fun filled event that was made with your family in mind. The annual Winter Wonderland will be in full swing from 3 pm to 9 pm on Saturday and will feature the tree lighting ceremony at 6:30 pm.

Snowtime begins right here in the southern California desert for the kids and Santa will be there taking pictures with the kiddos. There will be holiday performances for your entertainment going on throughout the event all day Saturday. We are proud to announce that the United States Marine Foundation will be there collecting new unwrapped toys for their annual toy drive again this year.

Bring a big appetite and sample some or all of the delicious cuisine proudly being served by specially handpicked vendors for your dining pleasure.

During special sneak peek hours on Friday December 1st from 6:00-9:00pm you can get a jump on the shopping crowds, over 30 holiday craft vendors will be present so you can get some early Christmas shopping done find. If you can’t make it don’t worry they will be there through the entire Winter Wonderland event on Saturday as well.

This year for the first time we are bringing T. Marie Boutique will be joining the festivities and they will be rewarding the first 10 early bird shoppers with some beautiful swag bags during the sneak peek hours on Friday night.

There is something for everyone at the Winter Wonderland, you don’t want to miss this 2 day extravaganza.

Planning Commission on May 20, 2015 voted to recommend approval of GPA, Change of Zone, and PRD, and denial of TTM due to too many units. City Council on June 10, 2015 voted 3-0 adopting the MND and approving GPA, Change of Zone, PRD, and TTM subject to not using SCE easement or the City right-of-way to satisfy ALUC open space requirement. Meeting on July 22, 2015 to discuss revised site plan with applicant. Revised site plan presented to City Council on September 9, 2015 and Council was supportive of the revised site layout. Street Sweeping in Eastvale

Eastvale – On September 27, 2017, the City of Eastvale’s City Council approved street sweeping services for additional neighborhoods in the City. Services will begin on Monday, November 13, 2017 for the following areas:

As a reminder, street parking is strictly prohibited during the days and times identified on the street sweeping sign posted at the main entrance(s) to each development.   The “No Parking Zone” is enforceable during the block of time identified on the posted sign, regardless of the location of the street sweeper on the scheduled route.  Residents are encouraged to pay close attention to the street sweeping sign(s) posted at the entrance of your development.

Street sweeping services will continue rain or shine and will not take place on holidays.  Vehicles parked on the street during those days and between the posted hours will be cited under Municipal Code §10.20.040, Parking Prohibited-Street Sweeping.  The fine amount is $50.00.  Notices to the newly affected communities were mailed.

***Full enforcement by Riverside County Sheriff’s Department for the added neighborhoods will begin December 18, 2017***

If you are issued a citation on or after December 18, 2017, you must contact the Citation Processing Center directly as City Staff will not have the citation information. Eastvale – Michele Nissen, Eastvale City Manager, received the Boy Scouts of America Distinguished Citizens Award for the ‘Temescal District’ Inland Empire last month. The other two recipients included Kathy Azevedo, former Mayor of Norco, and Jim Pauley, member of the Corona Rotary Club.

The Distinguished Citizens Award is given to those who have been exemplary models of service for community youth; this individual is one who has demonstrated leadership in business, or government, and who “lives by the Scout Oath and Law.” As there are many individuals who contribute time and effort to the Boy Scouts and/or local government and business, the award is not easily come by in any district.

Ms. Nissen was informed of her selection prior to the Temescal Boy Scouts dinner. A picture of her and her fellow award winners could be seen at the dinner itself, as they posed happily together with their respective trophies for the Distinguished Citizen Award on September 27, 2017.

“I didn’t do anything that was specifically about supporting Boy Scouts operations, projects or fundraising,” stated Nissen humbly. “What they are achieving…they are doing all on their own with hard work and support of the Eastvale Community as a whole.” Still, as City Manager, Nissen obviously has something to do with how the Boy Scouts have flourished in and around the Eastvale area.

Nissen continued, “As for the Distinguished Citizen Award, I was very surprised and I wasn’t sure I had done anything above and beyond to warrant such recognition. Needless to say, I was very proud and honored to be recognized.” The City Manager has lived in Eastvale since October 2001 and has since then focused on service for the community. She was appointed to City Manager of Eastvale in May of 2015.

Nissen’s contributions obviously impressed Boy Scout leadership. The Boy Scouts have 2,157 youth members, with over 500 adult volunteers delivering the program, in the Norco, Corona, Eastvale, Chino, and Chino Hills communities. Collectively, over 10,000 hours of community service projects that positively impact the communities in a variety of ways have been gathered just this year.

Each year, approximately 85 Scouts earn the coveted “Eagle Rank.” This is a difficult rank to obtain involving many hours dedicated toward a single, community-impacting project. Currently, more than 45 Chartered Partners, including local churches, service clubs, and community organizations, deliver local packs, troops, teams, and crews.

The Boy Scouts is an organization that lives and abides by actions of integrity. By their high standards, Michele Nissen fulfilled the “Scout Oath” they proudly uphold: “On my honor I will do my best/ To my duty to God and my country/ And to obey the Scout Law;/ To help other people at all times;/ To keep myself physically strong, mentally awake, and morally straight.”
