WVUSD Closes Due to COVID-19

Staff Reports

Walnut – On March 13, Superintendent Robert P. Taylor announced that all Walnut Valley USD schools will be closed for five weeks, effective Monday, March 16. The schools will re-open on April 20.

“I appreciate your support during this challenging time,” said Taylor in a statement he sent to all parents and guardians. “As the parent of three children, I certainly empathize with the stress, fear, and inquiry that this time period has caused for many parents/guardians.”

Taylor said that the Los Angeles County Office of Education (LACOE) recommended that all schools in Los Angeles County close and/or be dismissed for a minimum of two weeks due to the Novel Coronavirus (COVID-19). After this announcement, the WVUSD Board of Trustees held an Emergency Meeting to discuss their plan of action. According to Taylor, the Board “approved a resolution through an emergency measure” that granted the Superintendent the authority to “take all appropriate action to respond to the Novel Coronavirus (COVID-19) pandemic.”

“I have decided to dismiss (‘pupil free’) schools effective immediately, followed by all schools being closed through Spring Break (5 weeks),” stated Taylor.

From March 16 to 18, students will be dismissed, and it will be considered a “Pupil Free” day. However, the entire school will be closed from March 19 to April 17. Additionally, all extra-curricular activities and athletics have been postponed.

“We continue to prioritize the health and wellness of students and staff as our highest concern,” said Taylor. “Given the advisement of Public Health, medical experts, and other state and county entities, we have decided to allow an appropriate amount of time for students, staff, and families to follow advice of medical practitioners and experts, practice healthy habits, and lessen opportunities for the spread of the Novel Coronavirus (COVID-19).”

“I recognize that my decision will impact everyone differently,” continued the Superintedent. “Our District will be working with staff to lessen the academic gap that typically occurs over extended recesses from school. Next week, parents and students will be notified of curricular resources that can be utilized during the school closure.”

COVID-19 Patient Visits Walnut, Dies in Pomona

Walnut – On March 11, the Pomona Valley Hospital Medical Center (PCHMC) announced that a patient who passed away at their hospital confirmed positive for novel coronavirus (COVID-19). This was the first reported COVID-19 death in Los Angeles County.

On March 9, the patient went to the hospital by ambulance and was in full cardiac arrest. Staff provided lifesaving care to stabilize her condition. Based on her travel history and symptoms, the patient was placed in isolation and infection control protocols were implemented according to the Los Angeles County Department of Public Health (LACDPH) and the Center for Disease Control and Prevention (CDC). LACDPH authorized to obtain samples for COVID-19 testing, but the patient died shortly after “due to complications from their illness,” according to a PCHMC statement. On March 11, LACDPH confirmed the patient tested positive for COVID-19.

A family member disclosed the patient’s travel status, which included a residence in the City of Walnut. However, the County confirmed that the individual “did NOT circulate around the City of Walnut and stayed primarily at the residence,” according to Walnut Public Information Officer, Melanie Tep. She stated that the City is communicating with LA County’s Department of Public Health for more information regarding the patients’ travel details. “We will communicate more information as it becomes available from the County.”

In addition, the LA County Department of Public Health confirmed that the patient’s family members are currently in quarantine.  PCHMC is also following LACDPH guidelines for the staff that came into contact with the patient.

“We extend our deepest condolences to the patient and family,” said Daniel Gluckstein, MD, Medical Director of Infectious Disease at PVHMC. “At this time, our top priority remains protecting public health and ensuring the safety of our patients, visitors, Associates, physicians, volunteers and community.”

“We understand people are feeling anxious about potential exposure to coronavirus, but we want to reassure our patients and their families that the risk of exposure from this case is low,” stated a PVHMC statement. “PVHMC remains a safe, high-quality facility to seek medical care.”

The City of Walnut issued a reminder stating that Public Health continues to recommend that the public do the following to protect themselves and others from respiratory illnesses:

• Stay home when you are sick.
• Wash your hands often with soap and water for at least 20 seconds, especially after going to the bathroom; before eating; and after blowing your nose, coughing, or sneezing.
• Avoid touching your eyes, nose, and mouth with unwashed hands.
• Limit close contact, like kissing and sharing cups or utensils, with people who are sick.
• Clean and disinfect frequently touched surfaces using a regular household cleaning spray or wipe.
• Cover your cough or sneeze with a tissue, then throw the tissue in the trash. If you do not have a tissue, use your sleeve (not your hands).
• Facemasks are most effective when used appropriately by health care workers and and those directly caring for people who are sick and by people who are sick (source control).
• Get a flu immunization if you have not done so this season.

Eastvale Schools Close But Learning Will Continue

Eastvale – On March 13, Superintendent Dr. Lin announced that all Corona-Norco Unified public Schools will be closed from Monday, March 16 to Friday, April 3.
Dr. Lin stated that “the public health crisis created by the Coronavirus is not something any of us could reasonably have expected to happen, and we are in uncharted waters as we work to prevent the spread of the illness.”
“We have been following the direction of public health experts to keep our school community — students, staff, family members and visitors — safe in the midst of a growing health crisis,” he said. “We are now at a point where the balance has shifted and the appropriate path is to close schools. Additionally, President Donald Trump declared a national emergency.”
Therefore, the CNUSD schools will be completely shut down and all activities on or off campus will be cancelled. However, Dr. Lin said they will evaluate and determine if the return date will change. “Parents and staff will hear from CNUSD directly in the event that the return date of April 6, 2020 changes,” stated the Superintendent.
He also said that there are plans for CNUSD students to continue to learn during the closure. The statement included a link to three phases of learning while the schools are closed. During Phase 1 (between 1 and 5 school days), students are encouraged to engage in enrichment activities and read grade level materials. During Phase 2 (between 6 and school 21 days), information will be sent via email and posted on the district website regarding “how to support students with additional enrichment activities they can complete from home.” Then in Phase 3, (longer than school 21 days), further communication will be sent via email and posted on the district website with “specific instructions for completion of school curriculum from home.”
CNUSD did acknowledge that they are aware all students do not have regular access to technology or the internet. Therefore, hard copies of the materials will be provided, and more information will be released at a later date. Direct access to both electronic and paper resources options are currently available on cnusd.k12.ca.us.
“This is a difficult decision, but necessary, as we try to slow the spread of the virus,” stated Dr. Lin in his statement. “Corona-Norco Unified School District serves a wide-range of communities including a high-needs population, and our schools provide a social safety net for our children. The closing of any school has real consequences beyond the loss of instructional time. This is not an easy decision and not one we take lightly.”
Since this is a rapidly changing situation, CNUSD staff advises that parents and families check their email regularly and visit cnusd.k12.ca.us for frequent updates. Dr. Lin stated they will communicate via email, Facebook and Twitter during the course of this closure, as well.
“These are unprecedented and challenging times, but we will get through this as a community,” concluded Dr. Lin.

Teacher Arrested On Suspicion Of Cruelty To Student

Chino Hills – A teacher in Chino Hills has been arrested for allegedly attacking a student at school according to a news release issued by the Chino Hills Police Department.
On January 24, officers investigated a report about a 6-year-old- boy who was allegedly attacked by his teacher the day before at Butterfield Ranch Elementary School in Chino Hills.
Police identified the teacher as Tina Bozikis-Coccia, 62. The alleged incident happened on Jan. 23 at 2:20 p.m. at the elementary school. The specifics of what happened were not provided by officials.
Following an investigation, Bozikis-Coccia was arrested on suspicion of willful cruelty to a child, according to the news release.

Man Arrested in Chino Hills Murder Case

In the early morning hours of December 19, 2018, Martin Zendejas was beat to death by Ivan Mejia in the parking lot of Hotel Chino Hills . Chino Hills PD arrested Mejia within hours of the attack.

Chino Hills- On Dec. 19, 2018, a suspect was arrested for the murder of a Chino Hills resident.

Ivan Mejia, 44, was arrested and charged for the murder of Martin Zendejas. The Chino Hills Police Department stated that Mejia attacked Zendejas and beat him to death. Mejia is currently being held at the West Valley Detention Center without bail, according to public inmate records.

Authorities were called to Hotel Chino Hills on Dec. 19, 2018, after a woman ran into the hotel with blood on her clothes screaming for help, according to a Chino Hills PD press release. When police arrived on the scene a man, who was later identified as Martin Zendejas, was found with severe injuries to his head and face.

Martin Zendejas, 54, was said to be in the car with the female in the parking lot of Hotel Chino Hills moments before. Detectives later discovered that Mejia was the boyfriend of the female who was in the vehicle with Mr. Zendejas.

“Mejia pulled the victim out of his car and beat him causing the injuries that led to his death,” said the Chino Hills PD in their press release.

Martin was the brother to former NFL player Tony Zendejas. Martin, Tony, and their brother Javier managed the Zendejas restaurant in San Dimas.

A GoFundMe page was started by Tony to raise money for Martin’s funeral.

“They lost a great man, father, brother & friend. Martin Zendejas was an amazing man that was taken too soon,” according to the page. They hope to raise $25,000.

There’s an outpour of love and support for the Zendejas family in the comments on the campaign.

“So sorry for your loss, Marty was the nicest man, I really enjoyed working at the Restaurant with him a long time ago. Love and Prayers to the Zendejas Family,” commented Yolanda Falciani.

1983 Murder Case is Back in News

Governor Brown Orders Retesting of Evidence

Chino Hills- In his last days in office, Governor Jerry Brown ordered retesting of four pieces of evidence from a 1983 Chino Hills murder case.

35 years ago, a man named Kevin Cooper was convicted for the murders of Doug and Peggy Ryen, their daughter Jessica, their neighbor Christopher Hughes, and the attempted murder of their son Josh. Cooper was given the death penalty and was scheduled for execution in 2004. However, the execution was blocked due to a federal appellate court in San Francisco ordering a review of the scientific evidence.

San Bernardino County District Attorney Mike Ramos argues that two existing tests have proven that Cooper is the killer. The tests show that Cooper was in the Ryen home, he smoked a cigarette in the Ryen’s stolen vehicle, and Cooper’s blood, along with the blood of one of the victims, was found on an abandoned T-Shirt along the road. The new testing would reevaluate this evidence.

“The purpose of this new testing is to determine whether another suspected person’s DNA, or the DNA of any other identifiable suspect based on a match in the FBI’s Combined DNA Index System (CODIS) database, is present on the items tested,” said Governor Jerry Brown in his executive order.

Cooper and his attorney argue that additional testing with new available technology will show he is in fact innocent.

This quadruple murder changed the perception of the community and instilled fear amongst people near and far.

“I never let my children sleepover at their friends’ houses solely because of this case,” said Eastvale resident Veronica Sahagun, “I heard the story and was mortified.”

Doug and Peggy Ryen’s son was the only survivor of the attack. Josh Ryen’s best friend Christopher Hughes was sleeping over the night of the murders.

“I invited my best friend Chris Hughes to spend the night at my house. If I had not, Chris would still be alive today,” said Josh in a letter to Governor Jerry Brown.

At the time, Josh was only eight years old and was initially unable to identify Kevin Cooper as the killer, but he can now positively say that Kevin Cooper is the murderer of his family and best friend.

“Kevin Cooper is a liar. He lies about everything. When he is caught in his lies, he lies more and more,” said Josh in his letter as he begs for the state of California to stop subsidizing Kevin Cooper.

“I take no position as to Mr. Cooper’s guilt or innocence at this time,” said Governor Jerry Brown.

A date for the retesting has not yet been set.

On November 10, 2018, deputies from the Chino Hills Police Department responded to a report of a missing person in the Vellano Estates. Xuan Liu was last seen at his residence around 6:00 a.m. Deputies searched the area with the assistance of Sheriff’s Aviation Division, but they were unable to locate any sign of Liu or his vehicle. Detectives began investigating the circumstances surrounding his disappearance.

On November 27, 2018, deputies located the wreckage of Liu’s vehicle and his body in a heavily-wooded ravine near his residence. Liu had been ejected from the vehicle during the collision. No other vehicles were involved.

SUMMARY: On Tuesday, November 13, 2018, at approximately 4:21 am, deputies from the Chino Hills Station responded to a residence in the 13100 block of Le Parc Boulevard following the report of a victim receiving an injury after being attacked by a suspect with a shiny object believed to be a machete. Upon arrival, deputies were informed by the victim that he heard his car alarm go off, went outside as he believed someone was trying to steal his truck when he encountered the suspect. The victim was transported to a local area hospital where he underwent surgery for a laceration to his right forearm. The victim described the suspect as a Hispanic male wearing a grey hoodie.  

The investigation is ongoing, and detectives are attempting to identify the suspect involved.  

The victim has been released from the hospital and is recovering from his injury.

During the investigation, deputies were able to identify Aaron Anolin as the suspect. Anolin was located in the area of the crime shortly after being identified.

LOCATION: Roswell Avenue and Grand Avenue in the unincorporated area of Pomona

SUSPECT(S): Kevin Ceballos, age 21 a resident of Montclair

VICTIM(S): People of California

SUMMARY:

On Saturday, October 20, 2018, at about 10:01 P.M., Deputy B. Cervantes attempted a traffic stop at the entrance of a mobile home park. The driver, later identified as Kevin Ceballos fled, driving recklessly through the complex and collided with a tree. He ran from the vehicle and was later arrested. A large amount of narcotics packaged for sales was located at the end of the pursuit.

Sheriff’s Aviation, along with Chino and Montclair Police Departments assisted with the apprehension of Ceballos. The traffic collision is under investigation by the Californ ia Highway Patrol.

Chino Hills Photo, Essay, Poster Deadline October 5

Chino Hills – The twenty first annual family poster, essay, and photo contest ends on October 5you’re your entries submitted. Young artists from kindergarten through high school are invited to submit entries to the 21st Annual Celebrate the Family Poster, Essay, and Photo Contest. Entries are due by Friday, October 5. Participants must be a Chino Hills resident or be a student at a school in Chino Hills to be eligible. Visit http://www.chinohills.org/CelebrateTheFamily for more information and to print the entry form.

Entries may be returned to the school office at participating Chino Hills schools by the end of the school day, on October 5. Entries can also be returned by 4:00 p.m. to the Recreation office at Chino Hills City Hall, 14000 City Center Drive, CA 91709. Two categories are available for entries, based on the child’s grade level: • Students in kindergarten through grade 4 can create a poster sized 9” x 12” using hand applied mediums, such as crayons, paint, pencils, or pens. • Students in grades 5-8 may submit either an essay (one page, typed, and double spaced) or a 9” x 12” poster using hand-applied mediums such as crayons, paint, pencils, or pens. Winners will be acknowledged and prizes awarded at the City Council Meeting on Tuesday, November 13. Winning entries will be displayed at City Hall or the Chino Hills Community Center during National Family Week, November 18-24. Chino Hills PD Searching for Burglary Suspect

INCIDENT: Burglary

SUSPECT(S): Black male adult/juvenile , wearing heavily ripped sagging denim jeans, multi-colored blue/purple hoodie with white stripe under sleeves, yellow and black boxers, black shoes, blue work gloves, and red patent leather backpack with gold zippers.

VICTIM(S): Confidential

SUMMARY: On Friday August 3rd, 2018, at approximately 10:41 am, a black male adult wearing, blue jeans, purple hoodie, blue gloves and a red backpack was captured on the victim’s video surveillance shattering the glass to the residence rear slider door with an unknown tool (possibly a glass punch). The suspect never entered the residence and is heard on the victim’s video saying “the cops are coming.” The suspect leaves the backyard by jumping over the south wall and was unable to be identified. The suspect left the incident location i n a gray Ford Mustang with a cloth top.

During the attempt burglary it was discovered the residence was occupied by the home owner, including a newborn. The suspect is believed to be related to similar burglaries in Chino Hills and surrounding areas.

City Of Chino Hills Adopts Extra Fee for Credit Card Users

Chino Hills – Beginning September 10, the City of Chino Hills will be adding a 2.5% convenience fee when payments are made via credit and/or debit cards. This fee passes the cost of credit card transactions to the customer paying by credit or debit card. The extra charge will affect customers registering for City classes, programs, and events; and paying for facility rentals; permits; document copies; passport execution and passport photo fees; and, other payments made to the City. Customers making payments by cash or check won’t be affected by the new fee. This convenience fee will also not apply to utility bill payments, or any charges related to utilities, because those credit card transaction charges were already built into the rates. “The City of Chino Hills works to allocate the cost of service to the person benefiting from the service,” said Christa Buhagiar, Finance Director. “This credit card convenience fee is a continuation of that philosophy and charges the credit card customer the costs associated with processing the transaction.” According to Buhagiar, the City is currently absorbing approximately $20,000 for non-utility credit card transactions over the course of a year.

Back To School – Drive Safely

Chino Hills – Most students in the Chino Valley Unified School District started back to school on Monday, August 13. That means more drivers on the roads and more kids walking to school. “Some back-to-school advice for parents and students is to try and get to school 15 to 30 minutes before school starts,” said Denise Cattern, spokesperson for the City. Parents are encouraged to check their school’s website for information on drop-off patterns. Motorists need to be aware of crosswalks and pay attention to signage that may prohibit left or right turns, U-turns, parking, or stopping. Deputies from the Chino Hills Police Department will be conducting extra enforcement around schools.

“No speeding, no texting, no cell phones, and no U-turns where signs are posted,” said Ms. Cattern. A “no stopping” sign means that motorists MAY NOT EVEN STOP to drop off students. High school students need to obey the “walk” and “do not walk” signs that coincide with green and red traffic signals. If motorists give themselves enough time to get to school, and are courteous to other drivers, the streets and school zones will be a lot safer.”

“The City of Chino Hills and the School District often work together to address safety concerns related to school traffic,” said Captain Walker. “When student drop offs are prohibited or “no left turn” signs are posted, they were placed to address safety concerns caused by those actions.”

A permit is required to park in neighborhoods near Litel Elementary School and Chino Hills High School between the hours of 7:00 a.m. and 4:00 p.m. Residents may obtain a free permit at City Hall for vehicles registered to their address. On-street parking on Eucalyptus Avenue is limited to two hours except for vehicles that display a permit. Parents of Ayala students can take advantage of a student drop-off area at the Chino Hills Community Center. Staff will provide direction to motorists during the first few weeks of school. Student drop off is not allowed anywhere on Peyton Drive. The north side of Boys Republic Drive from City Center Drive to Peyton Drive may also be used to drop off Ayala High School students. A wider lane allows drivers travelling on Boys Republic Drive from Grand Avenue to Peyton Drive to pull over on the north (right) side, between City Center Drive and Peyton Drive, to drop off students.

“Ayala parents have the option to travel from Grand Avenue to southbound Boys Republic Drive to access the drop-off area,” said Ms. Cattern. Parking in the City’s parking structure is limited to two hours between 6:00 a.m. and noon unless the vehicle has a parking permit issued to employees of The Shoppes at Chino Hills or the Government Center. Parents picking up students in the parking lot must wait in a parking space. Stopping is not allowed at all in the circular area of City Center Drive near the Library. Many businesses along Peyton Drive, including the Post Office and several churches, prohibit student parking and drop offs because their parking lots were built to accommodate their customers, not students.
