Eastvale Band Wins Battle Of The Bands

Eastvale – Some may say that Rock and Roll is dead and hasn’t been mainstream for quite some time and is just for old people. Well I say that is because you haven’t heard the Thursdays in Suburbia perform on stage or in the studio for that matter. The members of this band are still enrolled in high school in the City of Eastvale.

The band members met at Rock Stars of Tomorrow Musicians Academy in Chino Hills and formed a band just one year ago. What they have accomplished in their short time is together and at their age is nothing short of astounding. Their most recent accomplishment is taking home the gold in their first competition as a group at the Battle of the Bands Vans Warped tour.

These talented musicians have been honing their ever evolving skills at Rock Stars of Tomorrow for most of their young lives. Liam Eastwood, 15, guitarist and Aiden Kunhardt, 14, drummer have been taking lessons there since they were 6 and 7 years old. The hard work and dedication has been on display at places like The Whiskey in Hollywood, House of Blues, Chain Reaction and several festivals all over the area including a memorable performance at a Picnic In the Park Concert in front of their hometown crowd in Eastvale.

“Our future plans are to finish our original music and get our EP out to the public as soon as possible just two more songs to finish that project. We’ll see where that will take us. Hopefully opening for someone big like Red Hot Chili Peppers or Foo Fighters.” said Margie Eastwood, the bands manager.

“The band just played what could be their last concert for a while on August 2nd in Rancho Cucamonga. The band will be spending a lot of time in the studio right now so they could finish their EP project as soon as possible. All the members of the band are very gracious and appreciative of all the support their loyal fans have shown up to this point.

Although the band thoroughly enjoyed the Vans Tour competition and wouldn’t trade the experience for the world, they aren’t planning on any competitions in the near future. The band just wants to play anywhere and everywhere and share their music with as many music lovers out there as possible.

Rock and Roll is alive and well in the Inland Empire and it seems, soon, in many other parts of the country and who knows, maybe the world.

 

Abandoned Baby Found Dead in Corona

Corona – Corona Police reported that an abandoned infant was found dead in the city of Corona.

The baby was found in the area of Cajalco Road and Interstate 15 on Friday afternoon, according to police. The call came in and officers were dispatched to the scene at 2:36 p.m.

When the officers arrived, the infant was already deceased according to the authorities. The cause of death is still being investigated but won’t be known until an autopsy has been been performed.

Corona police have said there are several “Safe Surrender Sites” where parents can safely surrender an infant within 72 hours of birth — no questions asked. Those places include hospitals, fire stations and police departments.

The safe surrender law allows a parent or legal guardian to confidentially surrender an infant, three days old or younger, to any hospital emergency room or other designated Safe Surrender site. As long as the baby has not been abused or neglected, the person may surrender without fear of arrest or prosecution for child abandonment.

 

Suspect Arrested for Sexually Assaulting a Child in Public Library Restroom

Riverside – Earlier this month a father and his two young children were at the SPC Jesus S. Duran Eastside Public Library.  The Library is located at 4033 Chicago Avenue in the Eastside neighborhood of Riverside. At around 5:00 pm, his six-year-old son went to the restroom on his own. Video cameras at the library captured the boy walking toward the restroom as an unknown Hispanic male suspect watched. The suspect followed the boy into the restroom and sexually assaulted him. Following the assault, the suspect quickly fled the library on foot and ran through a nearby shopping center and proceeded toward University Avenue.

The victim informed his father of the assault and the father immediately notified library staff. Riverside PD was called and officers responded to the library and began their investigation. An exhaustive search for the subject was conducted in the surrounding area however the police were unable to locate the suspect.

Detectives from the Sexual Assault – Child Abuse Unit assumed the investigation and were able to quickly identify the suspect as Juan Francisco Palacios, a 29-year-old male transient living in Riverside. Once identified, detectives coordinated their efforts to locate Palacios with members of the Riverside County S.A.F.E. (Sexual Assault Felony Enforcement) Task Force, Riverside County Probation, and the Riverside Police Department’s METRO Team (SWAT). The METRO Team also utilized their partnership with the United States Marshals Service in the search for the suspect.

A short time later, Riverside PD was contacted by the main branch of the Riverside Public Library, located at 3581 Mission Inn Avenue, who reported that a subject matching the description of Palacios was at the library. When officers arrived, the subject was safely detained and identified as the suspect they were looking for. Palacios was arrested and taken to the police station for questioning by detectives. He was later booked into the Robert Presley Detention Center on a single charge of sexual assault against a minor under the age of 10 and probation violations. Palacios is currently on probation for possession of child pornography and is required to register as a sex offender.

National Night Out Tuesday, August 7

National Night Out, “America’s Night Out Against Crime,” began in 1984 as an effort to promote involvement in crime prevention activities, police-community partnerships, neighborhood camaraderie and sending a message to criminals neighborhoods are organized and fighting back.

The traditional “Lights On” campaign and symbolic front porch vigils, turned into celebrations across America with various events and activities including, block parties, cookouts, parades, visits from emergency personnel, rallies and marches, exhibits, youth events, safety demonstrations and seminars. All this is done in an effort to heighten awareness and enhance communities.

The Corona Police Department invites you and your neighbors to be part of the National Night Out this year.  National Night Out events are designed to heighten crime and drug prevention awareness, generate support and participation in local anti-crime programs. Project was purchased by a new owner, who intends to build the approved store. ▪ Planning has had initial discussions with the owner regarding plans for the northern portion of the property, but no application has been filed. ▪ City staff met with the new owners of the site. They intend to develop the northern half of the property with approximately 10,000 square feet of retail and food uses. Grading permit issued on May 4, 2017.▪ Fire water and grading issues halted construction. However, on February 7, 2018 99-Cent Store representatives confirmed that the water issue has been resolved and they anticipate pouring floors in February.

 

Project: Leal Master Plan

Current Status: ▪ Adopted by City Council on December 13, 2017. In discussion for potential development with owners and proposed developer.

Special Project Project Location: 160 acres + at the northwest corner of Hamner and Limonite Avenues, east of Scholar Way, and south of 58th Street.

Project Description: This Master Plan describes the community’s vision for the project area, identifies appropriate land uses, and includes the development standards that are necessary to achieve the vision, defines the character of the project’s development, lists the steps involved with the development process, and provides the project’s implementation plan.

On September 16, 2016, the Planning Commission reviewed and recommended approval to City Council.

May 2017 City has been asked by property owner’s representative to postpone action on the project while issues related to the estate of Brad Leal are resolved. Area Crime Recap: June 2018

INCIDENT: MAJOR INJURY DUI TRAFFIC COLLISION

WHEN: 6/4/2018

WHERE: Schleisman Rd. cross of Scholar Way, Eastvale

DETAILS: On Monday, June 4, 2018, about 4:53 PM, officers from the Eastvale Police Department responded to Schleisman Road cross of Scholar Way, in the city of Eastvale, regarding a report of a major injury traffic collision. Based on the severity of the injuries, the Eastvale Police Department’s Traffic Reconstruction Team responded and conducted a full investigation to determine the cause of the collision. The preliminary investigation revealed Grace Whitman, a 19-year-old resident of Rancho Cucamonga, was driving a gray in color Subaru westbound on Schleisman Road. Whitman failed to stop at a red light colliding in the middle of the intersection with a black in color Toyota sedan that was traveling southbound Scholar Way. The driver and a passenger of the Toyota sedan sustained major to life threatening injuries.  Whitman did not sustain any injuries during this collision. Alcohol is suspected to be a factor in this traffic collision. Whitman was arrested for 23153 (a) &(b) CVC, Driving Under the Influence and causing injury. INCIDENT: DEPUTY INVOLVED SHOOTING

WHEN: 6/3/2018

WHERE: 9100 Block of Bellegrave Ave., Jurupa Valley

DETAILS: On Sunday, June 3, 2018, about 5:25 PM, deputies from the Jurupa Valley Sheriff’s Station received a report of a possible DUI driver in the area of 54th Street and Pedley Road, Jurupa Valley.  Deputies responded to the area and located the suspected vehicle and attempted to conduct a traffic enforcement stop. The driver of the vehicle failed to stop, and a vehicle pursuit ensued. The vehicle stopped in the 9100 block of Bellegrave Avenue, Jurupa Valley, where the driver exited the vehicle and a deputy involved shooting occurred. The suspect, whose name will not be released at this time, succumbed to his injuries at the scene. There are no outstanding suspects and no threat to the community.  No law enforcement personnel were injured as a result of this incident. The Deputies involved in the shooting have been placed on administrative leave per department policy.  The involved Deputies names will not be released at this time.  Investigators from the Riverside County Sheriff Department’s Central Homicide Unit responded and assumed the investigation.  This is an active investigation and no additional details are available at this time.  The Riverside County Sheriff’s Department encourages anyone with information regarding the incident to contact Central Homicide Investigator Higgins at (951) 955-2777, or Jurupa Valley Sheriff’s Station Investigator Contreras (951) 955-2600.

Update, 6/7/2018: The Sheriff’s Central Homicide Unit assumed the investigation into the deputy involved shooting that occurred on Sunday, June 3, 2018, in Jurupa Valley. Their on-going investigation revealed the suspect; 34-year-old, Rudy Molina, was reported by his girlfriend to be driving in the Jurupa Valley area while under the influence of alcohol, armed with a rifle and handgun, and made threats to shoot at law enforcement if confronted. The threats were made during an earlier domestic dispute. Deputies responded to the call and located Molina with his vehicle at his girlfriend’s residence on the 9100 block of Bellegrave Avenue, where he refused to surrender. Molina entered his vehicle and led deputies on high speed pursuit through Jurupa Valley that ended back at his girlfriend’s residence on Bellegrave Avenue. At the residence, Molina again refused to surrender but instead brandished a rifle while a Sheriff’s K-9 attempted to subdue Molina. A deputy involved shooting occurred which resulted in Molina’s death at the scene. The shooting involved three deputies and one sergeant from the Jurupa Valley Station. The sergeant and deputies involved in the shooting were placed on administrative leave per department policy. The Riverside County Sheriff’s Department encourages anyone with information regarding the incident to contact Central Homicide Investigator Higgins at (951) 955-2777.

INCIDENT: GANG MEMBER ARRESTED FOR DRUG SALES

WHEN: 6/8/2018

WHERE: 6000 Block of Hamner Ave., Eastvale

DETAILS: On Friday, June 8, 2018, about 10:00 PM, an Eastvale deputy working commercial burglary suppression conducted an occupied vehicle check at the Eastvale Gateway Shopping Center in the 6000 Block of Hanmer Avenue in Eastvale.  The deputy contacted the driver, identified as 43-year-old Eastvale resident, Willie Abarca. It was determined Abarca was on formal probation for drug sales in San Bernardino County and was also identified as being an active participant of a criminal street gang. Abarca was found to be in possession of approximately two ounces of methamphetamine and other items indicative of methamphetamine sales. Abarca was arrested and booked into custody at the Robert Presley Detention Center for methamphetamine sales. INCIDENT: PROBATION VIOLATION, COUNTERFEITING, AND FORGERY ARREST

WHEN: 6/12/2018

WHERE: 4100 Block of Old Hamner Ave., City of Norco

DETAILS: On Tuesday, June 12, 2018, about 2:10 p.m., deputies assigned to the Norco Sheriff’s Office Special Enforcement Team (SET), conducted a probation compliance check at a residence, located in the 4100 block of Old Hamner Avenue, in the city of Norco. Upon arriving, deputies contacted Kevin Anthony Galvan, age 28, a Norco resident. Galvan was currently on probation for a burglary conviction through Riverside County Superior Court, case number RIF1703244. During the investigation, deputies located evidence inside of the residence garage pertaining to the counterfeiting of U.S. currency. Galvan was subsequently arrested for violation of probation, counterfeiting, and forgery. Galvan was transported and booked on the listed charges at the Robert Presley Detention Center, in the city of Riverside. This investigation is ongoing and additional charges are anticipated. INCIDENT: INJURY DUI TRAFFIC COLLISION

WHEN: 6/19/2018

WHERE: Limonite Ave. cross Eastvale Gateway, Eastvale

DETAILS: On Tuesday, June 19, 2018, about 2:04 PM, officers from the Eastvale Police Department responded to Limonite Avenue cross of Eastvale Gateway, in the city of Eastvale, regarding a report of a multi-vehicle traffic collision. The preliminary investigation revealed Kaleb Diaz, a 24-year-old resident of Lake Elsinore, was driving a gray in color Dodge Ram Truck eastbound on Limonite Avenue. Diaz failed to stop at a red light at Limonite Avenue cross of Eastvale Gateway colliding into several vehicles that were traveling through the intersection. The traffic collision involved 6 vehicles resulting in three individuals being transported to local hospitals for treatment of non-life-threatening injuries.  Diaz did not sustain any injuries as a result of the collision. Alcohol is suspected to be a factor in this traffic collision. Diaz was arrested for 23153 (a) &(b) CVC, Driving Under the Influence and causing injury. INCIDENT: NORCO SHERIFF’S OFFICE- SANTA ANA RIVERBED ILLEGAL ENCAMPMENTS

WHEN: 6/27/2018

WHERE: Homeless Outreach and Illegal Encampments, Santa Ana Riverbed, City of Norco

DETAILS: On Wednesday, June 27, 2018, deputies assigned to the Norco Sheriff’s Office and the Riverside County Sheriff’s Department Homeless Outreach Team, conducted enforcement pertaining to illegal encampments in the Santa Ana Riverbed, between the I-15 Freeway and Pedley Avenue, in the City of Norco. The objective of the operation was to provide homeless outreach, as well as to prevent trespassing and other crimes associated with the homeless community. During the operation, deputies located 4 encampments, containing a total of 8 individuals. Each of the individuals were given notice they were in violation of trespassing on city property, requiring them to vacate the area. They also had direct communication with the deputy assigned to the homeless outreach team, where they received information pertaining to available resources and assistance programs. The city of Norco will be posting no trespassing signs throughout the impacted areas. The Norco Sheriff’s Office is committed to preserving the quality of life for Norco residents and will be conducting further follow-up at these same locations.

INCIDENT: CHOP SHOP ARREST

WHEN: 6/29/2018

WHERE: 5500 block of Agate Ave., Jurupa Valley

DETAILS: Jurupa Valley Deputies continued their “Chop Shop” investigation today by serving a search warrant.  Deputies recovered an additional stolen vehicle, additional stolen property, made an additional arrest, and recovered a loaded firearm.  The following people have been arrested thus far: Charly Barker – Age 30, Anthony Jimenez – Age 47, Marisol Magallanes – Age 28, Saul Silva – Age 28, Michael Weber – Age 52 The investigation is on-going. City Of Eastvale Appoints Interim City Manager

EASTVALE–The Eastvale City Council voted to appoint Assistant City Manager, Bryan Jones to the post of Interim City Manager. The change will went into effect on June 28. With the departure of City Manager Michele Nissen’s to become the Assistant City Manager for the City of Corona, the appointment was unanimous during a closed session vote.

Bryan is a trustworthy and forward-thinking leader who displays strategic perspective that will help guide our city, Mayor Clint Lorimore said. Together we will continue to improve the quality of life for all who live, work, and play in Eastvale. Bryan is passionate about identifying ways to help move and connect people, businesses, and communities so that we can all thrive. Bryan draws from nearly 20 years in both the public and private sectors and understands that success depends on them working together. He has led cutting-edge land use and transportation infrastructure projects throughout California and North America. With a background as a professional engineer and certified planner, Bryan is well positioned to understand the unique opportunities Eastvale faces from a land use, transportation, and economic development perspective.

“We have a talented and dedicated team who truly cares about the community they serve and I am confident we will continue to thrive together,” said Assistant City Manager Bryan Jones. “I always liked building things so I got a degree in civil engineering, through some of my projects I realized I like building communities so I went back to school and in 2012 I received my Masters Degree in Public Administration.”

“I’m honored and humbled to have been entrusted with the responsibility of Interim City Manager,” said Jones. “Fostering relationships with both residents and business in Eastvale is a priority for me.  I am a career Community and team builder and I look forward to serving our City Council and carrying their vision to fruition.”

Having more than a decade serving in local agency public sector in leadership positions, Bryan has led land use projects such as high-quality retail centers, office campuses, industrial parks, transit oriented development, downtown revitalization, and mixed-use projects. Bryan has a Master’s in Public Administration from Norwich University focused on Leadership and Sustainable Financial Strategies, and a Bachelor of Science in Civil Engineering from University of California Davis with a Communications minor.

“I am confident that Bryan will do an excellent job in this position,” Mayor Clint Lorimore said. “I know that I am filling some pretty big shoes in this position but I see it as an opportunity to continue the expectation of excellence Eastvale has come to expect,” said Bryan.

California – In case you were unaware several new traffic-safety related laws were implemented in California on July 1. The new laws will primarily impact drivers for hire, buses and private carriers.

The first is a new law requires all bus passengers to wear seat belts in buses that equipped with those safety restraints.

Under Senate Bill 20, children between the ages of 8 and 15, riding a bus will now be required to be in an appropriate restraint, such as a seat belt, that complies with federal safety regulations.

The DMV is convinced this law will contribute greatly to reducing highway deaths and injuries as a result of large bus crashes. By requiring the use of seatbelts on motor coaches and large buses, and requiring bus operators to inform passengers of the seatbelt requirement the number of deaths will be reduced in these types of accidents.

Anyone who is in violation of the law will face a possible fine.

Assembly Bill 2687 changed the DUI threshold for drivers who transport passengers for hire, such as those who use ride-hailing apps like Uber and Lyft.

This new law essentially prohibits any driver with a blood alcohol level of 0.04 to transport a paying passenger. The previous legal BAC level was 0.08.

The DMV wants to ensure the public understands drivers of passengers for hire will be held to a higher standard of safety while transporting people.

Under the law, a person’s driver license could be suspended by the DMV if a conviction is added to his or hers driving record.

Finally, Senate Bill 19 affects private carriers, which are defined as not-for-hire transportation services such as a church vans or employee shuttles.

Regulatory authority from the California Carriers of Passengers Program will now be the responsibility of DMV instead of the Public Utilities Commission.

The program will now be jointly administered by the DMV and California Highway Patrol; the DMV will issue certificates for intrastate authority and verify proof of liability insurance, while CHP will regulate compliance and ensure the safe operation of the affected vehicles.

The goal is to make sure that private carriers are operating in a safe manner while also maintaining adequate insurance coverage.

 

Two Drivers Dead in 91 Freeway Accident

CORONA — An accident on the 91 freeway in Corona claimed the lives of two drivers. One of the drivers, a male, was running away from the accident when he was struck and killed by oncoming traffic.

Initially a two-car crash was reported just before 10 p.m. on the westbound Riverside Freeway. According to the California Highway Patrol the accident took place just east of Lincoln Avenue.

Witnesses told the CHP the driver of a black Dodge sedan appeared to be under the influence before he crashed into a white sedan. After his vehicle hit the white sedan the driver exited the vehicle and started running down the freeway in the westbound lanes to get away from the accident. After only a short distance the driver, who has not been identified, was hit by several cars and died at the scene.

A source close to the victim driving the black sedan stated that “to the best of his knowledge the driver didn’t drink at all”.

The transition from the northbound Corona (15) Freeway carpool lane to the westbound Riverside Freeway Fast Track was shut down for several hours due to the wreckage and investigation.

 

Eastvale Man Among First West Nile Virus Cases in 2018

Eastvale – A 74-year-old Riverside woman and 50-year-old Eastvale man are the first confirmed human cases of West Nile Virus in Riverside County this year, said Dr. Cameron Kaiser, county public health officer. They are also one of the first confirmed human cases in California this year.

The illness was confirmed this week based on test results and other clinical information. Both patients required hospitalization, thankfully both are expected to recover. There are no indications the two cases are related.

The virus is transmitted to humans and animals through a mosquito bite. Mosquitoes become infected when they feed on infected birds. Health officials emphasized that the risk of serious illness to humans is low. Most individuals who are infected with the virus will not experience any illness. Elderly individuals and those with compromised immune systems are at greatest risk for serious illness.

“While West Nile is rarely life-threatening, it can be occasionally serious,” Kaiser said. “Unlike the common cold which is easily transmitted, the West Nile virus can only be spread by mosquito bites, and there are easy steps to take to reduce your risk of getting bitten.”

Here are some ways to protect yourself:

  • Avoid spending time outside when mosquitoes are most active, especially at dawn and dusk, and wear long pants, long-sleeved shirts and other protective clothing outside.
  • Apply EPA-registered insect repellent that contains DEET.
  • Make sure doors and windows have tight-fitting screens. Repair or replace screens that have tears or holes.
  • Eliminate all sources of standing water on your property, such as old tires, buckets, flowerpots and toys that can support mosquito breeding.-
  • Empty and scrub the water sources. Some mosquitoes can even breed in the amount of water that fits in a bottle cap.

There were 33 human cases reported during 2017 in Riverside County. In 2016, there were 10 confirmed human West Nile Virus cases in the county and there has not been a death from the illness since 2015.

To prevent the West Nile Virus spreading in Eastvale, the Northwest Mosquito & Vector Control District performed adult mosquito spray treatments on Friday, June 29, 2018 to lower the mosquito population affecting recreational and residential areas along the Santa Ana River in the City of Eastvale. The spray application was conducted between the hours of 2:00 a.m. to 6:00 a.m. at the following locations:

  • Riverwalk Park and Bike Trail located next to the Santa Ana River
  • Eastvale Community Park
The District treated these areas with Aqua-Reslin (EPA Reg. 432-796), which is approved for use in mosquito control by the US EPA.  They have been working hard to use Integrated Pest Management Practices in these areas, and the majority of their efforts focus on preventing mosquito breeding and killing mosquito larvae before they become flying adults. However, due to elevated trap counts, they have decided that adult mosquito control via truck mounted ground fogger is their best means to control the current mosquito populations in these areas. Signs were posted on June 27, 2018 in the areas that will be sprayed to inform the public of these activities.

Marcus Williams to host FREE Football Camp

Eastvale – New Orleans Saints Safety Marcus Williams will host a USA Football FUNdamentals clinic for children ages 8-12 from 9 a.m. to 12 p.m. Saturday, June 30, 2018 at Eleanor Roosevelt High School 7447 Scholar Way, Eastvale, CA 92880. The fun and free event is designed to introduce children to football by teaching basic skills in an exciting and energetic environment and is supported through a grant from the NFL Foundation.

FUNdamentals incorporates a series of drills to teach passing, catching and running skills in a non-contact setting. All skills and drills selected are based on USA Football’s Player Progression Development Model, ensuring children are learning in an age-appropriate manner, based on their cognitive and physical maturity. USA Football is the sport’s national governing body and is a member of the U.S. Olympic Committee.

DOJ Honors Families Of Norco Vietnam Veterans

NORCO – On behalf of the City of Norco and the families of Norco Vietnam veterans, the George A. Ingalls Veterans Memorial Executive Committee has successfully requested Certificates of Honor from the United States of America Vietnam War Commemoration. This honor is part of the Commemoration’s Commemorative Partner Program and recognizes immediate family members of the veterans who are listed on the Vietnam Veterans Memorial in Washington, D.C. These veterans are also honored on the “Lest We Forget” Wall at the George A. Ingalls Veterans Memorial Plaza.

The Certificates of Honor and accompanying lapel pins will be presented to the immediate surviving family members of the following Norco Vietnam veterans: George A. Ingalls, Emmitt James Wilkey, Jr., Herold Troy Deardorff, Timothy J. McKiernan, and Clyde Douglas McDonald. The presentation will take place at the City of Norco’s Memorial Day Ceremony, Continuous Salute and Monument Unveiling on Monday, May 28, at the George A. Ingalls Veterans Memorial Plaza. The ceremony will begin at 10 a.m. and the Continuous Salute will take place from 9 a.m. – 11 a.m. The community is invited to celebrate the unveiling of the new POW/MIA Monument, honor two veterans who were recently inscribed on the “Lest We Forget” Wall, and recognize the recipients of the Certificates of Honor.

Eastvale PD Routine Patrol Uncovers Drug Dealer

Eastvale – Eastvale Police Department has deputy’s patrolling businesses later in the evening as part of their commercial burglary suppression nightly patrols. This is the type of proactive action taken that the City of Eastvale should take pride in.

On June 8, at approximately 10:00 PM, a deputy of the Eastvale Police Department noticed a suspicious vehicle with an occupant parked at the Eastvale Gateway Shopping Center in the 6000 Block of Hamner Avenue in Eastvale.

The deputy approached the vehicle and made contact with the driver, he was able to identify him as Willie Abarca, a 43-year-old Eastvale resident. After further investigation by the deputy it was discovered that Abarca was currently on formal probation for drug sales in San Bernardino County. Abarca was also identified as being an active member of a well known criminal street gang.

The deputy conducted a vehicle search and discovered approximately two ounces of methamphetamine and other paraphernalia indicative of methamphetamine sales in Abarca’s possession. The deputy arrested Abarca and he was booked into custody at the Robert Presley Detention Center in Rancho Cucamonga and charged with methamphetamine sales.

With summer just around the corner, we find ourselves nearly at the half way point of a landmark year for the City. Whether talking about increased patrol hours for our Police Officers, or all the new and exciting businesses coming to Eastvale such as Costco Wholesale and In-N-Out, there is much to be proud of as we continue to grow our young community.

Eastvale continues to be a place that people want to live, work and play. As we grow with new homes and businesses, your City Council is working hard to lessen the impacts of increased traffic on our roads. One such effort is the upcoming I-15/Limonite Avenue Interchange Project. Starting construction in September of 2018, the improvements once complete will decrease commute times, giving us all more time at home with our families and less time on the road.

I want to invite you to our 7th Annual State of the City Address where you can learn more about this project, along with other goals for the future of our City. The State of the City will be held at Eleanor Roosevelt High School on Tuesday, July 24, 2018 at 6:00 p.m. This is a terrific opportunity to celebrate our City, community partners, employees, and first responders.

In addition to learning about where our City is and where it is headed, the Eastvale State of the City Address also provides an excellent forum to meet with your City Council members, and City Staff. Of course, it wouldn’t be an Eastvale State of the City without our annual Taste of Eastvale, compliments of the Eastvale Chamber of Commerce. This year’s food selection is going to be great!

Eastvale’s Picnic In The Park

Eastvale– As June winds down many local residents will head down to Eastvale’s Annual Picnic in the Park celebration, an annual event that draws hundreds of thousands of people.

The Annual Picnic in the Park kick off is a free pre-4th of July celebration with a three-day festival hosted by the Jurupa Community Services District Parks and Recreation Department.

Those who have lived in the City of Eastvale for awhile know that Picnic in the Park is the one event everyone looks forward to every year. Picnic in the Park has become a tradition to kicking off the summer for many residents.

This year, many residents and nearby locals will enjoy live music, inflatable jumpers, picnic games, carnival rides, and more than 90 vendors will be selling food and merchandise.

On opening day, Friday, June 22, will feature a live musical performance by the “The Answer” a classic rock cover band. Show starts promptly at 7 p.m.

On Saturday, June 23, the event will be open to the public from 2 p.m. to 11 p.m. this day is perhaps the most anticipated day of them all. Many residents will rush in to save themselves the “perfect spot” to view the anxiously awaited firework show to begin at 9 p.m.

The three-day celebration will continue Sunday, June 24 from 3 p.m. to 10 p.m., with a salsa making contest, many local residents will be there to vie for the coveted annual prize.

This year’s Picnic in the Park will begin a summer season of non-stop fun for children and adults in the Eastvale and the surrounding communities. And if this wasn’t enough, Moonlight Cinema will be back again this year offering a night of family fun in watching some of your favorite movies under the stars. Bring your chairs and blankets to watch the following movies that will be shown at Orchard Park.

Eastvale Area Crime Recap: May 2018

INCIDENT: DOMESTIC VIOLENCE/ ATTEMPTED MURDER

WHEN: 5/2/18

WHERE: 31000 Block of Allen Avenue, Homeland, CA

DETAILS: On Wednesday, May 2, 2018, at 1:54PM, Perris Station Deputies were dispatched to a residence situated in the 31000 block of Allen Avenue, Homeland, CA after receiving a 911 call for help.  When deputies arrived, they located 40-year old Richard Anthony Lopez suffering from gunshot wounds.  They also contacted a 34-year old female at the residence who suffering from numerous injuries to her head and face.  Lopez was provided First Aid and transported to Inland Valley Hospital in Wildomar for professional medical treatment.  Paramedics also administered first aid to the female, but she declined additional medical treatment at the time. Perris Station investigators deployed to the scene and acquired evidence and statements to determine what had occurred.  The female was subsequently transported to the Perris Station and interviewed.  Several hours later, Lopez was released from the hospital and transported to the station for further investigation. The investigation revealed Lopez and the female were involved in an on-again/off-again relationship.  Today, Lopez arrived at the female’s residence unannounced and uninvited.  While there, Lopez beat the female and brandished a firearm as he threatened to kill her. At some point during the altercation, Lopez set the firearm down. The female quickly grabbed the gun to defend herself and ordered Lopez to leave her house.  Lopez refused to do so and attempted to assault her again. The female discharged several rounds from the firearm, striking Lopez in the process. After Lopez was interviewed, he was transported to the Cois Byrd Detention Center to be booked for Attempted Murder, Domestic Violence, Criminal Threats and Felon in Possession of a Firearm.  Bail was set at $1,000,000.00. INCIDENT: MAJOR INJURY TRAFFIC COLLISION

WHEN: 5/8/18

WHERE: Clay Street X General Road, Jurupa Valley

DETAILS: On Tuesday, May 8, 2018, about 9:53 PM, officers from the Jurupa Valley Police Department responded to a major traffic collision on Clay Street X General Road, in Jurupa Valley, involving two vehicles. Upon arrival, officers discovered one of the drivers was unconscious and unresponsive. Both drivers were transported by American Medical Response paramedics to local hospitals. Officers learned one of the drivers was traveling at a high rate of speed on Clay Street and it appeared he lost control of the vehicle, which caused it to drift into the oncoming lane of traffic, striking a vehicle stopped at a red light. The Jurupa Valley Station’s Traffic Reconstruction Team is conducting a full investigation to determine the cause of the collision. INCIDENT: DUI/DRIVER’S LICENSE CHECKPOINT RESULTS

WHEN: 5/11/18

WHERE: Limonite Avenue X Spectrum, Jurupa Valley

DETAILS: The Jurupa Valley Police Department Traffic Unit conducted a DUI/Driver’s License Checkpoint on Friday, May 11, 2018, near the intersection of Limonite Avenue and Spectrum, between the hours of 8:00 p.m. and 2:00 a.m. Checkpoints are placed in locations that have the greatest opportunity for achieving drunk and drugged driving deterrence and provide the greatest safety for officers and the public. Driving under the influence of alcohol can have deadly, devastating consequences. Nationally in 2016, 37,461 people were killed in motor vehicle traffic crashes, and 28 percent (10,497) died in crashes where a driver had a blood alcohol concentration (BAC) over the limit of .08. California reported 1,059 DUI deaths at .08 or above. In recent years, California has seen an increase in drug-impaired driving crashes.  The Jurupa Valley Police Department supports the new effort from the Office of Traffic Safety that aims to educate all drivers that “DUI Doesn’t Just Mean Booze.”  If you take prescription drugs, particularly those with a driving or operating machinery warning on the label, you might be impaired enough to get a DUI.  Marijuana use can also be impairing, especially in combination with alcohol or other drugs, and can result in a DUI. “Two simple words can keep your holiday festivities safe – plan ahead,” said OTS Director Rhonda Craft. “Before you head out to any celebration, plan how you are getting home safely. If you are drinking, that means knowing what sober driver or service you will be using.”

  • Drivers are encouraged to download the Designated Driver VIP, or “DDVIP,” free mobile app for Android or iPhone.  The DDVIP app helps find nearby bars and restaurants that feature free incentives for the designated sober driver, from free non-alcoholic drinks to free appetizers and more. Funding for this DUI operation is provided to the Jurupa Valley Police Department by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration, reminding everyone to ‘Report Drunk Driver – Call 9-1-1’.

INCIDENT: SUSPICIOUS DEVICE

WHEN: 5/14/18

WHERE: 68th Street x 15 Fwy, Eastvale

DETAILS: On May 14, 2018, at 9:38 AM, deputies from the Eastvale Police Department responded to report of a suspicious device on 68th Street in the city of Eastvale. Deputies arrived and set a perimeter, closing off traffic on the surrounding streets. The Riverside County Sheriff’s Department Hazardous Device Team responded to the location and inspected the suspicious device. A preliminary investigation revealed the device to be a modified, commercial firework.  The suspicious device was rendered safe at the scene and collected as evidence. Their was no damage to property due to the suspicious device and no injuries reported. INCIDENT: HOMICIDE

WHEN: 5/14/18

WHERE: Grape Street and Rail Road Canyon, LAKE ELSINORE

DETAILS: On May 14, 2018, at about 3:30 p.m., officers assigned to the Lake Elsinore Police Department were dispatched to Rail Road Canyon and Grape Street to a report of a shooting. The victim, Henry Shannon, a 35-year-old male, left the scene of the shooting in his vehicle. He was involved in a single vehicle traffic collision near Rail Road Canyon and Church Street. Officers performed life saving measures and Shannon was transported to a local hospital where he later died from injuries sustained from the shooting. The investigation is currently on-going and no further information will be released at this time. INCIDENT: WANTED GANG MEMBER ARRESTED FOR POSSESSION OF AN ASSUALT WEAPON AND DRUGS

WHEN: 5/11/18

WHERE: 10000 Block of 50th Street, Jurupa Valley

DETAILS: On Thursday, May 10, 2018, members of the Region 7 Regional Gang Task Force investigated an active assault with a deadly weapon investigation in the 10000 Block of Palomino Drive in Jurupa Valley. Task Force officers were able to identify the suspect as 22-year old Jurupa Valley resident James Ysais. Task Force officers previously knew Ysais was a documented member of a criminal street gang and was wanted on a $250,000 felony vehicle theft and evading arrest warrant. On May 11, 2018, members of the Region 7 Gang Task Force located Ysais at a residence in the 10000 Block of 50th Street in Jurupa Valley and located credible evidence linking Ysais to the previous assault with a deadly weapon investigation. Additionally, Ysais was linked to a robbery that occurred on May 2, 2018 in Jurupa Valley. Ysais also was found to be in possession of a loaded assault weapon with a high capacity magazine along with additional ammunition and methamphetamine. Ysais was arrested and booked into the Robert Presley Detention Center for the following charges:

  • Possession of an assault weapon with a controlled substance
  • Gang member in possession of a loaded firearm
  • Gang enhancement
  • No bail parole violation warrant
  • Felony vehicle theft and evading warrant
  • Robbery
  • Assault with a deadly weapon
  • Felon in possession of a firearm
  • Under the influence of a controlled substance while armed

The Region 7 Gang Task Force is composed of members from the Riverside County Sheriff’s Department, California Highway Patrol, Probation and Parole.

INCIDENT: ASSAULT WITH A DEADLY WEAPON/ STABBING

WHEN: 5/17/18

WHERE: Mission Boulevard and Packard Avenue, Jurupa Valley

DETAILS: On May 17, 2018, Jurupa Valley Deputies responded to the intersection of Mission Boulevard and Packard Avenue, in the City of Jurupa Valley, to investigate a stabbing.  Deputies learned that a male, and a dog, had been stabbed during a fight.  Deputies detained a male nearby and he is being questioned by Detectives.  Deputies located a second male who had been stabbed at a local hospital.  Deputies located the dog at a local veterinary hospital.  Both stabbing victim and dog sustained knife wounds, but they are both expected to survive.  The investigation is on-going. INCIDENT: ILLEGAL SOLICITATION/ NARCOTICS ARREST

WHERE: Valley Way and Highway 60, Jurupa Valley

DETAILS: On May 11, 2018, Jurupa Valley Deputies responded to the area of Valley Way and Highway 60, in the City of Jurupa Valley, in response to complaints of pedestrian soliciting money in violation of the city’s Municipal Code.  The City of Jurupa Valley has enacted §11.15.060, which generally prohibits people from soliciting on roadway median strips, at traffic intersections, and in public roadways. The intent of this statute is to minimize safety hazards to pedestrians in roadways, alongside roadways, and to drivers and passengers in vehicles traveling on the roadway. Deputies contacted Rocco Vitale (age 30) standing in the center median strip, holding a sign identifying himself as homeless, soliciting occupants in passing vehicles for money. Aside from being in violation of the city’s Municipal Code, Vitale was arrested for possessing illegal narcotics and narcotic paraphernalia. Many cities throughout Riverside County have followed suit and have similar statutes prohibiting solicitation on or near roadways.  The Riverside County Sheriff’s Department appreciates the vulnerability of our homeless population, but generally discourages people from providing money to solicitors alongside roadways, as there are several alternative ways to help our homeless residents.

The Riverside County Sheriff’s Department encourages concerned citizens to donate their money and/or time to these organization as opposed to donating alongside public roadways. Additionally, the Riverside County Sheriff’s Department has Deputies assigned to a Homeless Outreach Team (HOT), to help build positive relationships with our homeless population.  This team offers social services and outreach programs not traditionally provided by law enforcement agencies.  This team is stationed out of the Jurupa Valley Sheriff’s Station. INCIDENT: FATAL HIT AND RUN TRAFFIC COLLISON

WHEN: 5/28/18

WHERE: Hall Avenue, south of 26th Street, Jurupa Valley

DETAILS: On Monday, May 28, 2018, at 2:47 a.m., officers assigned to the Jurupa Valley Police Department responded to the area of Hall Avenue south of 26th Street reference a body found in the roadway with obvious signs of trauma. Officers on scene observed injuries to the deceased consistent with being struck by a vehicle. The pedestrian was pronounced deceased on scene by CDF personnel at 2:52 a.m.  Members of the Jurupa Valley Traffic Team responded to the scene to assume the investigation. The preliminary investigation determined the deceased was traveling south on Hall Avenue via a skateboard, when an unknown vehicle struck the victim and fled the scene. It is unknown if alcohol and/or drug impairment were a factor in this collision at this time. The Jurupa Valley Police Department’s Traffic Collision Reconstruction Team is currently conducting this investigation. INCIDENT: POSSESSION OF STOLEN VEHICLE

WHEN: 5/31/18

WHERE: 12400 Block of Limonite Avenue, Eastvale

DETAILS: On May 31, 2018, around 11:55 PM, deputies assigned to the Eastvale Special Enforcement Team were conducting burglary suppression in various Eastvale shopping centers.  During the patrols of a parking lot located near the 12400 block of Limonite Avenue, a deputy spotted an occupied vehicle parked in front the of the entry doors of a closed business.  The deputy detained the driver and determined the vehicle was reported stolen from the city of Fontana. The driver, Ronald George Pena of Fontana, was arrested and booked into the Robert Presley Detention Center for possession of a stolen vehicle.  Anyone with information regarding this investigation is encouraged to contact Deputy Kiley Hansen at the Jurupa Valley Sheriff’s Station, 951-955-2600.
