Eastvale – The Embrace Eastvale Photography Contest Winners were announced on August 8. Congratulations to Juan Carlos Becerra and Benjamin Perez for being this year’s winners!
This is the first year the City held this type of contest and they plan to continue the tradition yearly. The contest objective was to embrace all things Eastvale, from events, beautiful sceneries, outdoor landscapes, exciting development projects, and anything else that is unique and defining of Eastvale. The entries were placed into the following categories: Elementary School (K-6), Middle School (7-8), High School (9-12), Amateur Photography, and Professional Photography, as applicable. The winners received special recognition at the Eastvale City Council Meeting, and had their photo featured at the 2019 Eastvale State of the City Address and at City Hall.
“We would like to give a huge shout out to this year’s winners and all of the participants for showing their best representation of Eastvale’s Beauty,” stated City officials.
Police officials partnered with CNUSD to conduct an Active Shooting Training at Norco High School.

Norco– On Monday, July 22 to Thursday, July 25, an Active Shooter Training took place at Norco High School. Jurupa Valley Station patrol and investigative personnel partnered with the Corona-Norco Unified School District (CNUSD) to prepare and create a plan of action if an active shooter was ever on campus.
“The Jurupa Valley Station and the Corona-Norco Unified School District are committed to the safety of our students, faculty, and community,” stated a Riverside County Sheriff’s Department news release.
The Jurupa Valley Station Training Unit, School Resource Officer Unit, and Special Enforcement Team facilitated the 4-day training which consisted of “realistic, close-range, lethal and non-lethal scenarios simulating an active shooter event,” according to the Riverside County Sheriff’s Department. “Under simulated stress, the scenarios created a positive training environment and helped department members strengthen the critical skills needed to respond to and effectively operate during such an event.”
The Jurupa Valley Station issued a statement to thank the following allied entities for their participation in the 4-day training: Riverside Community College District Police Department (Norco College), Perris Station, Robert Presley Detention Center, Smith Correctional Facility, and the Norco High School administrative staff.
In addition, the Riverside County Sheriff’s Department said, “anyone making threats or reports of violence against any of [the CNUSD] schools will be thoroughly investigated and held accountable for their actions.”

New additions have come to Eastvale in the last month. Many businesses have opened and a new Paramedic Squad is now in service.

Eastvale – The City continues to grow as we welcome new businesses and additions to the area. Two businesses officially opened this last month and the residents were excited to celebrate. In addition, a Paramedic Squad is now in service to help the community.
On August 1, residents gathered to welcome All Magic Paint & Body Collision Centers Express to the city. The Grand Opening and Ribbon Cutting Ceremony took place at their location, 3788 S. Milliken Avenue in Eastvale. All Magic Paint & Body Collision Centers Express is a family-owned business that provides trusted service for all your car needs.
On August 15, city officials celebrated the Grand Opening of MOD Pizza located at The Station in Eastvale. On Grand Opening day, the first 52 people through the door were given free pizza, many residents were given prizes, and 100% of the proceeds went to The American Red Cross. MOD Pizza offers a fresh selection of custom pizzas, salads, milkshakes, and more. They are located at 12585 Cantu-Galilean Ranch Rd. Suite 150.
In addition to the grand openings, a special squad was also added to the Eastvale community this month. A Paramedic Squad is now officially ready to serve, effective August 12. The squad consists of five staff members who were transferred from various City contracts in Riverside County. The squad will use a smaller truck that will allow them to respond quicker to critical incidents and medical emergencies. The Paramedic Squad members “are each well versed in their positions and exemplary employees who all want to be a part of the Eastvale community,” according to the City.
The Eastvale City Council approved to add the Paramedic Squad to Fire Station 27 as part of the 2019-2020 Adopted Budget in May.
“As one of Riverside County’s youngest cities, I am honored to partner with the City of Eastvale to increase our level of Fire Services,” said Battalion Chief, Richard Tovar. “This Paramedic Squad will provide coverage to our growing community of Eastvale to allow us to better protect our highest values at risk, the residents.”

INCIDENT: Fatal Traffic collision
WHEN: July 4, 2019
WHERE: Sixth Street cross of Temescal Avenue, Norco
On July 4, at about 9:16 p.m., deputies responded to a two-vehicle traffic collision off Sixth Street cross of Temescal Avenue in the city of Norco.
An investigation revealed a “Chevrolet El Camino was traveling southbound on Temescal Avenue at a high rate of speed,” according to the Riverside County Sheriff’s Department. “The vehicle struck a Toyota Tundra in the intersection, which was traveling westbound on Sixth Street. The force of impact caused the Toyota Tundra to flip onto its roof and slide across the intersection. Both vehicles came to rest on the southwest portion of the intersection into the oncoming lanes of traffic.”
The driver of the vehicle, a 44-year-old male from Norco, was found trapped and unresponsive on scene. When Cal Fire and American Medical Response arrived to the scene, they pronounced the driver deceased at the scene. The sole occupant of the Toyota Tundra was transported to a local hospital with minor injuries.

INCIDENT: Fourth of July 2019 Fireworks Enforcement Operation

WHERE: City of Eastvale
The Eastvale Police Department, in conjunction with City of Eastvale Code Enforcement, Riverside County Fire, and Riverside County Animal Control, developed response plans to educate the public and to enforce all laws related to the illegal use and possession of fireworks within the city limits.
On July 4, 2019, a proactive operation was conducted on 4th of July at 5 PM and ended on July 5, 2019, at 2:00 AM to combat the illegal use of fireworks in the City of Eastvale. The following information was reported:
The Eastvale Police Department would like to remind everyone that fireworks are illegal in Riverside County and the City of Eastvale. They also would like to encourage the reporting of the illegal use and possession of fireworks by calling the Sheriff’s Dispatch Center at 951-800-950-2444 or through the online reporting on the Sheriff’s Department webpage.
INCIDENT: Telephone Scam
WHERE: Throughout Riverside County
The Riverside County Sheriff’s Department issued a statement regarding an increase in reports of a specific telephone “scam.” The “scam” is described below:
Victims are being called by persons identifying themselves as “agents” of the Social Security Administration. These fictitious “agents” then advise the victim of felonious activity associated with their social security number. The victim is then directed to post a monetary “bond” to prevent an arrest warrant from being issued.
Frequently, victims report that significant lengths are gone through to “establish” the caller’s credibility. In several cases the caller requested a contact number for the local law enforcement agency where the victim lives. The agent directs the victim to wait for a call from the local law enforcement agency. The victim receives a call from a Caller ID identified number naming the local law enforcement agency. The person on the phone identifies themselves as an officer with the local agency, who then directs the victim to comply with the “agent” when called again. The fictitious agent calls back then threatens the victim with a felony arrest warrant unless a ‘bond” is posted.
The fictitious “agent” advises the bond can be most conveniently taken care of with a Google Play, Apple Pay, Target Gift, Walmart gift, or other commercial gift/payment card. Once purchased, the victim is directed to read off the coded numbers on the back of the cards to the agent, completing payment of the “bond.” The public should be aware that no police or government agency will ask for or accept a store gift card for payment of a lawful, legitimate fine or fee.
This type of scam has several variations. In addition to callers claiming to represent the Social Security Administration, the IRS, out-of-state police agencies, and other government agencies have also been falsely represented. The consistent theme is the victim is directed to submit the “gift card bond.” The victim is told the “bond” will be refunded when the criminal issue is resolved. Since the cards are purchased then provided to the fictitious agents, there is no mechanism for reimbursing the victim. Similar scams have the victim going directly to the bank for withdrawals.
Anyone wishing to report this type of crime is encouraged to contact Riverside County Sheriff’s Department Telephone Reporting Unit by calling (951) 776-1099.

Jurupa Valley – On August 8, the City of Jurupa Valley announced that Downey Park and all access to the Santa Ana River were closed under the direction of the County Environmental Health and Disease Control Department. The closure took place due to a possible outbreak of the Shigella Bacteria in the riverbed.
“This bacteria has caused an estimated 600,000 deaths worldwide annually,” according to the City of Jurupa Valley. “This disease is more common in young children and complications from Shigella could include blood poisoning infections in the human body.” As of August 8, six patients in Riverside County tested positive for this bacteria.
The County staff conducted testing of the Santa Ana River in order to confirm if there was an existence of this bacteria.
After consulting with the Regional Water Quality Control Board and the Public Health Department, the Department of Environmental Health recommended that to the City of Jurupa Valley lift the temporary closure of access to the Santa Ana River, effective Thursday, August 15.
However, the Riverside County Department of Environmental Health issued the following statement:
“The public should be wary that natural waterways do not have the same level of cleanliness as a public swimming pool which has filtration and disinfection safeguards. Rivers are not regularly tested for the presence of bacteria, as they are naturally flowing bodies of water and testing only provides a snapshot in time. The public should be careful not to ingest the water, thoroughly wash hands after contact, and not leave behind trash or use the river area as a restroom.”

Our Park Rangers are now in the process of closing our City Park and posting the necessary placards/signs that will notify the public of this condition. The County staff will commence their testing of the Santa Ana River in order to confirm or not the existence of this bacteria. To date, 6 patients have tested positive for this bacteria in our county. The City Park at Downy will remain closed until further notice from the County.
The Jurupa Valley Sheriff’s Department along with the City of Jurupa Valley Code Enforcement Officers and Park Rangers will be working together to notify homeless individuals as well as providing assistance as needed.

As part of the “60 Swarm”, Caltrans will be closing down the 60 freeway for 15 weekends starting tonight, July 26. The closure will take place each weekend from Friday nights at 10 p.m. to Monday mornings at 5 a.m.
The eastbound SR 60 will be closed for the next eight weekends, including on and off ramps, between the I-15 and the 60/91/215 Junction in Riverside. This closure will take place starting tonight and ending September 23 (excluding Labor Day). Then, the westbound SR 60 will be closed for seven weekends, including on and off ramps, from September 28 through November 18 (excluding Veteran’s Day), between the 60/91/215 Junction in Riverside to I-15.
Travelers are encouraged to take the detours such as the I-15 north freeway to the I-10 freeway or the I-15 south freeway to the SR-91 freeway. For more information, call the “60 Swarm” Hotline at 1-833-60SWARM or 1-833-607-9276.
In addition, the State of California Department of Transportation issued the following news release:
The California Department of Transportation (Caltrans) began a paving project on State Route 60 (SR 60) on Monday, July 22, 2019 to repair deteriorated pavement slabs from Euclid Avenue in Ontario to the 60/91/215 Junction in Riverside. Caltrans will also begin a bridge project in fall 2019 on SR 60 to replace Pipeline Avenue, Monte Vista Avenue and Benson Avenue bridge structures. The combination of these two projects and two other local interchange projects has been dubbed the “60 Swarm”.
The $134 million pavement project includes $16.9 million in funding from Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017. The project was awarded to J. McLoughlin Engineering Company of Rancho Cucamonga and will replace pavement slabs along SR 60, upgrade ADA access points and repave the on and off ramps within the project limits. The project is expected to be complete in fall 2021, weather permitting.
Caltrans is alerting motorists that full directional closures will begin on SR 60 on July 26, 2019 for a period of fifteen weekends. Eight weekend closures will occur on eastbound SR 60 followed by another seven weekends of closures on westbound SR 60 between Interstate 15 (I-15) and the Junction of 60/91/215. The weekend closures will occur Friday nights through Monday mornings. The closure details are as follows:
• Full closure of eastbound SR 60, including all eastbound on and off ramps, between I-15 and the 60/91/215 Junction in Riverside for eight weekends from Friday nights at 10:00 p.m. to Monday mornings at 5:00 a.m. from July 26 through September 23 (excluding Labor Day weekend). There will be no eastbound access during this closure. Motorists may use the westbound SR 60 to access local on and off ramps.
• Full closure of westbound SR 60, including all westbound on and off ramps, between the 60/91/215 Junction in Riverside to I-15 for seven weekends from Friday nights at 10:00 p.m. to Monday mornings at 5:00 a.m. from September 28 through November 18 (excluding Veteran’s Day). There will be no westbound access during this closure. Motorists may use the eastbound SR 60 to access local on and off ramps.
Detour signage will be in place in advance including information posted on the Caltrans overhead changeable message signs (CMS) along freeways. Motorists are advised to use alternate freeways such as I-10, I-15, SR-210 and SR-91 to avoid the closure and reach your destination. Access to local areas and businesses is available by accessing on and off ramps from the opposite direction of the closure. Additional information will be released along with a press conference on July 23, 2019.
The contractor will begin nighttime work with lane closures throughout the project limits on Monday, July 22, which will continue throughout the length of the project. Lane closures will take place from 10:00 p.m. to 5:00 a.m. A traffic reconfiguration will occur on SR-60 west of I-15 for the duration of the project. Five lanes will be available in each direction on SR-60 during daytime work west of I-15. The speed limit will be lowered to 55 miles per hour within the project limits. Information for the bridge replacement project on SR-60 is forthcoming.

Eastvale – Many attended the 8th Annual State of the City hosted by the Eastvale Chamber of Commerce. The theme of this year’s State of the City was Thriving Together.
“There is a saying that you can go faster by yourself, but you can go further together,” stated a City post. “That’s really where thriving together comes into place. Your voice matters and you’re essential to ensuring that Eastvale continues thriving together for generations to come!”
The two-day celebration began on July 17 with a Business Luncheon held at 11:30 a.m. at the Eastvale Community Center. On Thursday, July 18, residents gathered at 6 p.m. at Eleanor Roosevelt High School for the community event. Mayor Todd Rigby shared the State of the City Address, which included the state of Eastvale, city accomplishments, and goals for the future. The free event also included the city’s popular “Taste of Eastvale”.
“As a long time Eastvale resident, I am proud to serve as Eastvale’s Mayor,” said Mayor Rigby. “I have had the opportunity to watch Eastvale continue to progress and thrive throughout this year and the exciting part is, this is just the beginning and we’re just getting started!” said Rigby.
“In Eastvale, we have an opportunity to create great places for people to connect, prosper, and truly thrive,” said Bryan Jones, City Manager. “We want to work with the residents of Eastvale to really truly understand what is our potential and what really matters to them when it comes to creating a sense of community and an experience and a feeling that they can truly feel proud to call home,” added Jones.
Last year, the City of Eastvale assembled the Strategic Planning and Goal setting workshop, which included city management, city staff, and public input. After the workshop, the following six targets were identified as the key pillars for the future: 1) Communication/Community Engagement 2) Public safety 3) Economic Development 4) Organizational Development 5) Finance/Budget and 6) Infrastructure.
Over the last year, the following great things happened in the City:
The City is also building healthy reserves by setting aside at least six months or 50% of annual regular general fund operating expenditures. These strong reserves are combined with two land investment acquisitions assets including 7 acres at Hamner Place and 22 acres at Scholar Way and Citrus Street. “We’re investing in our city so it can thrive for decades to come,” as stated in the State of the City video.

In addition, over the next year, the City will launch the Eastvale 2040 plan to help identify where the City should be in 30 years, how to get there, and what the City needs to put in place today so that the city can truly thrive. This plan will involve a lot of community engagement. “We look forward to your feedback, ideas, and vision as we identify what this plan will foster for years to come!”
Mayor Rigby added a final note about how important the community’s feedback is. “No matter how young or hold old you are, we believe you have a voice in our community and we want to make sure our community knows that you have a voice,” said Rigby.

Walnut – Andrew Rodriguez was announced as the City of Walnut’s 31st Mayor on July 10, 2019. He is expected to be sworn in at the next Walnut City Council Meeting. Rodriguez was first elected to the Walnut City Council on April 12, 2016. He is the youngest City Councilmember ever elected in Walnut’s 57-year history and is one of the youngest City Councilmembers currently serving among Los Angeles County’s 88 communities.
Rodriguez calls Walnut his hometown since he was born and raised in the city and attended Walnut Valley Unified schools. He graduated from Walnut High School with honors and was even a commencement speaker. “Having been raised in Walnut, I have a vested interest in the city’s future and will make sure that our community continues to be one of the best places to live in both California and the United States,” said Rodriguez on his Facebook page.
As a graduate from Rutgers University, Rodriguez studied political science, urban planning, and public policy. He has a diverse political background, including his work on the Los Angeles Mayor campaign in 2013 and his work as a Campaign Fellow for Cory Booker’s U.S. Senate campaign in New Jersey, also in 2013. His experience in urban planning and development include his time at New Brunswick Development Corporation, where he “researched grants and tax abatements related to a proposed collegiate housing project and was actively engaged with stakeholders to ensure that all aspects of projects remained on track,” according to his website. He also worked with Los Angeles City Council Member Paul Koretz, where Rodriguez gained experience with permit and license applications, committee meetings, and documents for council deputies.
In addition, Rodriguez currently works for a Los Angeles non-profit organization helping at-risk youth and is a parishioner at St. Lorenzo Ruiz Catholic Church. Rodriguez is also running for California State Assembly, District 55 in 2020.
As Walnut Councilman, Rodriguez did a great job updating the community about what was happening in the city. He made an effort to post development updates, new business openings, and local events that were happening in the city. He also made an effort to promote small businesses currently in Walnut, in addition to helping new entrepreneurs with the process of starting a new business in the City.
As Mayor, Rodriguez said he is excited and looking forward to the work again. “I will continue to be actively involved in our community and look forward to seeing you around our beautiful city!” said Rodriguez.
Grand openings and projects started in Eastvale

Eastvale – Eastvale is continuing to grow with new stores opening and projects starting.
DICK’s Sporting Goods held its Ribbon Cutting on July 8 and its Grand Opening event from July 12 to 14. The new Eastvale Gateway store is located at 12399 Limonite Avenue. The Grand Opening included great prizes, fun activities, and a chance to meet professional baseball player Zack Cozart!
DICK’S Sporting Goods, is the largest U.S.-based, full-line omni-channel sporting goods retailer. The new DICK’S location in Eastvale opened up approximately 75 jobs to the community.
Another exciting announcement is that the Eastvale L.E.D. Retrofitting Project is now in process. In March 2019, the City of Eastvale purchased 4,100 streetlights from Southern California Edison (SCE) to place within the city limits. “We have now began the process of upgrading to new retrofitted LED lights, making the city streets much brighter at night,” according to City officials.
These new LED streetlight fixtures have been placed strategically in a distribution pattern that will not cast light backwards onto residents’ yards. They only cast light out far enough to cover the road surface and they will use 75% less energy than traditional streetlights. In addition, the lights “align with the City’s strategic goal to enhance public safety by creating more visibility,” according to the City.
A total of 1,118 lights have been converted citywide, which completes all the main streets (arterials). The entire project is expected to be completed by December 2019.
In addition, Eastvale’s newest Shop-Dine-Stay destination, Hamner Place, broke ground on July 12. Hamner Place will be located off Hamner Avenue and Schleisman Road. See the Hamner Place article for more information.

Inland Empire – Last month, crime was limited in Eastvale and Corona, but there were a few cases in Norco. Below is a list of the crime that took place in Norco during the month of June.
INCIDENT: Grand Theft / Residential Burglary
WHEN: June 3, 2019
WHERE: 2000 Block Mountain Avenue Norco
On June 3, Riverside County Sheriff’s Department Deputies responded to a call of grand theft at the 2100 block of Hamner Ave in Norco. The suspect fled the scene to a residence in the 2000 block of Mountain Ave., in Norco.
“Entry was made to the residence and the subject was apprehended inside the residence,” according to the Riverside County Sheriff Coroner’s office. The suspect was later identified as Rafael Murrillo Quezada, 21 of San Bernardino. Quezada was arrested and booked at the Robert Presley Detention Center. The property and currency that was stolen from the residence was recovered.

INCIDENT: Sexual Assault Investigation
WHEN: June 20, 2019
WHERE: John F. Kennedy Middle College High School, Norco
A May 2019 investigation led to the recent arrest of Kyle Kammers, 33 of Riverside, who was a school employee at John F. Kennedy High School. The investigation began in May 2019 when school administrators from the Corona-Norco Unified School District informed law enforcement of a possible inappropriate relationship between Kammers and a seventeen-year-old female student.
Jurupa Valley Sheriff’s Station Investigators determined that Kammers and the student first interacted with each other at the school and communicated through text messaging, along with other social media platforms. “During some of their interactions, it was alleged Kammers started a sexual relationship with the student and received multiple inappropriate photographs of the minor,” according to the Riverside County Sheriff’s Coroner’s office.
On June 20, a search warrant was served at Kammers residence, located in the 3300 block of July Drive, and Kammers was taken into custody. Kammers was booked and transported into the Riverside County Jail for sexual assault against a minor, in addition to various crimes.
However, this is still an active investigation. Anyone with information pertaining to this investigation is encouraged to contact Investigator Patrick at the Jurupa Valley Sheriff’s Station by calling (951) 955-9234. Citizens may also submit a tip using the Sheriff’s CrimeTips online form.
Eastvale Hamner Place Breaks Ground on July 12

Eastvale– On Friday, July 12, the City celebrated the Groundbreaking of Hamner Place, Eastvale’s newest Shop-Dine-Stay destination. Hamner Place will be located off Hamner Avenue and Schleisman Road.
“The City of Eastvale is committed to enhancing the quality of life for Eastvale residents by creating places for people to connect and have community. Hamner Place will do just that, while elevating Eastvale and putting our city on the map!” stated City officials.
Over the years, Eastvale residents have suggested multiple dining choices and options they would like to see in the City of Eastvale. Therefore, this past year, the City surveyed all their restaurants to identify what type of dining options were missing.
“We also conducted a Restaurant Feedback Questionnaire to better understand the community’s ideas on future development of restaurants in our community,” stated Olivia Applegate, Public Information Officer, in a news release.
“It was important to the City of Eastvale that residents help lead us in the right direction as we focus on recruitment and attraction as part of Economic Development,” she added.
Since then, city officials have been diligently trying to identify how to elevate dining experiences in Eastvale. City officials have met with restaurateurs and have created a Restaurant Ad-Hoc committee in an effort to reach this goal.
In result, the following establishments have been determined as the best additions to Hamner Place: Heroes Restaurant & Brewery, Tony’s Chop House, Starbucks, and Staybridge Suites by IHG.
Heroes Restaurant and Brewery is a family restaurant that serves great American food and quality hand craft beers. They are expected to open in summer of 2020.
In addition, Tony’s Chop House is a brand new concept created by The Meat Cellar, and will be completely unique to Eastvale. Tony’s Chop House will feature all of the amazing steaks and chops that The Meat Cellar offers but will have an elevated ambiance and a variety of added menu items.
Lastly, Eastvale’s very first hotel, Staybridge Suites by IHG, will open in Hamner Place in 2021. Staybridge Suites is a 4.5 star, 120-room hotel that features a rooftop bar, conference and event center, pool with cabanas, and is the only hotel with vegan food options in the Inland Empire.
Hamner Place is expected to bring in more jobs, sales tax revenue, and transient occupancy tax (TOT) to the city. Since TOT is the tax that hotel guests pay during their hotel night stays, the city of Eastvale will see these TOT funds for the first time after Staybridge Suites opens.
In addition, to help lower the traffic into the City, the Hamner Avenue Bridge Widening project will begin after the completion of the Limonite Avenue I-15 Interchange Project, which is expected to be completed by November 2019. The Hamner Avenue Bridge will consist of three lanes, north and south directions, which will be plenty of room for travelers to reach Hamner Place.
“We want to thank Lewis Companies and Retail Centers for their vision for Hamner Place. They are the definition of turning challenges into opportunities and a part of making the impossible, possible,” stated a City news release.

City clarifies that no shots were fired at annual Picnic in the Park.
Eastvale – The 15th Annual Picnic in the Park was an eventful day that took place from June 28 to June 30 at the Eastvale Community Park.
The three-day celebration welcomed a summer season of non-stop fun in Eastvale, which was held by JCSD. The event included carnival rides, games, food and craft vendors, and a marvelous fireworks display. In addition, there was a Salsa Making Contest judged by Mayor Rigby and Councilwoman Yow.
However, there were many rumors about an incident that happened during the event. On June 29, social media groups filled with residents speculating about an incident that took place at the Picnic in the Park. The City of Eastvale issued a statement on their Facebook page stating the following: “a fight took place and one of the individuals had a pellet gun. NO shots were fired and there were minor injuries only. Two suspects were subsequently arrested.”
The City of Eastvale wanted to clarify the correct information to the community and they also ensured that the Riverside County Sheriff’s Department would remain onsite through the duration of Picnic in the Park, ensuring the “event is safe and enjoyable for all.”
The clarification provided a peace of mind for Eastvale residents and they expressed their appreciation. The rest of the event was enjoyable and safe for the community. Until next year, Eastvale!
