100% of the proceeds went to The American Red Cross. MOD Pizza offers a fresh
selection of custom pizzas, salads, milkshakes, and more. They are located at 12585 Cantu-Galilean
Ranch Rd. Suite 150.
In addition to the grand openings, a special squad was also
added to the Eastvale community this month.
A Paramedic Squad is now officially ready to serve, effective August
12. The squad consists of five staff
members who were transferred from various City contracts in Riverside
County. The squad will use a smaller
truck that will allow them to respond quicker to critical incidents and medical
emergencies. The Paramedic Squad members “are each well versed in their
positions and exemplary employees who all want to be a part of the Eastvale
community,” according to the City.
The Eastvale City Council approved to add the Paramedic
Squad to Fire Station 27 as part of the 2019-2020 Adopted Budget in May.
“As one of Riverside County’s youngest
cities, I am honored to partner with the City of Eastvale to increase our level
of Fire Services,” said Battalion Chief, Richard Tovar. “This
Paramedic Squad will provide coverage to our growing community of Eastvale to
allow us to better protect our highest values at risk, the residents.”

Reports
Eastvale – Many
attended the 8th Annual State of the City hosted by the Eastvale Chamber of
Commerce. The theme of this year’s State of the City was Thriving Together.
“There is a saying that you can go faster by
yourself, but you can go further together,” stated a City post. “That’s really
where thriving together comes into place. Your voice matters and you’re
essential to ensuring that Eastvale continues thriving together for generations
to come!”
The two-day celebration began on July 17 with a
Business Luncheon held at 11:30 a.m. at the Eastvale Community Center. On Thursday, July 18, residents gathered at 6
p.m. at Eleanor Roosevelt High School for the community event. Mayor Todd Rigby
shared the State of the City Address, which included the state of Eastvale,
city accomplishments, and goals for the future. The free event also included
the city’s popular “Taste of Eastvale”.
“As a long time Eastvale resident, I am proud
to serve as Eastvale’s Mayor,” said Mayor Rigby. “I have had the opportunity to
watch Eastvale continue to progress and thrive throughout this year
and the exciting part is, this is just the beginning and we’re just getting
started!” said Rigby.
“In Eastvale, we have an opportunity to create
great places for people to connect, prosper, and truly thrive,” said Bryan
Jones, City Manager. “We want to work with the residents of Eastvale to
really truly understand what is our potential and what really matters to them
when it comes to creating a sense of community and an experience and a feeling
that they can truly feel proud to call home,” added Jones.
Last year, the City of Eastvale assembled the
Strategic Planning and Goal setting workshop, which included city management,
city staff, and public input. After the workshop, the following six
targets were identified as the key pillars for the future: 1)
Communication/Community Engagement 2) Public safety 3) Economic Development 4) Organizational
Development 5) Finance/Budget and 6) Infrastructure.
Over the last year, the following great things happened in the City:
For the 8th year in a
row, the City has presented a balanced operating and capital budget
The City’s Comprehensive
Annual Financial Report was awarded the prestigious Certificate of Achievement
for financial reporting
City Staff has made
such an impact in the community that many departments have grown
A new user friendly City
website was launched
Public outreach and
public workshops have taken place in an effort to include residents in city
decisions
City Hall has expanded
its services, such as now providing Notary and Passport Services
A Community Satisfactions
Study was launched for the first time this year
The City is also building healthy reserves by
setting aside at least six months or 50% of annual regular general fund
operating expenditures. These strong reserves
are combined with two land investment acquisitions assets including 7 acres at
Hamner Place and 22 acres at Scholar Way and Citrus Street. “We’re investing in
our city so it can thrive for decades to come,” as stated in the State of the
City video.
In addition, the City also announced the establishments
that have recently opened, which include:
The Station in
Eastvale
Café Rio
MOD Pizza
Starbucks
In-N-Out
Dick’s Sporting Goods
W Cafe
Miguel’s Jr.
El Pollo Loco
Les Schwab Tires

At the State of the City, several projects and updates were also announced:
Two trails will be
built through the community in an effort to connect the city schools and parks.
This will be funded by the $8 million grant the City was awarded from the
State. The City plans to work closely with residents over the next year to
design these trails.

IHG, including a rooftop bar and vegetarian options
“Community
is very important in our city,” said Council Member Jocelyn
Yow. “It’s really important that we build that community in City of
Eastvale,” added Yow.
In an effort to connect the community, the
following events and programs will
take place in the City:
The Tailgate Fest, a
country music festival, expected to take place in August
An Arts and Public
Places Program will be initiated, including a very special mural that will
involve our community
Public safety is also a top priority in Eastvale.
The Sheriff’s Department and Fire Department are doing a great job keeping the
community safe, which is why the City was ranked the 12th safest city
in the state. Below are the additions and accomplishments made to theCity’s Public Safety:
A motorcycle deputy
was added
An
automated license plate reader program was implemented
ALPR cameras were installed
on patrol vehicles and various entry/exit points throughout the city
The Neighborhood Watch
Program covers every area in the City; we are one of the first cities in the
country that has accomplished this.
However, the City is still looking into how to
enhance the City’s safety through collaborative endeavors and advanced
technology. Here is what is expected
to be added to increase community safety in the next year:
A medic squad, which
is a smaller truck that can help respond to critical incidents
10 patrol hours were
approved to be added, which equates to two more deputies to be on patrol
Other items
that are expected to be launched or
pursued in the future are:
Business Registration process
will be made available online within the next year
A local library will
be pursued
Additional
entertainment options will be pursued
In addition, over the next year, the City will launch the Eastvale 2040 plan to help identify where the City should be in 30 years, how to get there, and what the City needs to put in place today so that the city can truly thrive. This plan will involve a lot of community engagement. “We look forward to your feedback, ideas, and vision as we identify what this plan will foster for years to come!”
Mayor Rigby added a final note about how important
the community’s feedback is. “No matter
how young or hold old you are, we believe you have a voice in our community and
we want to make sure our community knows that you have a voice,” said
Rigby.

Eastvale – Eastvale is continuing to grow with new stores opening
and projects starting.
DICK’s Sporting Goods held its Ribbon Cutting on July 8 and
its Grand Opening event from July 12 to 14.
The new Eastvale Gateway store is located at 12399 Limonite Avenue. The Grand Opening included great prizes, fun
activities, and a chance to meet professional baseball player Zack Cozart!
DICK’S Sporting Goods, is the largest
U.S.-based, full-line omni-channel sporting goods retailer. The new DICK’S location in Eastvale opened up
approximately 75 jobs to the community.
Another exciting announcement is that the Eastvale L.E.D.
Retrofitting Project is now in process. In
March 2019, the City of Eastvale purchased 4,100 streetlights from Southern
California Edison (SCE) to place within the city limits. “We have now began the
process of upgrading to new retrofitted LED lights, making the city streets
much brighter at night,” according to City officials.
These new LED streetlight fixtures have been
placed strategically in a distribution pattern that will not cast light backwards
onto residents’ yards. They only cast
light out far enough to cover the road surface and they will use 75% less
energy than traditional streetlights. In
addition, the lights “align with the City’s strategic goal to enhance public
safety by creating more visibility,” according to the City.
A total of 1,118 lights have been converted
citywide, which completes all the main streets (arterials). The entire project is expected to be
completed by December 2019.
In addition, Eastvale’s newest Shop-Dine-Stay
destination, Hamner Place, broke ground on July 12. Hamner Place will be located off Hamner
Avenue and Schleisman Road. See the
Hamner Place article for more information.

Staff Reports
Eastvale– On Friday, July 12, the City celebrated the Groundbreaking of Hamner Place, Eastvale’s newest Shop-Dine-Stay destination. Hamner Place will be located off Hamner Avenue and Schleisman Road.
“The City of Eastvale is committed to enhancing the quality of
life for Eastvale residents by creating places for people to connect and have
community. Hamner Place will do just that, while elevating Eastvale and
putting our city on the map!” stated City officials.
Over
the years, Eastvale residents have suggested multiple dining choices and
options they would like to see in the City of Eastvale. Therefore, this past
year, the City surveyed all their restaurants to identify what type of dining
options were missing.
“We
also conducted a Restaurant Feedback Questionnaire to better understand the
community’s ideas on future development of restaurants in our community,”
stated Olivia Applegate, Public Information Officer, in a news release.
“It
was important to the City of Eastvale that residents help lead us in the right
direction as we focus on recruitment and attraction as part of Economic
Development,” she added.
Since
then, city officials have been diligently trying to identify how to elevate
dining experiences in Eastvale. City
officials have met with restaurateurs and have created a Restaurant Ad-Hoc
committee in an effort to reach this goal.
In
result, the following establishments have been determined as the best additions
to Hamner Place: Heroes Restaurant & Brewery, Tony’s Chop House, Starbucks,
and Staybridge Suites by IHG.
Heroes
Restaurant and Brewery is a family restaurant that serves great American food
and quality hand craft beers. They are expected
to open in summer of 2020.
In
addition, Tony’s Chop House is a brand new concept created by The Meat Cellar,
and will be completely unique to Eastvale.
Tony’s Chop House will feature all of the amazing steaks and chops that
The Meat Cellar offers but will have an elevated ambiance and a variety of
added menu items.
Lastly,
Eastvale’s very first hotel, Staybridge Suites by IHG, will open in Hamner
Place in 2021. Staybridge Suites is a 4.5 star, 120-room hotel that features a
rooftop bar, conference and event center, pool with cabanas, and is the only
hotel with vegan food options in the Inland Empire.
Hamner
Place is expected to bring in more jobs, sales tax revenue, and transient
occupancy tax (TOT) to the city. Since TOT is the tax that hotel guests
pay during their hotel night stays, the city of Eastvale will see these TOT
funds for the first time after Staybridge Suites opens.
In
addition, to help lower the traffic into the City, the Hamner Avenue Bridge
Widening project will begin after the completion of the Limonite Avenue I-15
Interchange Project, which is expected to be completed by November 2019. The Hamner Avenue Bridge will consist of
three lanes, north and south directions, which will be plenty of room for
travelers to reach Hamner Place.
“We want to thank Lewis Companies and Retail
Centers for their vision for Hamner Place. They are the definition of
turning challenges into opportunities and a part of making the impossible,
possible,” stated a City news release.
“Stay tuned for more exciting news regarding dining and entertainment experiences coming to Eastvale!”
Photo courtesy: City of Eastvale, On July 12, Eastvale City officials gathered to break ground for Hamner Place.
City clarifies that no shots were fired at annual Picnic in the Park.
Eastvale – The 15th Annual Picnic in the
Park was an eventful day that took place from June 28 to June 30 at the
Eastvale Community Park.
The three-day celebration
welcomed a summer season of non-stop fun in Eastvale, which was held by
JCSD. The event included carnival rides,
games, food and craft vendors, and a marvelous fireworks display. In addition, there was a Salsa Making Contest
judged by Mayor Rigby and Councilwoman Yow.
However, there were many
rumors about an incident that happened during the event. On June 29, social media groups filled with
residents speculating about an incident that took place at the Picnic in the
Park. The City of Eastvale issued a
statement on their Facebook page stating the following: “a fight took place and
one of the individuals had a pellet gun. NO shots were fired and there were
minor injuries only. Two suspects were subsequently arrested.”
The City of Eastvale
wanted to clarify the correct information to the community and they also
ensured that the Riverside County Sheriff’s Department would remain onsite
through the duration of Picnic in the Park, ensuring the “event is safe and
enjoyable for all.”
The clarification
provided a peace of mind for Eastvale residents and they expressed their
appreciation. The rest of the event was
enjoyable and safe for the community.
Until next year, Eastvale!

Staff Reports
Eastvale– On Thursday, May 30, a 15-year-old Eastvale resident was killed after a hit and run incident.
At around 2:40 a.m. on Thursday morning, the Eastvale Police Department arrived at 68th street near Tarah Street in Eastvale. Witnesses told Police Officers that they saw a dark colored 4-door sedan hit the 15-year-old male juvenile. Then, the driver of the vehicle fled eastbound on 68th Street without stopping and assisting the juvenile, according to the Riverside County Sheriff’s Department.
The juvenile had major injuries upon the Police Department’s
arrival. However, despite life-saving efforts by American Medical Response
personnel, the juvenile succumbed to his injuries.
The victim was later identified as Anthony Gaitan. Many
family members described Anthony as a happy kid with a gentle spirit. “He had the biggest heart ever and always
made others laugh; he always made people laugh with his funny faces,” said
Mercedez Gaitan. “He loved to skateboard
and was such a character,” she continued.
Anthony’s aunt, Marta Gaitan, also spoke about Anthony’s
passing. “Our family is in shock,
devastated and heartbroken. There are no words to describe what we are all
going through right now as a family, to lose our precious Anthony at such a
young age.”
However, upon their mourning, Marta states that their family seeks justice. “If anyone has any information, please call your local Police Department. If the person that committed and [is] responsible for this horrific act is reading this post, please come forward and do the right thing. Our family needs closure.”
Marta continues by thanking the community for their
support. “Thank you for your condolences
and respectful, kind words of support to our family. Our precious Anthony was
loved by so many,” she added.

Eastvale – The City of Eastvale
recently launched a new website that is expected to enhance the City’s ability
to serve and engage the community. “This new website will offer residents and
businesses an enhanced experience that prioritizes digital service delivery,
effective navigation, and increased access to information,” according to the
City.
The new highly
functional and user-friendly website has a modern design and will support the needs
of all 73,700 Eastvale residents, in addition to the millions of digital
visitors the City has.
The City of Eastvale
stated that they partnered with Granicus to initiate a “full top-to-bottom
website overhaul that included an in-depth review of website analytics, visitor
behavior, and even incorporated community input that led to the new design,
core functionality, and enhanced accessibility of the revamped website,”
according to a news release.
The data also concluded
that nearly half of the City’s web traffic comes from mobile devices. This is due to the global trend that
indicates people prefer to use their mobile phones to connect and engage online. Therefore, the new website has a responsive
and accessible website design that can automatically adjust the layout, font
sizes, images and buttons to fit a mobile screen.
“Prior to our launch of our new intuitive website for Eastvale, it was difficult to navigate and find specific information on our website,” said City Manager, Bryan Jones, in a news release. “Now, we’re able to provide a customer-first website that provides users with a mobile-friendly website that quickly connects people with the information they need.”
Jones also expresses excitement for the new website feature that gives the ability to translate the information to other languages. “One of our proudest parts of this website besides its beautiful design and layout is that it is now accessible to all cultures through the ability to translate our website into every language. This aligns our website with our diverse, mixed culture community. We are one of the most diverse communities in California; a demographic we are really proud of as a City. We strive to ensure we are accessible to and engaging with everyone.”
Susan Ganeshan, Chief
Marketing Officer at Granicus, also commented on her satisfaction with the
partnership and work completed for the City of Eastvale. “Our team of government website design experts
and developers at Granicus were very pleased to deliver a new website for the
City of Eastvale that will provide a more intuitive and seamless experience for
visitors,” said Ganeshan. “As the Eastvale community grows and its
demographics shift to include a more mobile-first generation, we prioritized
responsiveness on mobile devices and updated the navigation to reflect the top
service-oriented requests from customers,” she added.
8-year old Noah McIntosh of Corona has been missing since early March. Authorities believe Noah is the victim of homicide and torture at the hands of his father, Bryce McIntosh, also of Corona. McIntosh has been charged with 1st degree murder with special circumstances which makes him eligible for the death penalty.
Staff
Reports
Corona- During a hearing on May 1, a
Superior Court Judge made a statement that the Riverside County Department of
Public Social Services (DPSS) failed to protect missing 8-year-old Noah
McIntosh from further harm, even though reports indicate that they knew he was
being abused in his Corona home.
The hearing was called after Noah and his
sister’s attorney, Patricia Nance, objected to the public release of Noah’s
case file from Child Protective Services.
Several media outlets have requested the file be released under the
California state law that requires public disclosure of social services records
of children who are believed to be deceased as a result of abuse or neglect.
However, Nance opposed the release of the
records stating that Noah’s body hasn’t been found, and argued that state law
requires the documents only be released if the juvenile is dead. Nance continued stating that if Noah’s body
is not found, proof should come from a criminal conviction or coroner’s report.
Nevertheless, releasing the case file would
provide additional details to the public such as observations by the
caseworker, statements from Noah and his family, and the caseworker’s
recommendations. For example, it may
include the CPS report that Noah’s grandfather, Doug Godfrey, said he made a
year before Noah disappeared. Doug
Godfrey told a local newsgroup that he made the report because he feared Noah
was being abused. However, the boy
remained in the home with Bryce after the investigation.
During the hearing, Perantoni stated, “It
appears to the Court that there is a significant public interest in the
information in the DPSS file relating to whether Riverside Department of Public
Social Services acted to protect Noah from abuse,” according to a hearing
transcript.
“There is significant information in the
file indicating that Riverside County DPSS knew that this child was being
abused in the home and took no action to protect the child, and that is clear
from the Court’s review of the file,” Perantoni also stated.
Judge Perantoni overruled Nance’s objection
and ordered the release of the records, with certain information redacted
(names, addresses, phones numbers).
However, Perantoni granted Nance’s request to postpone the release of
the records until May 11. Then on May 9,
Associate Justice Carol D. Codrington of the state Court of Appeal, Fourth
District, granted Nance’s second request of postponement, indicating the
records be released by May 20.
In addition, the Department of Social
Services stated that they are currently conducting an extensive review of the
child and adult protective services divisions.
Noah McIntosh was reported missing on March
12 by Noah’s mother, Jillian Godfrey, 36.
However, an investigation discovered that Noah has actually been missing
since March 3. Godfrey told
investigators that she last saw Noah on March 2 at his father’s home in the
4600 block of Temescal Valley Rd.
Riverside County Court reports state that Noah’s father, Bryce McIntosh,
took Noah into the bathroom, and Godfrey heard Noah ask his father “why he was
hurting him.” On March 3, she left the
residence but did not see Noah because he was still in the bathroom.
During a forensic interview, Noah’s sister,
11, described physical abuse to Noah by Bryce McIntosh. The abuse involved Noah being handcuffed in
the bathtub in cold water, while his sister helped hold Noah’s legs down at
times, according to Riverside County Superior Court records. His sister said she wasn’t home when Noah
went missing, but she knew he was missing because “her Daddy told her,”
according to the records. In addition,
several pieces of evidence were found in the Corona home such as handcuffs, zip
ties, yellow towels with stains, and a laptop with relevant web searches, to
name only a few. Authorities also extracted data from Godfrey’s phone, which
included notes that she took that documented Bryce’s abuse towards Noah.
Bryce McIntosh, 32, was charged with first-degree
murder of his son, with the special circumstance of torture that makes him
potentially eligible for the death penalty.
McIntosh plead not guilty on April 3 and is expected to return to court
on June 17. Godfrey was charged with
willful child cruelty, but also plead not guilty. Her hearing is scheduled for May 17. Both are being held without bail.

Staff Reports
Chino – Firefighters from the Chino Valley Fire District (CVFD)
responded to a second-alarm hay fire on Tuesday, May 7 at around 8:04 p.m. The fire was located in the 8300 block of
Pine Ave at a Chino dairy farm.
“Firefighters kept the fire from reaching several heads of cattle and nearby residential structures, at times battling three-story high flame lengths,” according to CVFD. Firefighters contained the fire to bales of hay and a nearby barn structure. No injuries were reported as of yet.
CVFD announced that they expected the fire to burn for three
to five days because of the fuel arrangement that makes it difficult to put out
compact hay bales fires. “These fires
are deep seated into the material and make it difficult to access and extinguish,”
said CVFD.
Firefighters worked hard to contain the fire and their
priority was to protect the perimeter exposures. CVFD issued a statement on Tuesday evening
stating they were trying to allow the fuel to burn off until they can get heavy
equipment to move in and break the bails apart.
“Once the bails are spread out, we can put water over them and
extinguish the fire,” CVFD added.
On Tuesday evening, Pine Avenue was closed between West
Preserve Loop and East Preserve Loop, according to the Chino Police
Department. CVFD also sent out
advisories for local residents to avoid the smoke by staying indoors, closing
all doors and windows, and avoid vigorous outdoor and indoor activity. They also recommended that residents run
their air conditioner, keep the fresh air intake closed, and clean the filter
to prevent smoke from coming inside.

Staff Reports
Norco – On April 22, a small plane crashed into a Norco prison,
killing the plane’s pilot. The pilot was
identified as Dave Vopat, 51, of Chino.
Vopat was flying a rare and historic Northrop N-9M Flying
Wing that was registered to the Planes of Fame Air Museum in Chino. The plane was built by Northrop in 1944. Local reports state that the pilot was flying
the plane to prepare for an upcoming air show at the museum.
On that Monday afternoon, multiple witnesses reported
observing the airplane “flying on a northeastern heading at a low altitude,”
according to the National Transportation Safety Board (NTSB). The plane then performed a “barrel roll” and
“wobbled [from] side to side,” before the airplane’s canopy separated. At around 12:10 p.m., the airplane entered a
steep right turn, and crashed into the outpatient-housing yard of the California
Rehabilitation Center, which is located in the 1900 block of 4th
street.
The debris spread over 474 ft. in length and 200 ft.
wide. There were no reports of
structural damage; sheriff officials stated that the area of the crash was
currently under construction. A report
indicated that one inmate suffered from scratches, but there were no additional
reports of serious injuries to the prison’s inmates or staff.
NTSB also reported that the flight originated from Chino
Airport, at around 12:02 p.m. In
addition, “visual meteorological conditions prevailed, and no flight plan was
filed for the personal flight,” stated NTSB.
The remaining parts of the airplane were recovered to another location
for further examination and this incident is still under investigation.

Eastvale – On March 25, the Eastvale community came together to search for a missing boy. When 12-year-old Javier was reported missing by his family, the Eastvale Police Department and the City of Eastvale asked the community for help in locating Javier. The City of Eastvale posted the missing child’s picture on their Facebook page and indicated that the boy was last seen at 2:23 p.m. at Augustine Ramirez Intermediate School. Friends of the family said that Javier didn’t show up to his usual pick-up spot in front of the school. Comments on the Facebook post indicated that the boy had special needs as well.
Friends of the family were searching the area for the boy
and an Eastvale Police helicopter announced his description from above. However, several community members felt they
couldn’t sit back and wait; they wanted to join in on the search. Strangers from all over the city got in their
cars with their families and searched the neighborhoods for the boy. It was amazing to see how many community
members came together to look for a child they didn’t even know.
By 7:40 p.m., it was confirmed that the boy was found unharmed
in the city of Chino and was safely returned to his family. It was not reported how the boy ended up in
Chino or why he left the school. However,
the family and the community were just thankful he was home safe.
The City of Eastvale posted an update to their Facebook page
and thanked everyone who spread the word. “The Eastvale Police Department would
like to thank the community for their assistance in helping locate Javier,”
said the post.
