Passport Services Temporarily Suspended

 Chino Hills – The City of Chino Hills will temporarily suspend its Passport Acceptance services from Monday, December 12th to Monday, January 2nd. Starting on Tuesday, January 3rd, passport hours are from 7:30 a.m. to 4:30 p.m. on Monday, Wednesday, and Thursday; 7:30 a.m. to 7:00 p.m. on Tuesday; and 7:30 a.m. to 12:00 p.m. on Friday. Visit the City Clerk’s Office on the second floor at City Hall, located at 14000 City Center Drive, to apply for a passport. The City Clerk’s Office also takes passport photos. City Facilities & Library Closed Christmas & New Years

Chino Hills– The City of Chino Hills City Hall and City Yard will be closed for the Christmas and New Year’s holidays, from Friday, December 23rd through Monday, January 2nd. The Chino Hills Community Center and McCoy Equestrian & Recreation Center will be closed December 23rd, 24th, 25th, 30th, 31st, January 1st and 2nd. From December 27th to the 29th, the Chino Hills Community Center will be open from 7:30 a.m. to 5:30 p.m. and the McCoy Equestrian Center will be open from 8:00 a.m. to 4:00 p.m. Trash pickup will be delayed one day during the week after December 26th and January 2nd. Customers who require a new water service account or wish to close a water service account between Friday, December 23rd and Monday, January 2nd when City Hall is closed, will need to call (909) 364- 2860 to make arrangements with “on-call” staff. During the closure, the City will not process delinquent utility bill notices, nor will they “lock-off” water service. Customers are encouraged to pay due utility bills during or before the closure to avoid a longer wait time at the counter or on the phone, and/or to avoid having their water service “locked-off” until after the holidays when normal business hours resume on January 3rd. Customers may make payments during the above closure dates by mail using the return envelope provided, by dropping it off at the payment box in the Government Center parking lot adjacent to the Library, by paying online via http://www.chinohills.org/BillPay, or by using their bank’s online payment system. Staff will be available “on-call” to respond to emergencies just as they are on other holidays and on weekends. Please call (909) 364-2860 to report after-hours emergencies.

Avoiding Apartment Rental Scams

Walnut-Diamond Bar-The Walnut/Diamond Bar Sheriff’s Department has offered the following tips when looking for apartments to avoid rental scams.
Finding an apartment can often be time consuming and emotionally frustrating. Time constraints and financial considerations can often place the apartment seeker in a vulnerable position where they can fall prey to Apartment Rental Scammers.
While Apartment Rental Scams come in a variety of schemes, they basically boil down to two types: Either the scammer has no authority to offer an existing apartment for rent or the scammer is trying to rent a fictitious apartment. In either case, the goal of the scammer is to get the victim to pay money upfront for a list of available apartments in the area or to arrange the rental of a particular apartment.

How Rental Scams Work
Scammers know that finding the right apartment or vacation rental can be hard work, and a seemingly good deal is hard to pass up. They’ve been known to game some vacation rental websites and bulletin boards. The take-away: when you’re looking for a rental, its caveat renter renter beware.
Hijacked Ads
Some scammers hijack a real rental or real estate listing by changing the email address or other contact information, and placing the modified ad on another site. The altered ad may even use the name of the person who posted the original ad. In other cases, scammers have hijacked the email accounts of property owners on reputable vacation rental websites.
Phantom Rentals
Other rip-off artists make up listings for places that aren’t for rent or don’t exist, and try to lure you in with the promise of low rent, or great amenities. Their goal is to get your money before you find out.
Signs of a Scam
Being savvy when you’re in search of a rental is well worth the effort. Here are some signs you may be dealing with a scam:
They tell you to wire money
This is the surest sign of a scam. There’s never a good reason to wire money to pay a security deposit, application fee, first month’s rent, or vacation rental fee. That’s true even if they send you a contract first. Wiring money is the same as sending cash once you send it, you have no way to get it back.
They want a security deposit or first month’s rent before you’ve met or signed a lease. It’s never a good idea to send money to someone you’ve never met in person for an apartment you haven’t seen. If you can’t visit an apartment or house yourself, ask someone you trust to go and confirm that it’s for rent, and that it is what was advertised. In addition to setting up a meeting, do a search on the owner and listing. If you find the same ad listed under a different name, that’s a clue it may be a scam.
They say they’re out of the country
But they have a plan to get the keys into your hands. It might involve a lawyer or an “agent” working on their behalf. Some scammers even create fake keys. Don’t send money to them overseas. If you can’t meet in person, see the apartment, or sign a lease before you pay, keep looking. What if the rental itself is overseas? Paying with a credit card or through a reputable vacation rental website with its own payment system are your safest bets.
How to Report Scams
If you find yourself the target of a rental scam, report it to your local law enforcement agency and to the FTC. Contact the website where the ad was posted, too.

Court Upholds Walnut Order To Halt Solar Project

Mt. SAC’s proposed Solar Project cannot proceed without preserving community health and safety

WALNUT – On December 6, 2016, the City of Walnut prevailed when the Superior Court denied a request by Mt. San Antonio College (Mt. SAC) to lift the City’s Stop Work Notice prohibiting Mt. SAC from commencing grading and construction of the proposed Solar Project. In the same hearing, Superior Court Judge James Chalfant also granted the United Walnut Taxpayers’ (UWT) request for a preliminary injunction against the project. The Court’s ruling puts the proposed Solar Project on hold until the underlying lawsuits are resolved. The trial is presently scheduled in March 2017. “Yesterday was an important win for our community. The City fought aggressively to protect the safety, health, and welfare of our residents, and we have succeeded,” said Walnut Mayor Eric Ching. “Resorting to the courts is never our first choice, and I hope Mt. SAC will now recognize that cooperation with the City is a more effective way forward for both our City and the college.” The underlying lawsuit involves disputes between Mt. SAC, the City of Walnut and UWT regarding several college projects, including the proposed Solar Project on the “West Parcel”. The West Parcel is a triangular lot of undeveloped hillside bounded by single-family residences along its

southern and western borders and separated from Mt. SAC’s main campus by Grand and Temple Avenues. Mt. SAC proposes to tear down hillsides and fill in existing ravines to create a building pad. Approximately 10 acres of ground-mounted tracking solar photovoltaic panels will be installed in the leveled area. The City challenged the proposed project alleging that Mt. SAC failed to adequately evaluate the potential impacts of the project under the California Environmental Quality Act and, further, that Mt. SAC failed to obtain necessary City permits, including grading and hauling permits.

“The proposed Solar Project involves a massive grading effort requiring approximately 160 large truck trips per day to import between 163,000 and 260,000 cubic yards of fill dirt, or the equivalent of filling an ordinary football field to over 120 feet in height. The truck activity alone poses a significant safety hazard with large 40-foot trucks coming in and out of the West Parcel every 90 seconds at North Grand Avenue just 200 feet from the intersection at West Temple,” said City Manager Rob Wishner. The proposed Solar Project was “on hold,” but on Thursday, October 20, 2016, Mt. SAC notified adjacent residences that grading activity would commence on the West Parcel the following

Monday. In response, the City issued a Stop Work Notice, citing Mt. SAC with violations of 14 separate municipal ordinances. Mt. SAC sought an injunction against the City to prevent enforcement of the Stop Work Notice. Meanwhile UWT additionally sought relief from the court by way of a preliminary injunction to stop the project. Efforts to resolve the dispute by mediation among the City, Mt. SAC and United Walnut Taxpayers on November 17 failed, resulting in the injunction hearings scheduled for December 6, 2016. The court ruled in favor of the City and UWT.

 

Boy dies 6 days after 5th Birthday

CHINO- On December 11,  the Chino Police Department Officers responded to a report of a traffic collision between a vehicle and a child in the 12700 block of Oaks Avenue.  Once they arrived, officers and paramedics found a 5 year old boy suffering from severe trauma.  Paramedics transported the boy to a local hospital where he succumbed to his injuries.  The boy resided on Oaks Avenue, the street where the collision occurred.

The Chino PD stated, “The driver of the vehicle is an 18 year old male from Chino, California.  He remained at the scene and has cooperated with the investigation. It is not believed that alcohol or drugs played a part in the collision.”

UPDATE: South Milliken Avenue Grade Separation Project

As of November 30, 2016, the City of Ontario has opened the north-south traffic on Hamner/Milliken through the over-crossing of the grade separation. The ramps connecting Hamner/Milliken to Mission Boulevard will remain closed until February 2017 for finishing touches.

Chino residents arrested for Identity Theft

Chino- On December 7, two City of Chino residents were arrested after the Rancho Cucamonga Police Department compiled a comprehensive investigation that which produced several search warrants, identified countless victims of identity theft, cleared several vehicle burglaries that occurred in Rancho Cucamonga.

 

The two suspects were identified as William Hernandez, 41-years-old, and Stephanie Romesuspect2ro, 33-years-old who were both residents of Chino.

 

Deputy Torres of the Rancho Cucamonga Police Department began her investigation after reports of several vehicle burglaries were happening in the parking lots of the Rancho Cucamonga 24 Hour Fitness.  The team of deputies and Deputy Torres were assigned to the Victoria Gardens Retail Theft Team where they found Hernandez and Romero as possible suspects.

 

Detective Bureau and Deputy Torres together coordinated a takedown operation that led to the arrest of both Chino residents. The arrest led to a continued investigation with the help of other detectives and deputes, additional warrants were placed in the City of Chino and Santa Fe Springs.

 

According to the San Bernardino Sheriff’s Department, “The search warrants exposed a comprehensive identity theft operation that Hernandez and Romero spearheaded. Thousands of dollars of fraudulently purchased property was located, along with hundreds of stolen access cards, stolen identification cards, personal documents and mail containing the information of hundreds of victims.”

 

Deputy Torres is working on locating every identity theft victim so their personal property may be returned, so she may obtain interviews and file additional charges to solidify her case with the District Attorney’s Office.

Diamond Bar Welcome’s New Sheriff’s Captain

Diamond Bar-Walnut Sheriff’s Station has a new leader. Captain Al Reyes, a 32-year veteran of the Los Angeles County Sheriff’s Department, took over command of the station this past October.

Captain Reyes’ career with the Sheriff’s Department began in 1984. After graduating from the Sheriff’s Academy as a Deputy Sheriff, he was assigned to the Hall of Justice Jail as a custody deputy, and then as a patrol deputy at both East Los Angeles and Norwalk Sheriff’s Stations. In November 2000, Captain Reyes was promoted to the rank of sergeant and supervised patrol functions at both Century and Lennox Sheriff’s Stations. He was also an Operations Sergeant at Norwalk Sheriff’s Station. Seven years later, Captain Reyes was promoted to Lieutenant and assigned to the Norwalk Sheriff’s Station where he worked as a shift watch commander and Service Area Lieutenant for the unincorporated areas of South and West Whittier. He also served as an Operations Lieutenant for Norwalk and Walnut/Diamond Bar Sheriff’s Stations.

In 2015, Captain Reyes was assigned to Sheriff’s Headquarters where he served as the aide to the chief of East Patrol Division. Captain Reyes has an associate degree in liberal arts from Mt. San Antonio College, and is working toward a bachelor’s degree in leadership at Trident University International. The Diamond Bar-Walnut Sheriff’s Station serves Diamond Bar, Walnut, Rowland Heights and unincorporated areas of Covina Hills and West Covina.

Drug Lab Leads to Explosion

CHINO, CA – On Sunday November 27, 2016 at approximately 1:55 p.m. Chino Police Officers and Chino Valley Firefighters responded to a report of a residential fire in the 4900 block of G Street. Upon arrival, officers discovered that an explosion had occurred in the back of the residence.  The fire was extinguished prior to the officers’ arrival.

Located at the residence was 20-year-old Chino resident, Adrian Corona who was suffering from severe burn injuries to his face and upper body.

The investigation revealed the source of the explosion as a Butane Honey Oil (BHO) extraction laboratory used to manufacture marijuana hash oil. Investigators from the Chino Police Department and the Chino Valley Fire District quarantined the area and processed the scene once investigators determined it was safe to enter.

Emergency personnel closed G Street for several hours while investigators processed the scene.

Corona was transported to an area hospital with severe burn injuries. Investigators are seeking charges against Corona for his involvement in drug manufacturing.

Join CVFD in Spreading Holiday Cheer

The Chino Valley Fire District asks the public to join our firefighters in spreading holiday cheer through the annual Spark of Love Toy Drive. Off-duty Chino Valley Fire personnel will be collecting toys at their annual toy drive event on Saturday December 3, 2016 and Sunday December 4, 2016, from 8am to 5pm in front of Wal-Mart in the City of Chino (3943 Grand Avenue). The Chino Valley Fire Professional Firefighters Union will offer free photos with Santa Claus from 10am to 4:30pm during the toy drive. All new, unwrapped toys and sports equipment collected during the toy drive will be distributed to local charities serving the Cities of Chino and Chino Hills.

CVFD will continue collecting donations at all seven fire stations and Fire Administration through December 24, 2016, in partnership with ABC 7’s Spark of Love Toy Drive.

New Company Opens In Old Bob’s Big Boy Spot

Diamond Bar – A year ago this month, Bob’s Big Boy in Diamond Bar closed for business after a 35 year stint on the corner of Golden Springs and Brea Canyon Roads. Now a new era begins: Pho Ha Plus, Vietnamese Cuisine, will be filling that iconic spot, and has announced their opening for later this month.

Facing rising costs, expensive rehab and landlord disputes, restaurant owner James Tsaic, closed the place he’d owned since 1992.

“We tried all we could to keep our doors open,” Tsai said.”We came to a point where we needed to end this land fighting. But ultimately it became an unfair fight where the landowner won.” Tsai said he tried negotiating with the building’s landlord over the remaining years on the Bob’s Big Boy lease but to no avail.

The former diner-style eatery, featuring a long, curved counter with wooden bar stools and small booths scattered throughout the dining room, went through a number of chefs, general managers and culinary styles as the owner repeatedly worked to capture an audience in the ever-changing demographics of the city, located on a busy intersection on Golden Springs Road and the 60 and 57 freeway.

“There are three reasons that changed our minds in closing our doors,” Tsai said.”First, there was a spike in the rent. Then, the demographics had changed. Finally, the 57/60 freeway construction started and moved a lot of businesses in the area.”

“Diamond Bar has always been good to us. The city council has also supported us but there was nothing they could do because of the landowners,” Tsai added.

The restaurant attempted a historical landmark petition campaign back in 2012, but failed to reach the 20,000 required signatures, Tsai said. The building first opened in 1979, and is 15-years short of being considered for the national historical landmark status, he said.

Now only two Bob’s Big Boy locations remain in California – Norco and Burbank.

Though it was no secret that business wasn’t exactly booming. It was also in dire need of costly repairs, according to customers and employees.

No word on when Pho Ha Plus will be officially opened.

The Great American Smokeout Anti-Smoking Event for Teens

Chino teens can participate in the Great American Smokeout on Thursday, November 17, 2016 from 4:00-6:00 p.m., at the Chino Experience Teen Center, 13196 Monte Vista Avenue, Chino, CA.

The event will feature life-saving/anti-smoking information, door prizes, an art showcase, music, and light refreshments. At this powerful event, teens are challenged to live healthy, tobacco-free lives.

The Great American Smokeout occurs annually on the third Thursday of November and is intended to encourage young people to stop smoking or not start at all.  The Teen Advisory Committee Chairperson and Teen Center participant, Noemi Lemus said, “I am looking forward to participating in this year’s event.  It is so important to get this message out there, and show teens how smoking can affect the rest of their lives.”

According to the American Cancer Society, tobacco use remains the single largest preventable cause of disease and premature death in the U.S., yet about 42 million Americans still smoke cigarettes. According to the Centers for Disease Control and Prevention, smoking-related illnesses in the United States cost more than $300 billion each year, including nearly $170 billion for direct medical costs for adults and more than $156 billion in lost productivity due to premature death and secondhand smoke.

The longer a person avoids tobacco, the healthier they’ll get, which is why the Chino Teen Advisory Committee, Healthy Chino, Chino Valley Unified School District, and the American Cancer Society have partnered to observe the annual Great American Smokeout.

Jewelry Heist Suspects Wanted

Chino- On October 27, two suspects entered the Superior Market located on 12375 Central Ave next to the Chino Police Department, where they stole from the Jewelry Store inside. The two male suspects also targeted the Superior Market located at 1130 West Sixth Street in Corona on October 31.

According to the Corona Police Department, the victim said two black male adult suspects entered the store and walked to the jewelry kiosk. The suspects asked about the jewelry and the employee opened the display case for them. As the employee briefly turned around, one suspect leaned over the counter and removed two trays of jewelry. Although a witness left before the Corona PD was able to arrive, the witness let the employee know that the suspects got into a white van and left the parking lot. The victim reported a loss of approximately $30,000 in merchandise.

The suspects were described to the Corona Police Department and video surveillance was released.

Video surveillance of the theft identified the two suspects as Deanthony Lamar Block and Dajuan Lee Calvin Robinson. The two are now wanted by four agencies; Corona Police Department, Riverside County Sheriff’s Department, Chino Police Department, and the San Bernardino County Sheriff’s Department.

Fire Investigators are seeking the public’s help

On October 21, 2016, at 5:39 am, Chino Valley Fire District units responded to 13920 City Center Drive in Chino Hills (Dillon’s Restaurant & Irish Pub) for a call regarding an unknown liquid release inside of the restaurant. Several members of a cleaning crew reported feeling ill after entering the business.

The unknown liquid was determined to be flammable and evidence of vandalism was discovered during the investigation.

Investigators from Chino Valley Fire District as well as Chino Hills Police Department/San Bernardino County Sheriff’s Department are actively investigating the circumstances of the incident, which occurred between the hours of midnight and 3 a.m.

Investigators are seeking the public’s help. If you have any information regarding this incident, or were a patron of the restaurant/pub that evening, please contact Investigator/Captain Cragg at 909-315-8840. Information can be anonymous and the public’s help is appreciated.

City of Chino Hills Code Enforcement and San Bernardino County Department of Public Health have closed Dillon’s Restaurant & Irish Pub until it can be properly cleaned and necessary repairs are made.

 

Identity Theft Ring In Custody

San Bernardino – Six suspects from San Bernardino were arrested and charged in relation to a string of mail thefts in the City of Loma Linda and other surrounding areas.

On September 13, 2016, the first suspect was stopped during a routine traffic stop by Deputy B. Ortiz of the Loma Linda Police Department. Daniel Bustos, the driver, was searched and in possession of pry tools as well as a vast amount of stolen checks, mail and ID cards. Deputies believed Bustos used the pry tools to break into residents’ mail boxes in Loma Linda. Bustos was then arrested and booked, facing felony of identity theft and check fraud.

Deputy Ortiz continued to investigate and issued a search warrant for 2301 N. Sepulveda Ave. #22 which was believed to be the location of where more stolen mail and other illegal items were being stored. The search warrant was officially served on September 27, 2016 where Deputies discovered even more stolen mail, checks and ID information. Deputies were also able to successfully arrest three more suspects, Tina Nolan, Linda Crume and Juan Herrera, and charge them with ID theft, check and credit card fraud.

The remaining suspects, Eduardo Guzman and Nicholas Costello, had already fled the area before police had arrived but were later found and arrested.

Evidence suggests that dozens of victims were affected in the following areas: Loma Linda, Cooley Ranch Area of San Bernardino, Rancho Cucamonga, North Fontana, and Adelanto. Of the dozens affected, over 25 have been notified with the rest to be contacted shortly.

Elderly Couple Involved in Murder-Suicide

WALNUT-On September 30, Two bodies were discovered at a Walnut home after an apparent murder-suicide, according to The Los Angeles County Sheriff’s Department.

The two were identified as a couple, the husband, Yasheng Zhuang, 68, and the wife, as Guizhi Zhang, 50  in a home near N. Avenida Alipaz and N. La Tortola Drive in Walnut.
Authorities initially said an hourslong standoff ensued after reports of a domestic dispute at the home, and that a barricaded man was possibly armed with an AK-47. Officials later stated the shootings were believed to have occurred before deputies and a SWAT team arrived at the scene, according to ABC7.

Also according to Diamond Bar/Walnut Patch, “Coroner’s Assistant Chief Ed Winter identified the man as husband and wife. Investigators believe the husband shot his wife and then shot himself, Winter said.”

 

“I’m shocked,” said Valerie Guitron, who has lived in the neighborhood for 13 years. “I mean, that just doesn’t happen here. “She said she did not know the man and woman but was heartbroken for their relatives. “I’ve never seen this,” she added. “Our neighborhood is very, very quiet, so when I saw this I knew that something serious must have happened. It’s just sad with everything that’s going on in the world,” according to an interview conducted by ABC7.

 

The Walnut Sheriff’s Department watch commander announced over its Twitter account that law enforcement activity was near Lemon Creek Park. However, there was no danger to the public and to avoid the area.

The couple was both pronounced dead at the scene. Further investigation is being done at this time.

HS students hack Computer System

Chino Hills – Two 16-year-old males from Ruben S. Ayala High School in Chino Hills are being charged for Computer Crimes that occurred on September 5.

Several school administrators had reported that their websites were hacked. The School Resource Officer Thompson conducted the investigation where it was discovered that the two male students from Ruben S. Ayala High School, were involved in the hacking of the school’s computer network. The students modified multiple grades by using stolen login credentials of the faculty and also conducted other data theft.

As soon as the breach was discovered, the school officials worked immediately to safeguard their networks from any future attacks. Once the investigation is completed, the case is to be forwarded to the District Attorney- Juvenile Division for review.
