Inland Empire – Last month, a few crime incidents took place in the City of Eastvale and the surrounding communtiies.  The incidents are listed below, courtesy of the Riverside County Sheriff’s Department. 

INCIDENT: Fatal Traffic Collision

WRITTEN DATE: April 26, 2020

INCIDENT DATE: April 23, 2020

WHERE: Limonite Avenue east of Camino Real, Jurupa Valley

On Thurs., April 23, at about 6:52 AM, deputies from the Jurupa Valley Station responded to a report of a traffic collision involving two vehicles and a pedestrian, on Limonite Avenue east of Camino Real, Jurupa Valley.

Upon arrival, deputies located a male adult with major injuries laying on the eastbound number two lane of Limonite Avenue. The male was pronounced deceased at the scene. The male victim was part of a landscaping crew doing work in the area and witnesses stated he was loading equipment on the bed of a parked work truck prior to being struck. The driver of the other vehicle is believed to have invaded the coned off lane of eastbound Limonite, striking the victim and the parked work truck. The male driver was transported to a local hospital, where he was treated for minor injuries. The Jurupa Valley Station’s Traffic Reconstruction Team is conducting a full investigation to determine the cause of the collision. No alcohol or drugs are believed to have been a factor in this collision.

INCIDENT: Commercial Burglary

WRITTEN DATE: April 10, 2020

INCIDENT DATE: March 31, 2020

WHERE: 6100 block of Hamner Avenue, Eastvale

On Tues., March 31, at approximately 10:05 a.m., deputies assigned to the Riverside County Sheriff’s Department responded to a business located in the 6100 block of Hamner Avenue, Eastvale, regarding a theft. The suspect exited the store with a shopping cart full of merchandise and failed to pay for the items. An employee attempted to contact the suspect outside the store, but he fled on foot.

The Burglary Suppression Team was notified and assumed the investigation. After an extensive investigation, the suspect was identified as Juan Lima, 47-year-old resident of Muscoy. On Wed., April 8, at approximately 9:00 p.m., deputies located Lima in the 6000 block of Vista Del Verde, in the city of Jurupa Valley. He was taken into custody without incident. He was booked into the Robert Presley Detention Center for commercial burglary.

INCIDENT: Residential Burglary

WRITTEN DATE: April 9, 2020

INCIDENT DATE: March 22, 2020

WHERE: 3700 block of Milliken Avenue, Eastvale

On Mon., March 23, at approximately 7:37 a.m., deputies assigned to the Riverside County Sheriff’s Department responded to a business located in the 3700 block of Milliken Avenue, Eastvale, regarding a commercial burglary. Their investigation revealed approximately $15,000.00 worth of DeWalt power tools were stolen from the location.  The Jurupa Valley Station’s Burglary Suppression Team was notified and assumed the investigation.   Surveillance video was obtained in the area of the burglary and a 2002 Blue Chevrolet Suburban was identified as the suspect vehicle used during the commission of this crime.

Vincent Poncinie

On Thurs., March 26, members from the Riverside County Sheriff’s Department’s Gang Task Force (Region 7) conducted a probation compliance search at a motel in the city of Jurupa Valley. During the search, Vincent Poncinie, a 32-year-old resident of Jurupa Valley, was found in possession of a homemade handgun, also known as a “ghost gun”, along with numerous stolen DeWalt power tools taken during the burglary. He was arrested for possessing the illegal firearm and booked into the Robert Presley Detention Center.  

Further investigation revealed Poncinie and a second suspect, Rolando Gutierres, a 38-year-old resident of Fontana, were responsible for burglarizing the business in Eastvale. On Tues., March 31, a deputy assigned to the Burglary Suppression Team located Gutierres driving the blue Chevrolet Suburban in the area of California State Route 60 and Pedley Road, Jurupa Valley. Deputies attempted to conduct a traffic enforcement stop, but Gutierres fled the area at a high rate of speed endangering the safety of the public.

On Wed., April 8, members from the Jurupa Valley Station’s Special Enforcement Team located Gutierres in the 9800 block of Sierra Avenue, Fontana. Gutierres fled from the location on foot and was arrested after a short foot chase. Gutierres was booked into the Robert Presley Detention Center for commercial burglary, possession of stolen property, conspiracy to commit a crime, resisting arrest and violation of probation. Charges will be filed on Poncinie out of custody for his involvement during the commercial burglary.

Members Grow Together As A Community

Eastvale – Amongst the coronavirus (COVID-19) pandemic, members of the community continue to come together to support one another and grow as a community.

envelopes with face masks for the community.

This month, volunteers from the Eastvale Chinese American Association spread love to the community by providing face masks to those in need. The masks were placed in decorated envelopes to donate and each envelope came with 10 free face masks. On May 12, Eastvale members were able to pick up one envelope per household in front of Eastvale City Hall. Members drove by and the masks were handed through their car window. Jono’s Japanese Restaurant also donated lunch to all the volunteers that were handing out face masks that day. In addition, on April 30, the Wenzhou Association, presented by the Eastvale Chinese Association, donated masks for the Eastvale community as well.

On May 11, John and Jake Boyd of 12 Gauge Industries showed their generosity by donating custom patriotic signs for Fire Station 27 and Fire Station 31 in the City of Eastvale. John is a middle school math teacher and Jake is a sophomore at Eleanor Roosevelt High School.

There are also great programs and resources offered to seniors and vulnerable adults in the community. The Great Plates Delivered Program is a meal delivery service that allows restaurants to provide meals to high-risk seniors in our area. Riverside County is currently accepting interest forms from seniors and restaurants that wish to participate in the Great Plates Program. Resources are also available for seniors in Riverside County during a heat wave. With high temperatures this month, Riverside County health officials reminded seniors of available resources to help protect them from the heat. Officials urge that seniors remain at home during high temperatures and use their air conditioners to stay cool, then reach out to the Riverside County Office of Aging for utility assistance when the bill arrives. By dialing 2-1-1 from any phone in Riverside County, seniors can be connected to several services that are available.

The City of Eastvale also reminded the community that Riverside County is offering several free food options to disabled and vulnerable adults as the stay-at-home orders continue during the COVID-19 pandemic.

Adults who have a disability or are over age 60 can contact Riverside County Office on Aging, which offers food delivery for critical emergencies, two weeks supply of pantry and essential items, home-delivered meals, and Grab-and-Go meal packages at community center locations.

Seniors or disabled adults can call 800-510-2020 or visit rcAging.org to determine their need for any of their service options. Details on Office on Aging’s program can be found at rcAging.org. Riverside County has also released a map showing where senior meals, school meals and food pantries are available.

Pandemic Updates for Eastvale

Eastvale – The City of Eastvale has provided several updates over the last few weeks regarding face masks, businesses reopening, new testing sites available and parks reopening in the City of Eastvale.

On May 9, the City of Eastvale announced on their Facebook page that the “Riverside County Board of Supervisors voted 5-0 to direct the rescission of most local health orders to align with the Governor’s state-wide stay-at-home order.” Therefore, the City announced that starting May 9, face coverings and six feet of social distancing will no longer be required when outside the home in Eastvale. However, residents and businesses are strongly encouraged to do so when practical.

On May 8, The City also announced that they will now be moving into phase 2 of modifying the stay-at-home order, as announced by the State of California. They stated that retail, with curbside pickup, and associated supply chains can reopen with modifications that follow new State guidelines that can be found at https://covid19.ca.gov. As of Friday, May 8, businesses have started to re-open with modifications including some with curbside pickup for the following businesses: clothing stores, florists, bookstores, sporting goods stores, manufacturing, and warehouses. On May 7, Supervisor Karen Spiegel shared a post stating that “County health officials have also expanded the county’s coronavirus testing capability – more than 2,200 daily tests at four sites – to help determine the extent of the illness spread.” Additional testing from a state vendor at eight locations will increase the county’s total testing capacity to more than 3,200 per day, Spiegel said in her post. Expanded testing is one of the criteria that state will use to decide to how to ease restrictions on business.

As of May 5, eight new locations were opened in Riverside County for COVID-19 testing. The eight locations are expected to test an additional 1,000 people per day, according to the Riverside University Health System. Riverside County residents who want to be tested for coronavirus will be able to choose among eight new testing sites being offered by state health officials. The City of Eastvale posted that the closest testing site to Eastvale will be in the City of Norco.

The locations, which are spread throughout the county, are in addition to the four drive-up testing sites – Perris, Indio, Riverside and Lake Elsinore – that are operated by Riverside County Health Officials.

Appointments can be made online by going to https://lhi.care/covidtesting or those without internet access can call 888-634-1123. Testing is available for everyone, regardless of insurance or immigration status, and is no cost to the resident, according to the Riverside University Health System.

Also announced on May 5, the City of Eastvale stated that they are extending the temporary suspension of enforcement of street sweeping violations through Friday, May 29, 2020 (with the date being subject to change). “This is designed to help our residents and our City get through this unique time together as more people will be at home during the next few weeks,” according to the City.

Please note that the City will continue to enforce violations that pose a risk to public safety and health. Those include parking in front of fire hydrants, along red curbs and in disabled/handicap stalls without a placard. “We ask that you do your part and park responsibly, be courteous to others and be mindful of public safety,” stated their Facebook post.

Lastly, on May 2, the City announced their alignment with the State of California update that the usage of park facilities may be allowed for additional recreational activities, as long as users of the facilities maintain a safe physical distance of six feet and wear face masks. Therefore, JCSD reopened the following park facilities: Outdoor Basketball courts, Outdoor Volleyball courts, Athletic Field space, Dog Parks, and Skate Parks.

All organized/team sports activities and special events are still prohibited. JCSD clarified that it’s okay to go outside to go for a walk, to exercise, and participate in healthy activities as long as you maintain a safe physical distance of six feet and gather only with members of your household. The restrooms, playgrounds and splash pads will remain closed until further notice from the State of California.

Community Support Among COVID-19

Eastvale – This month, the coronavirus (COVID-19) caused businesses to close instead of open. However, the Eastvale community continued to grow in a different way, as residents and City officials have come together to combat COVID-19.

As of April 6, the Riverside University Health System reported 29 confirmed cases of COVID-19 and 1 confirmed death in the City of Eastvale. Several residents have shown concern with the increase of cases in the city. But a third Riverside County community testing site has been established at Harvest Christian Fellowship church in Riverside for residents who want to be tested for COVID-19. Those who want to be tested can call 800-945-6171 for an appointment. To get tested, you must have symptoms and have an appointment before showing up at the church parking lot. Drive-ups without appointments cannot be accommodated. For more information on the COVID-19 and new testing facilities, please visit: https://www.rivcoph.org/coronavirus.

The City has also done their part to provide resources to the community and remind residents to only leave your house for essential services, practice social distancing, and wear a face mask when leaving your house. In addition, a wide variety of helpful resources are currently available via the City’s Facebook page. They’ve shared videos of Surgeon General Dr. Jerome Adams showing how to make your own face mask and Councilmember Clint Lorimore showing how to wash your hands properly. The city has also posted a Riverside County Department of Public Social Services COVID protocol list, showing what to clean when you get home from buying essentials. Also shared was a caution to be aware of price gougers and scams. Price gougers are subject to criminal prosecution, which can result in imprisonment and/or a fine up to $10,000. Support for law enforcement and first responders has also been tremendous as local organizations and community members have donated supplies. Eastvale residents dropped off care packages last month to the Jurupa Valley Sheriff’s Station. Eastvale Kiwanis also donated protective equipment to the Jurupa Valley Sheriff’s Station. Lastly, the Eastvale Chinese American Association donated 1,000 N95 masks to the City to distribute to first responders and City personnel.

Local businesses are also being supported by the community. The City announced two Great American Take Out days in March, suggesting community members order takeout from local restaurants for the next month. They also listed businesses in Eastvale that are offering take out or delivery. The list can be found at: Eastvaleca.gov/coronavirus. Several businesses have even offered special times for individuals who are seniors, pregnant, or disabled. This list includes: Masala House Grocery (open from 9:00 a.m. – 10:00 a.m. for seniors), Smart n Final (open at 7:30 a.m. – 8:00 a.m. for seniors, pregnant women, and disabled), Albertsons and Vons (open from 7:00 a.m. – 9:00 a.m. for vulnerable at-risk people and seniors), Target (open from 8 a.m. – 9 a.m. on Wednesday mornings to seniors 65+ and those with medical conditions) and Ralph’s (prioritizing seniors in line). In addition, Supervisor Karen Spiegel hosted a Riverside County Business Resources Town Hall meeting to discuss how businesses impacted by COVID-19 can obtain additional assistance or more information on the Federal Government’s CARES ACT.

Our children are also supported during this time, especially after CNUSD extended their closure date to June 19, 2020. The district’s Free To-Go-Meal Program is available during the temporary district-wide school closure. This program is open to all students 18-years-old & under as long as someone in their family is enrolled in CNUSD. For more information, please visit: http://bit.ly/3a1FbNE. Donations received will be utilized to purchase gift cards/certificates from our local Eastvale restaurants to infuse money into our small business economy, who have been significantly impacted by the lack of dine-in customers during the Governor’s Stay at Home Order. Those gift cards/certificates will then be distributed to public safety personnel, other essential workers, and local residents and families affected by COVID-19. INCIDENT: Marijuana Indoor Cultivation Warrants

WHEN: March 23, 2020

WHERE: 6500 block of Wells Springs St. and 13200 block of Paul St., Eastvale

Illegal indoor marijuana grows were found in two locations of Eastvale.

Illegal marijuana plants were found in two homes in the city of Eastvale last month.

Members of the Jurupa Valley Station’s Special Enforcement Teams (SET) representing the cities of Eastvale and Jurupa Valley have been aggressively targeting illegal indoor marijuana grows throughout the cities of Eastvale and Jurupa Valley in 2020.

On March 23, 2020, at 10 AM, members from the Jurupa Valley station’s SET conducted marijuana eradication search warrants at the direction of Sheriff Chad Bianco. They served the search warrants on the 6500 block of Wells Springs St. and 13200 block of Paul St, both within the city of Eastvale. 

Deputies recovered a total amount of 2,614 marijuana plants from both locations. Also, a combined theft of electrical utilities from the residences worth $70,237. Eastvale City Code Enforcement officers were summoned to the locations and they conducted their own separate investigations into various building code violations.

INCIDENT: Residential Burglary

WHEN: March 5, 2020

WHERE: 14000 block of Ella Dr., Eastvale

Two suspects were arrested after a residential burglary took place in the city of Eastvale.

On Thursday, March 5, 2020, about 10:30 p.m., deputies responded to a call in the 14000 block of Ella Drive, Eastvale, regarding a residential burglary. The resident reported the suspect forced entry through the rear sliding glass door and stole multiple items from the residence. The Jurupa Valley Station’s Burglary Suppression Team was notified and assumed the investigation.

Surveillance video was obtained in the neighborhood where the burglary occurred, which identified a champagne colored KIA Sorrento as being a vehicle used during the commission of this crime. Additionally, one of the suspects used the victim’s credit cards to purchase items at a retail store in San Bernardino County. After an extensive investigation, the suspects were identified as Sabatino Jablonski, 26-years-old and Angelica Camacho, 35-years-old, both residents of Pomona.

On Wednesday, March 18, 2020, at 6:00 p.m., deputies located Jablonski and Camacho at their residence, located in the 1300 block of West Mission Boulevard, Pomona. The apartment was searched and numerous items taken in the burglary were recovered. Additionally, deputies discovered hundreds of items believed to be stolen in other incidents of burglary and theft. These items include, but are not limited to watches, collectibles, electronic devices, cameras, and other miscellaneous items. 

Jablonski and Camacho were arrested for burglary, possession of stolen property, conspiracy, felon in possession of a firearm and violation of parole. Jablonski was booked into the Robert Presley Detention Center for the listed charges. Charges will be filed on Camacho out of custody.  

This investigation is still active and the Riverside County Sheriff’s Department asks anyone with information pertaining to this investigation to contact members of the Burglary Suppression Team at the Jurupa Valley Sheriff’s Station by calling (951) 955-2600. 

Here We Grow Again

New Restaurant Coming to Eastvale

Eastvale – Many things are happening in Eastvale, from construction to restaurant openings. Below is a recap of how Eastvale continues to grow and change.    

This week, a reminder was announced that GMC Engineering will perform construction activities on Hamner Avenue between Riverboat Drive and Citrus Street. This construction will take place due to the Schleisman Road Extension and Hamner Storm Drain Project. Traffic delays are to be expected so the community is advised to plan accordingly by taking alternate routes and allowing more time for travel.

The construction will be conducted each day from 7 a.m. to 7 p.m. until May 15, 2020. There will be intermittent lane closures on Hamner Avenue between Riverboat Drive and Citrus Street with at least one lane open at all times. The City of Eastvale states that “noise levels will also be monitored to ensure work performed is within the necessary compliance levels.” An advisory was also issued to remind Eastvale residents to obey all posted construction signs, to drive safely, and to not enter the construction work zone. The City also added that construction schedules are “subject to change for various reasons including but not limited to: weather conditions, unforeseen emergencies and other acts of nature,” according to a news release.

In addition to construction, new restaurants are coming to town! On Feb. 27, the City announced that Jinya Ramen Bar is coming to Eastvale. This restaurant will replace The Pizza Press in The Cloverdale Marketplace located at Hamner Avenue and Limonite Avenue. The community is sad to see The Pizza Press go, as many expressed their love for the restaurant on the City’s Facebook page. The City of Eastvale even thanked The Pizza Press for being a valued part of our business community on a recent Facebook post. 

However, the City stated they heard the needs of the community, and “wanted to bring something new, unique, and special to Eastvale!” Jinya Ramen Bar is just that. Not only will they offer a delicious assortment of in-house broth for ramen, but they will also offer a range of different food options for everyone to enjoy. For example, they will have vegan and vegetarian options, and plan to have a full premium bar with an outdoor seating area. Stay tuned for their grand opening date that will be announced soon.

Lastly, the Griddle Mongolian Grill is now open in The Eastvale Marketplace located at 13394 Limonite Ave., Suite B-100! They are open 7 days a week from 11 a.m. to 9:30 p.m. Stop by for a wide variety of delicious veggies and other fresh ingredients that are prepared and cooked the spot. Keep an eye out for their promotional coupons and their grand opening date.

Inland Empire – Last month, several crime incidents took place in Eastvale and Norco.  The incidents are listed below, courtesy of the Riverside County Sheriff’s Department. 

INCIDENT: Burglary

WHEN: February 29, 2020

WHERE: 5700 block of Daybreak Dr., Eastvale

On February 25, a deputy from the Jurupa Valley Station, assigned to the city of Eastvale, responded to the 5600 block of Serenity St, in the City of Eastvale regarding multiple burglaries. The suspect(s) involved in the burglaries entered apartment garages and removed several property items from the garages and fled the location.   

Deputies from the Jurupa Valley Sheriff’s Station Special Enforcement Team (SET) assigned to the city of Eastvale assumed the investigation. During their investigation, they were able to determine a series of garage and vehicle burglaries were occurring in the Homecoming community in the city of Eastvale. 

On Saturday, February 29, the SET conducted an undercover operation within the Homecoming community. During the operation, they witnessed a burglary in progress. The suspect fled the scene on foot toward an unknown location. The SET established a perimeter around the area, located the suspect, and a short foot pursuit ensued. Subsequently, the suspect was taken into custody.

Garrett Thomas Bliven

Garrett Thomas Bliven, 20-year-old resident of Eastvale, was ultimately arrested for burglary, possession of methamphetamine, drug paraphernalia and resisting/delaying a peace officer. Bliven was booked into the Robert Presley Detention Center for the above listed charges.

INCIDENT: Residential Burglary Arrest

WHEN: February 23, 2020

WHERE: 5500 Block of Cambria Ave., Eastvale

On Monday, February 24, at 9:02 A.M., deputies from the Riverside County Sheriff’s Department, responded to an in-progress residential burglary in the 5500 block of Cambria Avenue, located in the city of Eastvale. Deputies arrived and saw a backyard window smashed and other evidence of a burglary. Deputies conducted a protective sweep, but the suspect fled the residence, prior to their arrival.

Video surveillance from a Ring doorbell camera at the residence helped identify Victor Manuel Lopez, a 27-year-old male resident of Chino Hills, as the suspect. Joint investigation with the Ontario Police Department revealed Lopez was staying at a motel room, located in the 2300 block of South Grove Avenue, located in the city of Ontario. Deputies from the Riverside County Sheriff’s Department and the Ontario Police Department located Lopez at the motel and he was taken into custody. Lopez was booked into the Robert Presley Detention Center.

INCIDENT: Assault with a Deadly Weapon

WHEN: February 21, 2020

WHERE: Maggie Lane cross of Mayfield Street, Eastvale

On Friday, February 21, at about 3:25 PM, deputies from the Jurupa Valley Sheriff’s Station responded to a report of an Assault with a Deadly Weapon in the area of Maggie Lane and Mayfield Street, located in the city of Eastvale. Upon arrival, deputies located two female juveniles who sustained minor and non-life-threatening injuries. The preliminary investigation revealed the victims were walking home from school when a white, 4-door sedan with front end collision damage drove past them. The vehicle was occupied by four black male adults, who pointed a realistic looking pistol, then fired shots at them from the vehicle. The weapon used was not a firearm but possibly an airsoft or pellet pistol. The projectile that struck both victims left superficial marks on their body. The vehicle and suspects fled the area prior to deputies arrival.   

On Sunday, February 23, 2020, deputies from the Jurupa Valley Sheriff’s station conducted a follow-up investigation and located and arrested 18-year-old Eastvale resident, Markus Robert Zurawski. He was booked into the Robert Presley Detention Center.

INCIDENT: Narcotics for Sale Search Warrant

WHEN: February 11, 2020

WHERE: 5800 Block of Hamner Avenue, Eastvale

On February 11, at 7:30 PM, members of the Jurupa Valley’s Special Enforcement Team (SET) representing the cities of Jurupa Valley and Eastvale served a narcotic’s for sale search warrant in the 5800 block of Hamner Ave, in the city of Eastvale.  During the service of the search warrant, deputies located approximately 1oz of methamphetamine, 49 rounds of live 223 Cal. ammunition, 23 rounds of live 20 gage shotgun ammunition, miscellaneous ammunition, three high capacity AR-15 magazines, fictitious U.S. currency and additional items indicative with possession for sales. Also, located were two suspected stolen Los Angeles County Sheriff uniform shirts.

Michael De La Madrid

Michael De La Madrid, a 35-year-old resident of Eastvale, was arrested for possession of narcotics for sales, Forgery, Felon in possession of ammunition and high capacity magazines. De La Madrid was booked into the Robert Presley Detention Center for the above listed charges.

INCIDENT: Marijuana Indoor Cultivation Warrants

WHERE: Multiple locations throughout the City of Eastvale

Members of the Jurupa Valley Station’s Special Enforcement Teams (SET) representing the cities of Jurupa Valley and Eastvale have been aggressively targeting illegal indoor marijuana grows throughout the cities of Eastvale and Jurupa Valley in 2020.

On February 4 and 6, at 11:00 AM, members from the Jurupa Valley station’s SET conducted marijuana eradication search warrants at the direction of Sheriff Chad Bianco. They served two residential search warrants within the city of Eastvale. 

INCIDENT: Major Injury – Hit and Run Traffic Collision

WHEN: February 3, 2020

WHERE: Hamner Avenue cross of Third Street, Norco

On Monday, February 3, about 10:36 PM, deputies from the Jurupa Valley Station – Traffic Reconstruction Team responded to a report of a major injury traffic collision involving a vehicle versus a pedestrian on Hamner Avenue, cross of Third Street in Norco. 

Upon arrival, deputies located a male adult with major injuries. The male victim was transported to a local hospital, where he is listed in critical condition. The driver of the vehicle fled the scene northbound Hamner and subsequently eastbound on Third. The vehicle is described as a 2013-2017 dark color Jeep Patriot. The Jurupa Valley Station’s Traffic Reconstruction Team is conducting a full investigation to determine the cause of the collision and if alcohol/drugs were a factor during this major injury traffic collision.

INCIDENT: Major Injury Traffic Collision

WHEN: January 26, 2020

WHERE: River Road cross of Baron Road, Eastvale

On Sunday, January 26, 2020, about 7:34 AM, deputies from the Jurupa Valley Station responded to a report of a single vehicle traffic collision at River Road cross of Baron Road, in the city of Eastvale.

Upon arrival, a small compact vehicle was located in the embankment area of the Santa Ana River. The vehicle was occupied by a single male adult.  The male occupant sustained major injury and was transported to a local hospital. Preliminary investigation revealed that the vehicle was traveling southbound on River Road when the vehicle struck a curb and launched into the embankment at Baron Road. The Jurupa Valley Station’s Traffic Reconstruction Team is conducting a full investigation to determine the cause of the collision.

INCIDENT: Robbery

WHEN: January 23, 2020

WHERE: 13000 block of Limonite Ave, Eastvale

On Thursday, January 23, 2020, at 11:15 AM, deputies assigned to the city of Eastvale responded to a strong-arm robbery at the CareMore Pharmacy, located in the 13000 block of Limonite Ave in the city of Eastvale.  Initial reports indicated an unknown white male adult entered the business and walked toward the cashier counter demanding money from the register, while holding one hand behind his back. The suspect fled with money taken form the cash register concealing it in a black bag.

Deputies arrived and established a perimeter around the area and searched for the suspect, but they did not locate him.  During the ongoing investigation, in collaboration with the Riverside Police Department, information was obtained that identified the suspect as 40-year old Haissam Massalkhy from Pomona who is currently on Parole. 

On Thursday, January 30, 2020, Deputies from the Eastvale Special Enforcement Team conducted a follow up investigation. They arrested Massalkhy, retrieved items of clothing that were worn during the incident, and charged him with robbery.

INCIDENT: Residential Burglary Arrest

WHEN: January 15, 2020

WHERE: 4900 Block of Viceroy Avenue, Norco

On January 15, 2029 at 5:15 P.M., Deputies from the Riverside County Sheriff’s Department-Norco Station, responded to the location for an unknown subject inside of the victim’s garage. The subject fled the residence on foot, prior to deputy arrival. The family at the location provided vital identifying information and location of the suspect. Deputies contacted the subject near the Nature Center. He was reluctant to provide his name to the arresting deputies. Evidence of a burglary was located on the subject and he was consequently arrested. He was booked at the Robert Presley Detention Center for Burglary and Impeding an Investigation.

The subject was initially booked as a John Doe, but through the booking process was identified as Nathan Ahern, 40 years-old WMA and transient from the City of Riverside. Ahern was also wanted for two Felony Warrants out of Los Angeles County for Arson. He is being held without Bail.

INCIDENT: Robbery Arrest

WHEN: January 11, 2020

WHERE: 3000 Block of Shadow Canyon Circle, Norco

On January 11, 2020, at 11:15 P.M., Deputies from the Riverside County Sheriff’s Department-Norco Station, responded to the 3000 block of Shadow Canyon Circle, Norco, in reference to a burglary in progress. The victim awoke to noises inside his residence and located two unknown Hispanic Male Adults inside his spare bedroom attempting to take property. The victim confronted the suspects and an altercation occurred causing the victim to sustain minor injuries.

The suspects managed to get away from the victim and escape through a bedroom window, leaving behind several items. Th Riverside County Sheriff’s Forensics Team responded to process the scene that evening.

The Riverside County Sheriff’s Department-Norco Station’s Special Enforcement Team continued with the investigation. On Tuesday, February 4, 2020, crucial identifying information was obtained from Forensics which identified, Alberto Jose Cruz Perez, a 19-year-old male, resident of Inglewood, as one of the suspects. After an extensive search for Cruz, he was located and detained in the City of Riverside on February 5, 2020.

Alberto Jose Cruz was consequently placed under arrest for Robbery and booked into the Robert Presely Detention Center where he is being held on $35,000 bail.

INCIDENT: Discharging a Firearm in a Grossly Negligent Manner

WHEN: January 11, 2020

WHERE: 6200 Block of Bay Street, Eastvale

On January 11, 2020, at 11:32 pm, deputies assigned to the city of Eastvale responded to the 6200 block of Bay Street regarding a man firing a gun outside.  Deputies located the male suspect, identified as 31-year-old Eastvale resident, Jorge M. Lopez, on the street and arrested him. No injuries were reported by residents in the area.  Deputies served a search warrant at Lopez’s residence and located four firearms.  Lopez was booked into Robert Presley Detention Center for discharging a firearm in a grossly negligent manner.

Eastvale – Eastvale businesses are opening and construction is in process for several new establishments. Eastvale roads are even receiving a makeover.

Paving activities occurred on River Road west of Archibald Avenue on Feb. 12th. United Pavings performed these activities from 7 a.m. – 4 p.m. For additional information about this project, contact the City of Eastvale Public Works Department at 951.703.4470.

On Sunday, Feb. 9, Griddle Mongolian Grill opened in The Eastvale Marketplace located at 13394 Limonite Ave., Suite B-100. They are open 7 days a week from 11 a.m. to 9:30 p.m. Griddle Mongolian Grill offers a wide variety of delicious veggies and other fresh ingredients to pair with noodles, rice and their secret sauce.

As of Jan. 27, the traffic signal at Scholar Way and 68th Street is now active. This signal includes a flashing yellow arrow to assist with left turns.

The City of Eastvale reminds the community of these rules when approaching the new signal:

•Solid Red: Drivers may not turn.

•Solid Yellow: Drivers are cautioned, the light is about to change, drivers must prepare to stop or complete the left turn.

•Flashing Yellow: Drivers may turn but must yield to pedestrians and oncoming traffic.

•Solid Green: Drivers may turn.

On Jan. 24, the City of Eastvale announced that another gym will be joining the Eastvale health community soon. The City also has a location that provides assistance for mental health. On Jan. 23, the EastBrew Cafe held their Ribbon Cutting Ceremony. The new restaurant is located in the Eastvale Gateway Center at 12303 Limonite Ave., Suite 700. EastBrew Cafe features a variety of coffee and latte options, as well as an assortment of tea and food options. They are open on Monday – Thursday from 9 a.m. – 8 p.m. with kitchen hours from 11 a.m. – 7 p.m. & on Friday – Sunday from 9 a.m. – 9 p.m. with kitchen hours 9 a.m. – 3 p.m. They also host weekend brunch.

On Jan. 16, the Little Eastern Café also held their Ribbon Cutting Ceremony. Little Eastern Cafe is located at the Station in Eastvale at 4910 Hamner Ave. They serve a delicious array of Asian, Chinese, and modern Chinese food.

Eastvale – Eastvale continues to grow with ground breakings and road changes.  Below is a recap of how Eastvale has grown in the last month.   

This week, a reminder was announced to be aware of paving activities that are expected to take place westbound on Schleisman Road between Harrison Avenue and Archibald Avenue. The construction will be conducted from Jan. 20 to Feb. 3, 7 a.m. to 4 p.m. each day. Intermittent lane closures will take place westbound Schleisman Road with at least one lane open at all times. Traffic delays are to be expected so please plan accordingly by taking alternate routes and allowing more time for travel. An advisory was also issued to obey all posted construction signs, drive safely and do not enter the construction work zone.

However, the City of Eastvale stated that construction schedules are subject to change for various reasons including but not limited to: weather conditions, unforeseen emergencies and other acts of nature.

Construction occurred several times in Eastvale during the month of January.  On Wednesday, January 8, the traffic signal at Citrus St. and Granja Vista Del Rio Dr. was modified.  These revisions took place in an effort to improve traffic flow and enhance safety for drivers and pedestrians. The City of Eastvale announced that the revisions included the following:

  • A dedicated right turn lane with a green arrow when driving out of the Eleanor Roosevelt High School (ERHS) parking lot.
  • A longer protected green light, allowing drivers to make secured left turns into ERHS from Citrus St.
  • Eliminated the ability to enter the high school through the Estancia neighborhood on Granja Vista Del Rio Dr.
  • The crosswalk across Citrus St. on the west side of the intersection has been removed. Pedestrians can only access the crosswalk from the east side of the intersection on Granja Vista Del Rio Dr.

The City of Eastvale encourages commuters to drive with caution and be patient as residents become familiar with the new signal.

    Sprouts Farmers Market has recently broken ground in Eastvale.

In addition, on Dec. 12, the City of Eastvale announced that Sprouts Farmers Market has recently broken ground in Eastvale. This grocery store sells fresh, natural and organic products at affordable prices. Sprouts will be located at the future Merge Retail Center, on the northeast corner of Archibald Avenue and Limonite Avenue and is expected to open in the summer of 2020.  Also joining the Merge Retail Center are Dog Haus Biergarten, Pure Barre, and more!

Lastly, on Dec. 12, a Ribbon Cutting Ceremony took place at Staples, in celebration of their new Spotlight Space. This new space was created for workshops, seminars, meetings, and anything that promotes collaboration and learning.  Staples is located in The Eastvale Gateway Center located at 12495 Limonite Ave, Eastvale, CA 91752.

INCIDENT: Mail Theft / Arrest

WHEN: December 27, 2019  

WHERE: 5th Street and Hillside Avenue, Norco

On December 27, at about11:27 AM deputies from the Riverside County Sheriff’s Department-Norco Station, responded to the area of 5th Street near the intersection with Hillside Avenue to investigate a report of a man and woman stealing mail from residential mailboxes in the area. Deputies were able to contact the suspects and identify them as Marlene Cambara, a 39-year-old, Hispanic female, who is resident in the Corona area; and, Tony Basenback Jr., a 24-year-old, White male adult, who is resident in the Riverside area. Witnesses identified both suspects as the persons spotted stealing mail in the area.

Both suspects were arrested and booked into the Robert Presley Detention center for charges related to the theft. Both suspects are being held on $10,000 bail.  Anyone with information related to this incident is encouraged to contact Deputy S. Lycopolus at 951-270-5673.

INCIDENT: DUI / Driver’s License Checkpoint

WHEN: December 21, 2019  

WHERE: Undisclosed location within the city of Eastvale

The Riverside County Sheriff’s Department, Jurupa Valley Station conducted a DUI/Driver’s License Checkpoint on December 21. The checkpoint was on Limonite Avenue and Cloverdale Marketplace, in Eastvale between the hours of 8:00 p.m. and 2:00 a.m. During the checkpoint operation a total of 866 vehicles were screened resulting in the following:

  • 1 – Driver was arrested for driving under the influence
  • 14 – Drivers were cited / arrested for operating a vehicle unlicensed or with a suspended / revoked license.
  • 6 vehicles towed

DUI Checkpoints are placed in locations based on collision statistics and frequency of DUI arrests. Last year deputies from the Jurupa Valley Station (Eastvale) investigated 9 DUI collisions which claimed 1 life and resulted in another 6 injuries.

Drivers caught driving impaired and charged with DUI can expect the impact of a DUI arrest to be approximately $13,500. This includes fines, fees, DUI classes, license suspension and other expenses not to mention possible jail time.

Funding for this checkpoint was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

INCIDENT: Major Injury Traffic Collision

WHEN: December 16, 2019  

WHERE: Archibald Avenue cross of Baron Road, Eastvale 

On December 16, at about 5:23 AM, deputies from the Jurupa Valley Station responded to a report of a traffic collision involving a vehicle and a pedestrian in Eastvale.

Upon arrival, deputies located a male adult with major injuries. The male was transported to a local hospital for his injuries.  The driver of the vehicle was uninjured and stayed on scene for the investigation. The Jurupa Valley Station’s Traffic Reconstruction Team is conducting a full investigation to determine the cause of the collision.

INCIDENT: Forgery / Arrest

WHEN: December 9, 2019

WHERE: 2400 block of River Road, Norco

On December 9, 2019, about 10:12 PM, deputies from the Riverside Sheriff’s Department Norco station responded to a business located in the City of Norco to investigate a report of a forgery. The investigation revealed video showing suspect, 30-year-old Giana Bruneio, resident of the city of Pomona, enter the business. Bruneio attempted to use a fraudulently altered Coinstar receipt to receive more cash than the receipt was worth. The video also revealed she arrived in a vehicle with an accomplice.

Members of the Norco Special Enforcement Team responded to Bruneio’s home of record in the city of Pomona where they ultimately identified her accomplice as suspect, 26-year-old Wesley Wooten, a resident of Pomona. Evidence of the crime[s] was collected at the suspects residence. Both suspects were arrested and booked into the Robert Presley Detention Center for charges related to the fraud. Bruneio’s bail was set at $20, 000. Wooten’s bail was set at $50,000.

INCIDENT: Assault Causing Great Bodily Injury/Elder Abuse-Arrest

WHEN: December 6, 2019

WHERE: 1700 Block of Hillside Avenue, Norco

On Friday, December 06, 2019, deputies from the Riverside County Sheriff’s Department-Norco Station responded to a residence in the 1700 block Hillside, Norco, to investigate a reported assault. The victim reported to have been chocked and battered by a former tenant and acquaintance, who had illegally entered the victim’s residence for the purpose of stealing an automobile belonging to the victim.

Paul Stephen Otto

The victim positively identified his former tenant, a white male and 27-years of age resident of Norco, Paul Stephen Otto, as the person responsible for the crime of assault causing great bodily injury. Paul Otto fled the scene in an older silver Volvo sedan which was registered to himself. The 83-year-old victim was treated for injuries at the scene. Paul Otto was later seen in front of the Norco Station where an attempt was made to detain him. Paul Otto fled south on Hamner Avenue, at a high rate of speed in the Volvo. Paul Otto evaded deputies and caused a traffic collision at the intersection of Hamner Avenue and First Street. Neither party involved in the traffic collision sustained any injuries.

As a result of the collision, Paul Otto damaged his vehicle deeming it inoperable. The vehicle came to a stop on Hamner Avenue south of First Street. Paul Otto was taken into custody without incident and transported to a nearby hospital for medical clearance prior to booking.

He was medically cleared and booked into the Robert Presley Detention Center for the above listed charges and is being held on $300,000 bail.

New Additions To Eastvale

Eastvale – On October 1, the City of Eastvale turned 9-years-old!  Over the last nine years, the city has grown with new businesses opening almost every month. Here is what’s expected to open soon.

The Little Eastern Cafe will be opening this fall at The Station.

On October 2, the City of Eastvale announced that the Little Eastern Café will be opening this fall at The Station.  Little Eastern Café will feature a delicious menu of Taiwanese and Japanese fusion.  The Station is located at Hamner Avenue and Cantu-Galleano Ranch Road in the Goodman Commerce Center.

In addition, Fire Station 31 had an Open House on October 12 in honor of National Fire Prevention Week.  The event took place from 10:30 a.m. to 1:30 p.m. at Fire Station 31, located at 14491 Chandler Street in Eastvale.  The open house included a static display, fire station tours and demonstrations for all ages.

Fire Prevention Week is observed each year during the week of October 9 in commemoration of the Great Chicago Fire, which began on October 8, 1871, and caused devastating damage, according to the City of Eastvale. 

“In a fire, mere seconds can mean the difference between a safe escape and a tragedy,” states the City. “Fire safety education isn’t just for school children. Teenagers, adults, and the elderly are also at risk in fires, making it important for every member of the community to take some time every October during Fire Prevention Week to make sure they understand how to stay safe in case of a fire.”

Another big project we have all been waiting to be completed is the I-15 Limonite Avenue Interchange Project. The Ribbon Cutting Ceremony will take place on November 14, from 9 a.m. to 10:30 a.m. The ceremony will be held at the Park & Ride located at 12105 Limonite Avenue, Jurupa Valley.

The City of Eastvale and City of Jurupa Valley will be celebrating the new Limonite Avenue bridge that connects our two cities.  The new design will feature a new 8-lane overcrossing; 3-through lanes in each direction plus 2 turn lanes; widening of the off-ramps from two to four lanes; the addition of two new loop on-ramps; and widening of Limonite to four lanes in each direction between Hamner Avenue and Wineville Avenue.

Inland Empire – Over the last month, several crime incidents took place in Eastvale and Norco.  See the list below of crime in the last month, courtesy of the Riverside County Sheriff’s Department.

INCIDENT: Sexual Assault of a Minor

WHEN: September 18, 2019

WHERE: 13000 block of Coldwater Court, Eastvale  

On September 18, a School Resource Officer and Administrators at Centennial High School located in the City of Corona were notified of a sexual assault involving a 16-year-old female student. Based on preliminary information, the assault appeared to have occurred within the city limits of Eastvale. Deputies assigned to the Riverside County Sheriff’s Department responded to the high school and contacted the victim. Due to the nature of this incident, investigators from the Jurupa Valley Sheriff’s Station assumed the investigation.

The investigation revealed on September 18, Jay Myungbae Kim, 23-year-old resident of Eastvale, communicated with the victim using a social media application. Kim drove a white 2017 Honda Accord, license plate #7UZV740, to the area of Rimpau Avenue and Olympic Drive, located in the City of Corona and picked up the victim after school. Kim drove to his residence, located in the 13000 block of Coldwater Court, Eastvale. While at his residence, Kim sexually assaulted the victim. After the assault, Kim drove the victim back to Centennial High School and dropped her off.

On September 25, investigators conducted an undercover operation and located Kim near Centennial High School. A search warrant was served at Kim’s residence and he was ultimately booked into the Riverside County Jail for sexual assault related charges and his bail was set at $500,000.00.        

Based on this investigation, it is believed Kim might have communicated with other underage females via social media applications. This investigation is still active and the Riverside County Sheriff’s Department asks anyone with information pertaining to this investigation to contact Investigator Medina at the Jurupa Valley Sheriff’s Station by calling (951) 955-0952.  

INCIDENT: Residential Burglary, Possession of Stolen Property, Identity Theft, Felon in Possession of a Firearm

WHEN: September 16, 2019

WHERE: 1900 block of Norco Dr., Norco

On Monday, September 16, around 3:08 pm, deputies responded to the 1900 block of Norco Dr., Norco, in reference to a residential burglary investigation. The residents arrived home and reported that the residence had been forced into and several items were taken. Surveillance video was captured of the suspects as they left the residence. The Norco Special Enforcement Team took over the investigation.

Deputies learned that the suspects had utilized several credit cards belonging to the victim in the city of Fontana. After reviewing surveillance video, deputies followed up with suspect leads that led them to a residence located in the 2300 block of Orange St., Riverside.

A search warrant was obtained for the residence and on Thursday, September 19, 2019, deputies served the search warrant. Three suspects were arrested and during a search, deputies located the victims’ stolen property from the burglary and an altered sawed off shotgun.

The following suspects were arrested and booked into the Robert Presley Detention Center:

Justin Sorg, a 35-year-old male resident of Riverside, Leopoldo Lopez, a 30-year-old male resident of Riverside, and Raelynn Kruse, a 40-year-old female resident of Riverside.

INCIDENT: Child Pornography/Illegal Marijuana Grow

On Thursday, September 12, about 7 AM, members of the Riverside County SAFE/ICAC Task Force (Sexual Assault Felony Enforcement/Internet Crimes Against Children) and members of the Region-7 Gang Task Force conducted a joint operation regarding the service of a search warrant at a residence in the 7000 Block of Canterwood Court in the City of Eastvale. The search warrant stemmed from a lengthy investigation regarding the on-line sexual exploitation of children. Task force officers contacted the single occupant and renter inside the residence. He was identified as 45-year-old Eastvale resident, Bryan James Green. Task force officers determined Green was in possession of child sexual abuse images. Task force officers also discovered an indoor illegal marijuana grow operation with approximately 400 plants in various stages of growth. The plants have an estimated street value of $80,000. Task force officers also discovered electricity was being illegally bypassed with an estimated utility theft of $ 120,000. Members of the Eastvale Community Enhancement Safety Team (CEST) were also summoned to assist in the investigation.  

Green was later booked in custody at the Robert Presley Detention Center and booked into custody for the following charges:

  • Possession of child pornography
  • Possession of an illegal marijuana grow
  • Felony theft of utilities

INCIDENT: Theft of a Community Mailbox

On Thursday, September 5, a deputy assigned to the Eastvale Police Department responded to Emmerdale Street and Kensington Court, in the City of Eastvale regarding a theft of a community mailbox. The suspects involved in this theft removed the entire community mailbox from the ground and fled the location. A citizen within the Eastvale community provided video surveillance, which captured images of the suspects and the vehicle used during the commission of this crime. 

Investigators assigned to the Jurupa Valley Sheriff’s Station and deputies assigned to the Eastvale Police Department’s Special Enforcement Team assumed the investigation. On Tuesday, September 10, 2019, a search warrant was written for a residence and a vehicle located in the 5800 block of Hamner Avenue, Eastvale, also known as Swan Lake. Several pieces of stolen mail and other items linking the suspects to the theft were located during the service of this search warrant.

Nadia Gomez-Nunez, 41-years-old, and David Avila, 31-years-old, both residents of Eastvale, were ultimately arrested for grand theft, conspiracy, mail theft and other applicable charges.

There are times when homeowners are not aware their mail has been stolen. The Eastvale Police Department encourages homeowners to visit the United States Postal Service website at www.USPS.com and enroll in the United States Postal Service’s Informed Delivery in an effort to protect their mail.

INCIDENT: Shooting Investigation

WHEN: August 27, 2019

WHERE: 6500 block of Gladiola Street, Eastvale

On August 27, at 11:25 a.m. Riverside County Sheriff’s Deputies assigned to the city of Eastvale responded to a report of a shooting near the 6500 block of Gladiola Street in the city Eastvale. Several reporting parties called to report the shooting and that two males were hiding in a front yard. Deputies responded and the suspects fled on foot into several backyards. A Riverside County Sheriff’s police service dog was utilized to find the suspects who were taken into custody. Numerous items of stolen property were recovered in area of the suspects to include a handgun. Deputies investigating the scene located several vehicles that were struck by gunfire and numerous spent shell casings were recovered in the street, sidewalks and yards.

At this point in the investigation, there are no outstanding victims or suspects and there is no threat to the public.

Eastvale – The City continues to grow as we welcome new businesses and additions to the area.  Two businesses officially opened this last month and the residents were excited to celebrate. In addition, a Paramedic Squad is now in service to help the community. 

On August 1, residents gathered to welcome All Magic Paint & Body Collision Centers Express to the city.  The Grand Opening and Ribbon Cutting Ceremony took place at their location, 3788 S. Milliken Avenue in Eastvale.  All Magic Paint & Body Collision Centers Express is a family-owned business that provides trusted service for all your car needs. 

On August 15, city officials celebrated the Grand Opening of MOD Pizza located at The Station in Eastvale.  On Grand Opening day, the first 52 people through the door were given free pizza, many residents were given prizes, and 100% of the proceeds went to The American Red Cross. MOD Pizza offers a fresh selection of custom pizzas, salads, milkshakes, and more.  They are located at 12585 Cantu-Galilean Ranch Rd. Suite 150.

In addition to the grand openings, a special squad was also added to the Eastvale community this month.  A Paramedic Squad is now officially ready to serve, effective August 12.  The squad consists of five staff members who were transferred from various City contracts in Riverside County.  The squad will use a smaller truck that will allow them to respond quicker to critical incidents and medical emergencies. The Paramedic Squad members “are each well versed in their positions and exemplary employees who all want to be a part of the Eastvale community,” according to the City.   

The Eastvale City Council approved to add the Paramedic Squad to Fire Station 27 as part of the 2019-2020 Adopted Budget in May.

“As one of Riverside County’s youngest cities, I am honored to partner with the City of Eastvale to increase our level of Fire Services,” said Battalion Chief, Richard Tovar. “This Paramedic Squad will provide coverage to our growing community of Eastvale to allow us to better protect our highest values at risk, the residents.”

Eastvale – Many attended the 8th Annual State of the City hosted by the Eastvale Chamber of Commerce. The theme of this year’s State of the City was Thriving Together.

“There is a saying that you can go faster by yourself, but you can go further together,” stated a City post. “That’s really where thriving together comes into place. Your voice matters and you’re essential to ensuring that Eastvale continues thriving together for generations to come!”

The two-day celebration began on July 17 with a Business Luncheon held at 11:30 a.m. at the Eastvale Community Center.  On Thursday, July 18, residents gathered at 6 p.m. at Eleanor Roosevelt High School for the community event. Mayor Todd Rigby shared the State of the City Address, which included the state of Eastvale, city accomplishments, and goals for the future. The free event also included the city’s popular “Taste of Eastvale”.

“As a long time Eastvale resident, I am proud to serve as Eastvale’s Mayor,” said Mayor Rigby. “I have had the opportunity to watch Eastvale continue to progress and thrive throughout this year and the exciting part is, this is just the beginning and we’re just getting started!” said Rigby.

“In Eastvale, we have an opportunity to create great places for people to connect, prosper, and truly thrive,” said Bryan Jones, City Manager.  “We want to work with the residents of Eastvale to really truly understand what is our potential and what really matters to them when it comes to creating a sense of community and an experience and a feeling that they can truly feel proud to call home,” added Jones. 

Last year, the City of Eastvale assembled the Strategic Planning and Goal setting workshop, which included city management, city staff, and public input.  After the workshop, the following six targets were identified as the key pillars for the future: 1) Communication/Community Engagement 2) Public safety 3) Economic Development 4) Organizational Development 5) Finance/Budget and 6) Infrastructure.

Over the last year, the following great things happened in the City:

  • For the 8th year in a row, the City has presented a balanced operating and capital budget
  • The City’s Comprehensive Annual Financial Report was awarded the prestigious Certificate of Achievement for financial reporting
  • City Staff has made such an impact in the community that many departments have grown
  • A new user friendly City website was launched
  • Public outreach and public workshops have taken place in an effort to include residents in city decisions
  • City Hall has expanded its services, such as now providing Notary and Passport Services
  • A Community Satisfactions Study was launched for the first time this year

The City is also building healthy reserves by setting aside at least six months or 50% of annual regular general fund operating expenditures.  These strong reserves are combined with two land investment acquisitions assets including 7 acres at Hamner Place and 22 acres at Scholar Way and Citrus Street. “We’re investing in our city so it can thrive for decades to come,” as stated in the State of the City video.

In addition, the City also announced the establishments that have recently opened, which include:

At the State of the City, several projects and updates were also announced:

  • Two trails will be built through the community in an effort to connect the city schools and parks. This will be funded by the $8 million grant the City was awarded from the State. The City plans to work closely with residents over the next year to design these trails. 
  • Limonite Avenue and I-15 Interchange, which is expected to open this November
  • Hamner Avenue Bridge Widening Project, expected to begin construction after the Limonite Interchange is complete.  This will be a six-lane bridge and a multi-purpose trail to replace of the two-lane bridge currently over the Santa Ana River.
  • Limonite Avenue extension, located west of Archibald, across the Cucamonga Creek.  This extension will connect Eastvale to the City of Chino. A design was recently started for this extension.
  • The Merge, expected to include business park buildings and a retail center
  • Hamner Place, expected to have retail and Eastvale’s first hotel
  • More retails stores will open at The Station

The following restaurants and establishments are expected to open as well:

  • Tony’s Chop House
  • Heroes Restaurant and Brewery
  • Sprouts Farmer’s Market
  • Which Wich
  • Quick Quack Car Wash
  • Big Wok Mongolian Grill

 “Community is very important in our city,” said Council Member Jocelyn Yow. “It’s really important that we build that community in City of Eastvale,” added Yow.

In an effort to connect the community, the following events and programs will take place in the City:

  • The Tailgate Fest, a country music festival, expected to take place in August
  • An Arts and Public Places Program will be initiated, including a very special mural that will involve our community

Public safety is also a top priority in Eastvale.  The Sheriff’s Department and Fire Department are doing a great job keeping the community safe, which is why the City was ranked the 12th safest city in the state.  Below are the additions and accomplishments made to the City’s Public Safety:

  • A motorcycle deputy was added
  • An automated license plate reader program was implemented
  • ALPR cameras were installed on patrol vehicles and various entry/exit points throughout the city
  • The Neighborhood Watch Program covers every area in the City; we are one of the first cities in the country that has accomplished this.

However, the City is still looking into how to enhance the City’s safety through collaborative endeavors and advanced technology.  Here is what is expected to be added to increase community safety in the next year:

  • A medic squad, which is a smaller truck that can help respond to critical incidents
  • 10 patrol hours were approved to be added, which equates to two more deputies to be on patrol 

Other items that are expected to be launched or pursued in the future are:

  • Business Registration process will be made available online within the next year
  • A local library will be pursued
  • Additional entertainment options will be pursued

In addition, over the next year, the City will launch the Eastvale 2040 plan to help identify where the City should be in 30 years, how to get there, and what the City needs to put in place today so that the city can truly thrive.  This plan will involve a lot of community engagement. “We look forward to your feedback, ideas, and vision as we identify what this plan will foster for years to come!”

Mayor Rigby added a final note about how important the community’s feedback is.  “No matter how young or hold old you are, we believe you have a voice in our community and we want to make sure our community knows that you have a voice,” said Rigby.

Eastvale– On Friday, July 12, the City celebrated the Groundbreaking of Hamner Place, Eastvale’s newest Shop-Dine-Stay destination.  Hamner Place will be located off Hamner Avenue and Schleisman Road.

“The City of Eastvale is committed to enhancing the quality of life for Eastvale residents by creating places for people to connect and have community.  Hamner Place will do just that, while elevating Eastvale and putting our city on the map!” stated City officials.

Over the years, Eastvale residents have suggested multiple dining choices and options they would like to see in the City of Eastvale. Therefore, this past year, the City surveyed all their restaurants to identify what type of dining options were missing. 

“We also conducted a Restaurant Feedback Questionnaire to better understand the community’s ideas on future development of restaurants in our community,” stated Olivia Applegate, Public Information Officer, in a news release. 

“It was important to the City of Eastvale that residents help lead us in the right direction as we focus on recruitment and attraction as part of Economic Development,” she added.

Since then, city officials have been diligently trying to identify how to elevate dining experiences in Eastvale.  City officials have met with restaurateurs and have created a Restaurant Ad-Hoc committee in an effort to reach this goal.

In result, the following establishments have been determined as the best additions to Hamner Place: Heroes Restaurant & Brewery, Tony’s Chop House, Starbucks, and Staybridge Suites by IHG.

Heroes Restaurant and Brewery is a family restaurant that serves great American food and quality hand craft beers.  They are expected to open in summer of 2020. 

In addition, Tony’s Chop House is a brand new concept created by The Meat Cellar, and will be completely unique to Eastvale.  Tony’s Chop House will feature all of the amazing steaks and chops that The Meat Cellar offers but will have an elevated ambiance and a variety of added menu items.

Lastly, Eastvale’s very first hotel, Staybridge Suites by IHG, will open in Hamner Place in 2021. Staybridge Suites is a 4.5 star, 120-room hotel that features a rooftop bar, conference and event center, pool with cabanas, and is the only hotel with vegan food options in the Inland Empire.

Hamner Place is expected to bring in more jobs, sales tax revenue, and transient occupancy tax (TOT) to the city.  Since TOT is the tax that hotel guests pay during their hotel night stays, the city of Eastvale will see these TOT funds for the first time after Staybridge Suites opens. 

In addition, to help lower the traffic into the City, the Hamner Avenue Bridge Widening project will begin after the completion of the Limonite Avenue I-15 Interchange Project, which is expected to be completed by November 2019.  The Hamner Avenue Bridge will consist of three lanes, north and south directions, which will be plenty of room for travelers to reach Hamner Place.

 “We want to thank Lewis Companies and Retail Centers for their vision for Hamner Place.  They are the definition of turning challenges into opportunities and a part of making the impossible, possible,” stated a City news release.

No Shots Fired At Picnic in the Park

City clarifies that no shots were fired at annual Picnic in the Park.

Eastvale – The 15th Annual Picnic in the Park was an eventful day that took place from June 28 to June 30 at the Eastvale Community Park.

The three-day celebration welcomed a summer season of non-stop fun in Eastvale, which was held by JCSD.  The event included carnival rides, games, food and craft vendors, and a marvelous fireworks display.  In addition, there was a Salsa Making Contest judged by Mayor Rigby and Councilwoman Yow.

However, there were many rumors about an incident that happened during the event.  On June 29, social media groups filled with residents speculating about an incident that took place at the Picnic in the Park.  The City of Eastvale issued a statement on their Facebook page stating the following: “a fight took place and one of the individuals had a pellet gun. NO shots were fired and there were minor injuries only. Two suspects were subsequently arrested.”

The City of Eastvale wanted to clarify the correct information to the community and they also ensured that the Riverside County Sheriff’s Department would remain onsite through the duration of Picnic in the Park, ensuring the “event is safe and enjoyable for all.”

The clarification provided a peace of mind for Eastvale residents and they expressed their appreciation.  The rest of the event was enjoyable and safe for the community.  Until next year, Eastvale!
