Area Crime Recap: December 2018

INCIDENT: THEFT INVESTIGATION AND ARREST

WHEN: 12/8/2018

WHERE: 1400 block of Morab Way, Norco

DETAILS: On Saturday, December 8, 2018, about 9:34 a.m., deputies assigned to the Norco Sheriff’s Office responded to a residence located in the 1400 block of Morab Way, in the City of Norco, reference a theft.

The investigation revealed suspects had arrived at the location and stole property from the victim’s vehicle before fleeing the area in another vehicle. The crime was recorded on a residence video surveillance system.

Deputies assigned to the Special Enforcement Team (SET) conducted follow-up into the theft. On Tuesday, December 11, 2018, Special Enforcement Team deputies determined the stolen property had been listed “for sale” by the suspects through an electronic and mobile-driven market place. Deputies initiated an undercover operation and met with the suspects at a location in the City of Jurupa Valley. The suspects were detained without incident.

Further investigation revealed the suspects were in possession of stolen property affiliated with the Norco theft and had arrived at the location in a stolen vehicle, which was subsequently recovered. The suspects were identified as Danny Lee Petray, age 23, and Daniel Lee Shirley, age 28, both residents of Jurupa Valley.

Petray was arrested for grand theft, possession of stolen property, and violation of probation. Shirley was arrested for possession of stolen property and several outstanding warrants. Both suspects were booked into the county jail in the City of Riverside.

INCIDENT: HOMICIDE

WHEN: 12/22/2018

WHERE: 7800 block of Virtue Vista Dr., Jurupa Valley

DETAILS: On Saturday, December 22nd 2018, at about 9:15 pm, deputies assigned to the Jurupa Valley Station were dispatched to investigate a report of a male who had been shot in the 7800 block of Virtue Vista Drive in the city of Jurupa Valley. When deputies arrived, they located an adult male victim suffering from multiple gunshot wounds. The victim was transported to a local hospital where he died from his injuries. His name is being withheld pending notification of next of kin. Investigators from the Central Homicide Unit and investigators with the Jurupa Valley Station have assumed the investigation.

During the initial stages of the investigation, a suspect was identified as Tyler Borg, a 23-year-old male from Fontana. Borg was located in the 41800 block of Briarwood in Hemet and taken into custody without incident. Borg was later booked at the Robert Presley Detention Center for 187(a) PC-Murder. There are no outstanding suspects and no present threat to the community. INCIDENT: OFFICER INVOLVED SHOOTING

WHEN: 12/26/2018

WHERE: 6000 block of Camino Real, Jurupa Valley

DETAILS: On Wednesday, December 26th, at 11:43 AM, officers from the Jurupa Valley Police Department responded to the 6000 block of Camino Real reference an in-progress fraud at a local business.  Officers contacted the suspects involved in the fraud and an officer involved shooting occurred.

Following the shooting the suspects fled the location in a vehicle which came to rest in a dirt field at Mission Boulevard and Camino Real.  No parties were struck by gunfire and the use of a police canine assisted in the apprehension of the suspects.  There were no injuries sustained by law enforcement personnel or the public, and there are no outstanding suspects or threat to public safety.  The Riverside County Sheriff’s Central Homicide Unit responded and assumed the investigation.  The suspect’s names will not be released at this time pending the ongoing investigation.

The officer involved in the shooting has been placed on administrative leave per Department policy.  The involved officer’s name will not be released at this time.  This is an active investigation and no additional details are available at this time.  The Riverside County Sheriff’s Department encourages anyone with information regarding the incident to contact Central Homicide Investigator Paz at (951) 955-2777, or Jurupa Valley Police Department’s Station Investigator Munoz at (951) 955-2600.

Pine Ave. Widening Project Runs into Problems: City Forced to Use Fifth Amendment Right to Eminent Domain

Chino- The Pine Avenue Widening Project, Chino’s plan to expand Pine Avenue into six lanes, has hit an obstacle due to the City being unable to reach an agreement with the owners of the land needed for the expansion.  A resolution between the parties has not been easy, forcing the City to utilize “eminent domain.”

Eminent domain is the right provided by the Fifth Amendment in the constitution. It refers to the government’s ability to take private property for public use. However, they must provide the property owner with “just compensation,” which is determined by a property appraisal.

Lewis Operating Corporation plans to build 600 residential units, but their plan requires the dedication of certain land to the widening of Pine Avenue. This required land is part of the H&R Barthelemy Dairy Farm and has been in the Barthelemy family for over 70 years.  

Lewis Operating Corporation has been trying to obtain the land since last year but has been unable to reach an agreement with the family. Because of this, the City has voted to acquire the land by exercising their right of eminent domain.

“For the public purposes set forth herein, the City of Chino is authorized to acquire property through the exercise of eminent domain,” said the Chino City Hall Staff report.

The required easements for the project include a permanent easement of 110,766 square ft., slope easements, a drainage easement, a flooding easement, an access easement, and a temporary construction easement. An easement is the right to use another person’s land for a specified purpose.

“Pine Avenue needs to be widened to accommodate existing and future traffic due to development in the area,” said the Chino City Hall staff report.

The City of Chino states that the land owned by H&R Barthelemy Farms is necessary in order for their Pine Avenue Widening Project to move forward. The Project is deemed to be for the greater good of the public.

“The acquisition of the Easements is necessary for the Project because without them the Project cannot be constructed,” according to the staff report.

The Barthelemy family wishes to have their own appraisal of the property made and to be given a reasonable amount of time to do so.

“In order to engage in meaningful negotiation with the City, we wish to have the property independently appraised,” wrote Dan Barthelemy in a letter to the City.

In accordance to California eminent domain laws, the property owner does not have to accept the City’s offer and they are able to make a counter-offer.

No deal has yet been made.

Eastvale Residents Exercise the Power of Petition

Eastvale– Eastvale resident, James Sinnema, started a petition on the website Change.org to bring residents together who share the same concerns for a proposed project in their neighborhood.

In November of last year, the building of a self-storage facility was proposed to the City Council. The property is located east of Hellman Avenue and north of Walters Street. The family owned company proposed a zone change of the land to become commercial.

Many residents were angered by this possible project because it would be located in a residential area near a school.

“A commercial use will not fit with the character of the surrounding uses,” said James Sinnema in their Change.org statement.

The resident does not believe that this two-story storage building would be visually compatible with the surrounding area. Sinnema also expressed concerns with the storage facility leaving land only big enough for a small business to be built.

“As I’ve shared with Mr. Gossett, it seems if the Council were to grant approval for the storage facility and it is constructed, then the remainder parcel would only work for a convenience store such as 7-11,” said Sinnema.

Sinnema and other residents believe that would increase the crime rate in the area.

“As an employee of a local Police Department, I can’t begin to tell anyone the type of calls for service we get from these types of locations. We are only setting up our neighborhood up for failure. Crime rates will rise (thefts, graffiti, break-ins) traffic will increase and our home values will go down,” commented Kristen Kannard.

Over 600 residents have signed the petition.

The public hearing for the possible development will take place on Jan. 23 at 6:30 p.m. at City Hall.

I-15/Limonite Avenue Lane & Ramp Closures

Contractor will be closing the freeway ramps and the Limonite Avenue Bridge on Tuesday and Thursday, January 15 and 17, 2019 from 9:00 pm to 5:00 am. The closures on Thursday, January 17, 2019 will only be used if the work is not completed on Tuesday.

Ring in the New Year at the Eastvale Community Center

JURUPA VALLEY, CA (December 10, 2018) – Back by popular demand, the JCSD Parks and Recreation Department will turn the Eastvale Community Center (ECC) into the ultimate party destination.  This exciting event begins at 7:00 p.m. and will feature a disc jockey and dancing, a buffet dinner with a dessert station, two wine and beer bars, a photo booth, raffles, and a midnight balloon drop and champagne toast. The party concludes at 1:00 a.m. Designated pick-up and drop-off areas will be available for those who are using alternative transportation. 

No babysitter? That’s no problem! A separate Kids’ Corner, staffed by JCSD personnel, will be available for an extra charge of $10 per child. Eastvale: Here We Grow Again

Eastvale– The City of Eastvale continues to grow and residents are waiting patiently for their desired establishments to open.  For example, many residents are very excited about the new In-N-Out expecting to come to town in the first quarter of 2019, according to local reports.  However, the community is also currently celebrating the businesses that have recently opened, such as the new El Pollo Loco located at 13332 Limonite Ave. in the Eastvale Marketplace retail center.

Eastvale Woman Fatally Shot

Eastvale – On Nov. 24, an Eastvale woman was shot and found deceased in the roadway of Jasper Loop, north of Aspen Leaf Lane.  The woman was later identified as Alicia Rene Lopez, 28 of Eastvale.  The Eastvale Police Department is currently seeking the public’s assistance to obtain any additional information regarding the shooting. 

The incident occurred at around 8:08 pm on Saturday evening, when nearby residents reported that they heard “shots being fired” in the 1300 block of Jasper Loop.  Eastvale Police Officers were dispatched to the location.  When Police officials arrived, Lopez was found in the middle of the roadway and was pronounced deceased at the scene.  It is unknown at this time if Lopez lived near the residence where she was shot. 

“One adult male was seen running from the location after the shooting,” said Sergeant Walter Mendez in a news release.  “But no further information is available at this time,” Mendez added. 

After the incident occurred, several members of the community turned to social media group pages asking what happened and what the suspect looked like.  The posts caused a lot of speculation of what could have led to the shooting.  However, out of respect for the family, many administrators of the social media sites deleted or addressed comments that contained unconfirmed information.  A family member of Lopez even commented on a post stating that the incident was not a result of domestic violence.  All parties reiterated that the incident is under investigation and information regarding the suspect’s appearance will be released when available.

Hundreds Served at Christmas Gift Mart

Eastvale – VantagePoint Church held their 6th Annual Christmas Gift Mart on December 1 at Eleanor Roosevelt High School.  This event helps low-income families provide holiday gifts for their children each year. 

This year’s Gift Mart allowed 420 families to take home 2,100 gifts for their children.  Members of VantagePoint Church donated over 1,800 of these gifts, each valuing from $15 to $25. 

In addition to the donations, over 300 volunteers gathered to make this event possible.  Even the local Boy Scout Troop woke up early to serve 1,100 pancake breakfasts for the families waiting in line.  The families were very grateful for the breakfast and coffee served, because some of them began lining up for the event the day before!

However, it was definitely worth the wait as families had a great time at this year’s Christmas Gift Mart.  Parents were able to pick out Christmas presents while their children made holiday crafts.  Then, volunteers wrapped the gifts and took them to each family’s cars.  Children were also excited to meet Santa, Santa’s elves, Spider-Man, Princess Belle, and Kylo Ren.  The entertainment continued with performances by the Eleanor Roosevelt High School band, choir, and drama departments.  In addition, free raffles and balloon animals were provided to the families before they went in to shop.

This event continues to touch the lives of local families each year.  “One family told us that their child just got out of the hospital and without us, they wouldn’t have been able to afford Christmas,” said Monique Whritenour, VantagePoint Operations & Outreach Director.

“Families were blessed, lives were changed, and we found a tangible way to be living proof of a loving God to those around us,” Whritenour added.

Eastvale Appoints New Mayor

Todd Rigby has lived in Eastvale for almost a decade as a California native.  He is a strong believer in giving back to his community. Professionally, he works in residential real estate as a broker and owner.  Rigby and his wife Charlene are the parents of three children.  Rigby enjoys volunteering with the Boy Scouts of America, his church, and local sports organizations.  

Todd received his Associate’s Degree from Santa Ana College in Liberal Arts, and received his Bachelor’s Degree from Brigham Young University in Facilities Management with a Business Minor. He then went on to receive a Master’s Degree from Azusa Pacific University in Human Resource Organizational Development.  

“I am excited for this new role and look forward to continuing to serve the residents of our community,” said Mayor Todd Rigby.  “Thank you to my fellow Council Members for your vote of confidence. We have a great team in place on the Council and within our City staff. I look forward to a great year of accomplishing our strategic goals, and with our team effort, I have no doubt we will continue to make Eastvale a great place to live, conduct business, and visit.”

INCIDENT: GRAND THEFT INVESTIGATION AND ARREST

WHEN: 10/20/2018 (Date of theft) & 11/7/2018 (Date of arrest)

WHERE: Norco High School, 2065 Temescal Ave., Norco

DETAILS: On Monday, October 22, 2018, a Riverside County Sheriff’s school resource officer investigated a reported theft at the Norco High School campus, located at 2065 Temescal Avenue, in the City of Norco. The investigation revealed that on Saturday, October 20, 2018, about 11:13 p.m., a suspect had entered the campus and removed copper drainage lines from several air-conditioner units located on different buildings within the campus. In addition to stealing the copper, the suspect caused approximately $10,000 in damage to the units. On Wednesday, October 24, 2018, about 11:56 p.m., the suspect returned to the campus and stole additional copper lines, causing further damage to the existing air-conditioning units. Both thefts were recorded through the campus camera surveillance system, providing deputies with the suspect’s physical identifying information. On Tuesday, November 6, 2018, about 2:00 p.m., a deputy assigned to the Norco Sheriff’s Office Special Enforcement Team, contacted Timothy Wayne Arnett, age 45, a Corona resident, during a narcotics related investigation. During this subsequent investigation, Arnett was identified as the theft suspect responsible for the Norco High School incident. Based on the information collected during the investigation, Arnett was arrested and booked at the Robert Presley Detention Center for the charge of grand theft. INCIDENT: ATTEMPTED MURDER

WHEN: 11/7/18

WHERE: 5800 block of Samantha Pl., Jurupa Valley

DETAILS: On Wednesday, November 07, 2018, about 3:30 PM, members of the Region 7 Regional Gang Task Force were conducting a follow up investigation to a shooting that occurred in the 5800 Block of Samantha Place in Jurupa Valley where the victim sustained two gunshot wounds, which were non-life threatening. During the course of the investigation, Task Force Officers identified 25-year-old Jurupa Valley resident, George Ayala, a documented gang member, as the person responsible for the shooting. Further investigation also revealed Ayala was involved in an unrelated armed car-jacking, which occurred on Saturday, November 03, 2018, and for being in possession of a stolen vehicle, which occurred on Wednesday, November 07, 2018. Both unrelated incidents occurred in the Jurupa Valley area. Ayala was arrested and booked into the Robert Presley Detention Center for the following charges:  Attempted Murder with a Firearm, Armed Carjacking, Possession of a Stolen Vehicle, Criminal Street Gang Membership. The Region 7 Gang Task Force is one of eight teams composing the Riverside County Regional Gang Task Force, which is a collaborative effort of 25 law enforcement agencies with the goal of combating criminal street gangs throughout Riverside County. WHERE: Van Buren Blvd & 56th St., Jurupa Valley

UPDATE: On Friday, November 9, 2018, George Ponce, of Jurupa Valley, was discharged from Riverside Community Hospital, where he had been treated for injuries sustained from the fatal traffic collision on October 23, 2018. George Ponce was immediately arrested and booked into the Robert Presley Detention Center on four counts of 191.5 (a) P.C. (Gross Vehicular Manslaughter while Intoxicated).

ORIGINAL INCIDENT DETAILS: On Tuesday, October 23, 2018, about 11:45 PM, officers from the Jurupa Valley Police Department responded to a report of a major traffic collision on Van Buren Boulevard, south of 56th Street, Jurupa Valley. Upon arriving, officers located a traffic collision involving four vehicles. The preliminary investigation identified a single occupant vehicle was traveling northbound on Van Buren Boulevard and attempted to make a westbound turn onto 56th Street. The driver failed to negotiate the turn and traveled into southbound lanes of Van Buren Boulevard and collided with the vehicle occupied by four individuals.  All four individuals were pronounced deceased by emergency medical personnel on scene. Two additional vehicles traveling southbound sustained minor vehicle damage only attempting to avoid the collision. The driver who caused the collision sustained serious non-life-threatening injuries and was transported to a local hospital where he was admitted. Alcohol appears to be a contributing factor in this traffic collision.  The Jurupa Valley Station’s Traffic Reconstruction Team is conducting a full investigation. The identities of the deceased are being withheld pending notification of next of kin. WHERE: Robert Presley Detention Center, Riverside

DETAILS: On Saturday, November 10, 2018, about 10:29 P.M., deputies assigned to the Robert Presley Detention Center located an adult male Hispanic unresponsive within his cell in a housing area of the facility. Deputies and medical personnel in the jail, initiated life-saving measures and the male Hispanic inmate was transported to a local hospital, where he later died. The Riverside Sheriff’s Department, Jurupa Valley Sheriff’s Station Investigations Bureau responded and assumed the investigation.  The identification of the victim will not be released at this time pending notification of family.  There are no signs of foul play and due to the ongoing investigation, no further information will be released at this time.  Anyone with information regarding this incident is encouraged to call Investigator Medina of the Jurupa Valley Sheriff’s Station at 951-955-2600.

INCIDENT: FALSE BOMB REPORT/ SCHOOL THREATS INVESTIGATION AND ARREST

WHEN: August 2018- 11/14/18

WHERE:  Norco High School, Norco

DETAILS: Starting in August 2018 and spanning several months, the Norco Sheriff’s Office, received several school violence related threats from an unidentified suspect. The threats were directed toward Norco High School, located at 2065 Temescal Avenue, in the city of Norco. In each instance, the Norco Sheriff’s Office responded to the high school and conducted thorough safety sweeps to ensure the safety of students and faculty. The threats resulted in tying up Sheriff’s resources, delaying school schedules, as well as greatly inconveniencing students, faculty, and parents. The threats were determined not to be credible. The investigation was assumed by the Norco Sheriff’s Office Special Enforcement Team, who spent several months tracking down leads in an attempt to identify and locate the suspect. On Thursday, November 8, the Jurupa Valley Station School Resource Officer, assigned to Norco High School, developed information that led to the suspect’s identity and residence location. On Monday, November 12, deputies assigned to the School Resource Officer Unit, the Norco Sheriff’s Office Special Enforcement Team, and the Department’s Special Investigation Bureau, served a search warrant at a residence, located in the City of Corona. During the service of the warrant, deputies were able detain the suspect, identified as a male juvenile, in addition to recovering evidence related to the crime. The investigation revealed the threats were not credible. The suspect was subsequently arrested for making false bomb reports and transported to the Norco Sheriff’s Office for processing.  The Norco Sheriff’s Office and Jurupa Valley Station School Resource Unit, in our partnership with the Corona-Norco Unified School District, is committed to the safety of all our students and school faculty. Anyone making bomb threats, threats or reports of violence against any of our schools, students, or to our community, will be thoroughly investigated and held accountable for their actions. INCIDENT: MANUFACTURED DANGEROUS WEAPONS

WHEN: 11/16/18

WHERE: 5400 Block of 34th St., Jurupa Valley

DETAILS: On Friday, November 16, 2018, about 10:35 AM, members of the Region 7 Regional Gang Task Force conducted a license plate inquiry on a pick-up truck in the 5400 Block of 34th Street, Jurupa Valley. The pick-up truck returned stolen out of the City of Riverside. During the course of their investigation, Task Force Officers identified 35-year-old Jurupa Valley resident, Andy Acuna, as the person in possession of the stolen pick-up truck. Acuna is a self-admitted Criminal Street Gang Associate. With Acuna was 27-year old Jurupa Valley resident, Kayla Webb. Webb was identified as being on Post Release Community Supervision (P.R.C.S.) Further investigation revealed Acuna was in possession of two Manufactured Dangerous Weapons. Both weapons, the “Zip-Gun” also known as a “Slam-Fired Shotgun” and the “Cane-Gun” were both loaded and fully operable. Both Acuna and Webb were arrested and booked into custody at the Robert Presley Detention Center for the following charges: Andy Acuna: Manufactured Dangerous Weapons, Possession of a Cane-Gun, Convicted Felon in Possession of a Firearm, Convicted Felon in Possession of Ammunition, Possession of a Controlled Substance While Armed, Possession of Stolen Property. Kayla Webb: Violation of Post Release Community Supervision Terms. INCIDENT: HOMICIDE INVESTIGATION *PUBLIC ASSISTANCE REQUESTED*

WHEN: 11/24/18

WHERE: 13000 Block of Jasper Loop, Eastvale

DETAILS: On Saturday, November 24th, 2018 at about 8:08 pm, officers assigned to the Eastvale Police Department were dispatched to “shots being fired” in the 13000 block of Jasper Loop, in the city of Eastvale. Officers arrived and located an adult female victim, identified as Alicia Rene Lopez, 28 of Eastvale, deceased in the roadway on Jasper Loop north of Aspen Leaf Lane. One adult male was seen running from the location after the shooting, but no further information is available at this time. The Riverside County Sheriff’s Department-Central Homicide Unit and the Jurupa Valley Station Investigators have assumed the investigation. Investigators are requesting the public’s assistance with any information regarding this incident and are encouraged to please call Investigator Vasquez of the Sheriff’s Central Homicide Unit at (760) 393-3529.

Here We Grow Again: Eastvale Welcomes Sunshine Growers Nursery

On Wednesday, October 17,2018 the Eastvale Planning Commission approved the development of a new 20,000-square-foot greenhouse and retail store for a new plant nursery at Sunshine Grower’s new location on Riverside Drive, east of Hamner Avenue.

Eastvale Area Crime Recap: October 2018

INCIDENT: HOMICIDE(UPDATE) WHEN (ORIGINAL INCIDENT): 5/8/2018 UPDATE/ARREST: 10/4/2018 WHERE:6700 Block of Pedley Rd., Jurupa Valley

DETAILS: On Tuesday,May 8, 2018, at 3:30 AM, Cal-Fire personnel and Jurupa Valley Police responded to the 6700 block of Pedley Road, where an abandoned trailer was engulfed inflames. After the fire was extinguished, the charred remains of an adult male were discovered inside. Based on the discovery, investigators from the Jurupa Valley Station, the Sheriff’s Central Homicide Unit, Cal-fire Arson, and the Coroner’s Office responded to the scene to assist with the investigation. An autopsy ofthe remains in conjunction with an examination of the scene suggested the adult male; later identified as 40-year-old, Michael Reynoso, was the victim of a homicide. Based on the findings, the Sheriff’s Central Homicide Unit assumed the investigation. Further investigation revealed that August Nielsen was involved in Reynoso’s death. A warrant was issued for Nielsen for his involvement in the murder of Reynoso.

UPDATE: In the months that followed, Sheriff’s investigators identified 37-year-old, August Nielsen, as a suspect in the homicide of Michael Reynoso. Nielsen’s  whereabouts were unknown and a warrant was issued for his arrest. On October 4, 2018, the Desert Hawk Violent Crime TaskForce, with the assistance of the Inland Regional Apprehension Team, located and arrested August Nielsen near Phoenix, Arizona. Nielsen is currently held in a Maricopa county correctional facility awaiting extradition to Riverside county. He is held on $1,000,000 bail. INCIDENT: DEATH INVESTIGATION, WHEN: 10/11/18, WHERE: 12500 block of Limonite Ave., Eastvale

DETAILS: On Thursday, October 11, 2018, Eastvale deputies responded to the 12500 block of Limonite Avenue, in the City of Eastvale, for a medical aid call.  Cal-Fire personnel arrived prior to deputies and found a 25-year-old male Eastvale resident deceased on a bench in front of a business. Eastvale deputies initiated a death investigation. The deceased’s name will not be released until the Coroner’s Office notifies his next of kin.  The investigation is on-going. INCIDENT: ARMED ROBBERY INVESTIGATION AND ARREST WHEN: 10/17/18 WHERE: 1100 block of Hamner Ave., Norco

DETAILS: On Wednesday, October 17, 2018, about 2:20 PM, deputies assigned to the Norco Sheriff’s Office were dispatched to a retail business in the 1100 block of Hamner Avenue, in the City of Norco, in reference to an armed robbery. Upon arrival, deputies learned two male suspects had entered the business and stole property while brandishing a weapon at an employee and assaulting another. The two male suspects fled to an awaiting vehicle, driven by a third female suspect. All three suspects fled the location in the vehicle. Neither victim sustained injuries. A description of the suspects and suspect vehicle were provided to nearby deputies. Several minutes later, an Eastvale Police Officer,located the suspect vehicle travelling north on the I-15 freeway, through the Eastvale area. Officers followed the suspect vehicle before stopping it near the intersection of Philadelphia Street and Vineyard Avenue, in the City of Ontario. The three suspects were detained without incident. Deputies located stolen property in the suspect’s vehicle. The suspects were identified as Drashawn Stewart, age 21, a resident of San Bernardino, Autumn Smith, age 20, a resident of Fontana, and the third suspect was identified as a male juvenile.The two adult suspects were arrested for robbery and booked at the Robert Presley Detention Center. The juvenile suspect was arrested for an outstanding felony warrant and booked at Riverside Juvenile Hall. The juvenile suspect is also facing robbery charges. INCIDENT: MAJOR INJURY TRAFFIC COLLISION INVESTIGATION WHEN: 10/19/18 WHERE: 5th St. and Broken Lance Dr., Norco

DETAILS: On Friday,October 19, 2018, at 2:36 AM, deputies assigned to the Norco Sheriff’s Office responded to the area of 5th Street and Broken Lance Drive, in the city of Norco, regarding a major-injury traffic collision.  The preliminary investigation revealed a vehicle traveling westbound on 5th Street at a high rate of speed, collided into the center median causing the vehicle to spin out of control. Three of the four occupants of the vehicle were ejected from the vehicle. All four occupants were transported to local area hospitals for serious injuries sustained during the collision. This investigation is ongoing; however, it appears that alcohol,and/or drug impairment appears to be a contributing factor in this collision.The Jurupa Valley Police Department’s Traffic Collision Reconstruction Team responded to the scene to conduct this investigation.  This investigation is ongoing, and we are asking anyone with additional information to contact Deputy Lewis at the Jurupa Valley Station at 951-955-2600.

Eastvale City Election Results

Eastvale – The results are in and the three seats up for election are filled. For City Council there were 3 districts up for election: District 1, 3, and 4. In District 1 the current council representative is Todd Rigby. He was unchallenged by the deadline last month so he will retain his seat. So Todd Rigby will continue to represent District 1.  In District 3, Howard Feng, and Chris Hook could not beat incumbent Councilman Clint Lorimore. So Clint Lorimore will continue to represent District 3. In the final District, 4, Bart Moreno lost to Jocelyn Yow. Yow will represent District 4.

For the Corona-Norco Unified School District, only one seat affected the City of Eastvale. There was one candidate trying to upseat incumbent Bill Newberry, and she was successful. The challenger and new board member is Elizabeth “Lisa” Marroquin.

Bill Newberry received 45.9% of the votes with 3,342 votes, and winner Marroquin has 54.04% of the votes with 3,930 votes.

In District 3 winner Clint Lorimore recieved 54.15% at 717 votes, Howard Feng was at 32.40% with 429 votes, and Chris Hook has 13.44% with 178 votes.

District 4 showed winner Jocelyn Yow at 69.16% of the vote with 1139 votes, and Bart Moreno yielded 30.84% at 508 votes.

A little history on the decision to divide the City of Eastvale into districts: The City Council previously took action at the April 27, 2016 City Council meeting to initiate the process of converting to by-district voting beginning with the November, 2016 election. The Council approved Resolution No. 16- 09 initiating the by-district process. So instead of their traditional “at large” option of voting, this resulted in a few positive changes to the city:

1. The city will have representation by all parts of the city. So as the city was cut up into 5 areas, there can only be a candidate who lives in those district areas that are up for election.

2. The marketing costs will be more affordable. So if a “rich” candidate, or someone who has the ability to raise more money than the others, dominated past elections they can no longer do so. It levels out the political playing field financially.

What has also changed is the election cycle. State law now requires all elections to be held in November, with the exception of Primary elections, which are historically held in June. This has been a great cost saver to cities who ran their elections outside of the county election cycles. Now cities who paid for elections in odd months can now streamline their costs.

Eastvale: Eastvale Appoints New City Manager

EASTVALE, CA – On Wednesday, November 14, 2018, the Eastvale City Council unanimously approved the appointment of Bryan Jones as the new permanent City Manager. The appointment became effective immediately after. Bryan joined the City of Eastvale on April 16, 2018 as the Assistant City Manager, following a six month, nationwide, 90 applicant recruitment and interview process. On June 13, 2018, Bryan was asked to serve as the Interim City Manager starting June 29, 2018. Since then, Bryan has led the organization and expanded City Hall with new Council Chambers, additional offices, a larger conference room, and an expanded customer service counter to better serve our residents and businesses. In August, Bryan also led City Council through a Strategic Planning Goal Setting process with public input.
“Bryan is a hardworking and trustworthy leader who delivers a strong strategic outlook to help guide our community,” Mayor Clint Lorimore said. “I have enjoyed working with Bryan and have had the pleasure of watching him build upon the positive momentum we’ve created in our City. I look forward to continuing to work with Bryan, the City Council, and our outstanding team at City Hall to best serve our residents and businesses.
Bryan is passionate about identifying ways to help move and connect people, businesses, and communities so they can all thrive together. His ultimate goal is to create places for people to prosper. Bryan draws from nearly 20 years in both the public and private sectors. He has led cutting-edge land use and transportation infrastructure projects throughout California and North America. With a background as a professional engineer and certified planner, Bryan is well positioned to understand the unique opportunities Eastvale faces from a land use, transportation, and economic development perspective.

Bryan has a Master’s in Public Administration from Norwich University focused on Leadership and Sustainable Financial Strategies and a Bachelor of Science in Civil Engineering from the University of California, Davis with a Communications minor. Bryan is a California native and married to his wife, Shari. They have two grown children and three black Labradors.

Eastvale: Largest Church in the City Breaks Ground on New Church Home

Eastvale – Founded in 2008, VantagePoint Church has grown from a handful of families to become the largest church in Eastvale, currently averaging over 1800 men women and children in 4 services each Sunday.  For nine of those years, they’ve been a portable church, meeting at Roosevelt High School. It has always been the church’s dream to build a permanent home in Eastvale to better serve their surrounding communities.

On Sunday, September 30, 2018, VantagePoint Church’s dream took one step closer to fulfillment as they celebrated their official groundbreaking at their new church home, 8500 Archibald Ave, Eastvale, CA 92880.

Over 2000 people gathered on the 10 acre property to dedicate the land to God and to the vision He has for their property. Gathered with the people of VantagePoint Church were several members of the Eastvale City Council, including Mayor Clint Lorimore and Mayor Pro Tem Todd Rigby.

Construction of the church facility has begun and will continue through October of 2019, when the new campus of VantagePoint Church Eastvale will open its doors to the community. The campus will initially consist of a state of the art 650 seat auditorium, children’s buildings, and community spaces.  Eventually, the church’s master plan calls for a larger 1250 seat auditorium, a splash pad, cafe, and community meeting spaces.

Until construction is finished, VantagePoint Church continues to meet at Eleanor Roosevelt High School in Eastvale on Sundays at 8:30am, 10am, 11:30am, and 6pm. Visit their website at: http://www.vantagepointchurch.org.

Eastvale: Updated Yard Maintenance Requirements

The City of Eastvale is working with residents to maintain a clean and beautiful environment for our community.

We have updated the regulations for front and side yard appearances, and want to keep you informed about these updates to remind you of our Yard Maintenance section in the Zoning Code.

Any front yard or side yard that is visible from the street, shall be landscaped and maintained. Maintenance requirements include the following:

• Trash/Waste free yards
• Working yard lighting
• Mowed lawns to a height of no more than 6 inches
• All unplanted/unpaved areas need to be covered with mulch, bark, etc.

We encourage residents of Eastvale to show their uniqueness and individuality when choosing to landscape their homes. Whatever style you choose, be sure to follow these maintenance rules:

• Plants must be in a healthy condition
• All tress/ shrubs must be pruned for proper appearance
• Remove all dead wood and branches from yards

Visible outdoor storage is not permitted in any front yard, or side yard. Don’t block vehicle/pedestrian traffic on any public street, sidewalk, or right-of-way.

We encourage you to stay up to date on the Zoning Code to contribute to our aesthetically attractive city, as well as avoiding any potential fines due to any violations.
