Attempted Robbery – Arrest in Eastvale

On January 16, 2018, Eastvale deputies responded to a robbery call at a yogurt shop located at the 6900 block of Hamner Ave., Eastvale. An employee stated a suspect entered the rear of the shop and demanded yogurt and money. The suspect was unarmed. The employee ran out the entrance of the shop and a customer called 911 to report the incident. The suspect left the area on foot, without cash or yogurt. The suspect was not located by deputies at that time.

On January 17, 2018, Eastvale deputies responded to a suspicious person call at the 13000 block of Schleisman Road. A subject was detained by deputies that matched the description of the suspect of the attempt robbery. The subject, 26-year-old Eastvale resident, Chibuikem Ibekwe, was later identified as the suspect of the attempt robbery. Ibekwe was arrested and booked at the Robert Presley Detention Center for attempt robbery.

Eastvale To Boost Police Patrols

Eastvale – The Eastvale City Council voted to amend it’s contract with the Riverside Sheriff’s Department (RSO), which will increase police presence to 10 deputies a day. The city council voted last month to also add an additional motorcycle officer which will increase traffic enforcement.

“Amendments to the Riverside County Sheriff’s Department contract to increase staffing have been something that the city has done in a very incremental and conservative manner due to the negative impacts of the loss of our vehicle license fee revenue,” said Michele Nissen, City Manager for Eastvale.

Unfortunately, there is a waiting period for this to take effect due to the county-wide staffing shortage at RSO. City Manager Michele Nissen told the council at last month’s meeting it could take up to a year before the deputies are available. They have to recruit, hire, train, and deploy more officers, she said. But city officials are working on speeding up the process somehow.

The new cost could take about another $1 million dollars a year, but final costs are still being calculated. With the retail growth since the city’s incorporation in 2010, the city the sales tax revenue would contribute to these expenses. The city gets 1% of all sales tax generated from businesses within the city. This goes to the general fund. This is why it’s important to shop within city limits.

“Due to the passage of SB130 and the return of VLF revenue, we will now be able to revisit our law enforcement contract as was discussed during the fiscal year 17/18 budget workshops,” added Nissen. That source of revenue is the $4.3 million boost the city will receive from the vehicle license fee (VLF). The VLF funds were taken away by a last minute legislative bill from the governor a few years ago. The bill took away VLF funds from Eastvale and three other new cities. The city rallied and successfully reversed that bill and the state agreed to return the funds. VLF funds are paid in 2 bi-annual installments and it trails property tax so it’s paid in late January and late May (50% payment and then another 50%, totaling the $4.3M listed in the staff report). Sacramento isn’t returning any funds they already took ($19.3M from Eastvale) but they are going to start paying us our “fair share” of VLF revenue like all the other cities in CA. We will be treated equitably now, Nissen said.

“The City still lost approximately $19.3M which will not be returned but at least we will have VLF revenue moving forward which will allow us to better address the needs of our growing city,” added Nissen. The city now contracts for 90 patrol hours per day. The new agreement will be from 90 hours to 100 hours per day. PLUS a motorcycle officer, which is a dedicated position, and will be an addition to the 10 hours added.

To increase traffic officers and increase patrols has been a huge concern for the city and residents. Now that the city has been successful with so many retail developments (see “here we grow again” story on www.anapr.com) city services will be able to increase.

The city of Eastvale has contracted with RSO for police services since their incorporation. Without contracting with RSO to provide police services, the city would have to create their own police department. Cities like Corona, Chino, West Covina, Baldwin Park, and Los Angeles have their own police departments. Eastvale, like Jurupa Valley, Chino Hills, Diamond Bar, and Walnut all are considered “contract cities” and subcontract with county Sheriff departments. At this point, creating a city police department would not be a viable option for Eastvale.

INCIDENT: Deputy Involved Shooting

Incident Date: December 4, 2017

Incident Location: Bellegrave Avenue and Van Buren, Jurupa Valley

On Monday, December 4, 2017, at approximately 12:00 PM, a deputy from the Jurupa Valley Sheriff’s Station responded to the area of Bellegrave Avenue and Van Buren, in the city of Jurupa Valley, reference a previously reported stolen vehicle.  The deputy responded to the area, located the occupied stolen vehicle, and attempted to conduct a traffic enforcement stop.Details:

During the traffic stop, the suspect reversed the stolen vehicle into the patrol unit several times and a deputy involved shooting occurred.  A vehicle pursuit ensued, and a short distance later, the suspect exited the vehicle and fled into the river bottom area near Riverdale Place.  During that time, the suspect ignited the stolen vehicle as well as vegetation in the river bottom.  Cal-Fire/Riverside County Fire responded and assisted Riverside City Fire with the vegetation fire.  Fire personnel continue to work on extinguishing the fire.

With the assistance of the Riverside Police Department, the suspect was located, a brief struggle ensued, and the suspect was arrested.  Two officers with the Riverside Police Department sustained minor injuries as a result of this arrest.  The suspect was transported to a local area hospital for a medical evaluation.  No citizens were injured during the incident.  The deputy involved in the incident was taken to a local area hospital as a medical precaution.  Investigators from the Riverside County Sheriff’s Departments Central Homicide Unit responded and assumed the investigation.

The suspect was identified as Clinton Althizer, 40 of Jurupa Valley.  After receiving a medical evaluation he was booked into the Robert Presley Detention Center, in the city of Riverside, for assault with a deadly weapon on a peace officer, vehicle theft, possession of stolen property, attempted assault on a peace officer, evading, and arson.

The deputy involved in the shooting has been placed on administrative leave per Department policy. The involved deputy’s names will not be released at this time.  The Riverside County Sheriff’s Department encourages anyone with information regarding the incident to contact Central Homicide Unit Investigator Stoyer at (951) 955-2777.

 

 INCIDENT: VEHICLE THEFT ARREST OF WANTED GANG MEMBER

WHEN: 11/28/2017

WHERE: 5000 Block of Poinsettia Place, Jurupa Valley

On Tuesday, November 28, 2017, about 4:06 p.m., officers from the Region 7, Riverside County Regional Gang Task Force conducted a traffic enforcement stop on a reported stolen vehicle in the 5000 Block of Poinsettia Place, in the City of Jurupa Valley. During the subsequent theft investigation, officers learned a wanted criminal street gang member was in possession of additional stolen vehicles in the Jurupa Valley area. Regional Gang Task Force officers located and contacted Levi Aguirre, a 22-year-old resident of Jurupa Valley, in the 5000 block of Collins Avenue. Aguirre was being sought for two active felony vehicle theft warrants in San Bernardino County.  The on-going vehicle theft investigation linked Levi Aguirre to two additional stolen vehicles.  Aguirre was arrested and booked into the Robert Presley Detention Center for the following charges: Two outstanding felony vehicle theft warrants out of San Bernardino County, Three Vehicle Thefts in Riverside County, Vehicle theft with several prior convictions, Felony probation violation.

 

INCIDENT: FATAL TRAFFIC COLLISION INVESTIGATION

WHEN: 11/17/2017

WHERE: Galena Ave. & Avon St., Jurupa Valley

On Friday, November 17, 2017 at 5:23 p.m., officers assigned to the Jurupa Valley Police Department responded to the area of Galena Avenue and Avon Street, regarding a major-injury traffic collision.  The preliminary investigation revealed a vehicle traveling westbound on Galena Avenue stuck a pedestrian who was crossing Galena Avenue, just west of Avon Street. The pedestrian was pronounced deceased on scene by paramedics.  This investigation is ongoing, but alcohol and/or drug impairment does not appear to be a factor in this collision.The Jurupa Valley Police Department’s Traffic Collision Reconstruction Team responded to the scene to conduct this investigation.  This investigation is ongoing and we are asking anyone with additional information to contact Deputy Adam Ditfurth at the Jurupa Valley Station at 951-955-2600

 

INCIDENT: GRAND THEFT

WHEN: 11/2/2017

WHERE: 4200 Block of Opal St., Jurupa Valley

DETAILS: On November 2, 2017, several cameras were stolen from the audio/video department of Rubidoux High School. The theft was reported by school staff to the School Resource Officer. On November 10, 2017, a member of the school’s staff contacted Sheriff’s Dispatch reporting they located one of the cameras for sale on the internet. The Jurupa Valley Station’s Special Enforcement Team assumed the investigation and recovered one of the reported stolen cameras. The camera was returned to the school. On November 17, 2017, between 10:00 AM and 1:00 PM, search warrants were served in the 6200 block of Jared Circle and 3900 block of Driving Range Road, in the city of Jurupa Valley. Evidence associated with the theft and sale of the stolen cameras were recovered during the service of the search warrants. The cameras were sold utilizing cellular phones applications that advertise goods for sale. The cameras were described as Canon EOS Rebel T5i, DSLR with lenses and battery chargers. We are asking the public for assistance in recovering the remaining stolen cameras. If you purchased a Canon EOS Rebel T5i DSLR camera using a web based application, between November 2, 2017 and November 17, 2017, please contact Deputy Gilbert at the Jurupa Valley Sheriff’s Station at 951-955-2600. INCIDENT: FATAL TRAFFIC COLLISION INVESTIGATION

WHEN: 11/14/2017

WHERE: Rubidoux Blvd & Market St., Jurupa Valley

DETAILS: On Tuesday, November 14, 2017, at 9:17 p.m., officers assigned to the Jurupa Valley Police Department responded to the area of Rubidoux Blvd. and Market St., Jurupa Valley, regarding a major-injury traffic collision. The preliminary investigation revealed a vehicle traveling southbound on Rubidoux Blvd., drifted into oncoming traffic, colliding with vehicles traveling northbound on Rubidoux Blvd.  The single occupant of the vehicle that drifted into oncoming traffic was pronounced deceased on scene by paramedics. One of the occupants from another involved vehicle was transported to a local area hospital for medical evaluation and treatment.  This investigation is ongoing, but alcohol and/or drug impairment does not appear to be a factor in this collision. INCIDENT: MAIL THEFT/IDENTITY THEFT/ CONSPIRACY

WHEN: 11/9/2017

WHERE: 6300 Block of Valley Way, Jurupa Valley

DETAILS: On November 9, 2017, around 6:30 PM, deputies assigned to the Jurupa Valley Special Enforcement Team were on patrol in the 6300 block of Valley Way in the city of Jurupa Valley. They contacted several subjects loitering in the parking lot of a business. During this encounter, stolen mail and evidence related to identity theft was located. The subjects were all detained for further investigation and later booked into the Robert Presley detention Center for the following charges:

  • Danny Curtis Bennett, 33-year-old resident of Jurupa Valley, Under the Influence
  • Lisa Ann Haring, 26-year-old resident of Jurupa Valley, Parole Violation, Conspiracy and Identity Theft
  • John Anthony Morgan, 56-year-old resident of Upland, Probation Violation, Conspiracy and Identity Theft

INCIDENT: INDOOR MARIJUANA CULTIVATION/ THEFT OF UTILITIES

WHEN: 11/8/2017

WHERE: 7800 Block of Shoreham St., Eastvale

DETAILS: On November 8, 2017, at 4:00 PM, members of the Jurupa Valley Station’s Special Enforcement Team, served a search warrant in the 7800 block of Shoreham Street in the city of Eastvale.  Evidence of illegal marijuana cultivation along with an electrical bypass to steal electricity were located inside of the residence.  Xian Long Zhang, a 77-year-old resident of New York, was arrested and booked into the Robert Presley Detention Center for cultivation of marijuana and theft of utilities.  Anyone with information regarding this case is urged to contact Deputy James Herington at the Jurupa Valley Sheriff’s Station, (951) 955-2600.

INCIDENT: HOIST RESCUE

WHEN: 11/5/2017

WHERE: Tin Mine Canyon, Corona

DETAILS: On Sunday, November 5, 2017, at 12:02 PM, deputies from the Riverside County Sheriff’s Department Jurupa Valley Station responded to the Tin Mine Canyon in Corona reference a family which had become stranded in steep terrain in the area.  Due to the location and terrain, it was determined a hoist rescue would be the most appropriate rescue method. Personnel from the Riverside County Sheriff’s Department Jurupa Valley Station, Riverside County Sheriff’s Department Aviation Unit, and the Riverside Mountain Rescue Unit responded to assist.  A hoist rescue was initiated, and the family was safely escorted to the Skyline Drive Trailhead.  No injuries were sustained as a result of this incident. INCIDENT: COMMERCIAL BURGLARY

WHEN: 11/2/2017

WHERE: 100 Block of Hidden Valley, Norco

DETAILS: On Thursday, November 2, 2017, about 3:56 a.m., deputies from the Norco Sheriff’s Office were dispatched to a business located in the 100 block of Hidden Valley, Norco, reference a reported burglary. Upon arrival, deputies determined three suspects had forced entry into the business, removed property, and fled the location. Deputies searched the surrounding area and located the suspects nearby with the stolen property. The suspects fled from the deputies and were able to evade immediate capture. The investigation continued throughout the morning. At 7:47 a.m., investigating deputies located the suspects in the 2000 block of Temescal. The suspects fled from the deputies a second time. Two suspects were located and taken into custody in a nearby neighborhood with the assistance of the Aviation Unit and K-9 deputies. The third suspect was located in the immediate area a short time later and arrested without incident following a brief foot pursuit.

The suspects were identified as Fredrick James Reed, age 20, Jamal Javen Pugh, age 20, and a 17-year old Black male juvenile, all from the Compton area. Reed and Pugh were arrested for burglary and booked into the county jail in Riverside. The 17-year old juvenile was arrested for burglary and booked into the Juvenile Hall in the city of Riverside. During the investigation, the Norco High School campus was temporarily locked down as a precautionary measure while deputies searched for the suspects. The suspects were not armed, and no injuries were sustained as a result of this incident. The investigation is continuing. Roosevelt H.S. Boys Cross Country 15th In The Country

Eastvale – The Roosevelt High boys cross country team qualified to be a part of one of the most prestigious post season events in all of high school sports. Only the top 22 seven man teams and 45 additional individuals from 9 regions in the country qualify to travel to Oregon and compete in the Nike Cross Nationals (NXN). “It is an honor just to qualify for a competition of this magnitude” said Joe Robles, head coach of the boys cross country team at Roosevelt High School.

The team finished 2nd to Great Oaks in CIF Southern section and then had to finish in the top 2 in the state of California to qualify for the NXN meet. There are 9 different regions in the country and only the top 2 teams in each region qualify to go Oregon to compete for the NXN title and the coveted Winged Goddess of Victory Statue. Even though it wasn’t raining at race time it did start up again midway through the race to intensify an already intense race. The 40 degree temperatures and the premium, championship quality course at Glendoveer Golf Course challenged each competitor to give it all they had.

“The teams all have to compete as a club because Nike outfits each boy with a NXN custom uniform for the event as well as spikes, socks, warm ups, socks, backpacks and more. Our uniforms had our hometown, Eastvale written across the front of the, said Robles. “The boys just had a great time and because we were required to compete as a club they got to take it all home, they loved it” added Robles

The team finished 15th in the competition, that is 15th in the COUNTRY.

An incredible finish for the team on a day that saw their top CIF finisher Tyler Spencer run through severe back pain due to a 24 hour flu bug. Michael Fagan was battling the flu and had a 102 degree temperature and had been in urgent care the Wednesday before the trip, they finished 4th and 5th on the team respectively. Senior Raymon Ornelas finished 1st on the team followed by Sophomore Raul Chaves and Senior Moises Rendon finished 3rd for the team with one of his best efforts of the season. Matthew and Aaron Liberman finished 6th and 7th for the team beating out the Great Oaks 6th and 7th place finishers.

“Even though it was an overall off day for our team we are all incredibly proud of our team just for being there, much less finishing number 15 in the entire country. We feel like we are a top 10 team on our best day” said Robles. Robles also wanted to recognize his Assistant coach, David Cummings, for all of his hard work all season long. “Eastvale gets very hot in the summer months and David looks out for the boy’s safety by getting them up getting out with them for a good run at 5:30 in the morning all summer long”.

CAR SAFETY
Do not leave packages or valuables visible within your car.  Always lock your doors and windows and don’t forget to set your alarm or use an anti-theft device.

SHOPPING TRIPS
Always be aware of your surroundings. If shopping at night, go with a friend or family member.

SHOPPING WITH LITTLE ONES
Teach children to stay close to you at all times while shopping and never allow children to make unaccompanied trips to the restroom.

PACKAGE DELIVERY
With the online shopping trend, more people are having packages stolen right off their front porch. If you are expecting a package, request signature confirmation or have a trusted neighbor hold the package for you.

GIFT PACKAGE DISPOSAL
Dispose of big gift boxes discreetly. Packaging for items such as TV’s, computers etc., should be broken down before disposing. Do not let everyone see the wonderful gifts your family received during the holidays.

ANSWERING THE DOOR
Criminals will often scope out your home posing as a sales person or someone looking for charitable donations. Be cautious when talking to people whom you are unfamiliar with and do not let them in your home.

LEAVE THE LIGHTS ON
Leave outside lights on at night or set them on a timer. During the day, leave the radio or television on so the house looks and sounds occupied.

TRAVELING
If you are going away for the holidays, have a neighbor or family member watch your house and pick up your newspapers and mail.

Eastvale Fire Station 31 Recognized in Firehouse Magazine

Eastvale – In the November 2017 edition of Firehouse Magazine, Eastvale Fire Station No. 31 received a notable recognition in the Career Category 2 Fire Design section designated for stations built less than 15,000 square feet in size.

The 4th annual 2017 Station Design Awards showcased 43 fire and emergency services facilities in North America designed and constructed to meet the needs and responsibilities of its personnel and the community that it serves.

Fire Station No. 31 is a 6,004-sq.-ft. facility built by the City of Eastvale for the Riverside County Fire Department (RCFD). The corner site in the southern part of the city was built in a predominantly residential area. The station is designed to accommodate five firefighters in an individual dormitory setting. The station a two-bay and single-deep apparatus bay, administrative offices, a kitchen with a dining area, an onsite gym as well as a plethora of support spaces required for a facility of this type. Some of the other state of the art features include visitor parking covered firefighter parking, a separate storage building as well as an above-ground fuel station. The design of the station was heavily influenced by the how narrow the available space of the construction site. The apparatus bays are located as far from the corner as possible. The balance of the station follows the side street frontage, allowing for the drive-through requirements of the RCFD. The station was design was well thought out with the sole intention of the architectural style of the area. Sloped roof forms are used in conjunction with parapet areas designed to screen mechanical equipment. The station is scheduled to receive a LEED Silver rating based on the sustainable goals of the City of Eastvale.

Snow Is Coming To Eastvale Sat. Dec 2

Eastvale – The Holiday season is here and that means Christmas is right around the corner, complete with snow in Eastvale! Jurupa Community Services District (JCSD) hasn’t forgotten local residents and presents their annual Winter Wonderland extravaganza complete with a Tree Lighting Ceremony on Sat., Dec. 2nd at the Eastvale Community Center. So pack the kids into the family sleigh, pick up grandma on the way and come out and enjoy this fun filled event that was made with your family in mind. The annual Winter Wonderland will be in full swing from 3 pm to 9 pm on Saturday and will feature the tree lighting ceremony at 6:30 pm.

Snowtime begins right here in the southern California desert for the kids and Santa will be there taking pictures with the kiddos. There will be holiday performances for your entertainment going on throughout the event all day Saturday. We are proud to announce that the United States Marine Foundation will be there collecting new unwrapped toys for their annual toy drive again this year.

Bring a big appetite and sample some or all of the delicious cuisine proudly being served by specially handpicked vendors for your dining pleasure.

During special sneak peek hours on Friday December 1st from 6:00-9:00pm you can get a jump on the shopping crowds, over 30 holiday craft vendors will be present so you can get some early Christmas shopping done find. If you can’t make it don’t worry they will be there through the entire Winter Wonderland event on Saturday as well.

This year for the first time we are bringing T. Marie Boutique will be joining the festivities and they will be rewarding the first 10 early bird shoppers with some beautiful swag bags during the sneak peek hours on Friday night.

Eastvale – On September 27, 2017, the City of Eastvale’s City Council approved street sweeping services for additional neighborhoods in the City. Services will begin on Monday, November 13, 2017 for the following areas:

As a reminder, street parking is strictly prohibited during the days and times identified on the street sweeping sign posted at the main entrance(s) to each development.   The “No Parking Zone” is enforceable during the block of time identified on the posted sign, regardless of the location of the street sweeper on the scheduled route.  Residents are encouraged to pay close attention to the street sweeping sign(s) posted at the entrance of your development.

Street sweeping services will continue rain or shine and will not take place on holidays.  Vehicles parked on the street during those days and between the posted hours will be cited under Municipal Code §10.20.040, Parking Prohibited-Street Sweeping.  The fine amount is $50.00.  Notices to the newly affected communities were mailed.

Eastvale – Michele Nissen, Eastvale City Manager, received the Boy Scouts of America Distinguished Citizens Award for the ‘Temescal District’ Inland Empire last month. The other two recipients included Kathy Azevedo, former Mayor of Norco, and Jim Pauley, member of the Corona Rotary Club.

The Distinguished Citizens Award is given to those who have been exemplary models of service for community youth; this individual is one who has demonstrated leadership in business, or government, and who “lives by the Scout Oath and Law.” As there are many individuals who contribute time and effort to the Boy Scouts and/or local government and business, the award is not easily come by in any district.

Ms. Nissen was informed of her selection prior to the Temescal Boy Scouts dinner. A picture of her and her fellow award winners could be seen at the dinner itself, as they posed happily together with their respective trophies for the Distinguished Citizen Award on September 27, 2017.

“I didn’t do anything that was specifically about supporting Boy Scouts operations, projects or fundraising,” stated Nissen humbly. “What they are achieving…they are doing all on their own with hard work and support of the Eastvale Community as a whole.” Still, as City Manager, Nissen obviously has something to do with how the Boy Scouts have flourished in and around the Eastvale area.

Nissen continued, “As for the Distinguished Citizen Award, I was very surprised and I wasn’t sure I had done anything above and beyond to warrant such recognition. Needless to say, I was very proud and honored to be recognized.” The City Manager has lived in Eastvale since October 2001 and has since then focused on service for the community. She was appointed to City Manager of Eastvale in May of 2015.

Nissen’s contributions obviously impressed Boy Scout leadership. The Boy Scouts have 2,157 youth members, with over 500 adult volunteers delivering the program, in the Norco, Corona, Eastvale, Chino, and Chino Hills communities. Collectively, over 10,000 hours of community service projects that positively impact the communities in a variety of ways have been gathered just this year.

Each year, approximately 85 Scouts earn the coveted “Eagle Rank.” This is a difficult rank to obtain involving many hours dedicated toward a single, community-impacting project. Currently, more than 45 Chartered Partners, including local churches, service clubs, and community organizations, deliver local packs, troops, teams, and crews.

The Boy Scouts is an organization that lives and abides by actions of integrity. By their high standards, Michele Nissen fulfilled the “Scout Oath” they proudly uphold: “On my honor I will do my best/ To my duty to God and my country/ And to obey the Scout Law;/ To help other people at all times;/ To keep myself physically strong, mentally awake, and morally straight.”

Halloween Auto Accident

Eastvale – Riverside County Fire Department responded to a call at Halloween night about an automobile accident on the corner of Schleisman and Cedar Creek in the city of Eastvale.

Captain Schmidt from the original Eastvale Fire Station 27 on Hamner said “the call came in at approximately 9:30 pm and we were out there until after midnight”.

“Truck 17 from Glen Avon, Fire Engines from Station 31 and 27, all the same Fire Department, were dispatched to the scene said the Captain”. “Three people were trapped in the vehicles and had to be extricated using the “Jaws of Life” said Captain Schmidt. Capt. Schmidt said “the victims suffered minor injuries and were transported via ambulance to a local hospital to treat their injuries”. “The intersection was partially closed off to traffic while the firefighters continued working” the Captain added.

An Eastvale Resident posted: “Unfortunate accident on Halloween night. Fire department is continuing to free the last passenger. Corner of Schleisman and Cedar Creek. Many accidents have happened in this corner, city of Eastvale needs to put a stop light/sign on this intersection” Another resident had this to say, “I have to tell you this city amazes me more and more every day. My husband and I heard the accident and ran out of the house quickly. There were already people running over to assist help. Calls to 911 were being made. What didn’t stop was the flood of neighbors that kept heading over to help in whatever way they could. There were dozens of neighbors that ran and jumped in to help. I even said to my husband who are all these people that keep coming. He just said “they are our neighborhood”. Thank goodness we have good and caring people surrounding us.

Toys Needed For Christmas Gift Mart

Eastvale – It may not feel like Christmas yet in California, but we are only 5 weeks away from our VantagePoint Church Christmas Gift Mart Outreach Event. This amazing event will help 400 low-income families in the Inland Empire give their children Christmas gifts they might not otherwise be able to afford.  This Sunday, October 29, 2017, we will have a “fill the truck toy drive” at Eleanor Roosevelt High School from 8 a.m. to 12 p.m. We need 2,100 toys/gifts to make this event work. Every donation helps!

Can You Stop A Barking Dog?

Last week, a woman in Eastvale posted her frustration on the city Facebook page regarding a very loud dog her neighbors have.

What to do about neighboring barking dogs – particularly when they consistently disturb the peace of surrounding residents – can be a relevant question for many.

If a person calls Animal Control, this will not do much to alleviate the immediacy of the barking noises. Animal Control will mail a form to the complaining resident, one that stipulates that the dog is disturbing the peace. That form, in turn, will be sent to the address of the dog’s owner, after which the reporting resident will have to attend court to finally issue a citation. This process can take quite a while.

Those affected by the barking of a neighbor’s dog may take the old-fashioned approach of simply asking the dog owner/neighbor to control their dog’s barking, perhaps through a bark collar. This may or may not be effective depending of the type and receptivity of the person approached. If so confronted, the dog owner may also voice a concern of humane animal treatment, since dog collars are suspected on some level of incurring pain to the animal.

One resident responded to the Facebook complaint by suggesting a “Sonic Bird House Bark Control” sustainable outdoors. This essentially is a bark collar but in a birdhouse form, one that can be placed outdoors, in one’s own yard, without breaking down because of weather. If a person uses this, he or she is essentially controlling the barking of a neighbor’s dog without that neighbor’s permission through ultrasonic sound waves.

Back in 2009, Riverside County – Eastvale and Norco included – approved an anti-nuisance ordinance aimed at silencing noisy dogs by increasing fines for owners up to $500 and including remedies such as obedience training. This process, however, does go through Animal Services and through the Court process, as described above.  The law is meant to expedite the process by allowing an administrative hearing officer, sometimes a practicing attorney in arbitration, to hear the complaints and make the decisions quickly, but this is not always the case.

In Chino Hills, residents are instructed to contact the Inland Valley Humane Society. In Chino, citizens must call Animal Control, and if after hours, a police officer will be dispatched, but only if the caller reveals his or her identity. Generally, simply a warning is issued initially. The same process is outlined for Diamond Bar residents. Thus, there doesn’t seem to be any one expedient way to handle barking dogs in one’s neighborhood, and, while there is some sort of process, it will not be quickly remedied through the government.

Eastvale Street Sweeping Reminder

Eastvale – The City of Eastvale contracts through Waste Management with Dickson Street Sweeping for street sweeping services. This service ensures that all City-approved arterial, residential, industrial and alley roadways are kept clean. Maintaining clean streets keeps the City of Eastvale beautiful and complies with the South Coast Air Quality Management District (SCAQMD) and National Pollutant Discharge Elimination System (NPDES) requirements. Residents maybe unaware of the storm water pollution (polluted runoff) problem, and the threat it poses to the local Santa Ana River, lakes and streams.

Street parking is prohibited during the days and times identified on the street sweeping sign posted at the main entrance(s) to each development. The “No Parking Zone” is enforceable during the block of time identified on the posted sign, regardless of the location of the street sweeper on the scheduled route. Street sweeping services will continue rain or shine and will not take place on holidays. Vehicles parked on the street during those days and between the posted hours will be cited under section 10.20.040-Parking prohibited-street sweeping. The fine amount is $50.00. For residents who wish to contest their citations, please follow the instructions located on the back of the citation.

HOA Landscape Maintained Areas for the northern portion approved on March 17, 2016. Revised HOA Landscape Maintained Areas for Phase 2 approved on April 28, 2016.

Approved an application to relocate the parking lot for the model home complex because the parking lot has been sold to a homebuyer.

Walmart – Project No. 12-0051

Project Location: Southeast corner of Limonite and Archibald Avenues (APN 144-030-039) Proposal for the development of a 177,000 +/- sq. ft. retail store and several outparcels on 24.78 acres CEQA: EIR Planners: Eric Norris Project was reviewed by the Riverside County Airport Land Use Commission and received a conditional finding of conformance with the Chino Airport Land Use Compatibility Plan. Public review of DEIR available from September 27 to November 17, 2016.

On March 15, 2017, the Planning Commission reviewed and recommended approval of the project to City Council. City Council public hearing on April 12, 2017, with a staff recommendation to continue the hearing to April 26, 2017. City Council approval on April 26, 2017. Notice of Determination recorded on April 27, 2017. Approval letter, final conditions, signed resolutions, and stamped plans sent to applicant on May 1, 2017. A lawsuit has been filed by the group, “Eastvale United,” challenging the City’s approval of the project. No court date has been set. City Council approval on April 26, 2017. 2 nd reading for Change of Zone Ordinance on May 10, 2017

 

LBA Realty Industrial Building Major Development Review Project No. 14-1077

Project Location: North of Cantu-Galleano Ranch Road 1,000 feet east of Hamner Avenue. (APN 160-020-033 and 156-050-025) Major Development Review for a 446,173 sq. ft. industrial building on APN 160-020-033 (approximately 24 acres) and overflow parking on APN 156-050-025. CEQA: EIR Planner: Cathy Perring/Yvette Noir Formal application submitted on October 20, 2014. Draft EIR 45-day review period ended Monday, January 25, 2016. At-risk building plans submitted on January 6, 2016; civil plans submitted January 12. Planning Commission approval and EIR certification received April 20, 2016. Issue had arisen re: COA #28 with respect to guard shack location. Staff worked with the applicant over the last couple of months to find an acceptable design that will accommodate adequate truck stacking. Received acceptable solution to allow five trucks to stack on-site, July 7, 2016. Approved revised construction plans on December 22, 2016. Updated burrowing owl survey and mitigation bank contract received on February 6, 2017. Grading permit issued on February 16, 2017. Pre-construction meeting was held February 28, 2017.

Project Location: Northeast and Southeast corners of Hellman and Limonite (Kimball) Planning Commission reviewed and recommended approval to City Council on November 4, 2015. Approved by City Council on December 9, 2015. Second reading by City Council on January 13, 2016. Approval letter sent following CEQA 30-day statute of limitation ending on January 12, 2016. Possession of Stolen Property

On Wednesday, October 18, 2017, about 9:06 AM, a resident called to report a vehicle theft of his dirt bike motorcycle. The victim informed officers that his dirt bike motorcycle was stolen from the inside of his garage. The victim posted a picture of the stolen dirt bike, via social media. Numerous residents of Eastvale reported both on social media and through calls for service with dispatch as to seeing two individuals riding on the reported stolen dirt bike.

About 7:00 PM, the victim was notified, via social media, that his stolen dirt bike was placed at a corner near his residence. Deputies assigned to the city of Eastvale conducted further investigation regarding the pictures that were posted on social media. The suspects were identified as eighteen-year old Destin J-Brent and a fifteen-year old juvenile both of Eastvale.

On Thursday, October 19, 2017, Destin J-Brent was booked into Robert Presley Detention Center for possession of stolen property and the juvenile was booked into Juvenile Hall for possession of stolen property.

The Eastvale Police Department would like to thank the vigilante citizens of the community of Eastvale. The leads generated by the citizens of Eastvale helped solve this crime. The power of social media is a great tool for law enforcement as well as community members to be informed with crime in their communities.
