Eastvale: Bond Initiatives Construction in Full Swing

Corona, Norco, Eastvale – Measure U (voted on and passed in 2006) and Measure GG (voted on and passed in 2014), are bond initiatives that are building and improving school facilities in Corona, Norco, and Eastvale. Residents are currently paying on both bonds, which are included in their property taxes.

In November 2006 the voters of the Corona-Norco Unified School District (CNUSD) approved Measure U, another $250 million general obligation bond for the construction, reconstruction, rehabilitation, or replacement of school facilities at CNUSD. In accordance with State law, Citizens’ Oversight Committee was formed to monitor the projects and expenditures of revenue received from Measure U.

In November 2014 the voters of the Corona-Norco Unified School District (CNUSD) approved another initiative, Measure GG, adding $396 million general obligation bond for the construction, reconstruction, rehabilitation, or replacement of school facilities at CNUSD. In accordance with State law, a Citizens’ Oversight Committee was formed to monitor the projects and expenditures of revenue received from Measure GG.

“All money raised within city areas will be distributed equitably between Corona, Norco and Eastvale schools. Funds cannot be taken away by the State or used for District administration or employee salaries,” said Superintendent Dr. Michael Lin in a written statement.

On August 5, the Board of Education unanimously voted to place Measure GG, a $396 million bond measure, on the November 4, 2014 ballot to address the needs of the schools in the district. The measure will cost property owners in the District around $24 per $100,000 of assessed valuation (not market) annually. Measure GG is Providing labs and classrooms for career technical education, Update instructional technology in the classroom for improved student learning , Upgrade classrooms, libraries, science labs and computer systems to keep pace with technology and rising academic standards, Improve student safety and security, including security lighting, fencing, smoke detectors, fire alarms and sprinklers, Ensure that all teachers are adequately trained in the use of modern instructional technologies, Repair or replace deteriorated roofs, floors and plumbing and remove hazardous materials in older schools, and Reduce classroom overcrowding by providing new classrooms and facilities

“Our classrooms, computer labs and science labs require upgrades and repairs to ensure that students who plan to go to college are prepared to succeed, and those who don’t plan to go to college receive the career training they need to compete for good paying jobs,” added Dr. Lin in the statement. “Additionally, upgrades and repairs are needed to ensure classrooms and facilities are secure, meet current safety standards and address the issue of overcrowding. “

SUSPECT: Unknown Hispanic Male wearing a grey hoodie 

SUMMARY: On Tuesday, November 13, 2018, at approximately 4:21 am, deputies from the Chino Hills Station responded to a residence in the 13100 block of Le Parc Boulevard following the report of a victim receiving an injury after being attacked by a suspect with a shiny object believed to be a machete. Upon arrival, deputies were informed by the victim that he heard his car alarm go off, went outside as he believed someone was trying to steal his truck when he encountered the suspect. The victim was transported to a local area hospital where he underwent surgery for a laceration to his right forearm. The victim described the suspect as a Hispanic male wearing a grey hoodie.  

The investigation is ongoing, and detectives are attempting to identify the suspect involved.  

The victim has been released from the hospital and is recovering from his injury.

The U.S. Postal Service lost almost $4 billion in 2018

– The U.S. Postal Service lost almost $4 billion in 2018 even as package deliveries rose, according to results released on Wednesday, potentially giving U.S. President Donald Trump ammunition against Amazon.com Inc (AMZN.O), which he claims pays too little for the agency’s services.

Trump, without presenting evidence, has accused the world’s largest online retailer repeatedly over the past year of taking advantage of USPS by not paying enough for deliveries to make the service profitable. 

USPS reported operating revenue of $70.6 billion for fiscal year 2018, which ended on Sept. 30, as sales at its shipping and packages business rose 10 percent.
However, its net loss more than tripled to $3.9 billion from a loss of $1.2 billion in 2017, hurt by rising pay and benefits and higher transport costs, such as gas prices.

An independent agency within the federal government, USPS is limited in what it can do to improve its financials.

“The flawed business model imposed by law continues to be the root cause of our financial instability,” said Postmaster General Megan Brennan, adding that the Postal Service is pressing for reforms that would allow it to cut costs, increase revenue and compete more effectively. 

Neither USPS nor the president have the power to set postal rates directly. They are set by the Postal Regulatory Commission, an independent government agency with commissioners from both political parties who are selected by the president. That panel raised prices on packages by almost 2 percent in November.

Package delivery, especially for major customer Amazon, has become a key part of USPS’s business, but has not been enough to offset the sharp decline in first-class letters caused by the internet and email.

The Cowen Washington Research Group earlier this year forecast that USPS will nearly double the number of U.S. packages delivered for Amazon from 1.1 billion in 2018, or 55 percent of total USPS package deliveries, to 1.9 billion
“Following discussions with persons in the U.S. Postal Service ecosystem and a review of USPS financials, it’s clear that Amazon has been a key driver of USPS for years,” Cowen analysts said in a research note. 

Amazon is run by founder Jeff Bezos, who also owns the Washington Post, a newspaper Trump has repeatedly railed against. It has shown interest in delivering its own packages, and has tested drones for doing so. 

In 2015, Amazon spent $11.5 billion on shipping, 46 percent of its total operating expenses that year. It has not commented publicly on Trump’s criticisms.

SUMMARY: On Monday, November 12, 2018, at approximately 1:24 pm, deputies with the Chino Hills Station responded to a report of a vehicle burglary that occurred in the 4400 block of Village Drive in the City of Chino Hills. A credit card was stolen during the vehicle burglary and was used at several locations in the City of Chino Hills. During the investigation, deputies were able to identify Aaron Anolin as the suspect. Anolin was located in the area of the crime shortly after being identified.

Suspect arrested in Officer Involved Shooting

Police Officers arrested a suspect who tried to run down officers while fleeing in a stolen truck.  The incident resulted in two separate officer involved shootings.

On Monday, November 12 at 1:07 AM, Ontario Police responded to a commercial business in the 5100 block of East Shea Center Drive for a call of man trying to steal a Semi-Tractor Truck with no trailer.  The suspect rammed the gate several times and struck a security guard with the vehicle.  The security guard was transported to a local hospital with non-life threatening injuries.

Officers arrived as he fled the location in the truck and a vehicle pursuit ensued.  In the 5400 block of E. Airport Drive, the suspect pulled over and acted as though he was going to submit to arrest.  He then placed the truck in reverse and intentionally rammed an Ontario Police vehicle, nearly striking two officers.  He fled the scene and led additional Ontario Police Officers on a pursuit that traveled through the City of Fontana and eventually entered the SR 60 Freeway.  The suspect showed no regard for public safety and drove eastbound in the westbound lanes of the SR 60. 

At two separate locations on the SR 60 Freeway, Ontario Officers attempted to stop him by discharging their firearms.  The suspect then drove up an embankment west of Pyrite Avenue and stopped at a gas station where he submitted to arrest without further incident.

The suspect is a 37-year-old male from Pomona.  His identity is being withheld pending an investigation by the Riverside County Sheriff’s Department. He was arrested and transported to a local area hospital for an apparent gunshot wound to his leg.  He will be booked at West Valley Detention Center on multiple counts of assault with a deadly weapon, attempt murder of a police officer, grand theft auto, and felony evading.

Two Ontario Officers discharged their firearms.  The first is a Sergeant with 27 years of experience.  The second is an Officer with 14 years of experience.  Both Officers will be placed on standard three days paid administrative leave while the incident is investigated. 

The Ontario Police Department will be handling the investigation into the stolen vehicle, the pursuit, and the assaults on the security guards and the officers.  The Riverside County Sheriff’s Department will be investigating the Officer Involved Shooting as it occurred within their jurisdiction.

Narrative:

On Saturday November 10, 2018, around 10:57 PM, members of the Pomona Police Department’s Major Crimes Task Force (MCTF) and the California Highway Patrol were partnered up, and working a gang suppression detail within the City of Pomona. Officers attempted to conduct a traffic stop in the 2200 block of Logan St., of known Pomona gang members for vehicle code violations. The vehicle came to an abrupt stop and passengers began to bail out of the vehicle and flee on foot. Suspect Sanford and Suspect Hernandez were taken into custody immediately without incident.

 

Suspect O’Brien was taken into custody a short distance away from the vehicle without incident. Suspect O’Brien attempted to discard a small bag containing four loaded handguns.  All three Suspects were booked at the Pomona City Jail on the above-indicated charges.

The City of Pomona is dedicated to addressing quality of life issues and often uses partnered Law Enforcement agencies to accomplish one common goal of ensuring the safety of our community.

LOCATION: West Valley Detention Center (WVDC), 9500 Etiwanda Avenue, Rancho Cucamonga

 

INMATE: Aaron Williams, Black Male Adult, 25 years-old, Transient

6’1, 190 lbs, last seen wearing black shirt, black pants, and black shoes.

 

SUMMARY: On November 8, 2018, at approximately 2:25 p.m., Aaron Williams was released in error from the West Valley Detention Center. Williams was booked on October 31, 2018, for a felony parole violation and scheduled for release on January 14, 2019. Employees mistakenly released Williams when updating his records.

 

The error was discovered approximately an hour after his release, and a search was immediately initiated. The Sheriff’s Specialized Enforcement Division began searching for Williams, and he has not currently been located. Williams is believed to be a transient and not familiar with the immediate area. He was last seen wearing a black shirt, black pants, and black shoes. Williams has an active warrant for his arrest, and local law enforcement agencies have been notified.

Anyone who sees Williams, or has information on his whereabouts, is urged to call 911 immediately.

Police Seek Public’s Help in Fatal Hit and Run

Traffic investigators are seeking the public’s help in identifying the driver involved in a fatal hit and run collision. 

On November 8, 2018 at approximately 5:33 PM, a 75 year old Ontario resident was struck by a motorist while attempting to cross the street in the intersection of N. Mountain Avenue and W. Flora Street. After the collision, the suspect vehicle continued to drive south on N. Mountain Avenue. 

The suspect vehicle is a plum colored 2004-2006 Scion XB. The vehicle should have collision damage to the front of the vehicle.

Substance Abuse Among Bipolar Teens

According to a new study published in this month’s issue of the Journal of the American Academy of Child and Adolescent Psychiatry, approximately 1 in 3 teens with bipolar disorder developed substance abuse problems.  The time frame noted between diagnosis and the first reported indication of substance abuse issues was four years.  The study also noted additional risk factors that were predictors who among this group of teenagers who have bipolar disorder were the most likely to develop substance abuse.
bipolar disorderA group of researchers, led by Dr. Benjamin Goldstein of both the University of Toronto and the University of Pittsburgh, examined 167 youth with bipolar disorder between the ages of twelve and seventeen.  These youths were studied to document both the frequency of first-time onset of substance abuse and possible predictors that lead to first-time substance abuse.  Data was pulled from the Course and Outcome of Bipolar Youth (COBY).  Participants were interviewed an average of seven times over the span of four years in order to not only examine the symptoms, but to observe the functioning, stressors and treatment over this time period.

The results of the study found that 32% of the youths in the Course and Outcome of Bipolar Youth study developed dependence issues with alcohol and drugs.  The average span between the start of the study and first onset of dependence was 2.7 years.  The single strongest predictor noted in the study regarding future substance abuse and dependence issues among bipolar youth is the repeated experimentation with alcohol.  Results also showed that experimentation with cannabis among bipolar youth was also a strong indicator of future dependence issues.

There were five other factors that were present at the start of the study that were also noted as being strong predictors of future substance abuse among bipolar youth.  Those factors were oppositional defiant disorder, panic disorder, a family history of substance abuse, lack of family cohesiveness, and the absence of antidepressants in the treatment regimen.   Among those bipolar youth with three or more of those above mentioned risk factors, just over half (54.7%) went on to develop substance abuse issues while the incidence of substance abuse issues in those bipolar youth with two risk factors or less was 14.1%

MORE ABOUT DUAL DIAGNOSIS AND ADDICTION

The Course and Outcome of Bipolar Youth (COBY) study was funded by the National Institute of Mental Health and is the largest longitudinal study of children and young adults with bipolar disorder.  The study involved culling data from subjects at three different testing sites.  Those sites used for the COBY study included Brown University, UCLA and the University of Pittsburgh.  This longitudinal study will continue to follow these teens as they enter their twenties and thirties.

The results thus far regarding this longitudinal study is that experimental use of drugs and alcohol by teens with bipolar disorder is akin to playing with fire.  Results also show there seems to be a window of two to three years in which preventive strategies can be put into place in order to halt the possibilities of development of substance abuse issues in this population.

Los Angeles County Sheriff’s Homicide Bureau Detectives are still continuing their investigation into the circumstances surrounding a structure fire and death of John and Linda Venti.   

Monday, November 05, 2018, at approximately 8:00 pm, residents in the 3600 block of Crooked Creek Drive, Diamond Bar, called 9-1-1 and reported seeing Suspect Ryan Venti at the home of his parents, on Crooked Creek Drive.

 

Suspect Venti was wanted for the murder of his parents and the arson of their home. Deputies responded and were able to take the suspect into custody without incident.

 

From the condition of the suspect it appears that he has been hiding in the surrounding hills and brush in an attempt to avoid capture.

 

The suspect was booked at Walnut Sheriff’s Station for murder and is being held in lieu of $2,000,000.00 bail.   

 

A motive for the murder has not been determined.

 

The booking photo is not being released.

 

The investigation is ongoing and there is no additional information available at this time.

SUMMARY: On Sunday, November 4, 2018, at about 1:30 A.M., deputies from the Chino Hills Police Department responded to numerous 911 calls from motorists regarding a female standing in the roadway who was nearly struck by passing vehicles. Upon arrival, Knox was standing in the middle of the road on Carbon Canyon. When police attempted to contact her, she immediately fled, and a lengthy foot pursuit ensued. Knox threatened to kill the deputy and continued resisting. She was taken into custody and transported to the West Valley Detention Center in lieu of $50,000.00 bail.

Vigilant Citizen helps deputies find and arrest armed robbery suspect

DATE/TIME: October 29, 2018 / 9:00 p.m.

INCIDENT: PC 211 – Strong Arm Robbery

LOCATION: 1400 block of Carbon Canyon Road, Chino Hills

SUSPECT(S): Christian Wallace, 25 years old, resident of Placentia

Sandra Garcia, 19 years old, resident of Placentia

Taylor Navarrette, 24 years old, (female), resident of Placentia.

SUMMARY:

On Monday, October 29, 2018 at 9:00 p.m., deputies from the Chino Hills Station responded to the 1400 block of Carbon Canyon Road in Chino Hills following a report of an armed robbery at a Circle K convenience store.

The suspect, later identified as Christian Wallace, entered the convenience store and demanded money. The cashier gave Wallace an undisclosed amount of cash and he fled on foot to an awaiting dark colored sedan. A witness followed Wallace as he drove away from the scene and was able to obtain a partial license plate of the vehicle. Chino Hills deputies forwarded the description of the suspect vehicle to surrounding agencies. Brea Police Department located the suspect vehicle and conducted a stop. Wallace and two female occupants were detained without incident. Chino Hills deputies responded and took custody of the suspects.

Cash and other evidence linking the suspects to the robbery were recovered from the vehicle. All three were arrested for armed robbery and booked into West Valley Detention Center.

Halloween Safety Tips

To ensure a great Halloween, please take time to read these safety tips:

1) Older children should TAKE FRIENDS and younger children should be accompanied by a TRUSTED ADULT when trick-or-treating.

2) Accompany younger children to the door of every home they approach and make sure parents and guardians are familiar with every home and all people from which the children receive treats.

3) Teach children to NEVER enter a home without prior permission from their parents or guardians.

4) Teach children to NEVER approach a vehicle, occupied or not, unless they are accompanied by a parent or guardian.

5) Make sure all children wear reflecting clothing and carry a flash light when out at dusk and at night to help drivers see you.

6) Teach your children to be aware of drivers on the road before they cross the street.

7) Teach children to NEVER approach a home that is not well lit both inside and outside.

8) Teach children to stay alert for any suspicious incidents and report them to their parents, guardians and/or the proper authority.

9) Consider organizing or attending parties at home, in schools or in community centers as a good alternative to trick-or-treating.

Man arrest for assault with a deadly weapon and criminal threats by CHPD

SUSPECT(S): Ivan Perez, 30 years old, of Rancho Cucamonga

VICTIM(S): 30 year old male resident of Ontario

SUMMARY:

On Sunday, October 28, 2018, at about 9:11 pm, deputies from the Chino Hills Police Department responded to a disturbance in the parking lot of a local business. Upon arrival, deputies observed Ivan Perez standing in the roadway. Deputies learned Perez went to the business to confront another person. An employee of the business approached Perez who responded by drawing two large knives from his waistband. The employee victim fled and Perez chased him into the roadway. The victim was not injured.

Perez was detained by deputies and during a subsequent search, deputies found Perez in possession of several other knives. Deputies learned Perez previously threatened the employees and told them he would “shoot up” the business. Perez was arrested and transported to West Valley Detention Center where he was booked for assault with a deadly weapon, criminal threats, and carrying concealed dirk or dagger. Perez remains in custody and is being held on $50,000.00 bail.

NARRATIVE:

On Saturday, October 27, 2018 the Pomona Police Department – Major Crimes Task Force conducted vice related suppression patrols in the area known as the Holt Corridor. During the course of the patrol, officers encountered and rescued a 16 year old victim of Human Trafficking. The victim was interviewed and appropriate resources were activated to provide assistance to the victim.

This investigation is ongoing.

The Pomona Police Department takes a zero tolerance approach to human trafficking and sexual exploitation.

The patrol was conducted in response to numerous complaints received from residents and local business owners. The Pomona Police Department is taking a proactive approach to improving the quality of life by addressing and deterring human trafficking and prostitution activities along the Holt Ave corridor. The goal of the operation was to target prostitution related crimes and focus attention on the entire Holt Corridor with a priority placed on recovering juveniles, arresting prostitutes and arresting johns. The Pomona Police Department continues to pursue the identification and prosecution of human traffickers (pimps) who facilitate the prostitution activity along the Holt Corridor.

SUMMARY: On October 26, 2018, at approximately 8:00 am, deputies received a report of a two vehicle collision in the area of Soquel Canyon Parkway and Mindenvale Parkway in the City of Chino Hills. 

Deputies determined a grey Nissan Altima, occupied by the 37 year old adult and two children rear-ended a stopped white BMW . As a result of the collision, the two adult drivers were transported for minor injuries. The juveniles (13 and 9 years-old) were airlifted to Loma Linda Children’s Hospital for major injuries. 

Investigators believe the driver and juvenile occupants in the Nissan Altima were not properly seat-belted, resulting in the injuries. Speed was determined to be a factor in the collision.

Eastvale: Largest Church in the City Breaks Ground on New Church Home

Eastvale – Founded in 2008, VantagePoint Church has grown from a handful of families to become the largest church in Eastvale, currently averaging over 1800 men women and children in 4 services each Sunday.  For nine of those years, they’ve been a portable church, meeting at Roosevelt High School. It has always been the church’s dream to build a permanent home in Eastvale to better serve their surrounding communities.

On Sunday, September 30, 2018, VantagePoint Church’s dream took one step closer to fulfillment as they celebrated their official groundbreaking at their new church home, 8500 Archibald Ave, Eastvale, CA 92880.

Over 2000 people gathered on the 10 acre property to dedicate the land to God and to the vision He has for their property. Gathered with the people of VantagePoint Church were several members of the Eastvale City Council, including Mayor Clint Lorimore and Mayor Pro Tem Todd Rigby.

Construction of the church facility has begun and will continue through October of 2019, when the new campus of VantagePoint Church Eastvale will open its doors to the community. The campus will initially consist of a state of the art 650 seat auditorium, children’s buildings, and community spaces.  Eventually, the church’s master plan calls for a larger 1250 seat auditorium, a splash pad, cafe, and community meeting spaces.
